1. Buduma tribesmen of Republic of Chad are popularly tagged as warriors, criminals and mercenaries for hire. They could be found around Nigeria-Niger-Chad border sides. In fact, the tribal group are occupiers of Toumbuns like Madayi, Duguri, Kautikiri, Maryawa and Hanneleluwa amongst others. The groups' major economic strength comes from fishing albeit indulging in all forms of criminalities. Developments has continued to resurface on the tribal groups feud with BHTs over the years. Budumas are said to have powerful RPG squad and gun boats. This report intends to highlight the aspects facilitating the inter/intra rivalry amongst terrorist factions with specific focus on Buduma tribesmen. The following reasons below will be highlighted; 2. *Failed Promises to Buduma Tribesmen*. ISWAP/Buduma clashes commenced with series of failed promises. In enchanting desire to establish a stronger force than JAS; Mamman Nur had promised many forms of rewards to criminal gangs in the Lake Chad region if they aid ISWAP succeed. As such, control over the land of Baga and environs is said to have been promised as a reward in this regard to allied criminal groups like the Buduma tribes men. Mamman Nur is dead and none of these promises were actualised. Buduma tribesmen still bear this grudge. 3. *Death of Idris Deby*. In Apr 21, President Idris Deby of Chad was killed. Before his death, late Deby had offered the Budumas lands and a title to surrender/disassociate with terrorist groups which was consented. The wealthiest of Buduma kinsmen () was given a chieftancy title at Baga Sola and pledged to return all carted away weapons to Republic of Chad. After the death of Idris Deby, Buduma tribesmen forfeited all promises to the Chadian government. 4. *Kanuri Based Movement*. ISWAP hegemony was solely a Kanuri based movement. It relegated all other languages under its reign as 3rd class elements within the group. In order words, no matter the performance or accolades; one can never attain the status of an Amir or higher positions in ISWAP except if one is a Kanuri kinsman. This facilitated large numbers of the Budumas to be more aligned with JAS faction on the Niger-Chad-Nigeria border sides. 5. *Chadian Ops on Rebel groups*. Rebels were hunted down for attempting attacks on Republic of Chad and eventually the death of Idris Itno Deby led to intensified crackdown on rebels, hence Budumas where pushed out of Chadian territory but remained within the Lake Chad area. Most of them are still within Lokolibe area extreme North Cameroon bordering Nigeria. The Budumas are began to seek for that which was promised and economic empowerment from ISWAP. 6. *Death of Abubakar Shekau*. On 19 May 21, ISWAP led terrorist campaign sought renew old feud with rival JAS group. The period witnessed showcased the re-emergence of Habib Yusuf aka Abu Moussab al-Barnawi. Al-Barnawi's return was imbued with one specific mandate; that is total submission of JAS to ISWAP allegedly ordered by ISIS main. The ISWAP led campaign was so severe which eventually led to Shekaus death. Although most JAS elements were subdued; JAS is believed to have feigned submissions to ISWAP. The stronger version of JAS and ardent followers of Shekau known as the Bakoura-led faction did not submit to ISWAP. It has a stronger fighting force comprised of Hausas, Fulanis and the Buduma tribesmen. It is believed some of the Budumas alongside JAS colleagues are in the groups major hideout on the Mandara Mountain and regrouping. RECENT CLASH WITH ISWAP AND THE SUSPECTED DEATH OF ABU MOUSSAB AL-BARNAWI 7. *First Phase*. Clashes between Buduma tribesmen became prominent around 21 Aug 21, over control of checkpoints. After Chadian military offensives that forced many Budumas to flee for refuge towards Nigeria-Cameroon border sides at Filin Aouzo and Lokolibe respectively. Restless Budumas are said to have approached ISWAP to settle for space in these parts or flee/divide part of the taxes collected for fishing within the Southern Lake Chad area. Serious fighting ensued since then. 8. *Second Phase*. ISWAP resisted vehemently and increased strength to subdue or force the Budumas out. The fight took place for about five days before it subsided. In the intense fighting, Abu Moussab was involved and sustained severe gunshot injuries on the leg and shoulders. Sources indicated that he moved from Filin Aouzo to Sabon Tuombun where he died after one day. Subsequently, his corpse was moved to Kurnawa where it was also kept for more than10 days while several attempts began to resolve the issue began. 9. *Third Phase*. Foreign light skinned Arabs purportedly from Libya and ISIS main arrived Kurnawa (Judicial HQ) after al-Barnawis death. It was alleged that figures of the foreigners were 71 including some females among the entourage. The Arabs observed the burial of al-Barnawi before they proceeded on their mission. It is not clear the mission but information obtained indicated that the group carried out tour for assessments, selection of new leadership as well as to resolve the clashes between the Buduma and ISWAP. According to sources, these set of foreigners are still around. 10. *Forth Phase*. On 9 Sep 21, the fight resumed and lasted for about 6days. ISWAP and Budumas with the aid of foreigners held meetings and it was resolved that Doron Mallam or Bakassi areas for taxes and control of Filin Aouzo and Lokolibe be given to the Budumas. However, Budumas had one final request which was the release of 5 women and 7 females captured by ISWAP in previous raids on Buduma camps at Kwata Mota Island. ISWAP failed in this demands. 11. *Fifth Phase*. On 27 Sep 21, Buduma tribesmen breached agreements and settled to rescue their women from ISWAP by carrying out attacks on Kirta Wulgo. Buduma tribesmen rescued 8 females from ISWAP killing several of the rival group in the process. ISWAP were forced to flee to Sabon Tuombun and Kwallaram islands. About 5 other females and 7 children of the Budumas are still held captive. Buduma have promised to return while ISWAP is regrouping to launch attacks on Buduma areas on Kirta Wulgo and Nigeria-Cameroon border sides especially Lokolibe in Republic of Cameroon. *ANALYSIS* 12. BHTs only looked strong where fear had grappled their audiences. The group has not been as it seems. From Ansaru to ISWAP and JAS; BHT movement has always had internal problems. It is assumed that further split could take place based on selfish interest, leadership tussle, control of economic potentials and so on and so forth. BHT factions as observed would never resettle their differences. More intense rivalry could take place and the splinter factions would continue to be feeble. Intelligence and security agencies should drive impacful PsyOps that could continue to frustrate terrorist plans and engage their ideologies meaningfully. It is important that clamp down on terrorists is of major priority as splinter groups continue to escape to form bases where other members could regroup outside the NE. 13. Kindly forwarded for your information, Sir. |
