It is not prejudiced to comment on matters before the court, SR, Nairaland, Myself do not have any privilege information regarding this case; only the attorneys directly involved in the case are, so it is totally legal and non-prejudice to discuss these matters. In fact, it is important we discuss them because they are public.

You did not find it prejudicial what you first commented and blamed SR for wrong reporting and requested for proof...



When you were given the proof, you did not find it prejudicial, but attacked and minimized the proof; stating it could be faked and that, they should be taken to the court...



Now you noticed that, the proof has been tendered and the matter is in the court, you pulled 'prejudice'...You should have accepted that you are wrong, even if SR had been wrong in the past, for going against them here and seeing that, their report is accurate, you should have given them credit.

Plus, courts does decipher truth, it is called 'Court of Justice' and not 'Court of Truth' for obvious reasons. You can steal and be caught red handed by a camera in a broad day light and can be declared not guilty in a court of law, even when the court or Judge did not cut corners. Because it is the duty of the prosecuting authorities to proof beyond any reasonable doubt that you are guilty of the crime been accused of. And, a camera does not proof anything, it must be entered into the record in accordance with the rules of evidence, and if the prosecutor made error on any of the rules of evidence, the camera evidence can be tossed....It must also be validly authenticated, preserved, etc...otherwise, the court has no choice than to declare you not guilty especially if you have competent defense team.

“My government while pursuing security measures, will explore all options, including readiness to accept unconditional renunciation of violence by insurgents, and to ensure their deradicalisation, rehabilitation and reintegration into the broader society”, he said in a Democracy Day broadcast.

Explaining that he is determined to protect democracy, national unity and political stability by waging total war against terrorism, the President said: “I have instructed our security forces to launch a full-scale operation to put an end to the impunity of terrorism on our soil. I have also authorised the security forces to use any means necessary under the law to ensure that this is done.”

At a youth forum to mark Democracy Day in Abuja, which was attended by the President and his wife, Dame Patience, Youth Development Minister Boni Haruna, who shed light on the broadcast, said the government has offered amnesty to Boko Haram members who drop their arms.



“A series of integration programmes have been lined up for members of the sect who surrender their arms and embrace peace. Let me use this opportunity on behalf of the Federal Government, to call on members of the Boko Haram sect to embrace the government’s gesture and key into the amnesty programme”, Haruna said.

The amnesty option indicates that the President has rejected the sect’s proposal to swap the over 200 abducted Chibok schoolgirls with its detained members.

With this development, the government, analysts said last night, may call in troops to rescue the girls from where they are being held.

Alternatively, the sect may decide to release the girls in exchange for amnesty.

In the broadcast, the President said the unity and stability of the country and the protection of lives and property were non-negotiable.

He said the attacks by Boko Haram and other groups were threatening Nigeria’s unity and rubbing off the gains of democracy.



Jonathan said: “Despite the challenges we face, we must commend our security forces. We must not forget their gallantry and successes in liberating nations and in peacekeeping, from Liberia to Sierra Leone, Congo, Sudan, Mali, Guinea-Bissau and many places in Africa and beyond. Our forces have paid the supreme price in several places at several times.

“Today, they face a different challenge, an unconventional war by terrorists. They are adjusting and are being equipped to tackle the new menace of terrorism. We must show confidence in their ability. I have no doubt that, with the support of Nigerians, our neighbours and the international community, we will reinforce our defence, free our girls and rid Nigeria of terrorists.

“It is now 45 days since the horrifying abduction of the college girls of Chibok. I share the deep pain and anxiety of their parents and guardians and I assure them once again that government will continue to do everything possible to bring our daughters home.

“I have assure you that Nigeria will be safe again, and that these thugs will be driven away, it will not happen overnight, but we will spare no effort to achieve this goal.

“It is a sad fact that as I address you today, all the gains of the past 15 years of democratic governance in our country are threatened by the presence of international terrorism on our shores. Our dear country, Nigeria is facing a new challenge. A war has been unleashed on us. Extremist foreign elements, collaborating with some of our misguided citizens, are focused on an attempt to bring down our country and the democracy and freedom we cherish and celebrate today.”

He said the abduction of the Chibok schoolgirls brought the brutality of the terrorists, who want to instigate anarchy and balkanise Nigeria, to the world’s awareness.

“In recent years, terrorist attacks have claimed the lives of several of our compatriots, many have been injured or maimed, whole villages and communities have been destroyed and the economy of some of our states is in jeopardy.

“There can be no doubt that what we are witnessing in Nigeria today is a manifestation of the same warped and ferocious world view that brought down the Twin Towers in New York, killed innocent persons in Boston and led to the murder of defenceless people in the Southern Russian city of Volgograd. Terrorist activities have brought war and pains to Mali, Somalia, Yemen, Syria, Afghanistan and Pakistan. These agents of evil continue to brainwash and incite ignorant young men and women to attack the innocent. We cannot allow this to continue,” he said.

The President thanked his compatriots and the global community for their support in the fight against terrorism, saying: “I applaud the understanding that in a democracy, such as we are building, people can have differences while sharing worthy values and standing together in opposition to the scourge of terrorism. Nigeria is the only country we have and we must all work to preserve it for present and future generations.”

Urging the terrorists to lay down their arms, he said: “For our citizens who have joined hands with Al Qaeda and international terrorists in the misguided belief that violence can possibly solve their problems, our doors remain open for dialogue and reconciliation, if they renounce terrorism and embrace peace.

“My government, while pursuing security measures, will explore all options, including readiness to accept unconditional renunciation of violence by insurgents, and to ensure their de-radicalisation, rehabilitation and re-integration into the broader society.

“We must remain united to win the war against terrorism. Christians, Moslems, farmers, fishermen, herdsmen, teachers, lawyers, clergy or clerics, the rich, the poor and Nigerians from all sections of the country must work together with our security agencies and armed forces to overcome the terrorists who now threaten all that we hold dear.

“The war against terror may be difficult, but the days of peace will come again. Terror is evil; nowhere in history has evil endured forever. The menace of Boko Haram will surely come to an end. I believe that because of your prayers, your courage, hardwork, faith and sacrifice, we will ultimately prevail over the terrorists and all other evil forces.”

On the gains of democracy, he said: “As we mark 15 years of uninterrupted democratic governance, our dear nation has certainly come a long way and made notable progress since our first Democracy Day on May 29, 1999 when the military finally relinquished power and handed over to a democratically-elected government, marking the true beginning of a government of the people, by the people, for the people.”

The President said he ordered a low-key celebration because of the prevailing insecurity. He said: “There can be no doubt that the past 15 years, the longest period of sustained democratic governance in our country, have been a blessing to us, as a people.

“As we commemorate 15 years of our Fourth Republic today therefore, I believe that it is fitting that we pay tribute once again to all those who played a part in restoring our nation to the true path of democratic governance, built on the foundations of rule of law and freedom of expression.”

“As a result of our collective efforts since 1999, democratic governance is now entrenched in our nation and institutions. I wholeheartedly believe that our people are the better for it. The scope of fundamental rights and liberties enjoyed by our people over the past 15 years has been expanded beyond measure.”

He listed national economic growth rates, steady improvements and expansion of national infrastructure including airports and roads, the restoration of rail transportation, efficient implementation of a roadmap for improved power supply, a revolutionary approach to agricultural production, and advances in education, sports, youth development, healthcare delivery, housing, water supply and other social services as some of his administration’s achievement.

“In the oil and gas sector, our promotion of a sustainable local content policy, continues to guarantee equity and better opportunities for Nigerian entrepreneurs and skilled personnel,” he added.

Jonathan noted that significant increases in mobile telephone and national broadband penetration have made Information and Communications Technology (ICT) one of the fastest growing sectors of the economy.

Nigeria, he said, has also developed strong financial markets and regulatory institutions, explaining that its banks now have regional and global footprints.

He said: “Nigeria has also gained recognition as the largest economy in Africa, the most preferred investment destination on the continent and in terms of returns on investment, the fourth in the world. We are pleased that the world has noticed, as global leaders converged on Abuja early this month for the World Economic Forum in Africa.

“The event not only witnessed a record attendance, it brought the prospect of an additional flow of investment into the Nigerian economy estimated at over $68 billion over the next few years.”

According to him, Nigeria has done well in foreign relations within the period by establishing and strengthening strong partnerships with all Economic Community of West African States (ECOWAS) countries and the rest of the world.

This, he said, has helped to deepen Nigeria’s role in multilateral institutions including the United Nations.

On elections, he said: “Furthermore, under this administration, we have made consistent progress in improving the standard of elections in our country to ensure that they are ever more credible and truly representative of the people’s free choice.

“The National Conference we initiated to deliberate and make recommendations on the best ways of resolving our current political and socio-economic challenges is ongoing. It is our expectation that its outcomes will help to further consolidate the gains we have made from democracy in the past 15 years, and place our dear nation even more firmly on the path to greatness.”

There are 708,666 workers on the integrated payroll of the Federal Government, according to figures given by the Ministry of Finance.

The figure excludes workers in the judiciary and the National Assembly and also the armed forces.

But it includes, 316,158 workers in 469 ministries and agencies of government, 291,685 workers in 42 police commands and another 100, 822 workers in the para-military agencies, such as Nigeria Immigration Service, Nigeria Prison Service and Nigeria Security and Civil Defence Corps.

Mr. Oluyinka Akintunde, Special Adviser on Media and Communication, to Finance Minister, Kemi Adeosun, gave the figures on Wednesday in Abuja.



Akintunde gave the figures while highlighting the savings the Federal Government has made since it introduced the integrated payroll and personnel information system(IPPIS).

He said the Federal Government saved N68 billion on personnel cost in 2017.According to him, this brings the aggregate savings by the government on personnel cost to N288 billion.

Akintunde said the minister disclosed the figures in a presentation to the Federal Executive Council.

At the presentation, Adeosun said the savings are now being used to fund capital projects.

She said the savings were achieved despite increase in personnel, including the employment of 10,000 officers by the Nigerian Police.

Adeosun said that the introduction of the IPPIS had resulted in the reduction of ghost workers syndrome, enforcement of compliance with due process on employment of staff in MDAs.



The minister further said that IPPIS had ensured prompt and timely payment of salaries and remittances of federal government workers.

She said the IPPIS had also become an assured source of internally generated revenue through Payee to states and federal governments.

Adeosun, however, called for adequate funding of the IPPIS project to achieve its lofty objectives and to enable replacement of the obsolete infrastructure.

She also canvassed for a legislation to impose sanctions on non-compliant MDAs to achieve speedy and successful service delivery.

If Britain hadn’t voted to leave the EU, and Trump hadn’t won the US election, it’s unlikely anyone outside Nigeria would have given a second thought to what went on during its presidential election campaign three years ago.

But the 20/20 vision of hindsight casts a very different light on the events of early 2015, and a campaign that now seems to eerily prefigure what happened in the US a year later. Many of the same characters, some of the same tactics.

At the heart of it all – data analytics company, SCL – the parent company of Cambridge Analytica. It had been hired by a rich Nigerian who supported the incumbent, President Goodluck Jonathan.

“It was the kind of campaign that was our bread and butter,” says one ex-employee. “We’re employed by a billionaire who’s panicking at the idea of a change of government and who wants to spend big to make sure that doesn’t happen.”

This was a standard variation on what SCL had done around the world for 30 years – this time, with a twist. Weaponising information to harm an opponent was standard methodology.

It was a methodology honed and developed in the company’s defence and military work – the fifth dimension of warfare, defined by the US military as “information operations”.

What was new, or at least new to those employees who have now spoken out, was bringing these techniques to the company’s election work.

Seven individuals with close knowledge of the Nigeria campaign have described how Cambridge Analytica worked with people they believed were Israeli computer hackers.

The sources – who spoke to the Observer over many months – said the company was looking for “kompromat” on Muhammadu Buhari – at the time, leader of the opposition.

They said the hackers offered Cambridge Analytica access to private information about Buhari.

Their testimony paints an extraordinary picture of how far a western company would contemplate going in an effort to undermine the democratic process in a country that already struggles to provide free and fair elections.

Their claims are disputed by the company, which insists it did not take possession of or use any personal information for any purpose and did not use any “hacked or stolen data”.

The company confirmed, however, that it had been hired to provide “advertising and marketing services in support of the Goodluck Jonathan campaign”.

That work seems to have come about through Brittany Kaiser, a senior director at Cambridge Analytica, who would go on to play a public role at the launch of Nigel Farage’s Leave.eu campaign, and a senior strategist on the Trump campaign.

Regarded by colleagues as a prolific networker, in December 2014 she was introduced to a Nigerian oil billionaire who wanted to fund a covert campaign to support Jonathan.

The billionaire wanted total discretion.

An ex-employee said: “[Kaiser] got a phone call. It was just before Christmas and she flew out to meet them in Washington DC. It was all a bit ridiculous. It was only six to eight weeks before the election and they were looking to spend nearly $2m.”

The election was a big deal. At stake, the future of the most populous country in Africa, and potential access to its lucrative oil reserves. The sitting president was favourite to win, though Buhari was doing unexpectedly well.

Not least because his team had hired AKPD, once the firm of former Barack Obama strategist David Axelrod, which was pushing a slick, social media heavy Obama-esque message of hope.

“There were a lot of scared millionaires worried that Buhari would get in. It was all very last-minute. A team flew out to Abuja and put together a communications campaign. It was a straightforward, normal comms campaign in most respects,” the employee said.

Most but not all respects. The Observer has obtained an astonishing and disturbing video that Cambridge Analytica used in the campaign.

“Coming to Nigeria on February 15th, 2015,” the voiceover says in the manner of a trailer for a Hollywood movie.

“Dark. Scary. And very uncertain. Sharia for all.” And then it poses the question: “What would Nigeria look like if sharia were imposed by Buhari?”

Its answer to that question is certainly dark. And scary. It’s also graphically, brutally, violent. One minute and 19 seconds of archive news footage from Nigeria’s troubled past set to a horror movie soundtrack.

There are scenes of people being macheted to death. Their legs hacked off. Their skulls caved in. A former contractor said: “It was voter suppression of the most crude and basic kind. It was targeted at Buhari voters in Buhari regions to basically scare the shit out of them and stop them from voting.”

If Buhari wins, the film warns: women would wear the veil. Sharia law would be introduced. And the inference is, you may be macheted to death.

It wasn’t just videos spreading fear. The Cambridge Analytica campaign team in Nigeria were jumpy too.

“It felt risky, being there. There were various points when we were told we were in danger.” And in the Abuja hotel to which the team was confined in early 2015, rumours abounded.

The tales are Graham Greene-esque. The hotel was where slick western consultants, including a team from the now disgraced Bell Pottinger, partied with their Nigerian counterparts. Mingling among them, western intelligence operatives - state backed, or privately commissioned, nobody was quite sure.

And then there were the meetings: three sources have told the Guardian about one that took place between Cambridge Analytica employees and two people they were told were Israeli intelligence operatives.

“There was a two-hour meeting that took place in the hotel lobby between two senior campaign members and Israeli intelligence. After which they swept our hotel rooms for listening devices and said they would switch out our phones. The story we were told was that there were intelligence agents from a number of different countries, including Israel and France, who were supporting Goodluck Jonathan and helping the campaigns.”

There is no suggestion that Jonathan was aware of or implicated in this support. Another employee said: “Basically the Israelis didn’t want [Buhari] to win.”

Other employees questioned whether they were “real” Israeli intelligence operatives, or Israeli private contractors.

A few weeks later, as the campaign was drawing to a close, there was another meeting at Cambridge Analytica’s London office.

An expert had flown in from Israel with a laptop, sources say.

And Alexander Nix, Cambridge Analytica’s now suspended CEO, and Kaiser, asked employees to take a thumb drive and download the contents on to their own computers.

The content was private emails and the information, they were told, related to Buhari’s financial and medical records.

One employee who was present at the London meeting said he had initially assumed the visiting expert was Mossad or Israeli intelligence passing on what he called “legtimate information”.

But he began to realise this wasn’t the case, he said, when he saw the reaction of his colleagues. One of them had “freaked out”, he said. “He was like, ‘What the Bleep? I don’t want anything to do with this.’”

The witnesses are clear – at least in their own minds. The information they were shown had come from hackers.

Back in Nigeria, the team still on the ground found out what was going on from their colleagues in London. There was more “freaking out”. This time with live, pressing concerns.

“They were fucking scared,” said a colleague who spoke to them while they were in the country. The campaign fixer, the person with local knowledge who navigated them through the ins and outs of Nigerian politics, made it clear to them: they needed to get out of the country right away.

Cambridge Analytica had put them all in danger, they said. If opposition supporters found out, there was no saying what might happen.

One member of the team missed his flight and instead of asking the office to re-book it, he got the first fight out – to Dubai – and put it on his credit card. “Everyone just wanted to get out as soon as possible.”

A spokesman for the company said its team remained in country throughout the original campaigning period had “left in accordance with the company’s campaign plan”.

“Team members were regularly briefed about security concerns prior to and during deployment and measures were taken to ensure the team’s safety throughout.”

There are multiple wider political questions about what went on in the Nigerian election of 2015 and the role western powers played. Whether western political campaigners taking lucrative foreign contracts are contributing to the democratic framework of developing countries – or helping to destroy them. If they’re experimenting with methods and techniques that they later re-import back to our more developed democracies.

Christopher Wylie, the Cambridge Analytica whistleblower who spoke to the Observer, called it “post-colonial blowback”.

“The west found a way of firehosing disinformation into weak and vulnerable democracies. And now this has been turned back on us. This really is about our chickens coming home to roost.”

Another said: “Everything the company did after the Mercers got involved was about refining a set of techniques that they would go on to use in the US elections. These campaigns in other countries were experiments. They worked out how to harvest data and weaponise it. And they got steadily better at it.”

And what comes across most strongly, the sources say, is how little thought, if any, the senior directors in London had given to their employees and colleagues who became caught up in the activities, many of whom were in their early to mid-20s.

One member of staff who met the Israelis in the office on another occasion described them as “special forces” types. He said: “They were cliche alpha males with a certain intellect. Looked military, very composed. They looked like they could beat the crap out of you.”

Three years on, there is still stress in some of their voices when they recount these stories. Stress and fear and anger – about the danger they put in, and the lack of care shown toward them, the morally compromising position they were put in, the lack of knowledge they had about what sort of the company they would be working for when they took their jobs.

It’s why, despite the personal risks, so many of them agreed to speak.

“When I took that job, I did not sign up to any of this,” said one. Three years on, he is still angry and shocked and fearful. “You don’t know what this company is capable of,” he said.

In a statement, SCL Elections, the parent company of Cambridge Analytica, confirmed it had been hired in December 2014 in support of the Jonathan campaign.

“We can confirm that SCL Elections was hired in December 2014 to provide advertising and marketing services in support of the Goodluck Jonathan campaign.”

Asked specifically about the meetings in which staff described being asked to transfer personal information that they believed had been hacked, the firm said: “During an election campaign, it is normal for SCL Elections to meet with vendors seeking to provide services as a subcontractor.

“SCL Elections did not take possession of or use any personal information from such individuals for any purposes. SCL Elections does not use ‘hacked’ or ‘stolen’ data.”

One year after the Economic and Financial Crimes Commission (EFCC) discovered a whopping $44.3 million at a luxury apartment in Ikoyi, Lagos, the anti-graft agency, in conjunction with the Office of the National Security Adviser (ONSA), has allegedly unearthed another $9 million cash at the residence of the sacked Special Adviser on Niger Delta to President Muhammadu Buhari and Coordinator of the Presidential Amnesty Programme, Brig.-Gen. Paul Tarelah Boroh (rtd).



The discovery of the cash was made a few hours after his arrest by a combined team of EFCC and ONSA operatives.
His arrest, which the Head, Media and Publicity of the anti-graft commission, Mr. Wilson Uwujiaren confirmed, in response to THISDAY’s enquiries, took place on Monday.

A senior security agent also told THISDAY that Boroh was picked up from his home in Gwarinpa, Abuja, on Monday, but was taken back to his residence at about 3 a.m. Tuesday by the security operatives who raided his house for hours and made the cash discovery of $9 million at his home. He remains in the custody of the EFCC.

“The former adviser was driven to his home in an unmarked car after his arrest. His home was searched for several hours and about $9 million cash was discovered in several safe boxes in several parts of the house,” the senior security agent stated.

“The combined team of EFCC and the National Security Adviser operatives were very thorough with the search. Indeed, at a point, the operatives broke all the locks in the home including his wife’s closet. The recovered cash has been deposited at the Office of the NSA.”

With the $9 million cash haul at Boroh’s residence, this will add to other cash discoveries made by the EFCC in the last two years, including the infamous $44.3 million found in the apartment at Osborne Towers, Ikoyi.
Within 24 hours of that discovery, the National Intelligence Agency (NIA) had laid claim to the cash, claiming that the apartment was used as a safe house for its operations in the South-west.

The discovery eventually led to the sack of the NIA director general, Ambassador Ayodele Oke.
Buhari sacked Boroh last week and announced Prof. Charles Dokubo as his replacement.
In the statement announcing Boroh’s dismissal, it said the NSA, Maj.-Gen. Babagana Monguno (rtd), had been directed to probe the activities of the Amnesty Office from 2015, when Boroh was appointed, especially allegations of financial impropriety and other acts that were allegedly detrimental to the objectives of the Presidential Amnesty Programme.

According to investigations by THISDAY, Boroh’s sack, investigation and arrest by the EFCC may not be unconnected to a petition, among others, that was sent to the president last August.
In the petition to Buhari dated August 21, 2017 and signed by one Timi Angalabiri, on behalf of the Niger Deltans for Accountability and Good Governance (NDAGG), the group had requested the president to suspend the ex-Amnesty Programme boss “for a credible investigative inquiry to commence into the non-payment of tuition fees and living expenses of recently graduated Niger Delta students in universities across the United States, the United Kingdom and Nigeria, with many institutions withholding the students’ certificates due to the non-payment of tuition fees ranging from nine months to two years, despite receiving over N70 billion within this time frame”.
The petitioner further pleaded with Buhari to use his good office to prosecute Boroh and others for allegedly diverting the sum of N70 billion.

Shortly after the petition was written, rumours swirled about Boroh’s sack by the president, but they were dismissed by the former Amnesty Programme boss.
“This story about my suspension and even sack has been off and on in the media, but the truth is that I have not been sacked and no one should disrupt the relative prevailing peace in the Niger Delta region with such fake news,” he had said.

“What is happening is the handiwork of political enemies and those who do not want the region to be peaceful. The rumours they are peddling are just rubbish and unfounded. Under my watch, the programme, candidly speaking, has helped greatly to stabilise the region.”

Threats to Oil Installations

But even as information reached THISDAY of Boroh’s arrest and the $9 million cash haul at this house, the Reformed Niger Delta Avengers and 10 other militant groups Tuesday threatened to attack oil installations in the Niger Delta if the sacked coordinator of the Amnesty Programme was not reinstated in four weeks.

According to the News Agency of Nigeria (NAN), Johnmark Ezonbi, leader of the Reformed Niger Delta Avengers, said the federal government would “hear from them” if Boroh was not reinstated.
He said the sacked coordinator of the Amnesty Programme played a significant role in prevailing on the militants to end the attacks on oil installations, warning that it was obvious that the government was toying with the destiny of the Niger Delta.

The statement by Ezonbi read: “The federal government will hear from us at the expiration of the four weeks ultimatum as no single stone will be left unturned as the administration prefers to go back to the recession period when Boroh played a major role by visiting the creeks with other stakeholders to prevail on the boys to drop their arms and embrace peace.

“We will embark on a well coordinated destruction of all major delivery oil pipelines after the expiration of the four weeks ultimatum without looking back.

“I want to warn that any intruder into our planned action in four weeks time, if the federal government fails to reinstate General Paul Boroh, will be severely dealt with without mercy because our attacks will make the security agencies in the creeks very small.

“We are fully ready to take on anybody as we have the instruments of warfare that will make the biggest military might marvel at our coordinated attacks.

“We are ready to dirty our rivers and creeks with our oil, it is better we spill it than allow government use it to develop other parts of the country.”
He said Boroh made efforts to put the Amnesty Programme back on track with the regular training of ex-militants and prompt payment of monthly stipends.

The Federal Government on Tuesday explained why it did not bow to pressure to sack workers during the last recession despite the drop in its revenue.

It said sacking workers at a time of economic downturn would have made it difficult for the country to come out of recession.



The Minister of Finance, Mrs. Kemi Adeosun, who disclosed this on Tuesday, explained that the country’s economic outlook for the 2018 fiscal period and beyond was positive.

She stated this at the fourth Ogun State Investors’ Forum attended by Vice President Yemi Osinbajo; Ogun State Governor, Senator Ibikunle Amosun; former President of Mexico, Mr. Felipe Calderon; and eminent persons as well as captains of industries.

Recalling the actions taken by the administration of President Muhammadu Buhari on assumption of office in May 2015, the minister said the government had two options.

The first one was either to rebalance its books by cutting down on expenses through massive sacking of workers, or to invest massively in infrastructure and the economy.

She stated, “If we had gone for the first option of cutting down on our costs, it means we would have laid off workers. But we chose to stimulate the economy with massive investments in roads, power, rails and other infrastructure as part of deliberate efforts to grow the economy.

“We have invested over N2.5tn in infrastructure, especially capital projects, between 2015 and 2017. If you move round the country, you will see ongoing works in roads, power, bridges, rails and other projects. These are important building blocks for the Nigerian economy.”

According to the minister, the Federal Government is targeting to raise Nigeria’s Gross Domestic Product growth rate to seven per cent in the next three years.

Adeosun explained that the country’s economic outlook for the 2018 fiscal period and beyond was positive.



She stated that the country was now resilient after exiting recession as it had the potential to achieve a seven per cent growth in the next two to three years.

The economy had returned to growth in the second quarter of 2017 after five consecutive quarters of negative growth.

The country exited recession with a growth of 0.72 per cent in the second quarter, which was further consolidated with growth of 1.40 per cent and 1.92 per cent in the third and fourth quarters of last year, respectively.

Adeosun said the current administration had succeeded in building macroeconomic resilience for the country.

She explained that the Federal Government had been able to revise the funding mix, rebuild fiscal buffers, enhance foreign exchange reserves and implement import substitution strategies to diversify the economy.

The minister said, “President Muhammadu Buhari has laid the foundation for the repositioning of the economy with a series of reforms, which are being sequenced to ensure maximum impact and benefits to Nigeria and the citizens.

“These include massive investments in infrastructure and social welfare across the country, improved revenue mobilisation, rebuilding of foreign reserves and stabilisation of the exchange rate.”

She explained that the quick reversal of the recession meant that “less damage” was done to the economy and provided an opportunity for faster positive growth.

As revenue improves and the country continues to experience positive growth, Adeosun said the government would increase the fiscal space for infrastructure spending.

According to her, revenue mobilisation is potentially the master key to unlocking Nigeria’s huge growth potential and funding the infrastructure programmes.

She added, “The Federal Government will continue to create more fiscal space for reforms to enhance productivity and opportunity in the non-oil sector.

“Greater focus will also be placed on cost efficiency, blocking revenue leakages and continued support to the states.”

Osinbajo called on the Ogun and Lagos State governments to work together for economic growth and prosperity of both states.

Osinbajo, who noted that the two states must take advantage of their proximity to each other and explore their areas of economic competitive advantage for mutual benefits, added that both states could also reach out to the government of the Republic of Benin for economic partnership.

He said, “There is no reason why Ogun and Lagos should not work together for economic integration. Ogun enjoys proximity to Lagos and the Republic of Benin. Ogun must move from being an industrial hub and become a business district of choice.

“There should be economic cooperation between the two states, just like the meeting I attended recently on economic cooperation between Lagos and Kano. Again, Ogun and Lagos could take it further by extending such economic cooperation to the Republic of Benin.”

He stated that the Federal Government had released a total sum of N1.91tn as support to various states governments to cover such areas as the Anchor Borrowers’ Programme, social investment and budget support.

Osinbajo said the Federal Government remained irrevocably committed to addressing the nation’s infrastructural deficit and fighting graft.

Calderon, who was the keynote speaker at the event, noted that for any country to experience economic growth and development, it must invest in people and infrastructure.

He also advocated respect for the rule of law and elimination of graft in leadership positions.

The former Mexico leader advised Nigerian leaders to go back to the drawing board to stimulate manufacturing and exportation of products instead of importing everything.

Amosun, on his part, noted that the essence of the forum was to reassure investors in the state that despite the fact that his administration was winding down, a solid foundation had been built for their companies to continue to thrive.

– VICE President, Yemi Osinbajo has said that corruption has not been completely dealt with in the President Muhammadu Buhari-led administration as the cankerworm has become systematic in the country. He said that the type of leadership would determine the type of followership, adding that, “If the president is corrupt, the entire financial system is compromised and that is what we have seen with the figures we have just seen. That is an absolutely important that we must take into account.” He further stated that when the government was committed in fighting corruption, because of the systematic problem, corruption always fight back. According to him, “I am not saying that corruption under this administration has been completely dealt with, no certainly not. Where corruption has become systemic such as we have in our country today, you cannot deal with it in one full fell swoop, it is not possible. In any event you still have a lot of corruption fighting back. The system fights back and its both an internal and external fight back and you have to be steadfast and strategic to win the battle. “There is no way that you have a system such as ours that has consistently thrived on corruption and proceeds of corruption and public financing in particular, that will give up and say guys, the problem has been solved.

No. “It is a system that feeds on corruption and it affects all aspects of governance, so trying to deal with it is certainly not a walk in the park. “But I want to say that that task has already begun and that task is being done consistently and I believe that going forward in the next few years, no matter how we are criticized, if w stick to policy especially controlling excesses and corruption in public finance, this country will make the kind of progress that it deserves to make with all the resources at our disposal. “If we stick to the policy of ensuring that as far as public finance is concern, there is no impunity and that we hold people to account, I am absolutely confident that this country has what it really takes to make the kind of progress we deserve to make as a nation.” Asking rhetorically what was wrong with the Nigerian economy and what should be done to correct the flaws, he said, “There are several issues many of which have already been articulated but I want to talk about what I think is the biggest problem which for some reason we hardly talk about when discussing our national economy. “This is grand corruption in the public finance space. Sometimes the way we talk about the Nigerian economy it does appear as if it is the economy of say Norway or somewhere where all things are equal. Even when we refer to what has taken place in our economy we almost sound as if this is in every sense a very normal business environment, a very normal public finance environment but that is not the case. “I do not think that any consideration about our economy development can be properly and honestly done without fully analyzing corruption, especially grand corruption in the public finance space. “You see that despite record high levels of oil prices, very little was invested in infrastructure and a record level of leakages were recorded in the past few years. “This is the fundamental issue in our economy. Corruption affects everything. It affects even judgment as to what sort of infrastructure to put in place or whether infrastructure will ever be complete. It is so fundamental that can’t even think of our economy without thinking of what to do about it. “Sometimes when we talk about our economy we talk about the fact that we have relied of single commodity and that is one of the reasons why we are where we are. Yes, that’s quite through but the fact is that, proceeds from that single commodity were regularly hijacked consistently by a few. That is really the problem.


If we had spent the proceeds from that single commodity the way we ought to, we won’t be where we are today. Most of the proceeds went to rent seekers in the industry and production. “For example, I am sure many of us are familiar with the so called Strategic Alliance Contract with the NNPC and NDDC. The promoters of the companies made away with close to $3 billion, almost a tenth of our reserves. There is no way if someone made away with a tenth of your reserves that you will not have a major economic shock. And if we don’t deal with it, if we don’t talk about it, how will we be able to discuss our economy in a real honest way with a view to ensuring that these things do not happen again. “In one single transaction a few weeks to the elections 2015, sums of a $100,289 million were just fretted away by a few. When you consider that in 2014 as the minister of finance has said that oil price was an average of $110 a barrel and only N99 billion was spent on power, works and housing and when we talk about the economy we talk as if these are normal by every standard. “Nobody should talk about the economy when you have this kind of huge leakages and huge corruption. Corruption that completely makes even what you are allocating to capital projects are made nonsense of. “We saw from the presentation of minister of finance N14 billion was spent on agriculture in 2014, transportation N15 billion, so the total spent on infrastructure in those three years were N153 billion and in two weeks before the elections N150 billion was essentially shared. “So if your total infrastructure spending is N150 billion and you can share N153 billion that is completely incredible. That sort of thing doesn’t happen anywhere else in the world.


And when we are talking about the economy, we must simply understand that that is the problem. “Today, with less revenue, we have increased capital funding by 400% as the minister has said, in power, works and housing, in defence, transportation, agriculture. If we want to do analysis in Nigeria, it is either fraudulent or ignorant if we do not bring money that belongs to corruption into the mass. “This is what distinguishes in my own respectful view, this administration from the other. I can say that with what I have seen, if you have a president who is not corrupt, 50 percent of your financial problems are over. This is what I have seen; I can demonstrate it with facts and figures.” Speaking at the meeting, the organized private sector called on the Federal Government to rehabilitate ports in the eastern flank of the country like the Warri, Port Harcourt, Onitsha and Calabar ports in order to boost the economy, adding that most of the importers were from the area where the ports had been abandoned and made to be dormant. They said that if the eastern seaports were opened, it would be easier for them to clear their goods.

The President Muhammadu Buhari administration has invested N2.5 trillion in infrastructure since coming into power in 2015, Minister of Finance, Mrs. Kemi Adeosun, disclosed this in an interview, weekend. Kemi Adeosun Asked what has changed in the economy since Buhari administration came into power, the minister said: “Overall, focus has been to invest massively in infrastructure to make sure we get the economy growing. So far, we have pumped in over N2.5 trillion in infrastructure, especially on capital projects, between 2015 and 2017. “If you move round the country, you will see work is on-going on roads, power, bridges and other areas.


These are really important building blocks for the Nigerian economy. “For us to really become competitive, we have to have good transportation links. It is very important for the movement of goods across the country efficiently and readily. Look at the road sector, when we came in, it was N90 billion that was invested in the sector in 2015. And in 2016, we invested N304 billion on roads. “So, there has been a new step, which is changing our capital projects. This is the foundation we have identified with more opportunities. All this opportunities are not limited to oil, but spread across the nation. “That is why you see projects spread across the nation.


For me, that has been one of the biggest changes.” Asked why the current administration was owing subsidy on petrol, after it had earlier promised to remove subsidy on petroleum products, Adeosun said the petroleum products subsidy for which oil marketers had been clamouring was part of the debt inherited from the last administration. Her words: “The subsidy they are demanding is actually the subsidy arrears we inherited from the previous administration. We are not paying subsidy in the old sense, the way subsidy was paid oil marketers. “So, the subsidy they are clamouring for is what they were owed before the present administration came in. “But, we are negotiating with them and we have to also make sure the focus remains on our capital projects. That is really our priority. But then, they are clamouring for government to give them attention and pay them subsidy arrears owed them before we came on board.”
