The heads of all the nation’s security agencies are in panic mode. THE PUNCH learnt on Tuesday that the security chiefs were reprimanded by President Goodluck Jonathan for their inability to stem the growing wave of bombings in the country. The President indicted the security chiefs at a meeting held to review the security situation on Monday. Attendees at the meeting, which a source described as very frank, included the three service chiefs, the Inspector-General of Police, the Director- General of the State Security Service and the National Security Adviser. The meeting, our correspondents gathered, was called to review the bombing of the United Nations office, Abuja and the country’s security situation. A source privy to the happenings at the meeting told our correspondent in Abuja that the President was concerned about the public criticisms attracted by his administration’s inability to stem the bombings. The source said that the countenance of the service chiefs changed after the President, who is usually very genial at meetings, started the meeting by expressing his disappointment with “much anger”. “I think because of the way the President spoke, the security chiefs are now jittery. They think they could be fired if they failed to deliver,” the source said. The source, a senior security official, said the President blamed the rising incidents of bombings across the country on a failure of intelligence on the part of the security chiefs and their institutions. He added that the President ordered the security chiefs to fish out the masterminds of the serial bombings, and to cooperate with the agents of the Federal Bureau of Investigation, who are helping in the investigation. The source did not however say whether the President tied his ‘orders’ to an ultimatum. He said, “I can tell you that the President is not happy with what is going on in the country, especially the security situation. He is not happy that the security chiefs and their subordinates have not been able to find those responsible for several bombings in the country. “He is particularly embarrassed by the bombing of the UN building and, he told the security chiefs that they must get the perpetrators arrested.” Asked what the response of the security chiefs was, the source said they promised to “improve on their intelligence gathering.” The source said some of them also told the President that terrorism was now a global problem. On the claim by the IGP, Mr. Hafiz Ringim, that some suspects had been arrested in connection with the UN bombing, the source only stopped short of dismissing the IGP’s claim. While announcing the arrest, Ringim had said that he had passed the information to the President, who would brief Nigerians about it. But the source wondered why the IG could not provide the details himself. “Is it now the duty of the President to parade suspects?” the source asked. Asked if the security chiefs would deliver on their promises to the President, the source said, “You know, our security chiefs are always eager to give commitments like, ‘we will get the perpetrators,’ and ‘those responsible for this heinous act will not go unpunished’. In 2010, when the United States listed Nigeria with Afghanistan, Algeria, Iraq, Lebanon, Libya, Pakistan, Saudi Arabia, Somalia and Yemen as countries that were prone to terrorism, the Federal Government strongly protested. Before the US released list, there was a failed attempt by a 23-year-old Nigerian, Umar Farouk Abdulmutallab, to blow up a commercial airliner at Detroit, Michigan. A former Minister of Information and Orientation, Prof. Dora Akunyili, had said, “Abdulmutallab’s behaviour is not reflective of Nigeria and should therefore not be used as a yardstick to judge all Nigerians.” If the Federal Government was in doubt about terrorism in the country, such must have been erased with the unabated attacks by Boko Haram. The group, which has exposed the weaknesses of Nigeria’s security agencies, said that it had trained 100 suicide bombers. From all indications, Boko Haram’s threat was not taken seriously by security agencies. If the threats were taken seriously, it is obvious that the agencies have not got their acts together. For instance, confusion trailed the sect’s attack on the police headquarters in Abuja on June 16. The Inspector-General of Police, Alhaji Hafiz Ringim, initially told journalists that it was a suicide bombing. He later recanted, saying the attacker was not a suicide bomber. But the group’s spokesman, Abu Zaid, countered Ringim, saying it was a suicide attack. Zaid, who said the Presidential Villa was also being targeted by the group, disclosed that Boko Haram had screened nearly 100 persons for suicide bombings in 2011. If the IG and other heads of security agencies did not believe that there were suicide bombers in Nigeria, what happened on August 15 at Police Command headquarters in Maiduguri, Borno State was enough to convince them. The police killed a suicide bomber, who had wanted to attack the office complex of the Police Force at 12.15 p.m. He was shot dead as he crashed into the gate of the police headquarters in a Honda Accord loaded with improvised explosives. The bombing of the UN office had many things in common with the aborted attack on the police headquarters in Maiduguri. Like his colleague in Maiduguri, the suicide bomber, who drove a Honda Accord, rammed into the first and second gates of the UN office before running into its reception. At least, 23 people died from the attack, which has been attracting worldwide condemnations. Boko Haram has claimed responsibility for the bombing and the failed attack on the Borno police command headquarters and attacks on banks in Gombe, which left more than 16 people dead. From all indications, the Boko Haram is like a dancer, whose drummer is hidden somewhere. The group had in June disclosed that its members had returned from Somalia, where they went for training in terrorism. With the failure of the Federal Government to curb the activities of the militant group, Nigeria has joined the league of nations that are prone to terrorist attacks. Like Nigeria, there was a suicide attack in Algeria on Friday. A suicide bomber attacked a military academy, where 18 officers killed. On Saturday, militants of an Islamic group in Afghanistan, Taliban, crossed the Afghan border and attacked security checkpoints in the North-West of Pakistan. More than 24 soldiers and policemen died in the attack. The wave of violence moved to Iraq on Sunday, when a suicide bomber attacked and killed at least 28 people in Baghad, including a member of parliament. The bombing of the UN office came barely two weeks after the Commander of the United States military operations in Africa, Gen. Ham Carter, said that the Boko Haram had links with two terror groups, al-Qaeda and al Shabab. According to Carter, “multiple sources” indicate that Boko Haram made contacts with al-Qaeda in the Islamic Maghreb, which operates in North-West Africa, and with al-Shabab in Somalia. “I think it would be the most dangerous thing to happen not only to Africans, but to us as well.” Also, a Nigerian military officer was reported to have said that he believed that Boko Haram had links with al-Qaeda. “With the presence of al-Qaeda in nearby African countries like Mali, Niger and Algeria, it’s very easy for Boko Haram to establish links with al-Qaeda,” he said. Commenting on the UN office attack, an international terrorism expert, Dr. Amaechi Nwaokolo, said, “It is obvious that the bombing incidents are beyond the so-called Boko Haram. The corrupt practices which seem to have pervaded our governments and their agencies must be confronted, if the violence must be stopped. Nigeria must not be turned into Pakistan.” The attack has been attracting worldwide condemnations. The UN Secretary-General, Ban Ki-moon, said that it was an assault on those who “devote their lives to helping others.” United States President Barack Obama, in a statement on Friday, said, “An attack on Nigerian and international public servants demonstrates the bankruptcy of the ideology that led to this heinous action.While British Prime Minister David Cameron described it as appalling, French President, Nicolas Sarkozy, said, “Any attack against the UN is an attack against the entire international community.” President Goodluck Jonathan, whose government appears to be helpless in the face of the growing activities of Boko Haram, described the bombing as barbaric, senseless and cowardly. Like similar incidents in the past, he promised to track down on perpetrators of the bombing, which has put the nation on the edge. But Nigerians are taking the President’s promise with a pinch of salt. In December 2011, when the group attacked an army barracks, he gave the same assurance, but to no avail. From all indications, it seems except other countries come to the aid of Nigeria, there is no end in sight for the activities of Boko Haram, which has carried out at least 20 attacks in 2011.
