I do not think there is a need to pass any Bill into law, to give effect to this policy. The Freedom of Information Act, 2011 clearly provides protect for whistle blowers, although it is narrow or obscure; what needs to be done is to amend the Act to reflect this policy. It's applicable in criminal cases, wr an accused person fails to appear in court on a given date. An accused person Is mandated to attend his trial at all times, till judgment. If he fails to attend, the judge would make an order for his arrest. This order for his arrest is wat is called a "bench warrant". A warrant of arrest given or made by a judge.
