Grad or undergrad?
U just go through their website(uregina.ca). It's very self explanatory but if u need to ask questions, send emails to them(get two or more emails) and then u really have to be patient cos their response might take forever. U can also call them but u might end up not being able to speak wt anyone, except u are lucky(heard Canadian schs are like dt). But first, go through ur intended course/program, and ask them specific questions(like d scholarship scheme) through emails. I really don't know about other applicants, but my admission came within 3weeks of submission of complete docs (really fast).
Wish i could be more helpful.

U of R acceptance letter doesn't state anything regarding tuition payment. The school says u can only pay tuition after/during registration of classes. So, it means they do not require any payment from u yet. Which eventually implies dt u CAN use d acceptance letter given for d study permit application. Clear?

Depends on the border officer there. It is unlikely they ask you for financial proof, but you should be with your atm card to show you have access to funds. Also have the address of your destination.

So, if u have ur debit card, so how will they know if there's cash in the acct?

From Obalende, take keke napep to Polo bus stop just beside Zenith Bank. Walk down the street beside d bank, turn right, walk down again, the hospital is just at d end of that street. (The streets are very short) 3mins walk from zenith bank.
Go with 2photos, passport n 1 fotocopy, N28k.
They close by 12pm, but 11am on saturday

You can use ur uncle as your sponsor but u have to prove to the visa officer how u are related e.g a doc showing ur mum answers same name with him(maybe her birth cert), family pic,an affidavit from mum, etc.
I'm not sure u can get a job dt will be able to foot ur living expenses.

decided to post this in hope that it would ease the tension around here. before I was almost waiting for my rejection mail but God showed me that I cant use other people's lives as yardstick for mine.

Firstly, for online route, u don't print the forms. You fill, validate and save on your computer, then upload. For the signature part, leave it blank.You will be required to type ur fullnames as signature after attaching and clicking 'NEXT' button.

Ask him to email your bank requesting them to give you his statement of account. That was how I got my sponsor's.

But some banks dont trust only emails. The email has to contain a signed instruction by the customer.
I advise he goes to d bank n find out what they require his brother to do.

Your brother can write and sign the letter. If he doesnt have access to a scanner, he should use his phone to take a pix and send to the bank's email address(which u can get for him in one of the bank branches or d particular branch he opened his acct). You might have to go to d bank to find out how it's done cos some banks require d customer to have an indemnity in place to cover soft copies instructions like his.
