President of the Senate, Ahmad Lawan, has said that Tuesday’s attack on the Kuje Medium Security Custodial Centre by terrorists speaks volumes about the failure of the country’s security architecture. Lawan stated this on Thursday when he led a delegation of the leadership of the Senate to assess the level of attack on the correctional facility by insurgents. Lawmakers on the Senate delegation, which also had some members of the Committee on National Security and Intelligence, were conducted around the facility by the Comptroller-General of the Nigerian Correctional Service, Haliru Nababa. According to the Senate President, an attack on the Kuje Medium Security Custodial Centre, could only have been possible with the collaboration of insiders within the nation’s correctional system. He faulted the Nigerian Correctional Service for not providing Closed Circuit Television (CCTV) at the Kuje correctional facility and others across the country. The Senate President asked the Comptroller General of the NCS to include a request for the provision of CCTV across maximum and medium correctional centers across the country in its 2023 budget proposal to the National Assembly for approval. Speaking after an assessment of the correctional facility, Lawan said, “the attack on this correctional facility is symptomatic of the failure of security failure. The attack is only a culmination of the failure. “We were told that an estimated 300 terrorists attacked this facility. They came on foot, and I believe they should have been detected. “In the first place, three hundred people will not come for an operation like this without planning. Planning must have taken a week, a month or a bit more. “I believe that our security agencies should have picked this from their tracking systems in the FCT. “Secondly, having gone round the facility itself, we are disappointed that this facility does not have Closed Circuit Television (CCTV) cameras, something that would record and give you details of what is happening and sometimes record the events. “This is a medium security custodial center, how on earth in the FCT facility of this magnitude we don’t have CCTV? It means we can say that all other medium security centers across the country do not have CCTV. “We have asked the Comptroller General of Correctional Centre to ensure that the request for CCTV at the maximum and medium custodial centres of the country are included in their 2023 budget because this is essential and indispensable. “Now, as this facility lacks a functional CCTV, there’s no record of what happened, except narration. But if we had CCTV, at least the records would have been there and analysis made, and arrest will be based on the information from the CCTV. “Thirdly, going from one cell to another to release people, specifically, those that are known to be insurgents, tells a lot of story. “It may not be far away from an insider job, someone who is either working in this place or must have worked here. “I think we have to look deeper into what happened, so that we find the culprits, because when things like this happens, then there should be sanctions. “Where people fail to do their job properly, and they have been given that responsibility, they should be asked to take responsibility. “If people don’t take responsibility for their failure, then it means nobody would bother to do what is expected of their office or the job that the person has been given. “Having this kind of situation today in the FCT, that we have criminals who are free now all over the city is very dangerous and you can never have peace of mind. “The FCT has the seat of government, and today that seat is not safe. So, we have to do whatever it takes to get everybody back.” Lawan, therefore, tasked the security agencies to ensure that the insurgents who escaped from the Kuje medium security custodial center are found and brought back. Briefing the lawmakers earlier, the Commanding Officer of the Nigerian Army Battalion in Gwagwalada, Lieutenant Colonel Adisa, told the Senate Leadership that over three hundred insurgents were behind Tuesday’s attack on the Kuje medium security custodial facility. A group, the Arewa Youths Progressive Alliance, has dissociated itself from a comment credited to the presidential candidate of the New Nigerian Peoples Party, Rabiu Kwankwaso, that voters from the North would only vote for the region’s presidential candidates. But the spokesman for the group, Alhaji Sambo Galadima, noted that “the North is neither anti-progress nor xenophobic against other Nigerians.” In a statement released in Kaduna on Thursday, Galadima said that the impression created by the former Governor of Kano State was not only disrespectful to the region but also misrepresented the true characters of an average northern voter. Picking holes in the assertion by the NNPP presidential candidate who spoke on Channels TV, the spokesman noted that Kwankwaso’s utterances portrayed the North as retrogressive. “Dr Rabiu Musa Kwankwaso’s utterances portray the North as retrogressive and the average northern voter as insensitive and unconcerned about the sufferings of Nigerians and the high rate of insecurity and economic woes bedevilling Nigeria, and rather concerned about having ‘fellow northerner and fellow Muslim’ perpetuate themselves in power. “Nothing can be farther from the truth. The northerner experiences the same level of frustration with the state of governance in the country that the average Nigerian from any part of Nigeria experiences and wishes like every Nigerian that things improve for the better and that the most capable and most prepared individuals take charge of governance at different levels, including the presidency of the country, for the betterment of Nigeria,” he said. He further argued that the North had never been immune to the various troubles bedevilling the country. Yet, a Northerner is the President. We voted for this Northerner, not because he is a Northerner, but because we believed he had the best of intentions and had the capacity to turn things around for good, for the benefit of all Nigerians. But, we are disappointed,” he stated. Galadima then assured Nigerians that the North would vote in line with what they considered the best for Nigeria at this time and in the future. “We want to assure fellow Nigerians that Northern Nigeria is not some kind of slave colony where some elites drag us by the neck to vote on the basis of sectionalism or religion. A chieftain of the All Progressive Congress, Kalu Agu, on Friday approached an Abuja High Court to seek an order of perpetual injunction restraining the party from proceeding with the Ward congress scheduled for July 31, and subsequent local government, State, Zonal congresses and the National Convention of the party. In the suit marked CV/812/2021 dated July 29 and filed on Friday, the two defendants are the APC and Mai Mala Buni. In the court process seen by our correspondent, Agu is also praying the court to declare that the APC is bound to uphold its constitution, the 1999 Nigerian Constitution, and the Electoral Act in administering the affairs of the party. He prayed to the court to determine whether the party can conduct a ward congress when there is no elected Ward Executive Committee of the party. Kalu also sought “an order of mandatory injunction setting aside any decision, act, steps, notifications taken or made out for the purpose of holding any ward, Local Government, State, Zonal Congresses or National Convention of the 18 Defendant directed at the election of officers of the 1st Defendant at any level of the political structure in Nigeria created by the Constitution of the 1st Defendant.” He asked the court to declare “that the Ward Congress fixed by the Defendants to hold on Saturday, the 31st day of July, 2021, the subsequent Local Government Congress, State Congress, Zonal Congress and National Convention for the purposes of electing ward, Local Government, State, Zonal and National Executive Committee Members of the first Defendant are null and invalid arising from one or a combination of the above: “(1) By the Constitution of the 1st Defendant only a Ward Executive Committee can summon a Ward Congress and presently, the 1st Defendant has no Ward Executive Committee in any of the Wards across Nigeria, “(2) The 1st Defendant is presently being administered by an unelected USURPERS in which the 2nd Defendant is their henchman. “(3) The 2nd Defendant is the Governor of Yobe State and by Section 183 of the 1999 Constitution cannot hold an Executive position in addition to the position of Executive Chairman of any other body.” A date is yet to be fixed for the hearing of the suit. https://punchng.com/apc-chieftain-prays-court-to-stop-congress-convention/ |

The World Bank has commended Governor Yahaya Bello of Kogi for refunding $4.63 million surplus funds under the Nigeria Erosion and Watershed Management Project (NEWMAP). The World Bank commended Bello in a letter of appreciation signed by its Regional Director, Shubham Chaudhuri, describing the step as a sign of good leadership. According to the World Bank, the action by the Governor has made it possible for the organisation to extend its projects to othersStates facing deficit funds and to extend the closing date of its projects. Governors in the South-West geopolitical zone have proposed conversion of the present six geopolitical zones into federating units, as part of the ongoing review of the 1999 Constitution by the National Assembly. The South West Governors’ Forum, in a document presented to members of the National Assembly from the geopolitical zone, also made other proposals to weaken central government, while allocating more powers to the federating units and states. Our correspondent obtained the document containing the proposals by the governors, which was presented to the South-West caucus of the National Assembly on Tuesday. The governors had met with the lawmakers in Abuja behind closed doors last week. The governors at the meeting were Rotimi Akeredolu (Ondo State), who is also the Chairman of the South West Governors’ Forum; Seyi Makinde (Oyo), Kayode Fayemi (Ekiti State), Gboyega Oyetola (Osun), Babajide Sanwo-Olu (Lagos) and Dapo Abiodun (Ogun). Afer the meeting, Akeredolu had said the South-West would be approaching the constitution amendment with a common front. He added that the meeting had set a committee made of up senators led by the caucus chairman (Opeyemi Bamidele) and House of Representatives caucus chairman (Femi Fakeye) and attorneys-generals of the South-West states. “The committee is to harmonise our position so that we can present it when necessary before the two Houses and at the end of the day, have a constitutional amendment and have our serious input. Thank you all,” he had said. The PUNCH reliably learnt on Friday that the joint Senate and House committee would fine tune the proposals and ensured that they were captured in the constitution review exercise. In the document titled, ‘Proposals for the Review of the Constitution of the Federal Republic of Nigeria 1999 (As Amended): Presentation by South-West Governors’ Forum’ and dated July 5, 2021, the governors sought amendment to Section 3(1) and (3) of the constitution. The present Section 3(1) reads, “There shall be 36 states in Nigeria, that is to say, Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Borno, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Jigawa, Kaduna,Kano, Katsina, Kebbi, Kogi, Kwara, Lagos, Nasarawa, Niger, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, Sokoto, Taraba, Yobe and Zamfara.” The governors added, “We propose that Section 3(1) be amended as a federation consisting of six geopolitical zones constituted from the states. The federating units or regions are divided into the following geopolitical zones: North-West Zone, North-Eastern Zone, Middle – Belt Zone, South-East Zone, South-South Zone, South-West Zone and the Federal Capital Territory. The forum added that “the geopolitical zones have been recognised and accepted by Nigeria’s political class.” It also said, “Section 3(6) be amended to provide for a number of local governments or such autonomous administrative units to be created by the respective federating units or states, the criteria of which shall include population, taxable capacity, ethno-religious or other cultural and social affinities.” Another major proposal in the presentation is an amendment to Section 7 of the constitution which is about local government. The governors asked that the section “include an additional (sub)section prohibiting the dissolution of elected local government councils.” Also, the South-West governors proposed that Section 8 be amended by deleting Subsections 5 and 6, thereby removing the powers to create state from the Federal Government. The proposal reads, “Section 8(5) and (6) should be expunged. Section 8 (1) and (2) provides for the procedures for creation of state while Section 8(3), (4), (5) and (6) provides for the procedure for creation of local governments. “However, Section 8(5) and (6) should be expunged to make local government creation the exclusive duty of the state government.” The governors also wanted the wordings of Section 14(4) changed. The present version reads, “The composition of the government of a state, a local government council, or any of the agencies of such government or council, and the conduct of the affairs of the government or council or such agencies shall be carried out in such manner as to recognise the diversity of the people within its area of authority and the need to promote a sense of belonging and loyalty among all the people of the federation.” The proposed version reads, “The composition of the government of the federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, fair representation of individuals and groups and also command national loyalty, thereby ensuring that there shall be no predominance of a particular gender and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from a few ethnic or other sectional groups in that government or in any of its agencies.” If the proposed amendment to Section 15 eventually becomes law, Nigeria’s motto would be changed to ‘Unity and Faith, Equality, Peace and Progress.’ The forum also called for deletion of Section 29(4)(b), which confers adulthood status on a married under-18 woman. Explaining the proposal, the governors say, “Section 29(4)(a) and (b) contradicts each other. While (a) says ‘full age means the age of 18 years and above’, (b) says ‘any woman who is married shall be deemed to be full of age.’ This reinforces child marriage which negates the Convention on the Rights of the Child 1989 and the Child’s Rights Act 2003, which outlaws child marriage.” The governors also want the states to be in charge of mineral resources within their respective territories. Consequently, they have proposed an amendment to Section 44(3) that vests exploitation of mineral oils and natural gas in the Federal Government. |
