Look in every organized society, there are norms and there are persons on whose shoulders lie the responsibility to direct the course of the society either de-facto, de-jure or both.

Check out societies without central leadership structure, they never optimize their opportunities.

I guess the fisherman is quite altruistic and enlightened to consider preservation of an endangered specie.
He placed less importance to the amount of money he would have made and the meat he would have provided for his family.

I suggest government should pay him the value of the beast as compensation.
