Ayo OpadokunA former Secretary- General of Afenifere and National Coordinator of the Coalition of Democrats for Electoral Reform, CODER, Ayo Opadokun, at the weekend lashed out at the National Publicity Secretary of pan-Yoruba socio-political organization, Afenifere, Yinka Odumakin, for saying he (Odumakin) did not join Afenifere through him.

Describing Odumakin as an ‘inveterate ingrate,’ Opadokun also said God used him and the former governor of Lagos State, Bola Tinubu, to save Odumakin’s life when he had an attack on his left hand after visiting a parcel of land he bought alongside his wife, Joe.


According to Opadokun, he decided to take him to Tinubu for help after Odumakin’s wife, Joe, complained to him that her husband’s condition was deteriorating, adding that Tinubu provided cash and other necessary things for Odumakin to go to India where a surgery was successfully carried out on the hand.

“You can also confirm from the wife if I lied on this. Immediately, she came in, Governor Tinubu invited his Commissioner for Health and his Commissioner for Finance to go and do whatever they had to do to get both Odumakin and his wife visa and other necessary things needed for them to visit India. I was told by the magnetherapist that they will spend nothing less than N2 million for the whole treatment.”

This is a better move than peddling rumours around.
(1) How come the General Manager public awareness at NNPC, Mr Ndu, who happens to be Igbo released only 15 names that has no Igbo man on the list, out of the 55 appointments? Who are the remaining 40 people?
(2) Is the 55 people the only management staff / position within the NNPC? There are are other senior positions already being occupied by Igbos that does not include this fresh 55 appointments.

Why look at the part of something, neglecting the whole?

Everything just to validate the victim mentality, I understand is being explored, but to what end and purpose?

Lawal babachir was suspended for awarding contract to his company that he's a director in it. The law of the land detest a political holder having running a company and still be an appointee of govt and using the privilege to front for the same company. Remember that cutting of the grass was budgeted for by the National Assembly.
Again, Stella Oduah went to buy two bullet proof not appropriated on Aviation budget at inflated price. She was not suspended by Jonathan till she was planning to contest for a senatorial seat in Anambra state. The case lingered up to a year.
I'll advise you to stop telling lie to those not on the know of the issues.
I remember when the National Assembly wanted to delve into the issue, she went to court to obtain an injunction restraining National Assembly. It was later on National TV that Jonathan said the National Assembly was disturbing his ministers. So stop competing with devil in telling lie.

Sources close to the Group Managing Director, Nigerian National Petroleum Corporation, Maikanti Baru, have revealed the reasons the NNPC boss ignored the Minister of State for Petroleum Resources, Ibe Kachikwu in the running of the corporation.

The sources told SUNDAY PUNCH that the Act establishing the NNPC stipulates that the chairman of the corporation’s board is the Minister of Petroleum Resources and not the Minister of State for Petroleum Resources.

President Muhammadu Buhari is Nigeria’s Minister of Petroleum Resources while Kachikwu is the Minister of State for Petroleum Resources. However, Buhari had named Kachikwu the chairman of the NNPC board.



According to them, Baru did no wrong by reporting to the President on issues of the oil firm, as he was only obeying the NNPC Act.

Speaking on condition of anonymity, a source who is highly-placed in the corporation said, “The NNPC Act does not recognise a minister of state. The act is explicit that the petroleum minister is the chairman of the NNPC board.”

When asked if Buhari was not aware of the NNPC Act before announcing a chairman for the corporation’s board, the source replied, “These were some of the issues raised at the meetings the President is holding.

“The NNPC GMD reports to the corporation board chairman, who of course, is the President. He (Baru) goes to the chairman because that is what the Act says.”

Another source stated that the allegations that Baru did not follow laid down rules in awarding contracts were not true, as some of the contracts were awarded some four to five years ago by the Federal Executive Council.

The source added, “There is a lower tender’s board at the NNPC and there is another which is higher and is referred to as the NNPC Tenders Board. The Bureau of Public Procurement is aware of this. The NTB handles or awards contracts of up to $20m.

“Anything beyond that goes to the Federal Executive Council. This is what has been happening at the corporation in the last three to four years.

“The AKK pipeline contract, valued at about $3bn, for instance, has been there for the past five years. Baru did not award it, as well as some others listed in the allegations, rather he inherited it.

“That the NNPC has not come out to make any official comment does not mean that it does not know what to say. Some of these contracts were awarded years back. The corporation will come out to say something, but for now, silence is a strategy.”

When contacted for an official comment on the allegations levelled against the GMD, the Group General Manager, Group Public Affairs Division, NNPC, Ndu Ughamadu, told our correspondent that he is not a member of the NNPC board and was not in the right position to know or speak on matters discussed at the firm’s board meetings.

“With due respect, I am not a member of the NNPC board. The board has a secretary. I speak for the NNPC and cannot be better placed to speak for the board. If it is something that has to do with the NNPC directly, please contact me for official comments,” he said.

REVEALED: How NNPC Act, BPP contract clause frustrated Kachikwu’s bid to micro-manage Baru

More damning insights have emerged on Friday as to how some legal clauses frustrated the Minister of State for Petroleum Resources, Emmanuel Kachikwu from having “supervisory powers” over the Group Managing Director of the Nigerian National Petroleum Corporation, NNPC, Maikanti Baru.

Mr Kachikwu had in a leaked 8-page letter addressed to President Muhammadu Buhari on Monday accused Mr Baru of “acts of insubordination, humiliation, disrespect and lack of due process in the award of contracts.”

On Tuesday, DAILY NIGERIAN exclusively revealed why the minister reported the GMD to the President.

But in what could be seen as a new twist to the raging rift between the two oil czars, a senior NNPC official who preferred not to be named exclusively told DAILY NIGERIAN that the fight was beyond what was contained in the letter.

“The fight between Kachikwu and Baru emanated from two clauses within the NNPC. And these are the NNPC Act and the Clause in a correspondence from the Bureau of Public Procurement (BPP) to the then GMD of NNPC (Ibe Kachikwu) regarding contracts.

“In the NNPC Act,” the source added, “it was stated clearly that the GMD NNPC will report directly to the Substantive Minister of Petroleum Resources, in this case President Muhammadu Buhari. Sadly for Kachikwu, the Act was silent on the GMD reporting to him.



“Secondly, in a letter dated June 26, 2015, the BPP clarified a clause regarding the power of the NNPC Tenders Board (and not the NNPC Board) to award contracts without recourse to the Minister of State.

“The approval limit of the NNPC Tenders Board is $20m. But where such contracts exceed the tenders board’s limits, approval must be sought from the Federal Executive Council (FEC).

“And in the case of the $26billion Kachikwu claimed Baru spent without due process, it was the same Federal Executive Council, with Kachikwu as a member, that approved the contracts. How would Baru, who is not even a member of FEC, be blamed for side-stepping the minister and bypassing due process?” the insider queried.

Also, a correspondence seen by DAILY NIGERIAN from the BPP to the NNPC during Kachikwu’s reign as GMD/Minister of State for Petroleum, read in part: “The [NNPC] Governing Board is responsible for approval of the work programmes, corporate contract plans and budget while the [NNPC] Tenders Board is responsible for approval of day to day procurement implementation.”

According to the source, Mr Baru knew all these provisions very well and was using both in his dealings with Mr Kachikwu.

“Strangely, the same Minister who obtained such clarifications from the BPP while serving as GMD NNPC has now turned against it,” the source added.



According to him, “the whole bone of contention was because while Mr Kachikwu realized he was powerless to influence Baru as Minister of State in terms of contracts and other demands, the Minister could still not stand watching Baru having unfettered access to the President.”

The source further revealed that shortly after becoming the Minister of State and lost the authority to award “juicy contracts”, Mr Kachikwu successfully coned the President to make him Chairman of the NNPC Board.

“Unfortunately again for Kachikwu, he has no much influence on the GMD and his activities,” the source noted.

On the alleged skewed appointments, the source explained that what Mr Baru did was well in order as it was a continuation of most of the restructuring efforts earlier embarked by the Minister, while serving as the GMD NNPC.

“If you look at it critically, we can say nothing has changed. After all, Baru has been magnanimous enough to retain Kachikwu’s allies. The entire Chief Operating Officers (COO) of the Corporation were brought in by Kachikwu from some oil companies operating in Nigeria.

“For instance, among the seven Chief Operating Officers (COO/GEDs) currently working under Baru, five were actually appointed by Dr Kachikwu, three of whom came along with him from the International Oil Companies (IOCs),” he noted.

DAILY NIGERIAN gathered that while Mr Kachikwu brought in Babatunde Adeniran (COO Ventures), Anibor Kragha (COO Refineries) and Henry Ikem-Obih (COO Downstream) from outside, Isa Inuwa (COO Corporate Services), Bello Rabiu were sourced from within. Chidi Momah, who is still Secretary to the Corporation, was also hired by Mr Kachikwu.

The source finally noted that Mr Kachikwu’s letter has now torn apart what is left of the relationship between the two parties. “For now, it is beyond repair, and until Mr. President swings into action quickly, the end to this unhealthy rift may not be in sight,” he added.

When contacted, Mr Kachikwu’s spokesman, Idang Alibi, confirmed that only the NNPC Tenders Board not NNPC Board chaired by his boss, has the authority to award contracts.

Asked to further explain whether his boss was present at the Federal Executive Council meeting where the $26billion contract was approved, Mr Alibi declined comment, requesting that the questions be mailed to him.

He however did not provide the email address where DAILY NIGERIAN can send him the inquiries.
