$500m Abacha loot: Okonjo-Iweala to explain withdrawal Posted By: Yusuf Alli, Abuja On: April 3, 2018 Former Minister of Finance Ngozi Okonjo-Iweala is to explain how about $250million of the $500million recovered from the family of the late Head of State, Gen.Sani Abacha, was withdrawn, The Nation learnt yesterday. The cash was released to the Office of National Security Adviser( ONSA) without appropriation. About $36,155,000 (N13,015,800 billion) out of the $250million was also withdrawn in cash “without any purpose” on March 2nd, 9th, 16th and 18th of 2015. The Acting Chairman of Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has approved Mrs Okonjo-Iweala’s invitation. A letter of invitation has been sent to her. According to a fact-sheet obtained by The Nation last night, detectives probing the whereabouts of the $500million have recommended that the ex-minister be interrogated. A top source said: “Following preliminary findings, a strong recommendation was made to the Acting EFCC chairman for an interactive session with Dr. Ngozi Okonjo-Iweala. “Magu has approved the invitation of the ex-minister. We have dispatched a letter of invitation to her. We are hopeful that she will respond. “Her presence is necessary because there were issues about the $250million released especially why $36,155,000(N13,015,800billion) was withdrawn in cash. “She needs to assist the EFCC team on what became of the balance of $250million which was yet to be traced. “She has to explain why some of the funds were diverted to extraneous matters including media services, opinion polls and personal matters.” In another position of the fact-sheet, the Office of the National Security Adviser in a memo on January 12, 2015, requested the former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala to transfer $300million. The memo said: “Please refer to our meeting on recovered funds. You are please requested to remit the sum of $300m and £5.5m to the following account being ONSA share as agreed. In response, Okonjo-Iweala via a memo to ex-President Goodluck Jonathan requested for the release of $300m from Abacha loot to the former National Security Adviser(NSA). But only $250million was released to the ex-NSA. The memo explained that this is to enable the NSA’s office to purchase ammunition, security and other intelligence equipment for the security agencies in order to enable them confront the ongoing Boko Haram threat. “This request is sequel to the meeting you chaired with the committee on use of recovered funds where decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development needs (including a portion for the Future Generations window of Sovereign Wealth Fund). “This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA. These funds form part of projected FG Independent Revenue to be appropriated. “In light of this and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to your Excellency for the utilization of the funds.” On January 29, 2015, the ex-President responded to the ex-Minister as follows: “CME/HMF, approved.” But Okonjo-Iweala had in 2015 insisted that she had no case to answer. She said: Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development. The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived. Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes. But, as captured in the memo, she insisted on three conditions: a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived b. the money was to be treated as borrowed funds which would be paid back as soon as possible c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council. Lai Mohammed raises alarm over unhealthy condition of imported rice ON APRIL 2, 2018 BUSINESS, NEWS BY ADEKUNLE Lagos – The Federal Government has raised alarm over the unhealthy status of smuggled imported rice being dumped in the country calling on Nigerians not to consume them. The Minister of Information and Culture, Alhaji Lai Mohammed, at a media briefing in Lagos said the government could not guarantee the healthy status of the rice having spent months on the high seas and warehouses. He appealed to Nigerians to complement the efforts of the government by consuming only locally-grown and processed rice which he said “is fresher, tastier and healthier’’. “We don’t know where or how imported rice is made or how old it is? It is reported that most of the rice dumped on us are old and probably rejected. “The citizens of those countries do not eat this rice. The citizens of Benin also do not eat it. But they send it to us. “Unhealthy foods are dangerous to health. So let’s eat what we can vouch for,’’ he said. The minister noted that rice smuggling was the biggest challenge facing rice production in Nigeria. Quoting the Rice Millers Importers and Distributors Association of Nigeria (RIMIDAN), he said that more than two million metric tonnes (MT) of parboiled rice were smuggled into Nigeria in 2017. Mohammed said that smuggled rice was primarily sourced from Thailand and India and came into Nigeria through the country’s borders with Benin, Niger and Cameroon. “In Benin Republic, the total demand for white rice (white rice is consumed in Benin, against parboiled rice in Nigeria) is 400,000 MT. “Yet the country, with a population of about 11 million imports between one million and 1.2m MT of rice annually. “Who are they importing for? Nigerians of course. In fact, as Nigeria’s rice import falls, Benin’s rice import increases. “Most of the parboiled rice imported by Benin eventually lands in Nigeria through smuggling,’’ he said. The minister said that smuggled rice costs between N11,000 and N13,000 per 50kg bag, while Nigerian processed rice sells for between N14,500 and N15,000 per 50kg bag Explaining why price of local rice was higher, he said Cameroon and Benin Republics had lowered tariff payable on rice to 0 and five per cent respectively to encourage importation and subsequent smuggling into Nigeria. So if we don’t patronize their products, we are destroying their livelihoods,’’ he said. Reps Minority Leader Mobilises Contractors To Abandoned Projects Sites Over Fear Of EFCC BY SAHARAREPORTERS, NEW YORK APR 02, 2018 Leo Ogor, Minority Leader of the House of Representatives, has hurriedly mobilised contractors to sites of various uncompleted projects in his constituency out of fear of the Economic and Financial Crimes Commission (EFCC), SaharaReporters has learned. A security aide to Mr. Ogor, who represents Isoko Federal Constituency in Delta State, confided in our correspondent that since the EFCC turned its attention to his boss, the former Majority Leader has been overcome by fear, a development that has worsened his blood pressure. "Because of the trouble, my boss has decided to get some of the contractors back to site and they restarted work on some of the abandoned projects for which he may have collected the money," said the aide. PHOTONEWS: Reps Minority Leader Mobilises Contractors To Abandoned Projects Sites Over Fear Of EFCC Mr. Ogor, whose battle with the EFCC began in 2017 over alleged corrupt practices, including 20 constituency projects branded as “suspiciously unexecuted”, SaharaReporters, gathered, hand-picked contractors said to his fronts, relatives and cronies. When SaharaReporters visited some of the project sites last week, contractors were seen working. Among sites visited werethe N2.1 billion Aviara-Uzere Road, awarded by the Federal Government in 2013; the 26.5 kilometre Isoko Ring Road Project traversing Ofagbe, Orie, Okpe-Isoko, Uro, Ada, Idheze to Ozoro, which was awarded in 2015; and the Araya Bible Site electrification project. Others were Oleh, Ofagbe Aviara and Ozoro communities where four 500KVA transformers are to be delivered. Equally visited were two communities in Isoko South and North Federal constituencies as well as the Isoko Development Union (IDU), where transformers are also expected to be delivered. Mr. Ogor has also got contractors back to Aya Primary School in Araya-Aviara and Uro Primary School in Uro-Irri, where classroom blocks are being built; Ekwerigbe Primary School, Egware Primary School, Ozoro and Uruogbe Primary School in Owhelogbo, where classrooms are being renovated. Contractors have also returned to Olomoro Health Centre, Okpadi community in Iyede, where they are installing solar-powered street lights. Mr. Ogor distributed one note book each to primary pupils in his constituency and flagged off N200 million free medical treatment programme. In addition, he delivered classroom desks to primary schools in Aviara, Uzere, Idheze and Orie, contracts for which were awarded to his relatives and fronts, but abandoned. In 2016, members of the House of Representatives Committee on Niger Delta Development Commission, (NDDC), during the defence of the commission's budget by the then Acting Managing Director, Mrs. Ibim Semenitari, accused Mr. Ogor of hijacking projects to his community to exclusion of other communities. Two weeks ago, the Delta State Bureau Chief of Daily Trust Newspapers, Mr. Victor Sorokwu, narrowly escaped being killed by unidentified armed thugs suspected to have been hired by the Rector of the Delta State Polytechnic, Ozoro, Mr. Job Akpodiete; Registrar, Mr. S. O. Onaibre; and the Chief Security Officer (CSO) of the institution, Mr. Simeon Eduke. SaharaReporters reliably gathered that the journalist was attacked while working on a report on the NDDC ICT Centre project at the Polytechnic, which has been abandoned by Mr. Ogor. The journalist alleged that he was harassed, molested, arrested and detained by the Divisional Police Officer, (DPO), for over 10 hours at the Ozoro Police Station. "I was on an official assignment to the abandoned NDDC ICT Centre at the Delta State Polytechnic, Ozoro, where I was attacked by thugs working on the instructions of the school rector, registrar and the CSO. "I lost cash, phones and other valuables during the incident. I thank God for saving my life," Mr. Sorokwu said. The EFCC, in June 2017, froze over N116 million in the accounts of five of the six companies with which Mr. Ogor secured contracts from some government agencies as constituency projects. The EFCC is also looking into a “curious” payment of over N318 million to two of the companies by NDDC as well as the discovery of 30 accounts, including six belonging to his companies. Last month, the commission secured a warrant to arrest Mr. Ogor over 20 constituency projects, which were tagged “suspiciously unexecuted”. The contracts, valued at over N500 million, were alleged to have been awarded to companies linked to Mr. Ogor. The scandal around Mr. Ogor centre around contracts awarded by the NDDC, Universal Basic Education Commission (UBEC) and the National Commission for Refugees, Migrants and Internally Displaced Persons. Chinua Achebe did not sow the seeds of hatred in their minds, like you claim. Those seeds had always been there, right from the end of the civil war. The contemptuous disdain many of them had for other ethnic groups, had always been a part of their outlook. All Chinua Achebe merely did, was to put it in writing....
