4. Provision for adjunct and part time lecturers who are professionals in their field but could not take full time appointment because they are already working elsewhere.
5. Provision for international experts who would want to come from world recognised universities to come and establish new programs in our universities and share their wealth of experience with us.

The fact of the matter is that the government is saying universities should use their IGR to cater for all these and should this become a reality, universities will be left with no option but to re introduce tuition fees and charge higher fees from the students. Then we will now know that an average Nigerian cannot afford higher education again. That is world bank policy for you. The general idea is to localise our universities and make them unaccessible globally all in the name of a policy for payments of salary.

OP was on point until he made the same mistake many others continue to make concerning adoption of Sharia in the 12 northern states.

Let us get this very clear; so far Wike is only governor to declare a particular religion (Christianity) for his state; I repeat, no other other governor has done what Wike did - including those northern governors who introduced sharia penal code in their states.

There is a big difference between adopting a religious law (alongside others) targeted only at it's adherents (Sharia for Muslims only) against adopting or declaring a particular faith (Christianity) as the blanket and only religion (at the exclusion of others) for a state - as Wike did.

Unfortunately, many Nigerians are being deliberately misled by those opposed to Sharia (CAN, the media etc) into believing otherwise - it is even more unfortunate that many seemingly intelligent folks have been gullible enough to have fallen for this false narrative; including the OP.

Go to Rivers state immigration office for your International Passport. If u decide to go through due process without paying any bribe, it will take u almost 1year to get your international passport.

Also in tertiary institutions, in Nigeria Uniport to be precise a federal institution, if u go to collect some documents that u need for your masters program e.g letter of proficiency in English, you would be told to bring your graduation gown receipt, even if u graduated 5years ago, something they know that naturally if u don't provide during your clearance u won't graduate, they will tell u to provide it since they know there's no way u can have it, something that they have the record. When u fail to do it u would be asked to pay again.

All these are underground corruption going on in many places
