You are right, but some schools don't allow that. Some allow non-nursing background degree to jump into ABSN.

You can start with Ursline college Mayfield Heights Cleveland. Write the nursing coordinator to know what pre-requisite you need for accelerated RN/BSN program, check also for other cheaper schools in USA. You focus should be on the accelerated path… it’s demanding expensive n challenging but worth the stress grin
Accelerated BSN is for people that have RN. You can't study computer science and you will be given 18 months to have Bachelor of Science in Nursing. It's not done.

Have you been able to find your way around?
Use VPN to access the website. What causes it is that your internet provider uses dynamic IP. Once the IP changes, the session will timeout. MTN does this a lot.

I know you stated you are a graduate. Since your first degree may not have direct relation to nursing, you will have to do four years nursing.

But what you can do is to do RN in US and pass NCLEX exam, get work and then do accelerated BSN.

Check community colleges in US that do RN.

Sorry, its blue paper. I made a typo error. I think I should just leave USA in the meantime and focus on Canada Since i have their Letter of Acceptance. I have already contacted them and they want me to pay for the tuition for first semester = CAD 9000 in order to secure my seat as classes are filling up quickly. They also said that this payment will add more credence to my VISA application.

But ask yourself in honesty, who finishes a Master's abroad and then comes back to go for a 'not-so-important' NYSC where bandits could kidnap one on the way to one's PPA? When the VO asked what you will be doing after your study, I feel that your reply should be more concrete; something more genuine than just an NYSC; what you aim to do with the M.A that connects to your home tie. She was indirectly asking for your post-study plans.

All is well. Repackage and refire. I'll advise you join a mock group before your next interview.
The applicant was actually going for Bachelor's. Read the transcript.

However, I agree that saying he would come back for NYSC is not too strong as a tie.

Reason for first denial was home ties.....
If the reason for your initial denial is home ties, then getting another scholarship has not changed anything as it concerns your home tie.

You can search on Google "fully funded MS in Biology in US."

I did a small search and discovered that Loyola University, Chicago has a fully funded MS in Biology.

Check their requirements. Get your documents (SoP, CV, transcript, etc) ready. Write GRE or TOEFL if it's required. Or apply for waiver.

You can go through their faculty page and email the professor you will like to work with.

You can research and get like three to four schools that has Biology or molecular biology fully funded MS program. Apply to all of them.

With these in place, you will get admission for 2023.

He should state the amount he has in his account and assets he has. This amount should cover his living expenses for 6 months to one year.

He should never give any clue that he will be depending on the stipend you may be getting from the school for his upkeep.

If he has investment like real estate and he has tenants paying him, he should state that.

Just convince the VO that he's not going there to be a liability which will make him to start finding ways to work with f2 visa, which is not allowed.

I work as as a database Administrator at bleep bleep organization. My job role is to develop and track relevant data on students to facilitate the development of an IT database for the University. And probably, he has even received 5 years ban for lying unnecessarily.

My advice, let him get his bachelor's in Nigeria and apply for Master's in the future. If your uncle can pay $60k for you, he can put you in private university in Nigeria for your bachelor's.

I am a female and was interviewed by a male officer. I cried so much that I didn't eat the whole day.
I don't even know my next line of action for now. I won't give up hope though. I pray for divine direction.

1. You didn't mention your uncle's assets and yearly turn over. Having 50-60 people working for him is generic because they may even be menial workers that receive 10-20k per month.

For the English Test always request for your school(Undergraduate) to write a letter of English proficiency for you to back up that all your courses were taken in English.
Always write to the Graduate study coordinator/advisors. They are in the best position to waive your application fee and give the best advice to help your application.
That's part of their job.
You are right. I sent them email about waiving application fee and TOEFL test, and here's their response...

We would be happy to grant you a fee waiver! All we need is your CAS ID located at the top right of your application.

In regards to a TOEFL waiver, we will need your transcripts that show that English was the primary language of instruction.
