For the jews, only those who have already been judged righteous by God's Old Covenant Law .I.e. those who lived and died in righteousness will be raised to Life at the time of the resurrection meaning they will not be judged again by that standard and so no need for Jesus Christ to sit as judge over them at the time of the resurrection.
