Mali gets more warplanes, helicopters from Russia

Bamako (AFP) – Mali's military rulers received more warplanes and helicopters from Russia Thursday, an AFP correspondent noted, the latest in a series of deliveries from its new top military and political ally.

AFP counted eight planes and two helicopters at a ceremony attended by Russian ambassador Igor Gromyko and the head of Mali's junta, Colonel Assimi Goita.

Mali's military said the shipment included Sukhoi Su-25 attack planes designed to support ground troops; and the Czech-designed Albatros L-39.

L-39s, while initially designed for training purposes, have also been used as attack aircraft.


Bamako also received Mi-8s, a Soviet-designed Russian transport helicopter that, as well as transporting troops and equipment, can be fitted with weapons to defend ground troops.

Malian officials did not give a detailed breakdown of how many of each aircraft had been delivered, and while they say they purchased the weapons, they have released no details of the transactions.

This is the latest in a series of similar Russian deliveries of military equipment, following others in March and August, 2022.

The west African country has been fighting a jihadist insurgency as well as a political and humanitarian crisis since 2012.

That's some serious stuff being acquired by junta dictator Assimi Goita ostensibly for the fight against terrorists but in reality for regime preservation as its with all unelected usurpers of power. His trained special forces eye is gleaned on ECOWAS and a potential invasion.

Bashir Magashi, minister of defence, says the armed forces are more equipped “than ever before” to tackle security challenges in the country.

He said this on Saturday in Kano during the Defence Industries Corporation of Nigeria Day, at the ongoing 43rd Kano international trade fair.

Speaking on the achievements of the current administration, he said President Muhammadu Buhari remains committed to supporting security agencies to succeed.

“The armed forces of Nigeria are today, more than ever before, combat-ready, more equipped, focused, committed, well-trained and motivated to tackle any adverse situation with great measure of success,” NAN quoted him as saying.

He also said the president has supported the defence ministry to re- equip, re-kit, re-focus, re-energise, and motivate every sector of the armed forces to ensure improved security.

According to him, the ministry has provided high level training for personnel based on partnership agreements with several countries, including UK, Germany, Greece, Russia, Pakistan, Turkey and Belarus.

He also spoke on collaborations among security agencies.

“There is now an improved inter-service operational synergy and collaboration in joint operational environment with other security agencies, which has denied adversaries of cohesive and coordinated attacks and freedom of action,” he said.

“Several positive strides have also been achieved at the ministry of defence this time around in the areas of defence production.

“The Defence Industries Corporation has today attained new, enviable levels of production capabilities by producing first indigenous combat vehicles and has established military and paramilitary clothing and accessories factory in partnership with other friendly countries.

“Today, members of our armed services are reasonably motivated. The result is there for all to see with terror merchants now being thoroughly dealt with as the President Buhari administration is resolved in restoring total peace and security to Nigeria.”

NNS KADA returns to Nigeria after first national assignment to Guinea Bissau

The  Nigerian Navy Ship, NNS KADA , has returned to Nigeria, 17 days  after embarking  on a voyage  to Guinea Bissau.

The new Landing ship Tank’s voyage is her first national assignment since she arrived in Nigeria from the United Arab Emirates on May 27, 2022.

She sailed  from Lagos, on August 6,2022, to disembark military hardware  for the Nigerian Contingent in ECOWAS Stabilization Support Mission in Guinea Bissau. She arrived at the  port of Bissau, Guinea Bissau , seven days after.

The mission is part of Nigeria’s effort to enhance security in the West African region.

Recall  that an Economic Community  of West African States  , ECOWAS contingent was deployed to Guinea Bissau under the auspices of the ECOWAS Stabilization Support Force ,after the President of Guinea Bissau, President Umaro Sisoco  Embalo escaped a coup attempt in February 2022.

Consequently, troops of Nigeria, Senegal, Ghana and Ivory Coast which make up the ECOWAS Stabilization Support Mission in Guinea Bissau were given  one-year renewable mandate to stabilize the country.

Among the participating countries, only Nigeria used her platform to convey the Military hardware.

While welcoming NNS KADA and her Ship’s company,  Chief of the Naval Staff ,Vice Admiral Awwal Zubairu Gambo, explained that one of the roles of the Nigerian Navy was strategic sealift which NNS KADA performed commendably to support the ECOWAS mandate, in line with Nigeria’s foreign policy objectives.

Represented by  the Chief of Naval Safety and Standards, Rear Admiral Perry Onwuzulike, he said the  Nigerian Navy would continue to leverage on the sealift capability, as it seeks further collaboration with Sister services.

While  expressing satisfaction for successfully performing her mission, he  urged the Ship’s company  to  be on standby for her next mission as exigency of Service would permit.

He said, “It is a very huge congratulations to the Commanding Officer and the Ship’s company. We  have gone out to perform a national assignment  and this national assignment is based on the improvised protocol. We have assisted  to  put in place everything  and the ECOWAS stabilization force in Guinea Bissau.

“Other participating countries used other forms of transport to place their equipment  but Nigeria Navy on behalf of the Federal Government of Nigeria, used our sailing capability to transport our equipment, making us the only nation within the sub-region to do this, this is a very big feat and I think that we deserve a round of applause” he said.

Senior Naval officers that accompanied the representative of the Chief of the Naval Staff to receive NNS KADA were: the Flag Officer Commanding Western Naval Command, Rear Admiral Yakubu Wambai; Flag Officer Commanding Naval Training Command, Rear Admiral Monday Unurhiere; representative of the Flag Officer Commanding Naval Doctrine Command,, Rear Admiral Kohath Levi; Admiral Superintendent Naval Ordinance Depot, Rear Admiral Emmanuel Beckley; Director of Operations, Rear Admiral Olusola Oluwagbire and the Fleet Commander , Western Flat, Rear Admiral Samson Bura, among others.

The deployment of a new platform busy with operational testing and evaluation (OTE) for a naval exercise, while unusual should not raise eyebrows, is seasoned South African defence observer and analyst Helmoed Heitman’s view on SAS King Sekhukhune I’s (P1571) second NAVEX in short order.
After being the sole seagoing SA Navy (SAN) platform for Exercise Ibsamar in mid-October, the fleet’s first MMIPV (multi-mission inshore patrol vessel) will again be in action in False Bay for Exercise Oxide later this month.
The Franco/South African exercise is a regular with French forces in the Indian Ocean, based on Reunion, using the biannual event to improve co-operation and inter-operability, with piracy and illegal, unreported and unregulated (IUU) fishing high on the priority list. Oxide this year, according to SAN operational communications officer for the exercise, Sub-Lieutenant Judy Ann Baatjes, runs from tomorrow (Thursday, 17 November) to Monday week (28 November). Initial information supplied by Directorate Corporate Communication of the SA National Defence Force (SANDF) had the exercise starting on 14 November and ending on 30 November “on the Cape west coast”.

The nuts and bolts of Oxide 2022 will be “various exercises” with search and rescue (SAR) the main objective.
This, Heitman sees not presenting major challenges to the crew and command of P1571 “provided the SAN feels the crew is far enough down the line not to embarrass it”.
He also sees employment of the new MMIPV as indicating “no other ships are or were available” for both exercises adding it “could” be why Brazil was not part of Ibsamar.

Going further into the current state of the SANDF, Heitman maintains all the services “have been reduced to ‘third world’ forces typical of the 60s and 70s, with unserviceable equipment, a large bureaucracy and a focus on everything but operational readiness”.
“The way it looks, I don’t see it being reversed any time soon,” he told defenceWeb, adding “people in uniform and even ministers shouldn’t be blamed”.

“If you do not get the funding to maintain equipment and train properly, that is the inevitable result. Look at the Bundeswehr for a similar situation – a few years ago the SANDF had higher availability of aircraft, ships and combat vehicles than the Germans who cut defence funding since the end of the Cold War with no thought to the outcome. They have now been caught flat-footed, as has South Africa with the situation in Mozambique.
“It does not help to keep harping on head count or the number of generals and admirals – the SANDF cannot shed enough posts to make a difference without massive funding for severance packages and without suffering a serious loss of both capability and capacity.
“While the top structure and supporting elements are clearly over-sized and over-ranked, the combat services are not wildly out of line with other armed forces.
“Nor does it help to blame National Treasury – obtuse though they undoubtedly are – because the blame rests squarely with the Cabinet and the President as Commander-in-Chief. They are responsible for deciding what level of defence capability the country should have and can afford and then either providing funding or accepting the risk.

“Instead they pretend South Africa is a regional power and provide funding at border guard levels. The result is what we see and the result is further seen in the casualties of Bangui and the present inability to respond effectively to the situation in northern Mozambique, not to mention the inability to patrol our waters and police our airspace.”

FYI the SANDF might have its problems but at least it hasn't been dominated and over run by rag tag rebel groups in its own country like the Nigerian defence force.

Slo.wpo.ke warned you so many times Nigeria does not have a Defence Force as the first line of defence against external aggression as you tend to insinuate which is deliberate condescension. What we have is The Armed Forces of the Federal Republic of Nigeria which is made up of the Army, Navy, Air Force, the police, paramilitary & all intelligence agencies.

However Nigeria does have a para-military force structure of Civil Defence Corps [NSCDC] akin or a bridge to a National Guard with combat and SF elements better than some of what obtains as a relic of your SADF now the SANDF [Defence Force]. The Nigerian Armed Forces are only called in for the heavy lifting when all else fail with the use of crack para-military forces as we see with BHT terrorists.

No force dominates in Nigeria except Nigeria's military and security agencies that controls all levers and monopoly of violence. Stop spewing nonsense. We all know it's the SANDF that is a shadow of its former self and it's still failing.

In Nigeria when we elect a President he becomes the Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria vested with constitutional authority.

2 Battalions UPDF.
1 Battalion SSDF

RDF along their common border.
Furthermore the success of this mission isn't dependent on who drops more bombs but the outcome of the political process between the warring parties.
Operations like this are multidimensional .

We knew that all along but the common point here is the Kenyans have lead operational control at least on the tactical level from the deployments we are seeing and that's because they can just like they did in the overall combat situation in Somalia doing the heavy lifting compared to the "fame-seeking" UPDF. The challenge still is strategic command of all deployed forces including the UN and above all the game changing weapons and equipment to do the job effectively within a logical time frame and create the necessary conditions for the peace and political process to even up. These game changing weapons are non-existent in all the armies of East Africa and the SADC.

There's not even minimum air-to-ground precision capability by any of these troop contributing countries and Rwanda for all the [misplaced political process you insinuated comes first which actually comes last after commanders in the field establish favorable conditions for negotiations] will continue to be a destabilizing force to preserve the Kagame dynasty, weaken the DRC and keep the insatiable ambitious Museveni clan in check.

Why i recommended the J-31 is because it is being built for export, so there may not be technology transfer issues. And let's face it, Nigeria can do without frontline fighters for few years. There is no current geopolitical threat. If the J-31 stirrs up technology transfer problems, the FA-50 is a better choice then. FA-50/M346 good combo.

Forget about sanctions. It won't happen. Many countries with worse human rights records are being sold equipment. Sanctions these days only happen because of technology transfer, strategic competition and military industrial complex.

JF17 according to rumors is highly maneuverable but has inferior technology.

You sound like an Indian or their apologist, either way who told you the JF-17 Thunder has inferior technology and by that what do you mean because you clearly just made public mockery of your amateurism. Who's rumour!

The JF-17 by its modular nature incorporates tech from varied sovereign suppliers example is the ASELPOD from ASELSAN of Turkey which has proven excellent in NAF air war campaign. Except you are saying that's an inferior tech which belies the evidence we all see in action. That being the case your assertion is baseless.

Who says Nigeria does not have a geopolitical threat. Unlike other countries in Africa with the exception of Egypt, Nigeria is constantly in an existential threat from major power competition, state and non-state actors which requires a mix of combat assets that meet the threshold of high and low threat environments something the NAF has fulfilled in its ORBAT with its combination of the JF-17s, F-7s, M-346 FAs, Tucanos, phased legacy A-Jets and L-39s.

So you looked at all the combos in the world and it's the FA-50 you considered with all the inhibitions that comes with it not least third party technology transfers, market amnesi.a, largely unproven tech and avionics in combat. No it is an amateur choice to pair. The NAF is well in order with it's new and upgraded buys.

The NAF JF-17 is 4.5 generation. The F-7s are adequate and fast with excellent turn rates for pin-point air defence. I don't see a need for the J-31 thereby extending NAF maintenance. Rather I'd expect the next administration to look at setting up production lines in Nigeria to create high tech jobs and technology transfer even if its for parts of the Fighter Jet or assemblage of the aircrafts in Nigeria for sovereign purchase or export. The other option for the next government is the J-10. I do see a room for more acquisitions for the NAF. It is delusional to think only 3 JF-17s is enough deterrence against a well oiled foreign armada.

Ability to buy weapons is simply a matter of who likes your face and not your human rights record. The arms industry is all hypocrisy and of national interests. T'is not ice cream business.

The Israelis are well pampered by Uncle Sam that tells you what you need to know. Actually Israel is migrating more and more to the F-35.

At the least for the first time we know from the Obi policy document he'd set up a Ministry of Homeland Security with a Fusion Centre under the Minister of Homeland Security meaning he's identified the gap that hitherto existed between intelligence gathering, collation, analysis, force employment and deployment — on a need to know basis. I find that a total cracker just as his assertive foreign policy initiatives to re-establish regional influence.
