Nigeria’s capital importation grows by 594%

The total value of capital imported in the first three months of 2018 (Q1) stood at $6,303.63 million, which represents a 594 percent increase (year- on–year) from $908.3 million in Q1 2017, according to National Bureau of Statistics (NBS).

The first quarter in 2018 saw a continuous growth in total capital importation into Nigeria, the fourth consecutive quarterly increase since Q2 2017. This increase in capital inflow in Q1, 2018 was driven mainly by Portfolio Investment, which grew from $3,477.53 million in the previous quarter to $4,565.09 million, accounting for 72.42 percent of the total capital importation during the quarter.

Capital importation can be divided into three main investment types: foreign direct investment (FDI), portfolio investment and other investments, each comprising various sub-categories. Since 2017 Q2, portfolio investment has been expanding faster than the other two categories, remaining the largest component of capital imported in Q1, 2018 at 35 percent of total capital imported.

Foreign direct investment and other investment accounted for 3.91 percent and 23.67 percent of total Capital Importation into Nigeria in the quarter under review.

Capital inflow in the form of Shares in the first quarter increased by 3.05 percent from $3.68 billion reported in Q4, 2017 to $3.79 billion in Q1, 2018. This component has recorded a steady rise since the first quarter of 2017, with Q1, 2018 being the fifth quarter of its consecutive rise. The percentage share of Shares investments to total Capital Imported however, decreased from 68.37 percent in the previous quarter to 60.17 percent in the first quarter of 2018.

In the first quarter of 2018, Banking remained the leading sector for foreign capital Inflow which attracted the most considerable amount of capital investment. During the first quarter, $1.18 billion overseas investment flowed to the Banking sector, which accounted for 18.7 percent’s of the total Capital Importation.

Financing exceeded production, servicing and telecoms sectors to become the second leading sector to receive capital investment, attracting $485.41 million during the quarter. This was followed by the Servicing sector with $328.15 million, Production sector with $144.09 million and Agriculture with $130.90 million.

These five economic sectors mentioned above together attracted more than 90 percent of foreign capital investment in the first quarter of 2018. Telecommunications, which ranked fourth in Q4, 2017, only had a total of $87.25 million foreign capital investment in the first quarter of 2018, declining by 54.32% from $191.01 million recorded in the last quarter.

Capital inflow to other sectors including drilling, electrical, marketing, oil and gas, and trading increased significantly compared to the fourth quarter of 2017, although the absolute values to these sectors remained

Also in the first quarter of 2018,Abuja remained the leading state to receive foreign capital inflow after it overtook Lagos in the fourth quarter of 2017,recording an amount of $3.54 billion. This was an increase of 32.24 percent from the figure recorded in the previous quarter, when it reported $2.68 billion.

At the same time, capital importation to Lagos increased marginally by 4.59 percent from $2.55 billion in the last quarter to $2.67 billion in Q1, 2018, while capital Importation to Akwa Ibom was $43.62 million, which is a decline of 65.05 percent from the figure reported last quarter ($124.85 million).

The United Kingdom kept its leading role in capital investment in Nigeria in the first quarter of 2018, with $2.25 billion capital invested in Nigeria. This inflow accounted for 35.73 percent of the total of capital inflow in Q1, 2018, it was also a 39.89 percent increase from the previous quarter and a growth of 644.55 percent over the corresponding period of last year.

The country to account for the second most significant value of capital importation was the United States. The US accounted for $1.26 billion in the first quarter of 2018 or 19.99 percent of the total quarterly capital importation.

The next two largest investors in the first quarter of 2018 were South Africa and Ghana, which recorded $493.22 million and $380.14 million capital inflow into Nigeria in the first quarter

Capital is imported through financial institutions into Nigeria. In the first quarter of 2018, the bank through which the highest share of capital flowed was Standard Chartered Bank. The amount of capital imported through Standard Chartered Bank accounted for 25.49% of the total foreign capital inflow (up from the 15.1 percent share recorded in the last quarter of 2017).

This was followed by Access Bank, Ecobank, Zenith Bank, Stanbic IBTC Bank and Guaranty Trust Bank, which accounted for 16.62%, 14.87%, 10.48%, 9.12% and 5.32% of the total capital importation in the first quarter of 2018 respectively. A total of 81.90% of the foreign capital in 2018 Q1 was imported through the six banks stated above.

Police reply senate: Why turn back IGP’s representatives if you’re worried about killings?

The Nigeria police have accused the senate of “playing politics” with the lives of Nigerians and attempting to prevent the course of justice.

The police said the senate’s invitation of Ibrahim Idris, inspector-general of police, was only secondary as their major concern was intervening in the case of Dino Melaye, senator representing Kogi west.

Idris was summoned thrice but sent representatives on two occasions, however, the senate turned back his proxy.

Angered by his failure to show up the third time he was invited, the upper legislative chamber declared him an “enemy of progress”.

Idris responded by saying he will not apologise to anyone for doing his job as an IGP.

The senate, in turn, accused him of being afraid of his own shadow by not appearing before them.

In a statement on Saturday, the police chief said contrary to the impression the senate is painting, its priority was to prevent justice in the case of Melaye.

The senator is facing two separate charges before two different courts on allegations bordering on gun running, attempted suicide, criminal conspiracy, among others.

The statement, issued by Jimoh Moshood, force spokesman, said the representatives sent by IGP were turned down on various occasions.

The police also said the senate’s attempt to cover the appearance of the IGP on national television is “against national security, unconventional and it negates global security practice”.

THE STATEMENT IN FULL
IGP WAS INVITED TO THE SENATE BECAUSE OF SENATOR DINO MELAYE’s SAGA AND NOT ON SECURITY CONCERNS; NIGERIA POLICE FORCE INSISTS

· IGP NOT HOLDING ON TO ANY STRAW BUT TO THE RULE OF LAW

· THE RELEASE OF THE PURPORTED LIST OF KILLINGS IN NIGERIA IN 2018 BY THE OFFICE OF THE SENATE PRESIDENT IS SHOCKING, UNFORTUNATE AND CAPABLE OF WORSENING THE SECURITY SITUATION IN THE COUNTRY.

· SENATE SHOULD STOP MISLEADING NIGERIANS

1. The attention of the Nigeria Police Force has been drawn to media publication credited to one Sen. Sabi Aliyu Abdullahi, Chairman, Senate Committee on Media and Public Affairs that “IGP should stop holding on to the straw on why he refused to comply with the invitation of the Senate for him to come and explain what the Police are doing on the spate of killing across the country”.

2. The incidents of killings in some part of the country are being addressed by the Nigeria Police Force and other security and safety agencies in the Nation. While normalcy have been restored in most of the affected areas, hundreds of suspects directly responsible for these dastardly acts have been arrested and are being prosecuted in the affected States. Also over Five Thousand (5000) prohibited firearms have been recovered from wrong hands across the Federation on the directives of the Inspector General of Police, IGP Ibrahim K. Idris, NPM, mni, in the mop-up operations currently ongoing throughout the Country. These are part of the brief the Deputy Inspector General of Police, Department of Operations was delegated by the IGP to deliver on his behalf to the Senate, but he was not allowed.

3. The release of the purported list of killings in Nigeria in 2018 by the Office of the Senate President is shocking, unfortunate and capable of worsening the security situation in the Country. It is mischievous and heinous to play politics with people’s lives; even if it is a soul. The release is speculative and not supported by any fact. Office of the Senate President does not receive or process security report from State commands.

4. The recent claim by the Senate that the reason for inviting the IGP is to brief them on the recent killings in some part of the Country is an afterthought which can be seen from the headings of their invitation letters. In any case, if the Senate is sincerely interested in knowing the strategies adopted by the Police in tackling the killings in the affected States, they would not have invited the IGP to speak on the strategies of the Force on National Television. The Senate’s action to cover the appearance of the IGP on National Television is against National Security, unconventional and it negates global security practice. There is nowhere in the world where security matters are discussed on National Television, even the Senate deliberation and Decision on the appearance of the IGP were done in close session. One wonders why security strategies of the Force to tackle the killings in the affected States would be discussed on National Television.

5. The Nigeria Police Force has severally reiterated that it holds the Senate of the Federal Republic of Nigeria in high esteem and regards, but will not be cowed from ensuring the supremacy of the laws of the land, preservation of law and order and above all the full enforcement of the rule of law throughout the Country. The Force will also continue to resist any intimidation from any quarter either constituent or otherwise which run contrary to the provisions of the Constitution of Federal Republic of Nigeria as amended and other extant laws. By insisting that the Senate abides by the constitutions and provisions in the Police act and regulations, the IGP is not holding on to any straw as asserted by the Senate Spokesperson but to the rule of law to ensure that there is no sacred cow.

6. It is incumbent on the Force to educate Sen. Sabi Aliyu Abdullahi that IGP was represented at the Senate on 26th April, 2018 and 2nd May, 2018 as provided for and in accordance with the extant laws, which affirms that, the functions, duties and responsibilities of the Inspector General of Police stated in Section 215(1a) of the Constitution of the Federal Republic of Nigeria 1999 as amended, and the Police Act and Regulations Section 309(1) can also be carried out in accordance with sections 7(1),312(1), 313(2) of the Police Act and Regulations by a senior officer of the Force of the Rank of Deputy Inspector General of Police or an Assistant Inspector General of Police who if permitted by the Inspector General of Police to act on his behalf or represent him in an official capacity at any official function, event or programme within and outside Nigeria can do so in consonant with the provisions of the Police Act and Regulations.

7. It is imperative to inform the general public that the invitations to the IGP from the Senate signed by Nelson Ayewoh, Clerk, Senate of the Federal Republic of Nigeria dated 25th April, 2018 and that of 8th May, 2018, both read thus “INVITATION TO BRIEF THE SENATE ON THE INHUMAN TREATMENT METED ON SENATOR DINO MELAYE OVER A MATTER THAT IS PENDING BEFORE A COURT OF COMPETENT LAW COURT; AND OTHER KILLINGS ACROSS NIGERIA”. Copies of the two invitation letters are attached for clarity and public information.

8. From the headings of the above quoted invitation letters, it is very clear that the IGP was invited on those occasions by the Senate purposely because of Senator Dino Melaye’s criminal indictment in respect of felonious and serious offenses of Criminal Conspiracy and Unlawful Possession of Prohibited Firearms by two (2) Principal Suspects (Kabiru Seidu A.K.A OSAMA, Nuhu Salisu A.K.A SMALL) arrested for several cases of kidnappings and armed robberies in Kogi State, who are already standing trial in a court of competent jurisdiction. The pinch emphasis on security matters in the invitation letters was diversionary to attract undeserved public sympathy in the Senate’s desperate bid to trivialize and water down the crime and criminal liabilities for which Senator Dino Melaye is standing trial.

9. However, due to the respect the IGP has for the Senate, that when on the 25th of April, 2018, the Senate invited the Inspector-General of Police to appear before it on the 26th of April 2018, in respect of the felonious offenses for which Sen. Dino Melaye was taken into Police custody, investigated and arraigned in a Court of Competent Jurisdiction while the Inspector-General of Police was on official assignment with the President of Federal Republic of Nigeria in Bauchi on same date, that he delegated the Deputy Inspector-General of Police, Department of Operations, Assistant Inspector-Generals of Police and some Commissioners of Police conversant with the matter to brief the Senate.

10. The Senate again on the 26th of April 2018 wrote the Inspector-General of Police re-inviting him to appear before the Senate in person on the 2nd of May, 2018 but this time around the IGP was on official assignment to Birnin-Gwari Area of Kaduna State in company of the General Officer Commanding, One Division, Nigerian Army Kaduna, Major General Mohammed Mohammed to attend to some very serious security matters of National Importance, but he promptly delegated the Deputy Inspector-General of Police, Research and Planning, Assistant Inspectors General of Police and Commissioners of Police to represent him and brief the Senate on the same subject matter, the Senate again refused to accord them audience insisting that the Inspector-General of Police must appear in person.

11. It is pertinent to let the public be aware that the Inspector General of Police since assumption of duty in June, 2016 has appeared about Ten (10) times before the Senate on different issues of National Importance.

12. The Nigeria Police Force as a law abiding entity will continue to uphold the rule of law in all its ramifications and also ensure that nobody under any guise, no matter how highly placed is allowed to pervert the course of Justice.

13. The Force insists on due process of the law and once again implores the Senate not to whip-up sentiments or resort to self-help but to allow the rule of law and justice to prevail on the whole matter.

On the Purchase of ammunition: The NASS, like everything they do is only trying to intimidate and blackmail the executive

Here are the reasons why the executive is right to make the purchase:
(1) Section 82 of the constitution gives the executive the right to make certain expenditure before the fund is appropriated.

(2 ) The excess crude account where the money for arm purchase was withdrawn from is not recognised by the Nigeria constitution. So how can you talk of the constitution when the so called account is not currently backed by any law?

(3) All the past Presidents from 1999 and when the account was created has used funds from the account without going to the NASS, even when people like Jonathan outrightly stole the funds, it never generated any controversy, so why now if not that mischief makers and hypocrites are on the rampage?

THE federal government has paid another set of 14 whistleblowers the sum of N439.276 million for providing tips on tax evaders.

The Minister of Finance, Mrs. Kemi Adeosun, who briefed the press yesterday, in Abuja, disclosed that the payment was made this week, after the government received the sum of N13.8 billion from the affected tax evaders, mainly corporate organizations, based on tips by the whistle blowers Her words, “The Whistleblower Policy started December 2016. Since then, we have had 8,373 communications of which 1, 231 were actually tips. “We have conducted 534 investigations; 10 prosecutions and four convictions. “This week, we paid whistle blowers the sum of N439. 276 million, it was to 14 people who provided specific tips on tax evasions about companies who deliberately evaded or under-paid taxes. Working on those tips, we have held discussions with those companies and they have paid N13. 8 billion which we have confirmed have been paid to the Federal Inland revenue Service. So these people, are being paid this month. “This is the first time we are having that number where we have concluded either communications with companies and the companies have actually paid the money to FIRS.” Mrs. Adeosun said that the Whistleblowing strategy would be revising some of its mode of operations based on what the unit has learnt from a recent trip of its officials to the United kingdom. She disclosed that the federal government was actively preparing cases for prosecution against tax evaders and that very serious actions would be taken at the end of next month, when the tax amnesty would end. Payroll irregularities being tackled with IPPIS On the battle against ghost workers, the minister said that there were still some irregularities in the payroll but that her team was paying closer attention to details in the IPPIS to eliminate them. She said, “For instance we are investigating some cases where name on the payroll is different from the name on the bank account. “We are looking at that.

In some cases, it is as simple as some people got married and did not update their names but in other cases, it is a matter of fraud. This is just to give you an idea of how detailed we go and we keep checking the payroll on a regular basis.” Mrs. Adesoun also said that over 100 properties of the nation’s foreign missions and federal government agencies which were not captured in an earlier audit were found. “Teams visited foreign missions and discovered that foreign missions and some government agencies had over 100 properties that were not recorded. Some abandoned. And some people trying to sell them off and we have to stop them,” she said. On the performance of the 2017 Budget, she expressed optimism that at the end of the month, about N1. 5 trillion would have been spent on capital projects.

By Ikechukwu Nnochiri ABUJA – A prosecution witness, Mr. Ayobami Oluwarinu, on Wednesday, narrated before the Federal High Court in Abuja, how Chairman emeritus of DAAR Communications Plc, ‎High Chief Raymond Dokpesi, used N68million out of N2.1billion he allegedly received from the office of the National Security Adviser, ONSA, before the 2015 presidential election, to renovate his country home in Edo. Photo by Abayomi Adeshida 25/10/2017 Oluwarinu testified as the 13th witness, PW-13, the Economic and Financial Crimes Commission, EFCC, has brought before the court to testify against Dokpesi.

The PW-13 gave his Evidence-In-Chief after EFCC re-arraigned Dokpesi on an amended seven-count money laundering charge. Shortly after the defendant pleaded not guilty to the charge, Oluwarinu who identified himself as a Lagos based architect, mounted the witness box and gave account of how funds were wired into his two firms- Archisynthesis Ltd and Woodcountry Investment Ltd. The PW-13 told the court that the defendant engaged him and transferred a total sum of N68, 190, 000m into his companies’ account for the renovation work and for construction of studios. The witness said he was not aware of the source of the fund that was transferred to him, saying he got to know about money laundering allegation against Dokpesi after EFCC traced monies to his companies and invited him for questioning.

“I got a call from EFCC that I should come to its Abuja office and clarify the transactions that took place between my companies and DAAR investment Ltd”. Insisting that he has been handling contracts for the defendant since 1993, Oluwarinu admitted that funds were transferred from accounts of DAAR Ltd to that of his firms. EFCC’s lawyer, Mr. Oluwaleke Atolagbe tendered bank documents that revealed how the funds were sequentially transferred to the witness. While identifying the documents as genuine, the PW-13, said: “My lord on January 26, 2015, the sum of N16. 1m was paid into Archisynthesis account from DAAR Investment and Holding Company Ltd. “On 29th January 2015, another N3.5m was paid into Archisynthesis”. He disclosed that whereas the sum of N3.53m was paid into Archisynthesis account on February 6, 2015, by the defendant, another inflow of N13.34m came in on February 17. According to the PW-13, on March 28, 2015, another N12.25m was transferred from DAAR Ltd to the account of Archisynthesis, while N19.47m was transferred to Wood country on April 22, 2015. He maintained that all the monies were for design and construction, as well as for renovation works at Dokpesi’s home residence at Aghenegbode in Edo state. “One of the studios work is in Kpaduma Asokoro Abuja. Others are located across the country, because I am his sole architect” Oluwarinu said. He admitted using the money for the renovation of Dokpesi’s home comprising of 4 bungalows. “Dokpesi gave me instructions in terms of the building, and I have been working for him since 1993”, he added. Asked if there was any documented agreement for the execution of the jobs, the witness said, “I cannot really recall whether we had oral or written agreement for all the jobs I did for him.

This is because my relationship with the defendant is cordial and I have worked for him since 1993. “The same thing goes for the studio construction”. While being cross-examined by the defence counsel, Chief Kanu Agabi, SAN, the witness, said he did not border to enter into any contractual agreement with Dokpesi because of cordiality in their relationship. Meanwhile, trial Justice John Tsoho has adjourned further hearing on the matter till May 28. EFCC had through its lead investigative officer, Mr. Abubakar Madaki, told the court that it was unable to link about N2.1bn allegedly released to Dokpesi by the detained former NSA, Col. Sambo Dasuki, retd, three months to the 2015 presidential election, to the execution of any contract. Madaki testified before the court as the twelfth prosecution witness, PW-12. Dokpesi is facing trial alongside his firm, DAAR Investment and Holdings Ltd, owners of African Independent Television, AIT and Raypower FM.

The anti-graft agency alleged that the defendants received funds from the ONSA for Peoples Democratic Party’s ‎presidential media campaign. According to the charge which was signed by the Deputy Director, Legal and Prosecution at the EFCC, Mr. Aliyu Yusuf, the fund was released to the defendants ‎between October 2014 and March 19, 2015. The funds were allegedly transferred from an account the ‎office of NSA operated with the Central Bank of Nigeria, CBN‎, to a FirstBank‎ of Nigeria Plc‎ account owned by Daar Investment and Holding Company Limited The prosecution maintained that the transaction was in breach of ‎section 58 (4) (b) of the Public Procurement Act 2007 and punishable under section 58 (6) and 7 of the same Act, as well as under section 17 (b) of the EFCC Act, 2004.

Nigerian Tax Payers Grows by Five Million in one year

FEC to receive amendments to tax policy soon, says Osinbajo


Five amendment bills and two Executive Orders will soon be submitted to the Federal Executive Council (FEC) for approval in order to change Nigeria’s National Tax Policy.

Vice President Yemi Osinbajo made this disclosure on Wednesday in Abuja at the 20th annual tax conference of the Chartered Institute of Taxation of Nigeria (CITN).

According to Vice President Osinbajo, the “implementation Committee for the new tax Policy’s work has since produced five amendment bills and two Executive Orders; all of which will shortly be presented to the Federal Executive Council for approval.

The specific mandate of the Committee he said included the removal of obsolete, ambiguous and contradictory provisions in our tax laws, simplification of the tax payment process, and the reduction of the tax burden on micro, small and medium enterprises.



The need to change Nigeria’s tax policy the Vice President said has become necessary because “for too long Nigeria has tried to carry on as an oil-rich country, one without the need for its citizens’ taxes. The unwritten compact has been something along the lines of pay whatever taxes you can pay, but it’s really no big deal. In exchange, we, as government, get the right to do whatever we like with Nigeria’s oil wealth.”

This arrangement he lamented, has fueled the massive corruption and inefficiencies that have come to be associated with public revenue management.

The government of President Muhammadu Buhari, Osinbajo revealed “is working to change this state of affairs. We are determined to restore the full weight of the social contract. We are rewriting the old rules and compacts; making it clear to Nigerians that we will ensure that every naira of public money is put to use for the maximum good of the Nigerian people, while simultaneously ensuring that every naira due to the public coffers in taxes is promptly and efficiently collected.”

He reiterated that the Treasury Single Account (TSA’s) unified system of bank accounts domiciled in the Central Bank of Nigeria (CBN) has proven to be far more transparent and cost-effective than the old scenario in which government agencies maintained thousands of accounts across various commercial banks.

As a result of the TSA, “the Federal Government realizes monthly savings of at least N4 billion which would have gone on commercial bank charges” he said.

The Presidential Initiative on Continuous Audit (PICA), the Vice President elaborated “has also tightened controls on the federal payroll and pensions systems, eliminating tens of thousands of ghost workers and saving us more than N200 billion that would have gone to these ghost workers.”



With the introduction of the Voluntary Assets and Income Declaration Scheme (VAIDS), Osinbajo urged tax administrators particularly members of the CITN “to keep in mind that, that extra income is taxable, and, to whom much is given, much is expected.”

Going forward, the federal government the Vice President said is “working to adapt our tax laws for the digital age, one in which commerce has become borderless and intangible, and to which the old laws no longer apply. E-Filing is a rapidly growing concept which we are very keen to extend to taxpayers at all levels across the country.”

The Vice President also disclosed that the number of economically-active Nigerian tax payers is now in excess of 19 million, and still growing from only 14 million in May 2017.

This he said “means that the efforts of the Federal Inland Revenue Service (FIRS), in collaboration with the State Inland Revenue Services, have already added more than five million new taxpayers to the tax base.

Earlier, president and chairman of council of the CITN, Chief Cyril Ikemefuna Ede, said the “heartbeat of any economy is its deft use of taxation for promoting economic growth and development. Through taxation, government ensures that resources are channeled towards important and critical activities in the society. Thus the imposition of taxes is essential to economic and social development in any given economy.”
