The problem with all these statistics in Nigerian is that those that are tested is very little compared to those that do not know their status. The reason south-south has the highest prevelance rate "maybe" because of the level of awareness which could result in more people being tested. Awareness is kindof low in the North, and as such affect the rate of testing. That is why the prevelance rate there seems to be low.
