Don't forget that Lagos was a previous capital of Nigeria, being the first of everything good in Nigeria, technology, life, etc as a capital of a country.

if imo state population is 5,400,000 then that = 5,400,000 * 96% = 5,184,000 literates

lagos state population is 22,000,000 then that = 22,000,000 * 96% = 21,120,000 literates

from the above, can you tell which state has a higher number of literate people
