Nigerian gov’t destroys 5,870 recovered illegal arms in Zamfara Daily Nigerian May 14, 2018 The illegal arms displayed before destruction in Gusau, Zamfara State capital, on Monday, May 14, 2018 The Presidential Committee on Small Arms and Light Weapons in Gusau on Monday destroyed 5,870 illegal arms and ammunition recovered by the Zamfara Government. The exercise marked the launch of the pilot stage of the destruction of arms and weapons recovered from persons who illegally held them. The recovery in Zamfara was made from repentant bandits who surrendered their weapons to the state government Committee for Peace, Reconciliation and Disarmament, headed by the deputy governor, Ibrahim Wakkala. The exercise which took place at Zamfara Trade Fair Complex in Gusau, was chaired by the chairman of the Presidential Committee, Emmanuel Imohe. The event was attended by Zamfara governor, Abdul’aziz Yari and his deputy, Wakkala, representatives of international agencies such as the EU, ECOWAS and UNDP as well as security agencies and traditional rulers. In his remark, Mr Imohe said the exercise was aimed at destroying a total of 5,870 arms and ammunition received under Zamfara state disarmament initiative. “Apart from the destruction of illegal and recovered arms, one of the mandates of this presidential committee is also to improve livelihood of the people and communities that surrendered their weapons. “Zamfara is one of the seven states in the country selected by the Federal Government for a pilot programme. “This programme is also a flat form for raising awareness of dangers associated with the circulation of illegal weapons that have killed, injured and terrorised people all over the world,” he said. Mr Imohe commended Zamfara for initiating the disarmament programme which resulted to the recovery of over 5,000 small arms, ammunition, grenades, automatic and semi-automatic weapons. “I am happy to be associated with this laudable efforts made by Zamfara State Government. “I consider this as one of great achievements recorded by this committee, I thank the state disarmament committee led by the state Deputy Governor, Malam Ibrahim Wakkala, and all stakeholders who contributed to the success recorded. “You know, this committee was inaugurated in April 2013 by the Federal Government with the mandate to be the focal point in the efforts of the country to address the movement of illicit illegal arms and light weapons. “We are working with international organisations to conduct practical disarmament at border communities in the country and provide a support for repentant bandits,’’ he said. In his remark, Mr Yari thanked the Federal Government for setting up the presidential committee and international organisations for their efforts for peace and stability in the state and country. Mr Yari said the state had recorded many deaths, casualties and huge losses in economic activities as result of cattle rustling and banditry. He said such losses necessitated the setting up the Peace, Reconciliation and Disarmament Committee by the state government. “The Committee since inception has recorded great successes of recovering over 5,000 illegal arms and large number of repentant bandits across the state. “We are witnessing the destruction of these illegal weapons today, we are going to continue to give all the necessary support to Federal Government and all stakeholders as regard to improvement of security in the state and country at large. “We are going to provide authentic lists of repentant bandits and those who surrendered their arms and submit it to the Federal Government for assistance with the aim of changing their livelihood,” he said. The Zamfara Government in an effort to address security challenges in the state in 2016 set up the Peace, Reconciliation and Disarmaments Committee. Similarly, the Inspector-General of Police, Ibrahim Idris, in March ordered the recovery of all illegal arms across the country to check the deteriorating security situation. Nigeria’s growth excites World Bank ON MAY 14, 2018 The World Bank Group is excited with the growth of Nigeria and expressed satisfaction with the performance of the economy. The commendation was contained in a statement by the bank on Monday, after the conclusion of a visit to Nigeria by 10 Executive Directors of the bank from May 9 to 12. wold bank According to the statement, the visit was to enable the bank’s management team get a better understanding of Nigeria’s development priorities with a special focus on the energy sector. The Executive Directors held discussions with the Vice President of Nigeria, the Minister of Finance and Governors of Adamawa, Bauchi, Borno, Gombe, Edo, Lagos, Taraba and Yobe, other senior government officials. The Directors discussed the security challenges in the Northeast and Middle belt regions and how to achieve development in these challenging environments. “Our visit to Nigeria was to get a better understanding of the country, assess the World Bank’s interventions on the ground, and support opportunities that will keep the country on a path of sustained development,” said “We commend Nigeria’s implementation of its new Economic Growth and Recovery Plan (EGRP) and the Power Sector Recovery Plan (PSRP), both of which are important for regional integration. “It will also ensure trade and capital flows, which will ultimately lead to greater growth,” says World Bank. According to the statement, the Executive Directors also met with beneficiaries of the World Bank Group supported projects in agriculture, education, health, youth employment, community development, soil erosion and public financial management. Similarly, they met with representatives of the private sector, civil society organisations, diplomatic missions and development partners. The group also visited the newly commissioned Edo Power Plant in Benin City, which was a key project in the government’s power sector reform agenda and is supported by three arms of the World Bank Group, The three arms are; the International Finance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA) and the World Bank. In Lagos, the delegation visited microfinance clients, mostly women, to gain an understanding of how the funds they had received impacted their livelihoods. “They also had an interactive meeting with private sector executives, which highlighted the need to sustain business reforms and provide affordable and reliable power to improve the living standards of all Nigerians. “The Executive Directors observed that Nigeria continues to implement institutional policy reforms for restoring macroeconomic resilience and growth across sectors with support from the World Bank Group. “They reiterated the World Bank Group’s commitment to supporting Nigeria’s growth in a way that is inclusive, job enhancing, and reduces poverty and inequality. “Critical to this inclusive growth objective is reforming the power sector, boosting critical investments in human development, and mobilising finance for development by creating a conducive environment for private sector participation,” the bank said. The bank also emphasised the importance of Nigeria to the sub-region and therefore the country’s central role in its regional strategy for Sub-Saharan Africa. It will be recalled that Nigeria has been one of IFC’s fastest growing portfolios and represents IFC’s fifth largest global country exposure, with a committed volume of 1.6 billion dollars. Also, Nigeria is MIGA’s fifth largest country exposure in Sub-Saharan Africa, with current exposure of 334 million dollars. Fayose asked us to pick N1.2b in Akure Airport – Bank staff Posted By: Eric Ikhilae, Abuja On: May 14, 2018 A Federal High Court in Abuja on Monday heard how Ekiti State Governor, Ayo Fayose, allegedly instructed officials of Zenith Bank to receive the N1.2billion sourced from the Office of the National Security Adviser (ONSA) preparatory to the 2014 governorship election in the state. A senior official of Zenith Bank, Lawrence Akande, made this disclosure while testifying as the second prosecution witness in the trial of Fayose’s aide, Abiodun Agbele. Agbele is arraigned alongside others on 11-count charge of laundering about N1.2 billion. The prosecution said the money formed part of the N4.7billion allegedly transferred from an account belonging to ONSA, to the account of Sylvan McNamara, a company allegedly owned by son of a former Minister of State for Defence, Musiliyu Obanikoro. Lead in evidence by prosecution lawyer, Wahab Shittu, Akande said he received a telephone call on June 17, 2014 from Fayose, directing him to liaise with Agbele to pick up some money in Akure. Akande, who said he serves in Ibadan as Zenith Bank’s Zonal Head, added: “On June 17, 2014, Mr. Ayodele Fayose called me and said that I should liaise with Mr. Abiodun Agbele about a deposit to be made in the bank. “He (Fayose) said the deposit will be coming through Akure. And I called Biodun Oshode, who is in Akure to liaise with Mr. Abiodun Agbele. FG To Close 2017 Budget With N1.5trn Excess Capital Spending Channels Television Updated May 13, 2018 The Minister of Finance, Mrs Kemi Adeosun, says the Federal Government will be closing the 2017 budget with a capital spending in excess of N1.5 trillion. Mrs Adeosun. who revealed this development on Sunday in a series of tweets on her Twitter handle, said the figure is higher than what the government achieved in the 2016 budget. According to her, the Federal Government is looking forward to the passage of the 2018 budget by National Assembly. The minister disclosed further that more than five million new taxpayers have been added to the nation’s tax base in the last two years. She commended the Federal Inland Revenue Service (FIRS) for going after tax defaulters, stressing the need for the nation to diversify its revenue base. Adeosun also thanked the tax authorities at the state level for doing what she described as “a great deal of work” on expanding the tax base and enforcement of tax payment. She was delighted that the debt management strategy of President Muhammadu Buhari’s administration, which focuses on bringing down borrowing costs, is working. The minister said that while the government was borrowing at an average cost of about 18 per cent in 2017, the cost has now reduced to 13 per cent this year. She noted that the government would not relent in its resolve to continue to work very hard on the debt service cost. Nigeria, UAE agreement on stolen assets takes off Posted On: May 14, 2018 President Muhammadu Buhari’s anti-corruption drive moved a notch higher yesterday. Nigeria and the United Arab Emirates (UAE)’s agreement on recovery of assets and cash stashed away in UAE by Nigerians takes off next month. Besides, the collaboration among heads of anti-corruption agencies in Commonwealth (Africa) countries will be stepped up as Nigeria hosts the 8th annual general meeting and conference for heads of anti-corruption agencies in Commonwealth Africa from today in Abuja. Buhari is expected to open the conference, with the theme: “Partnering towards assets recovery and return”. Yesterday in Abu Dhabi, officials of the UAE and Nigeria exchanged instruments of ratification on judicial agreements signed between both governments in 2016. With yesterday’s exchange of instruments, the agreement will now take effect from June 13. According to WAM Emirates news agency, the UAE and Nigeria signed the agreement regarding the apprehension of criminals, extraditing convicted persons, providing mutual legal assistance in criminal matters, as well as for legal and judicial cooperation in civil and commercial matters. The ceremony for exchanging the instruments of ratification took place between Ahmed Abdul Rahman Al Jarman, Assistant Minister for Human Rights and International Law at the UAE Ministry of Foreign Affairs and International Cooperation, and Nigeria’s Ambassador to UAE Mohammed Dansanta Rimi, at the headquarters of the UAE Ministry of Foreign Affairs and International Cooperation. The UAE’s Director of the International Cooperation Department at the Ministry of Justice, Abdul Rahman Murad Al Balushi, witnessed the ceremony during which the June 13 take-off date was confirmed. Nigeria on January 19, 2016, signed six agreements with the UAE following a state visit by President Muhammadu Buhari. The pact includes Judicial Agreements on Extradition, Transfer of Sentenced Persons, Mutual Legal Assistance on Criminal Matters, and Mutual Legal Assistance on Criminal and Commercial Matters (the recovery and repatriation of stolen wealth). The Federal Government had been collaborating with the UAE authorities on suspicious cash and assets allegedly owned by some Politically Exposed Persons (PEPs). The EFCC also has evidence of how some public office holders benefited from the London-Paris Club refund and how the cash was laundered in Dubai, UAE. The financial intelligence sharing by the two countries has uncovered some cases involving ex-Minister of Petroleum Resources Mrs Diezani Alison-Madueke and some of her business associates. The assets allegedly identified with Diezani are marked as J5 Emirates Hills (30million Dirham) and E146 Emirates Hills valued at 44million Dirham. Those allegedly traced to her assiociate Kola Aluko are: 4100 Le Reve Dubai Maria, Dubai; Unit 1402, PS 14th Floor located at Metro TECOM near Internet City Metro Station, Dubai; Unit 712, ES 7th Floor located at First Central, Off Sheikh Zayed, TECOM, Al-Barsha 3 Dubai and Unit 512, 5th Floor located at First Group Marina Hotels, Al-Seba Street, Plot 394-426, Dubai AE-AJ. Sections 7 of 28 and 34 of the EFCC (Establishment Act) 2004 and Section 13(1) of the Federal High Court Act, 2004 mandate the agency to seize suspicious assets. Section 7 says: “The commission has power to (a) cause any investigations to be conducted as to whether any person, corporate body or organization has committed any offence under this Act or other law relating to economic and financial crimes. “(b) Cause investigations to be conducted into the properties of any person if it appears to the commission that the person’s lifestyle and extent of the properties are not justified by his source of income.” Sections 28 and 34 of the EFCC (Establishment Act) 2004 and Section 13(1) of the Federal High Court Act, 2004 empower the anti-graft agency to invoke Interim Assets Forfeiture Clause. “Section 28 of the EFCC Act reads: ‘Where a person is arrested for an offence under this Act, the Commission shall immediately trace and attach all the assets and properties of the person acquired as a result of such economic or financial crime and shall thereafter cause to be obtained an interim attachment order from the Court.’ Section 13 of the Federal High Court Act reads in part: “The Court may grant an injunction or appoint a receiver by an interlocutory order in all cases in which it appears to the Court to be just or convenient so to do. May 12 2018 The Nigeria police have accused the senate of “playing politics” with the lives of Nigerians and attempting to prevent the course of justice. The police said the senate’s invitation of Ibrahim Idris, inspector-general of police, was only secondary as their major concern was intervening in the case of Dino Melaye, senator representing Kogi west. Idris was summoned thrice but sent representatives on two occasions, however, the senate turned back his proxy. Angered by his failure to show up the third time he was invited, the upper legislative chamber declared him an “enemy of progress”. Idris responded by saying he will not apologise to anyone for doing his job as an IGP. The senate, in turn, accused him of being afraid of his own shadow by not appearing before them. In a statement on Saturday, the police chief said contrary to the impression the senate is painting, its priority was to prevent justice in the case of Melaye. The senator is facing two separate charges before two different courts on allegations bordering on gun running, attempted suicide, criminal conspiracy, among others. The statement, issued by Jimoh Moshood, force spokesman, said the representatives sent by IGP were turned down on various occasions. The police also said the senate’s attempt to cover the appearance of the IGP on national television is “against national security, unconventional and it negates global security practice”. THE STATEMENT IN FULL IGP WAS INVITED TO THE SENATE BECAUSE OF SENATOR DINO MELAYE’s SAGA AND NOT ON SECURITY CONCERNS; NIGERIA POLICE FORCE INSISTS · IGP NOT HOLDING ON TO ANY STRAW BUT TO THE RULE OF LAW · THE RELEASE OF THE PURPORTED LIST OF KILLINGS IN NIGERIA IN 2018 BY THE OFFICE OF THE SENATE PRESIDENT IS SHOCKING, UNFORTUNATE AND CAPABLE OF WORSENING THE SECURITY SITUATION IN THE COUNTRY. · SENATE SHOULD STOP MISLEADING NIGERIANS 1. The attention of the Nigeria Police Force has been drawn to media publication credited to one Sen. Sabi Aliyu Abdullahi, Chairman, Senate Committee on Media and Public Affairs that “IGP should stop holding on to the straw on why he refused to comply with the invitation of the Senate for him to come and explain what the Police are doing on the spate of killing across the country”. 2. The incidents of killings in some part of the country are being addressed by the Nigeria Police Force and other security and safety agencies in the Nation. While normalcy have been restored in most of the affected areas, hundreds of suspects directly responsible for these dastardly acts have been arrested and are being prosecuted in the affected States. Also over Five Thousand (5000) prohibited firearms have been recovered from wrong hands across the Federation on the directives of the Inspector General of Police, IGP Ibrahim K. Idris, NPM, mni, in the mop-up operations currently ongoing throughout the Country. These are part of the brief the Deputy Inspector General of Police, Department of Operations was delegated by the IGP to deliver on his behalf to the Senate, but he was not allowed. 3. The release of the purported list of killings in Nigeria in 2018 by the Office of the Senate President is shocking, unfortunate and capable of worsening the security situation in the Country. It is mischievous and heinous to play politics with people’s lives; even if it is a soul. The release is speculative and not supported by any fact. Office of the Senate President does not receive or process security report from State commands. 4. The recent claim by the Senate that the reason for inviting the IGP is to brief them on the recent killings in some part of the Country is an afterthought which can be seen from the headings of their invitation letters. In any case, if the Senate is sincerely interested in knowing the strategies adopted by the Police in tackling the killings in the affected States, they would not have invited the IGP to speak on the strategies of the Force on National Television. The Senate’s action to cover the appearance of the IGP on National Television is against National Security, unconventional and it negates global security practice. There is nowhere in the world where security matters are discussed on National Television, even the Senate deliberation and Decision on the appearance of the IGP were done in close session. One wonders why security strategies of the Force to tackle the killings in the affected States would be discussed on National Television. 5. The Nigeria Police Force has severally reiterated that it holds the Senate of the Federal Republic of Nigeria in high esteem and regards, but will not be cowed from ensuring the supremacy of the laws of the land, preservation of law and order and above all the full enforcement of the rule of law throughout the Country. The Force will also continue to resist any intimidation from any quarter either constituent or otherwise which run contrary to the provisions of the Constitution of Federal Republic of Nigeria as amended and other extant laws. By insisting that the Senate abides by the constitutions and provisions in the Police act and regulations, the IGP is not holding on to any straw as asserted by the Senate Spokesperson but to the rule of law to ensure that there is no sacred cow. 6. It is incumbent on the Force to educate Sen. Sabi Aliyu Abdullahi that IGP was represented at the Senate on 26th April, 2018 and 2nd May, 2018 as provided for and in accordance with the extant laws, which affirms that, the functions, duties and responsibilities of the Inspector General of Police stated in Section 215(1a) of the Constitution of the Federal Republic of Nigeria 1999 as amended, and the Police Act and Regulations Section 309(1) can also be carried out in accordance with sections 7(1),312(1), 313(2) of the Police Act and Regulations by a senior officer of the Force of the Rank of Deputy Inspector General of Police or an Assistant Inspector General of Police who if permitted by the Inspector General of Police to act on his behalf or represent him in an official capacity at any official function, event or programme within and outside Nigeria can do so in consonant with the provisions of the Police Act and Regulations. 7. It is imperative to inform the general public that the invitations to the IGP from the Senate signed by Nelson Ayewoh, Clerk, Senate of the Federal Republic of Nigeria dated 25th April, 2018 and that of 8th May, 2018, both read thus “INVITATION TO BRIEF THE SENATE ON THE INHUMAN TREATMENT METED ON SENATOR DINO MELAYE OVER A MATTER THAT IS PENDING BEFORE A COURT OF COMPETENT LAW COURT; AND OTHER KILLINGS ACROSS NIGERIA”. Copies of the two invitation letters are attached for clarity and public information. 8. From the headings of the above quoted invitation letters, it is very clear that the IGP was invited on those occasions by the Senate purposely because of Senator Dino Melaye’s criminal indictment in respect of felonious and serious offenses of Criminal Conspiracy and Unlawful Possession of Prohibited Firearms by two (2) Principal Suspects (Kabiru Seidu A.K.A OSAMA, Nuhu Salisu A.K.A SMALL) arrested for several cases of kidnappings and armed robberies in Kogi State, who are already standing trial in a court of competent jurisdiction. The pinch emphasis on security matters in the invitation letters was diversionary to attract undeserved public sympathy in the Senate’s desperate bid to trivialize and water down the crime and criminal liabilities for which Senator Dino Melaye is standing trial. 9. However, due to the respect the IGP has for the Senate, that when on the 25th of April, 2018, the Senate invited the Inspector-General of Police to appear before it on the 26th of April 2018, in respect of the felonious offenses for which Sen. Dino Melaye was taken into Police custody, investigated and arraigned in a Court of Competent Jurisdiction while the Inspector-General of Police was on official assignment with the President of Federal Republic of Nigeria in Bauchi on same date, that he delegated the Deputy Inspector-General of Police, Department of Operations, Assistant Inspector-Generals of Police and some Commissioners of Police conversant with the matter to brief the Senate. 10. The Senate again on the 26th of April 2018 wrote the Inspector-General of Police re-inviting him to appear before the Senate in person on the 2nd of May, 2018 but this time around the IGP was on official assignment to Birnin-Gwari Area of Kaduna State in company of the General Officer Commanding, One Division, Nigerian Army Kaduna, Major General Mohammed Mohammed to attend to some very serious security matters of National Importance, but he promptly delegated the Deputy Inspector-General of Police, Research and Planning, Assistant Inspectors General of Police and Commissioners of Police to represent him and brief the Senate on the same subject matter, the Senate again refused to accord them audience insisting that the Inspector-General of Police must appear in person. 11. It is pertinent to let the public be aware that the Inspector General of Police since assumption of duty in June, 2016 has appeared about Ten (10) times before the Senate on different issues of National Importance. 12. The Nigeria Police Force as a law abiding entity will continue to uphold the rule of law in all its ramifications and also ensure that nobody under any guise, no matter how highly placed is allowed to pervert the course of Justice. 13. The Force insists on due process of the law and once again implores the Senate not to whip-up sentiments or resort to self-help but to allow the rule of law and justice to prevail on the whole matter. https://www.thecable.ng/ |

Four killed as Customs, smugglers clash in Ogun Posted On: May 13, 2018 No fewer than four persons were feared dead while six others sustained gunshot wounds yesterday in Ogun State as operatives of the Nigeria Customs Service and smugglers engaged in a shootout at Ilara, in Imeko-Afon Local Government Area. It was gathered the incident happened at the border town with the Republic of Benin at about 8.30am. Sources said trouble began when suspected smugglers while moving bags of rice in a convoy to Abeokuta, Ogun State, were accosted by a joint anti-smuggling patrol team made up of the operatives of the Nigeria Customs Service and soldiers. It was said that as the soldiers and the Customs officers attempted to impound the contraband goods, the smugglers put up a stiff resistance, which resulted in an exchange of fire, leaving about four people dead and six others with gunshot wounds. The Public Relations Officer, Ogun State Area Command of the Nigeria Customs Service, Abdullahi Maiwada, confirmed the incident but he could not give the exact number of casualties. He admitted there was an interdiction between the Customs and smugglers at the Ilara border town yesterday.
