1. You are wrong, NLTP was what the governors agreed to and approved by the NEC back in January even according to the governor of Eboyin state, the chairman of the committee that came up with the plan.

If you are going to make such assertions, you should at least show us any credible or official government documentation that mandated such.....but I'm 100% sure you can not because it was and it still is voluntary.

NLTP/RUGA are the same thing = Voluntary.

1. The government did not make any demand and they are not forcing any state to give up land or subscribe to the program in anyway shape or for.

2. Rivers state governor and many governors in Nigeria are on record saying they are not going to join or give up any land.

They are able to reject the plan and refuse to give land because they are not obligated to, the plan is strictly voluntary so it is obvious that you have a poor understanding of the plan to start with.

3. Ranching is and should be a private business, but it is still the government's constitutional responsibility to promote business growth and create enabling environment for businesses to thrive.

4. It is also the government's responsibility to formulate and promote policies and programs to grow and streamline economic activities like setting up areas for private investments in activities like livestock husbandry industries,meat and meat product processing, packaging and export facilities under one roof.

5. Confining grazing and herding to a physical location means no more grazing on other people's land, no more cows and herders roaming around and clashing with farmers and local commonalities and when crimes are committed, law enforcement will know where to go because they are confined to a physical location.

The fact that you don't like the program for whatever reason doesn't mean you must misinform people or distort the program.

They are not imposing it on any state, I am a member of this committee under the chairmanship of the Vice President, the federal government has not imposed that on any state. They said if you have land for pilot scheme they can assist, and donor agencies are coming from all over, it is not a federal government project, the World Bank is involved, the African Development Bank is involved. So if you have a scheme like this that can check poverty, bring revenue and also address insecurity, you will need to go into it but with due consultation from your state.

We did a lot of sensitisation in my state; it took me three months to do sensitisation and we all agreed that we should bring this concept to empower people. It is not meant to empower one tribe, it is for everybody and that would address the issue of insecurity because we don’t want people moving from one place to another looking for grasses.

The fact that federal government is bring the subsidy was a request from the committee chaired by Mr Vice President. Goodluck Jonathan did it and he budgeted about N10 billion but we didn’t see the money. If he had done that at that time, we would not be fighting insecurity between herders and farmers today.

The fact that some states are establishing RUGA while some, including yours are not means it is voluntary and the fact that the people are against it doesn't mean it's not a voluntary program at state level.

The write is sounds very shortsighted, myopic and grossly simplistic. RUGA is off the table even though the preferred plan is RUGA in theory and practice.

1. The government is not giving out loans for the program to be repaid by the benefactors of the program, they are talking about laying down the necessary infrastructure and creating enabling environment for comprehensive livestock, Animal husbandry and allied businesses so no need for any serious exception for ROI upfront, but the potential is there to generate revenue via taxes on businesses, goods and services and export products.

2. RUGA or the other variation is not going to be primarily a Fulani settlement because its a comprehensive plane designed to accommodate other animal farmers, tanneries, meat products processing and packaging plants. It's going to be a business location for anything and everything livestock, meat and meat processing.

3. At the moment, headers and their owners make generate billions in un-taxed revenue everyday because it's a mobile business with zero address to send tax bills to, but RUGA or the other plan means we know where to send our tax collect to to collect taxes.

4. It's always hard to locate and arrest criminal herders because of the mobile nature of herding, but with RUGA, it means no more clashes with local comm unites and God forbid in case of criminal activities, we know where to go and who to arrest because we've confined them to a physical location.

5. With RUGA and the other plan, we are killing many birds with one stone because we are eliminating violent confrontations with farmers and local communities, we are setting up a comprehensive livestock husbandry industry and businesses in Nigeria, something we should have done, but better late than never.


People need to be honest with their facts and understanding instead of peddling half baked and confusing info.
