There are some professional certifications for well cementing, seismic analysis and exploration, etc that u also need to do to back you up and increase your chances of securing a job in the oil field. Some of them u will find in Dubai mostly. Short course....2 months...there is one that started this month but the registration began last 3 months. You need them and then project management. Why not consider some schools in Norway, where you will not pay tuition fee but then carter for your feeding, accommodation, etcThanks so much for the reply. No I dont have working experience. Global Islamic finance market is valued at $1.3tn and is growing faster than the conventional banking sector. London, UK - Britain is set to the become the first non-Muslim nation to raise money by issuing a government bond-style "Sukuk" compliant with Sharia law as part of a bid to transform London into a global capital of the Islamic finance industry. David Cameron, the British prime minister, unveiled the scheme along with plans to launch an Islamic market index at the London Stock Exchange as the British capital this week played host to the World Islamic Economic Forum (WIEF), an annual gathering of political leaders, chief executives and delegations from across the Muslim world. "Already London is the biggest centre of Islamic finance outside the Islamic world, but today our ambition is to go further still," Cameron told the event. "I want London to stand alongside Dubai and Kuala Lumpur as one of the great capitals of Islamic finance anywhere in the world." Established in Malaysia in 2006, the WIEF aims to embed Sharia principles at the heart of financial and economic affairs. Islamic finance requires that deals are based on real assets and forbids usury, the practice of lending money and charging interest, while risk must be shared between both parties to a transaction. "It means you should not be involved with interest, uncertainty and speculation," Dzuljastri Abdul Razak, a professor at the International Islamic University in Malaysia, told Al Jazeera. "It's basically about building the real economy. You can only sell something that exists. If you treat money as a commodity then there's no asset." Britain is the first non-Muslim country to host the WIEF, and Cameron's presence along with a gala dinner hosted by Prince Charles, the heir to the British throne, and cameo appearances by Boris Johnson, London's extrovert mayor, offered ample evidence of the event's significance to the government. "It's all about sending a message. It's a message that says, 'Look guys, you want it this way, in London you can have it this way. We're quite relaxed. We're happy about it and we want you to come and do your business here.'" Edward Lister, London's deputy mayor, told Al Jazeera. 'The UK needs capital' Cameron said the government was working on the practicalities of issuing a Sukuk - a bond-like financial certificate used to raise money that is based on shared ownership of an asset rather than a promise to pay interest - worth £200 million ($320m) by next year. Though comparatively small, given that the UK currently owes investors more than £1.2 trillion ($1.92 trillion), Mehmet Asutay, an expert in Islamic finance at Durham University, said the announcement amounted to a "huge signal" of the government's commitment to attracting Islamic money, especially from wealthy Gulf states. "Like most European countries, the UK needs capital. Everyone knows capital is essential for sustainable economic growth and since the global financial crisis the sources of capital in the western world have dried up, but in the Gulf of course there is huge capital available," Asutay told Al Jazeera. But Asutay said global demand for Sharia-compliant financing was still relatively untapped, and the UK was also positioning itself to capitalise on a growing industry. But he said London's traditional strengths as a financial capital and the legal and regulatory security it could offer foreign investors could give it an edge over its challengers. "The reality is that London has always been an important financial centre regardless of crises and ups and downs. It is open, it is very liberal and it hasn't questioned the religiosity or the ideology of money. Its institutions have been around for longer than some of the countries we are talking about, so that gives London a lot of leverage." Britain's burgeoning Islamic finance sector is already shaping the London skyline, having funded the construction of the Qatari-owned Shard, western Europe's tallest building. Other major London property developments at Chelsea Barracks and Battersea Power Station are also based on Sharia-compliant funding, while 49 Sukuk issued through the London Stock Exchange since 2007 have raised $34bn. Alternative funding Modern Islamic global finance is a relatively recent invention, dating to the establishment of the Saudi Arabia-based Islamic Development Bank (IDB) in 1975 as an alternative source of funding to the World Bank for Muslim nations. Critics argue that the system amounts to an exercise in theological semantics, creating instruments that look and feel like conventional financial products and fall short of strict adherence to Sharia principles. But Azmi Omar, head of the IDB's research and training institute, said the industry was working hard to address that criticism. "There are fatwas to say that we have to move away from so-called legal tricks, and we have a financial product development centre that is working to resolve some of these issues," he told Al Jazeera. "Islamic banking is still new, so we are still trying to evolve and develop new products that meet the needs of the industry." Advocates argue Islamic finance has the potential to radically transform the global economy, by rooting ethics and social responsibility at the heart of banking and financial affairs. Dzuljastri Abdul Razak believes that a Sharia-based financial system would not have been prone to the sort of crisis triggered by credit-based speculation in sub-prime debt in 2007 from which the global economy is still recovering. "Islamic finance has an answer to the issues that caused the crisis so it is fitting at this kind of conference that we explore these opportunities," he said. "The strength of Sharia is that there is an ethical dimension, and there is consideration of the people affected." Iqbal Saqlain, a member of the WIEF's advisory panel and a former secretary general of the Muslim Council of Britain, said the endorsement of Islamic financing would also benefit British Muslims, many of whom have traditionally conducted their personal and business affairs beyond the reach of high street banks, by bringing them into the mainstream economy. Britain has a Muslim population of about 2.8 million, including about one million in London, with a combined spending power estimated at more than $20bn. The government has also launched schemes to offer Sharia-compliant student loans and business start-up loans. "They were literally keeping funds in cash or in some dodgy investments in the name of Sharia, and people have lost lots of money," Saqlain told Al Jazeera. For some years now, there has been persistent propaganda that there are some Nigerians who were “born to rule”. The reference is made especially to the Hausa-Fulani. When it suits these people, there is the “feudal”, “hegemonic” north. The in-thing now is to say there is a “core” north even though no one has said there is any “core” south. When the nation’s capital was in Lagos, one could say there was a “far” north because it was farthest from the capital. When it suits them, there is a distinct middle belt but, at other times, it is one north that is lording it over others. There is need to deconstruct this “born to rule” myth. At independence in 1960, the prime minister was Sir Abubakar Tafawa Balewa from present-day Bauchi in the north. The governor-general, later president and commander-in-chief of the armed forces, was Dr Nnamdi Azikiwe from the southeast. The president of the Senate was Dr Nwafor-Orizu from the southeast. The chief of army staff, Major General Aguiyi-Ironsi, was from the southeast. None of these gentlemen of blessed memory was a Hausa-Fulani. This is just an attempt to deconstruct the “born to rule” myth. When the first military coup took place, all the top political and military leaders of northern extraction were eliminated. The then acting president Nwafor-Orizu presided over a meeting of the remnants of the Balewa cabinet; the whereabouts of Prime Minister Balewa was still unknown. Dr Nwafor-Orizu convinced the meeting to agree to hand over power to Gen. Ironsi. Ironsi was invited to take over power by the political leaders. He was not a Hausa-Fulani but a southeasterner. We are just deconstructing the “born to rule” myth. As a result of the inability of Gen. Ironsi to punish the January 15, 1966, coup plotters as well as his direct assault on the federal structure of the country, there was a counter-coup by mainly military officers of northern extraction. That counter-coup was led by Murtala Mohammed, a Hausa-Fulani from Kano. But, he deferred to his senior, Gen. Yakubu Gowon, who became the head of state. Gen. Gowon released Chief Obafemi Awolowo from detention and made him the No. 2 in that administration. Gowon subsequently ruled for nine years, successfully prosecuting the civil war to keep Nigeria one. His military second-in-command was Admiral Wey. None of these was/is a Hausa-Fulani. This is just to further deconstruct the “born to rule” myth. Nigeria’s first bloodless coup took place on July 29, 1975, when Col. Joseph Garba announced the ouster of Gen. Gowon. Gen. Murtala became the head of state with Gen. Obasanjo as second-in-command, and Gen TY Danjuma was chief of army staff. After barely 200 days in office, Murtala was assassinated on February 13, 1976. As a result of the magnanimity of the Nigerian Army and especially the maturity of Gen. Danjuma, Gen. Obasanjo from the southwest became head of state and commander-in-chief to complete the programmes earlier announced by Murtala. This is just to deconstruct the “born to rule” myth. General Obasanjo handed over to Shagari. In that administration, the vice-president, Dr Alex Ekwueme, is from southeast; the Senate president, Dr Joseph Wayas, is from the south-south; the speaker of the House of Representatives, Edwin Ume-Ezeoke, was from the southeast. When Buhari overthrew Shagari on December 31, 1983, some in the media said it was a conspiracy to deprive Ekwueme the chance to be a president based on the zoning principle of the NPN. But how would Shagari accept to be overthrown three months into his second term? In any case, it was the same NPN establishment from the north led by Adamu Ciroma and Isyaku Ibrahim that rallied round Ekwueme for PDP presidential nomination in 1999. The same military decided to hand over to Obasanjo. This is just to deconstruct the “born to rule” myth. General Ibrahim Babangida subsequently overthrew Buhari 20 months into the Buhari regime. That was when Babangida appointed three cabinet ministers – defence, Bali; internal affairs, Shagaya; aviation, Useni -- from one area, Langtang in Plateau State, hence the name “Langtang mafia”. Babangida ruled for eight years during which, first, Commodore Ebitu Ukiwe from the southeast and later Admiral Augustus Aikhomu from the south-south were variously second-in-command. Unless the concept of middle belt is religious, if Jerry Gana from Niger is a middle belter, then, IBB from the same Niger is a middle belter. Thus, from Gowon to Babangida and Abdulsalami, the middle belt alone has ruled for 18 years while middle belt and south combined have ruled for 41 out of the 53 years since independence. This is just to deconstruct the “born to rule” myth. During the Babangida transition presidential election, Chief MKO Abiola from the southwest contested against Alhaji Bashir Tofa from Kano. Abiola was overwhelmingly voted for everywhere in the north as it was across most other parts of Nigeria. Even in Kano, Abiola defeated Tofa. If the Hausa-Fulani were desperate for power, why should they vote for Abiola instead of Tofa? This is just to deconstruct the “born to rule” myth. The military subsequently annulled the June 12 election and Babangida handed over to an interim government headed by Shonekan from the southwest. Gen. Abacha eventually took over power from Shonekan. Abacha was from Kano and his ancestral home was Borno. When he wanted to transmute into a civilian and there were a lot of abuses, the opposition against the Abacha regime initially came from Mallam Adamu Ciroma from old Borno as well as the now late Abubakar Rimi and Sule Lamido from old Kano. In fact, the last two were in detention when Abacha died. This is just to deconstruct the “born to rule” myth. Gen Abdulsalami Abubakar took over with the death of Abacha; he is from Niger State, not “far” north. He organized a short transition and handed over to Obasanjo in 1999. The so-called “born to rule” did not bring out one of their own but literally dragged another one, Obasanjo, to “rule” or is Obasanjo also a “born to rule” having ruled Nigeria three times, the only one who was both a military dictator and a democratically elected leader? By accident of history, the whole southwest became vassals of Ogun State since Awolowo, Obasanjo, Shonekan and even Diya, Abacha’s deputy are from Ogun State. Or are they also born to rule? This is just to deconstruct the “born to rule” myth. Obasanjo handed over to a sick Umaru Yar’Adua in 2007. Yar’Adua eventually died and Vice President Jonathan was promptly sworn into office as president. Dr Jonathan completed their first term and got elected for a second term in 2011. Some people are insisting that he should go for another term and hand over to a southeasterner for another two terms beginning in 2019. Then, after that south-easterner, a middle belter will come. Thus, the next five elections and the leaderships for the next 22 years have already been predetermined to the exclusion of the so-called “born to rule”. So who is a “born to rule” now? This is just to deconstruct the “born to rule” myth. It takes sheer arrogance and insensitivity for anyone to say that some people will continue to queue and vote in the next 22 years for leaders that have already been known and determined in 2013. Now we know who are the real “born to rule”, who mistake their emotions and ambitions for principle, who have no regard for truth and fairness, who are temperamentally incapable of taking a broad view necessary in a diverse society, and who are unaware of these defects. The Kano State Government said yesterday that the recent batch of 300 medical students proceeding on foreign scholarship would cost the state N2.7 billion. At a send-off ceremony organised for the students at the Government House in Kano, Governor Rabiu Musa Kwankwaso said his administration was able to embark on the initiative through aggressive internal revenue generation and prudent management of resources. The governor said the government had spent billions of naira on funding 501 as well as other students on pilot studies abroad as part of the measures to restore Kano’s past glory. He said to enhance the development of education, his administration had embarked on massive construction of classrooms in many parts of the state. Kwankwaso, however, reiterated his administration’s determination to embark on independent power project at Challawa to facilitate robust economic growth of the state. He added that over N13 billion was spent on the provision of potable water for members of the public. Speaking at the send-off ceremony, Minister of Interior, Abba Moro, described Kwankwaso as a pace-setter. In his comment, the state Commissioner for Health, Abubakar Labaran, said 20 general hospitals were renovated and equipped by the government. He said the state had established Primary Health Care Management Board and two medical schools at Universities of Technology Wudil and North-West. Christians in Kaduna are only confine to southern Kaduna senatorial, any zone outside that, they are irrelevant.
