The heads of all the nation’s security agencies are in panic mode. THE PUNCH learnt on Tuesday that the security chiefs were reprimanded by President Goodluck Jonathan for their inability to stem the growing wave of bombings in the country.

The President indicted the security chiefs at a meeting held to review the security situation on Monday.

Attendees at the meeting, which a source described as very frank, included the three service chiefs, the Inspector-General of Police, the Director- General of the State Security Service and the National Security Adviser. The meeting, our correspondents gathered, was called to review the bombing of the United Nations office, Abuja and the country’s security situation.

A source privy to the happenings at the meeting told our correspondent in Abuja that the President was concerned about the public criticisms attracted by his administration’s inability to stem the bombings.

The source said that the countenance of the service chiefs changed after the President, who is usually very genial at meetings, started the meeting by expressing his disappointment with “much anger”.

“I think because of the way the President spoke, the security chiefs are now jittery. They think they could be fired if they failed to deliver,” the source said.

The source, a senior security official, said the President blamed the rising incidents of bombings across the country on a failure of intelligence on the part of the security chiefs and their institutions.

He added that the President ordered the security chiefs to fish out the masterminds of the serial bombings, and to cooperate with the agents of the Federal Bureau of Investigation, who are helping in the investigation. The source did not however say whether the President tied his ‘orders’ to an ultimatum.

He said, “I can tell you that the President is not happy with what is going on in the country, especially the security situation. He is not happy that the security chiefs and their subordinates have not been able to find those responsible for several bombings in the country.

“He is particularly embarrassed by the bombing of the UN building and, he told the security chiefs that they must get the perpetrators arrested.”

Asked what the response of the security chiefs was, the source said they promised to “improve on their intelligence gathering.” The source said some of them also told the President that terrorism was now a global problem.

On the claim by the IGP, Mr. Hafiz Ringim, that some suspects had been arrested in connection with the UN bombing, the source only stopped short of dismissing the IGP’s claim. While announcing the arrest, Ringim had said that he had passed the information to the President, who would brief Nigerians about it.

But the source wondered why the IG could not provide the details himself. “Is it now the duty of the President to parade suspects?” the source asked.

Asked if the security chiefs would deliver on their promises to the President, the source said, “You know, our security chiefs are always eager to give commitments like, ‘we will get the perpetrators,’ and ‘those responsible for this heinous act will not go unpunished’. But at the end of the day, what do we get?”

A source in one of the security agencies told one of our correspondents that Nigerian security agents would carry out field work, while the FBI would handle the technical aspect of the investigation.

The top security chief, who pleaded anonymity because of the sensitive nature of the incident, said, “The President emphasised the need for inter-agency cooperation and the need for our officers to work with the FBI men.

“It is not true that the FBI has completely taken over the investigation. Our men are already on the field for intelligence gathering. They are being guided by experts from the US. Our plan is to improve data-gathering.”

UI Loses N10bn To Floods, Seeks Fg’s Intervention

The University of Ibadan has said it lost property worth billions of naira to last Friday’s floodings in the Oyo State capital.

In a statement on Tuesday, the Vice-Chancellor, Prof. Isaac Adewole, pleaded with both federal and Oyo State governments as well as corporate institutions to come to the aid of the 61-year-old institution.

Adewole said, “There is no way we can handle this alone. For us to return to our form, we certainly need government’s assistance because this devastation is quite massive.

“The major calamity suffered by the university are the washing away of the Fish Farm with different species of fish valued at about N300m, over-flooding of the Zoological Garden, leading to the death of animals, extensive damage of the Teaching and Research Farm and the destruction of books estimated to the tune of N2bn.

“Besides, many gigantic buildings, laboratories and expensive equipment were destroyed by the floods which equally pulled down the university’s fence and 13 electric poles, thereby compounding the hitherto poor power supply to the institution.”

Also affected was the Obafemi Awolowo Hall where the ground floor was flooded while the topmost floor was damaged by rainstorm.

The vice-chancellor, who however, expressed joy that no member of the university community died in the floods, assured students that urgent repair would be carried out on the damaged facilities.

“From the magnitude of destruction that I have seen on this campus, it is obvious that UI needs Federal Government’s assistance, because this is beyond us. We shall appreciate individual and collective assistance too as we have been extensively affected by the flood,” he added.

The Head of Department of Fishery in the university, Dr. Bamidele Omitoye, said among the fishes that were swept away were special species like “claias gariepinus, heterobranchus bidorsalis, oreochromis niloticus and parachana obscura.”

Meanwhile, the Federal Government has commenced the distribution of relief materials to the affected victims of the flood disaster .

The Director- General of the National Emergency Management Agency, Alhaji Mohammed Sanni-Sidi, who led a team to Ibadan on Monday, said he had the directive of President Goodluck Jonathan to also condole with the victims and families of those who lost their loved ones to the floods.

He said the state government needed to free all blocked drainage channels in the city to prevent future occurrence.

In 2010, when the United States listed Nigeria with Afghanistan, Algeria, Iraq, Lebanon, Libya, Pakistan, Saudi Arabia, Somalia and Yemen as countries that were prone to terrorism, the Federal Government strongly protested.

Before the US released list, there was a failed attempt by a 23-year-old Nigerian, Umar Farouk Abdulmutallab, to blow up a commercial airliner at Detroit, Michigan. A former Minister of Information and Orientation, Prof. Dora Akunyili, had said, “Abdulmutallab’s behaviour is not reflective of Nigeria and should therefore not be used as a yardstick to judge all Nigerians.”

If the Federal Government was in doubt about terrorism in the country, such must have been erased with the unabated attacks by Boko Haram. The group, which has exposed the weaknesses of Nigeria’s security agencies, said that it had trained 100 suicide bombers. From all indications, Boko Haram’s threat was not taken seriously by security agencies.

If the threats were taken seriously, it is obvious that the agencies have not got their acts together. For instance, confusion trailed the sect’s attack on the police headquarters in Abuja on June 16. The Inspector-General of Police, Alhaji Hafiz Ringim, initially told journalists that it was a suicide bombing. He later recanted, saying the attacker was not a suicide bomber.

But the group’s spokesman, Abu Zaid, countered Ringim, saying it was a suicide attack. Zaid, who said the Presidential Villa was also being targeted by the group, disclosed that Boko Haram had screened nearly 100 persons for suicide bombings in 2011.

If the IG and other heads of security agencies did not believe that there were suicide bombers in Nigeria, what happened on August 15 at Police Command headquarters in Maiduguri, Borno State was enough to convince them.

The police killed a suicide bomber, who had wanted to attack the office complex of the Police Force at 12.15 p.m. He was shot dead as he crashed into the gate of the police headquarters in a Honda Accord loaded with improvised explosives.

The bombing of the UN office had many things in common with the aborted attack on the police headquarters in Maiduguri. Like his colleague in Maiduguri, the suicide bomber, who drove a Honda Accord, rammed into the first and second gates of the UN office before running into its reception. At least, 23 people died from the attack, which has been attracting worldwide condemnations.

Boko Haram has claimed responsibility for the bombing and the failed attack on the Borno police command headquarters and attacks on banks in Gombe, which left more than 16 people dead. From all indications, the Boko Haram is like a dancer, whose drummer is hidden somewhere. The group had in June disclosed that its members had returned from Somalia, where they went for training in terrorism.

With the failure of the Federal Government to curb the activities of the militant group, Nigeria has joined the league of nations that are prone to terrorist attacks. Like Nigeria, there was a suicide attack in Algeria on Friday. A suicide bomber attacked a military academy, where 18 officers killed.

On Saturday, militants of an Islamic group in Afghanistan, Taliban, crossed the Afghan border and attacked security checkpoints in the North-West of Pakistan. More than 24 soldiers and policemen died in the attack.

The wave of violence moved to Iraq on Sunday, when a suicide bomber attacked and killed at least 28 people in Baghad, including a member of parliament. The bombing of the UN office came barely two weeks after the Commander of the United States military operations in Africa, Gen. Ham Carter, said that the Boko Haram had links with two terror groups, al-Qaeda and al Shabab.

According to Carter, “multiple sources” indicate that Boko Haram made contacts with al-Qaeda in the Islamic Maghreb, which operates in North-West Africa, and with al-Shabab in Somalia. “I think it would be the most dangerous thing to happen not only to Africans, but to us as well.”

Also, a Nigerian military officer was reported to have said that he believed that Boko Haram had links with al-Qaeda. “With the presence of al-Qaeda in nearby African countries like Mali, Niger and Algeria, it’s very easy for Boko Haram to establish links with al-Qaeda,” he said.

Commenting on the UN office attack, an international terrorism expert, Dr. Amaechi Nwaokolo, said, “It is obvious that the bombing incidents are beyond the so-called Boko Haram. The corrupt practices which seem to have pervaded our governments and their agencies must be confronted, if the violence must be stopped. Nigeria must not be turned into Pakistan.”

The attack has been attracting worldwide condemnations. The UN Secretary-General, Ban Ki-moon, said that it was an assault on those who “devote their lives to helping others.” United States President Barack Obama, in a statement on Friday, said, “An attack on Nigerian and international public servants demonstrates the bankruptcy of the ideology that led to this heinous action.While British Prime Minister David Cameron described it as appalling, French President, Nicolas Sarkozy, said, “Any attack against the UN is an attack against the entire international community.” President Goodluck Jonathan, whose government appears to be helpless in the face of the growing activities of Boko Haram, described the bombing as barbaric, senseless and cowardly.

Like similar incidents in the past, he promised to track down on perpetrators of the bombing, which has put the nation on the edge. But Nigerians are taking the President’s promise with a pinch of salt. In December 2011, when the group attacked an army barracks, he gave the same assurance, but to no avail.

From all indications, it seems except other countries come to the aid of Nigeria, there is no end in sight for the activities of Boko Haram, which has carried out at least 20 attacks in 2011. The question therefore on every lip is: “Is Nigeria gradually descending to anarchy.?

Ghanaians who came to London for the botched August 9 international friendlyagainst Nigeria left London writhing in pains as they were confident the Super Eagles would have fallen for the umpteenth time had both countries taken to the pitch at the Vicarage Road Stadium, Watford.

Few hours after it was confirmed that the game had been called off by the policefor security reasons, no thanks to the riots that engulfed England, some members of the Ghana National Supporters Union (GNSU) stormed the Watford Hilton hotel abode of the Eagles, where they exchanged pleasantries with their Nigerian counterparts led by Dr Rauf Ladipo.

One of the GNSU members, who simply gave his name as Koffi told Daily Sunsports that Nigeria was the biggest beneficiary of the events that led to the cancellation of the big game.
In Koffi's words: “We came to bury the Super Eagles in Watford. We “killed” your team way back in Brendford in 2007 when we beat you 4-1. We would have buried the Eagles today (Tuesday) in Watford.”
Koffi pointed out that the Black Stars were battle ready for Nigeria and would not have allowed the Eagles to win the game.

“We know Nigeria came here on a revenge mission, I tell you it would not have been possible today. We take every game against Nigeria very serious and we want to continue the dominance.” It would be noted that organisers of the friendly have fixed October 11 as new date for the botched friendly.
