What many people do not realise that abandoned projects should be completed right away. If you know about construction and project management. Keeping to schedule is important. I will give an example of some of the South East roads. Namely, Enugu - Onitsha, Enugu - Aba - Port Harcourt road etc. During PTF, some of these roads were under construction and work stopped after 1999 in the middle of construction. Meanwhile some of the distressed Asphalted pavements, base, sub base and sub grade materials have been disturbed and exposed and ready for fresh material lay. But because the work was stopped midway, due to rain and other weather conditions, the roads were left worse than they were because OBJ stopped the construction. It is very important to close up opened areas during construction. Another reason is inflation and cost escalation. It cost more to finish the project later on. |
misano:How can you start new projects when the budgets if, fully deployed will not finish existing abandon projects for the next 10 years? Is there sense in doing that? Does it not makes sense in finishing 20 year old abandoned projects before starting new ones? That is what a reasonable person will do. Your approach is what previous Nigeria Govt has practiced before and that is what got us into the current mess. It did not work before and definitely it will not work now. Like I wrote earlier, the easiest thing to do is to start new projects, pay lip service and leave it abandoned. |
EXCLUSIVE: For Engineering, University admissions are led by three states, JAMB data show March 31, 2018 Azeezat Adedigba JAMB releases criteria for admission into Nigerian universities For five consecutive years, three Nigerian states took an unmistakable lead in university admissions into courses leading to the award of degrees in Engineering, a PREMIUM TIMES analysis shows. The states are Oyo, Ogun and Osun. More than the other 33 states and the Federal Capital Territory, Abuja, the three states, in varied sequence, maintained a consistent lead in JAMB-administered admissions for Engineering courses in 2011, 2012, 2013, 2014 and 2015, the analysis based on data from the Joint Admissions and Matriculation Board(JAMB) shows. The data were verified by the National Bureau of Statistics. The three states were closely followed by Delta, Ondo, Imo, Enugu, Akwa Ibom, Kogi, and Kwara states. Some states in the second category broke into the first three in some years, while in other years, they missed out entirely from the top eight. Edo made the top eight states twice, while Kaduna and Benue made the best eight once, each. The data are for students admitted through test-based examinations conducted by JAMB. JAMB’s admission process is guided by merit, university catchment area and gives advantage to educationally-less developed states. The analysis follows a similar evaluation by this newspaper of admissions into Medicine. A future assessment will focus on Law – the three being some of the most competitive university programmes in the country. As the Medicine report, which showed a largely regional trend with South-East states of Imo, Enugu, Anambra and a South-south state, Delta, taking the lead, the latest analysis on Engineering shows mostly South-west states in top positions. Engineering trend The JAMB data show that in 2011, while Osun had 1,196 students admitted into various universities to study Engineering degree courses, Ogun followed with 1,117 students with Oyo coming third with 1,076. Delta came fourth with 883 and Benue was fifth with 847 students. In 2012, Oyo emerged first with 1, 339 students, Osun followed with 1,339 and Ogun came third with 1,081. Akwa Ibom was fourth with 966. Ondo placed fifth with 901 students admitted into Engineering. Oyo led again in 2013 with 1,870 students, while Osun followed with 1,478 and Ogun came third with 1,244. Delta came fourth with 1,165. Fifth position was taken by Kaduna with 1,068 students. In 2014, Osun returned to the first position with 2,168 students, with Oyo dropping to second with 1,647. Ogun came third with 1, 639; Delta was fourth with 1,447 and Ondo with 1,281, took fifth. In 2015, Oyo reclaimed the first position with 2,536 students, Osun followed with 2,326, Delta came to third with 1, 511, while Ogun was relegated to the fourth position with 1, 468. Ondo maintained the fifth position with 1, 368. Other findings States at the bottom of the admission table were FCT, Yobe, Zamfara, and Sokoto. Other states that had poor showing in Engineering admission were Bayelsa, Borno, Nassarawa, Gombe and Cross River. Sokoto had 19 students admitted into Engineering in 2011, while the FCT had 28 students. The trend was similar for the five years. In 2012, Yobe had 44 students, followed by Zamfara with 77 students, Sokoto with 93 students and Borno had 99 students. In 2013, Sokoto had 60 students, followed by Zamfara with 126 students. Yobe had 162 students while Gombe had 247 students. In 2014, Sokoto had 88 students, Bayelsa had 188 students, Nassarawa had 199 while Gombe had 221 students. Also in 2015, Zamfara recorded 135 students who got admission, Bayelsa had 137 students, Sokoto had 174 while Cross Rivers had 228 students. Comparing notes John Umaru, a retired permanent secretary at the Kogi State Ministry of Education, said the admission pattern reflects the availability of resources to improve science and technology in some states. He said state governments must endeavour to understudy the top states and imbibe “what they are doing right”. “State should be allowed to do comparative studies or analysis so that they can replicate what the top states with the high number of students studying engineering are doing for the past years,” he said. He said the country will not be able to detect the peculiar problem of a state if the government fails to “compare notes” with the states that are doing well in different sectors. “Until we start comparing notes across the country, we won’t be able to know the peculiar problem of a state and adopt what others are doing right so that the performance of our students can improve,” he said. “If you take a look at the mathematics quiz organised by Cowbell Milk, the students that scored well are from Ogun, Osun, Oyo, Lagos and Anambra States. Some of these students are from well-established private schools, but how many private schools can we boast of in Yobe and Zamfara States,” he asked. Mr. Umar said the problem in science education is with the foundation. “How grounded are these students in primary science, basic level of education? If the foundation is not strong, there will be a serious issue. Yobe State have been noted for backwardness in education,” he said. According to him, the pattern also reflects the decline in infrastructure, facilities and quality of teachers in schools. He said teachers’ training programme must be re-addressed. “If there are no qualified teachers to teach the students the basics, how do we want them to comprehend what is being taught? How do we expect them to pass common entrance well, let alone the science subjects in JAMB. These students needs basic knowledge in Physics, Chemistry, Mathematics and Biology,” he said. He added that the attitude of parents towards their wards’ education also contributes largely to their success or failure. VAIDs: Buhari under pressure to extend tax amnesty period ON MARCH 30, 2018 As the tax amnesty under the Voluntary Assets and Income Declaration Scheme (VAIDs) ends on Saturday, some private sector players are said to be lobbying President Muhammadu Buhari to extend the amnesty period. An official at the Presidency, who craved for anonymity, told newsmen on Friday that governors and company owners had called the President and Vice President to push for the extension of the programme. President Buhari “We are expecting Mr President to make an announcement on the tax amnesty deadline by this weekend. “To be frank and honest, nobody knows whether the President will decide to extend it or not, but there has been calls by state governors and key private sector players calling for the extension. “However, it still remains unclear if the President will take the recommendation to extend it by another three months, since he had been advised otherwise by the Minister of Finance and Federal Inland Revenue Service (FIRS) chairman,’’ the source said. Meanwhile, the Adamawa state Commissioner for Finance, Mr Mahmoud Yunusa, told NAN that many of the states were in support of extending the tax amnesty past the March 31 deadline. “It should be extended because people are just beginning to buy into the programme. We see people coming up willingly to declare their assets and it shouldn’t end soon. “Nigerians deserve more time and I believe that some of them are still collating their assets to know their worth before doing so. “Also, some haven’t declared because they operate businesses without any formal documentation so it will take time before they get their books in order. “So it’s my opinion that extending it for another six months would ensure better success,’’ he said. Yunusa lauded the programme, saying that in Adamawa State, it had helped the state to improve its Internally Generated Revenue (IGR) by more than 200 per cent despite still recovering from insurgency and recession. Also, Mr Tunde Dare, an economist, held the view that the VAIDs programme should be extended. “Even though I think the programme should be extended, I think the government went about this business of tax amnesty the wrong way. “I think the scheme should be aimed at capturing more people into the scheme without asking them to pay backlog of taxes,’’ he said. Meanwhile, on Thursday, which was the last working day before the expiration of the programme, many accountants and lawyers stormed the offices of the FIRS to submit applications of their clients. NAN gathered that many tax defaulters, who had thought that the amnesty programme would be extended, were making last minute efforts to key into the scheme. The VAIDs programme was launched on July 1, 2017 and was expected to last for nine months. The government threatened to prosecute tax evaders that do not take advantage of the scheme thereby risking imprisonment of up to five years. According to the Minister of Finance, Mrs Kemi Adeosun, the Federal Government had the political will as well as the means to gather evidence that will enable it to prosecute tax evaders. She once said that using Project Lighthouse, a data mining agency, the government had been gathering information from different sources to enable it to identify and properly prosecute tax evaders after the expiration of the deadline. She said information had so far been gathered from Bank Verification Number records, engagement with foreign private investigation firms on a retainership to trace assets of Nigerians abroad. Also, the Federal Government plans to use the Nigeria Financial Intelligence Unit records and land ownership records in locations like Maitama, Asokoro, Garki, Wuse, Banana Island, Magodo, Lekki, Ikoyi, and Victoria Island. The government further plans to beam its searchlights on people that over the years have received major payments from it or foreign exchange allocation and also people with private jets. Also, the Federal Government have agreements with many foreign governments like the United Arab Emirates and United Kingdom to get records of Nigerians with property there. Gunmen kill 15 herders in Zamfara Posted By: Abdulgafar Alabelewe On: March 30, 2018 Gunmen believed to be cattle thieves killed 15 herders in attacks on a Zanfara State village yesterday, the police said. “Armed bandits attacked Bawon-Daji village and killed 15 people,” Zamfara State police spokesman Muhammad Shehu was quoted as saying by French News Agency, AFP. His account was corroborated by Gado Anka, a local government official. Anka told AFP thet motorcycle-riding gunmen stormed the remote village in Anka district around 13:00 (1200GMT), shooting dead 12 residents before fleeing to a hideout in the bush. “They returned two hours later and attacked mourners during the funeral of the victims in the cemetery, killing three more and injuring several others,” he said. Rural communuties in the agrarian state are under siege from gangs who kill, loot and torching This has prompted villages to form vigilante groups – which in turn are often accused of extra-judicial killings of suspected cattle thieves, prompting deadly reprisals by the gangs. It was not clear if the latest killings were as a result of reprisals. In February, dozens of people were killed when gunmen opened fire on traders and villagers at Birane, in the Zurmi area of the state. In Southern Kaduna state, six persons were feared killed in separate attacks in Bakin Kogi, Kaninkon chiefdom, Jama’a local government area. The killings occurred the day after Kaduna State Governor Nasir El-Rufai had a peace meeting with Fulani leaders. The two attacks were reported to have occurred at between 10am and 11am yesterday and carried out by gunmen suspected to be herdsmen. A member of the security committee in the community, Auta Maurice, who confirmed the attacks in a telephone interview said, the gunmen, numbering about 10, were wearing military and mobile police uniforms. Maurice said three people were killed in the bush when they went to cut wood for the roofing of their houses while three others were killed at a local mining site on the hills. He said four people were injured and were taken to the hospital in Kafanchan. According to him, “The attacks occurred in the bush at different locations and at different time.” He said, “The first attack occurred at about 10am when some members of our community went to the bush to cut wood for roofing their houses. ”All of a sudden, the herdsmen opened fire at them and three people were killed while others managed to escape. ”The second attack happened at about 11am at a local mining site. Three people were also killed there, while four others were injured”. He added that “The herdsmen were dressed in army camouflage and mobile police uniforms”. He also said that the distances between the village and the places where the attacks took place is about 5 and 6 kilometres and that by the time the soldiers deployed to the community for security got to the locations the bandits had disappeared. “We reported the case to the army soldiers maintaining security in the our community and we went to the bush with them, but the bandits had fled” he said. Kaduna State Police Command confirmed the two attacks on Bakin Kogi, Kanikon Chiefdom in Jema’a Local Government Area of Kaduna State on Thursday. The police also confirmed that six persons, including four males and two females were killed in the attacks, while four other persons sustained injuries.
