Nigeria like kenya has two level of gov. Nigeria is federal (36 states) and Kenya's is devolved(47 counties). Nigeria and Kenya allocate part of the budge to states or counties. Total Nigeria federal budget I have seen 25-30B usd. kenya national budget this year is nearly 25B usd. All n=Bigeria states combine will have 18B usd budget (N5.7 trillion).Nearly half of that will come from federal gov(N2.8 trillion)...so roughly speaking 30 +18- 9= 40B is the combined federal+states budget in Nigeria. Kenya counties receive about 3.5B usd and raise about the same...so it the same 25+7-3.5=28B usd.

So technically speaking kenya(28b) and nigeria (40b) is small difference in the amount of money to spent every year despite oil and population difference.

And you know the reason why - kenya collect it taxes so good - it nearly getting into leagues of south Africa. Kenya efficient revenue collection of 14B is nearly 20% of it's gdp. Nigeria and other banana republic of africa are 10-12% (Gdp to tax ration) when they really try.
