I know that it is possible that your name can be in the master list without a corresponding email invite which the PSC chairman acknowledged.

I think hostile should be the right word.

I do know that for someone to be loyal the person must surely be humble, therefore opposite of humility is hostile which goes a long way to show that someone is "unloyal"- if such word really exist.
