I totally agree with you; $1.1billion for a 540mw gas plant absolutely doesn't add up.
Based on what? Are you a power plant engineer or expert or it's the same NL look and comment without facts?

Obi1kenobi:
This is interesting considering the $1.1 billion bill for 540 MW. Gas-powered plants are one of the cheapest to build (considerably cheaper than coal plants) and the median costs for most gas plants in developing countries is about $1000 per KW. So you'd expect a bill of between $500m to $600m for this particular plant. But in this country where every infrastructural project seems to be absurdly inflated, it's no surprise it's costing double that. And it's apparently one of the cheapest. grin

You look at the cost of the Ikoyi link bridge or Kwankwaso's Kano flyover, or the projected costs for the 2nd Niger Bridge, or the projected costs for the interstate rail projects per km (or even Lagos' rail project and Amaechi and Duke's monorails) compared to similar projects in countries like Tanzania, Ethiopia etc and something is terribly wrong with the process in awarding these contracts. So many rotten scumbags feeding fat off the country.
That cost the LASG N29 billion which they have or almost recouped from toll fees.

You can not reach any kind of conclusion per the cost of projects without sensible and critical analysis concerning every cost aspect of the project involved from cost of land to cost of equipment and machinery, importation and transportation of machinery and equipment that we obviously doesn't manufacture, cost of local and imported labor and if I might add, there is still the cost of added 58 kilometres transmission line that you obviously overlooked.

Bring forth your documented cost analysis per this project and your so called similar projects in the same business and cost environment for us to analyze and compare, until you are able to do that, you are just spewing breeze, ignorance and baseless assertions.

The problem with investors and their inability to invest in the power sectors remains clear and well defined regulatory path and ability to benefit from investment, it's always been a murky and negative path for power investments.

What Fashola is doing here is clearing that path for the parties involved from regulatory to clear definition per who is going to handle what and who is going to supply raw materials like gas and so on.

This is the kind of clear and vision driven formula need in the power sector and I see other power investors stepping in based on the same formula and pathways.

CBN Releases Full List Of States Given Bailouts Plus Amounts Awarded

By Opeyemi Odu /

cbn governor emefiele

The Central Bank of Nigeria, CBN said on Friday that 19 of the 36 states of the federation have so far benefitted from the workers’ salary bailout package.

The states that applied for and received various sums from the aid include Kwara, Zamfara, Osun, Niger, Bauchi, Gombe, Abia, Adamawa, Ondo, and Kebbi, the CBN states.

Others include Ekiti, Imo, Ebonyi, Ogun, Plateau, Nassarawa, Sokoto, Edo and Oyo which were granted their packages this week.

CBN spokesperson, Ibrahim Mu’azu, said the bailout, which was in line with the recent resolution by the National Economic Council, NEC, was to enable the affected states to pay the backlog of workers’ salary arrears.

The package has a 20-year repayment tenor for all states, except Ogun State, which opted for a 10 year tenor.
[/s]

Politics › FG Signs Pact To Build $1 Billion Power Plant In Akwa Ibom by deomelo(op): 2:03pm On Oct 28, 2017
By Clement Nwoji
Abuja — The Federal Government, represented by the Nigeria Bulk Electricity Trader (NBET), has signed a Power Purchase Agreement (PPA) with Qua lboe Power Plant Limited (QIPP) to build a 540MW gas-fired power facility worth $1.1billion in Akwa Ibom State.

Furthermore, the QIPP, NBET, Nigerian National Petroleum Corporation (NNPC) and the Ministry of Finance struck a Put/Call Option Agreement (PCOA). The Minister of Power, Works and Housing, Babatunde Fashola, who presided over the event yesterday in Abuja, explained that the PCOA details the government's obligations supporting QIPP's PPA.He noted that the agreement marks another effort to increase power supply nationwide.

QIPP was jointly developed by African energy infrastructure company, Black Rhino Group, Dangote Group and the NNPC, following the purchase of the rights to develop the project from Mobil Producing Nigeria Unlimited, a joint venture between ExxonMobil subsidiary, Mobil Producing Nigeria and the national oil company.

Fashola noted that QlPP would be one of the lowest cost thermal power plants in the country due to its efficient design and competitive gas price. The project is to get gas from Mobil Producing Nigeria under a 20-year Gas Sales Agreement via a new 400mmscfd undersea gas pipeline from the oil firm's existing offshore production facilities.

The power plant also unlocks investment in transmission infrastructure, including a new 58 kilometres transmission line to be built by QIPP.Black Rhino Chairman, Emir Muhammadu Sanusi II, said: "QIPP will utilise Nigeria's gas resources to increase our electricity generation capacity and reduce the cost of power. QIPP is an example of how the Federal Government and private investors can work together to develop infrastructure that has a real socio-economic impact in our country."

The Chief Executive Officer, Brian Harlihy, said the project would further catalyse investments in infrastructure nationwide and support government in building a sustainable power sector that works for all Nigerians.

The President of Dangote Group, Aliko Dangote, said: "By closing the gap between Nigeria's generation capacity and the energy required to underpin economic growth, we are supporting Nigeria's future industrial growth."

NNPC's Group Managing Director, Dr. Maikanti Baru, pledged the joint venture would work to support the plant in line with government's initiatives for power sector development in Nigeria.

QlPP benefits from a World Bank-approved $150 million Partial Risk Guarantee, and an Environmental Impact Assessment and Resettlement Action Plan approved by the Federal Ministry of Environment.

The project will continue with the advancement of its project finance programme and seek to reach financial close in second half of 2018. QIPP is expected to commence construction shortly thereafter and commercial operations in second half of 2021.

When in doubt, give it to Fashola.

Our review relies on the said states’ Internally Generated Revenue (IGR) figures from an official source – National Bureau of Statistics (NBS). According to the Bureau’s Statistics Calendar found at http://www.nigerianstat.gov.ng/information/calendar, IGR information is published once a year. The latest statistics are published under the heading – Full Year 2016 States Disaggregated Internally Generated Revenue and can be found here.

The NBS report is 47 pages long, however the relevant facts are on page 40. Please note that the latest available figures published in the report are for full year 2016. A review is shown in the following table:

https://www.factchecknigeria.com/wp-content/uploads/2017/07/SE-IGR-vs-Ogun-v6-2-1024x382.jpg

Anambra State’s 2016 IGR numbers were not provided in the NBS report

Scenario 1 shows Anambra’s actual IGR numbers from 2015 as 2016

Scenario 2 shows Anambra’s IGR numbers from 2015 with a growth of 24.85% (This is the state’s Compound Annual Growth Rate from 2012 to 2015).

Scenario 3 shows Anambra’s IGR numbers from 2015 with a growth of 41.50% (This is the state’s year-on-year growth rate from 2014 to 2015).

Total IGR reported by NBS for the 5 South Eastern states in 2016 amounted to N35.14bn which is less than Ogun State’s reported IGR of N72.98bn for the same period. However, the total of N38.14bn does not include Anambra State’s IGR for the period.

Thus, the available data is incomplete and cannot be a correct and accurate basis for comparison of the internally generated revenue from the South East (SE) region and Ogun State.

However, if one could assume that Anambra state’s IGR would remain at the 2015 level of N14.79bn, total IGR for the 5 SE states becomes N49.94bn, which is less than Ogun State’s IGR for 2016.

Alternatively, if one could assume that Anambra state’s IGR would grow at the Compound Annual Growth Rate (CAGR) of 24.85%, same as the CAGR recorded by the state from 2012 to 2015, total IGR for the 5 SE states becomes N53.61bn, which is less than Ogun State’s IGR for 2016.

Or, if one could assume that Anambra state’s IGR would grow at the state’s 2015/2014 year-on-year growth rate of 41.50%, total IGR for the 5 SE states becomes N56.08bn, which is less than Ogun State’s IGR for 2016.

[Caveat: When Anambra’s official 2016 IGR figures are eventually released, if the State’s IGR is at least N37.84bn, then we will be able to revisit this, and conclude that Ogun State’s IGR is less than that of the 5 SE states.]

I never said or implied schools shouldn't be built. I opposed building schools to the point salaries and other recurrent expenditure suffer.
Aregbes justification for doing free feeding was that the people of Osun are so hungry and can't even pay tax (around 2013 thereabout) so who are you to build stùpíd argument on the assumption they aren't poor and hungry? You stupìdity cuts accross monikers.
Look at this loser and absolutely nobody telling us he oppose building schools because of whatever silly and idiotic reasons. Who are you? The people of Osun dictate to your village what to do or what to spend their money on or even how to spend their money? grin

If your poor and wretched village people and children have food to eat and getting fed, they won't be trooping to the SW to peddle gala and pure water for survival, it's called poverty and economic migrants.

Free food program in Osun is a model for many states in Nigeria and even the federal government.

Most indigenous industrialized state in Nigeria

Second in commerce after Lagos this is fact, most of you are ignorants, Osun edge Anambra on child mortality rate not poverty rate, on the table minus Lagos home for all tribes in Nigeria and foreigners southeast still beat west.
1. You have the 4th largest economy, but a strong economy means strong economic activities, but we all know there's no such thing in Anambra hence your people deserting that unproductive state to seek their daily bread and survival in the SW where they have good economy and economic activities to absorb the poor economic migrants from your region.

2. Strong economic activities and industrialization means strong and robust IGR and state yearly budgets, but your IGR is nothing to write home about, it's one of the poorest in Nigeria so your flawed assertion makes zero sense, obviously ignorance on your part. Your budgets is also one of the lowest in Nigeria @ N110 billion.

Why is it always hard for these empty and shallow village chest beaters to show us what their worthless village governors did with their debts, taxes and allocations? grin grin grin

Desyner:
You not only made weak/invalid points, you also repeat them. It speaks alot about your character.
Is there any sin balancing projects with IGR that will sustain those projects? Your fiscal rascal of a governor has borrowed to deliver unmaintainable project and I think any average thinking Nigerian will agree we lack maintenance culture in Nigeria. Where will the money to pay workers come from if Aregbe can't pay the current low salaries he is suppose to.
You think awarding contracts on debt makes him genius or what exactly are you about here?
Taking debt to do infrastructure is not what I am against, excessive debt is what I am against. Aregbe gambled heavily on FG allocation and it backfired spectacularly.
Before you reply me think properly so you don't contradict yourself like you did under mapet handle in the other thread.

I did not ask you for story and lamentation.

Show us what your SE states did with their debts, taxes and allocations.

Abeg show us what your useless governors have commissioned since 1999 while I show you what Aregbe alone commissioned since 1999.
Watch as the villager dodge the challenge and run away..
Use your google or YouTube
Even before asking you, we know you don't have anything to show us because your useless governors didn't do anything with your debts, taxes and allocations.

Anambra's budget for 2017 is so poor @ N110 billion so common sense should take you that nothing can be done with that guguru and ekpa budget.

All mouth, but no action.. grin grin

See ya miserable life.. grin grin

Danniscott:
You made no sense in your assertions and comparison. Different projects with different plans. You circle one thing and carry it to Nairaland to showcase yourself.

The truth is that Anambra people don't care and they want to #ReElectObiano. I'm sorry you cant do anything to change that.
You losers don't care if your useless and incompetent leaders didn't do anything or deliver any project with your debts, taxes and allocations, but you care about Osun state, you want to know what Aregbe did with debts, taxes and allocations in Osun and will even kill yourselves Over Osun state... grin grin

Where is the sense and wisdom in that rubbish? grin grin

Do you ipobs even read the ignorant and unintelligent nonsense you post on the internet? grin grin
