Few things to note here.

1. In the narrative of its press release CBN acknowledges that this conversation indeed took place. So it means it is not fake. OP correct the heading of your thread.

2. CBN says the context of the leaked portion is not fully representative of its dialogue. Therefore it is biased....but not fake.

3. CBN is part of the Sovereign Security assets and is covered under confidentiality statutes. If a news media is able to obtain raw recording of its close circle conversation then security at CBN is very laxed.

4. As a news media registered in Nigeria Saharareporters is obligated to protect national assets and security. Discoveries like this should first be tabled before custodians of Sovereign Security....rushing to internet to blow the whistle on sensitive matters like this is ethically wrong.

5. Saharareporters, if it enjoys any privilege of security clearance, should have it suspended to impact a lesson. If it does not have any such privilege its editors should be invited in by Security Agents and given training and made to sign undertakings against a repeat of such in future.

6. Saharareporters did not violate a law by merely blowing the whistle but it demonstrated an ethical deficiency, and the circumstance under which the recording was created, stored and then distributed....or the act of breaching cybersecurity at CBN to obtain the recording may in itself be prosecutable.

This is nothing, but medicine after death. Here is exactly what happened like i posted earlier under the original story.
Nigerians can you see how your fake big men and so called financial experts exploits us and the system to claim they are "Gurus" in financial managements. Now let's break it down for better understanding of us all.
1. Mr. Godwin Emefiele, Mr. Edward Adamu, Mr. Dayo Arowosegbe, Mr. Emmanuel Ukeje and others not mentioned. All these men were obviously involved in a financial fraud using Nigerians money to make brisk business to enriched themselves, but the deal later back fired. Hmmm!!! Financial experts indeed.
2. The money was the shareholders funds from the commercial banks in the country deposited at the apex bank which is "The CBN".
3. Private investment in Dubai, but the investment was eventually lost to make Dubai richer.
4. Mr. Arowosegbe was all good from the onset, but along the line he kept the rest out of the happenings to strike some extra gains for himself by trying to outsmart them.
5. They wanted to bring in the federal government to cover for the shortfall through the ministry of finance, but later changed their mind to avoid openings of canker worms. Apparently they were afraid of Buhari as an individual or the executive questioning what 100 Billion Naira was needed for?
6. Eventually funds that was in the possession of the CBN was diverted and hard cold cash was printed to cover up the entire mess when the book could not be cooked.
7. Overall, many scam moves were involved i.e. money laundering, round tripping, and foreign currency manipulations that were never revealed in the conversation..
8. Nigerians, We're surely under what "The Yorubas" called " Awon Amunisin Bi Eru"...Which way out? I don't know my people.

But what if they still bill you and the regulatory body is not in the know, just like they do for estimated billing system when there was no prepaid meter?

The instruction not to pay is just to get you aware that there is a regulation by the body giving you the right to refuse payment after the stated time, they may have also as part of the regulation instructed the disco's not to bill, but you know in Nigeria only the end user can monitor that.

Fani Kayode was the Minster of aviation under OBJ when this contract was signed. Under Obasanjo and Atiku as vice, those thieves sold everything to themselves and their cronies.

This Wale Babalakin's father was a friend to OBJ. That's how he got this MM2 concession and Lagos Ibadan expressway concession. He did nothing on that road till it was taken away from him and fixing started late during GEJ's tenure.
