that structure was initially supposed to be an anniversary hotel started by Gov Attah and almost completed (remaining painting and furnishing) when he left office, was abandoned throughout the tenure of Gov Akpabio. Gov Udom converted it to State secretariat annex because there is another uncompleted government owned hotel next to it in the Ibom Tropicana complex.

I know it is an annex, but dont u think it should be finished at once? The area is left flooded
