The project was conceived under the PDP GOVERNMENT, just as the TSA, BVN, Abuja Light Rail, Lagos-Ibadan Railway, 2nd Niger Bridge, Ajaokuta-Warri Railway and many others. Unfortunately we didn't complete any of them in our 16-year rule , only for Buhari to start commissioning them within 3 years of his government and now claiming one nonsense achievement
