So one way of tampering with the VIN would be to change the original 10th digit from " 8 " to " D " -

JTEES41A582068496 (Genuine)
to
JTEES41A5D2068496 (Tampered with, Fake).

The Highlander would then be sold as a 2013 Highlander for more profit, instead of a 2008 Highlander.
