I think they are communicating to you that there has been an upward review of the semester fee.
You can see the previous price and the new price.
So, if you've paid the previous price, you need to pay the additional fee to complete it. If you haven't, then you have been told the new price you have to pay.
That's how I see it

2. Your sponsor has to be a permanent resident or citizen of Germany to obtain a declaration of sponsorship. He also has to be working there.
If your sponsor is a Nigerian living in Nigeria, he can give you the money to fund the Blocked account.
Present either of the two to the embassy.

I received a notification mail from Uni Bremen on the 19th of June, informing me that I have been recommended for admission and I should expect my admission letter by post but till now I've not received the official admission letter. I am expected to resume by 1st October.

My question is considering the time it takes to obtain a Visa, Can I use the notification mail to fix an appointment? If the admission letter is still not ready by the date of appointment, will the notification mail be accepted?

Please help me by answering these questions. Thank you all.

I was in this situation when I was admitted by Univ of Duisburg-Essen. I only had a printout from the portal, and it didn't look official enough to present for interview. So I mailed them to request for a PDF that looks presentable to the Embassy. The mail was replied the next day with the AL.
You can use my format to request for yours, just edit as required and send the mail to your course coordinator, you can copy the international office too.

With respect to the notification of admission I received last week Tuesday (put the date you got the notification) for the MSc in Environmental Toxicology (put your course and degree), I want to inquire if I can be sent an official letter in PDF format, which carries the details of the University as well as information about my admission.

At the moment, I am only using a printout of the notification from the portal, (state what you are using for now; maybe the mail or other proof), and it doesn't appear too official. I will be having my visa interview at the German Consulate, Lagos very soon. This necessitated the sending of this mail to inquire if I can get an official copy of the admission letter for the purpose of visa application.

Your status will change when they finish processing your application.

Anyways as regards your appointment, it's a 2 way thing. You can choose to wait for an interview date with category B (I heard it takes 5 weeks or so to get a date), or take the Risk of decamping to category A.

I think scanned copies of the original documents should suffice. That's what I uploaded too.

Yes it is possible.
Some folks do that, especially those who first went to tuition paying schools.

No, I haven't been offered admission.
I think the Application for my course (molecular and developmental stem cell biology) is in 2 phases: the general one on the school portal, then sending my PDF documents via email.
They need the two before my application can be valid

I noticed y'all applied to Ruhr University bochum. The thing is i can't seem to figure something out. After the online application, are we supposed to send the hard copy document to DE?
Because there is no instruction on the portal or email instructing me to do such, I only received a mail containing an application ID with a link for me to be checking the application status till its updated.

I just want to find out from you guys if you actually sent documents so I can send mine, don't wanna be the one doing the wrong thing, as I've already gotten 3 rejection already

If you're required to send hard copies, you'll be told in the mail. But since they only sent you an ID and a link to check your status from time to time, then you are assured that there's no need to send documents to them.

Now, there are different modes for different courses I guess. I applied for MSc Biochemistry and MSc Developmental Stem cell biology. I've submitted online application for both, only to receive a mail last week from the Stem Cell guys requesting me to download an application form from their course website, fill it and combine it into 1 PDF file with some documents they listed for me in the mail. I was then told to send the combined documents via email to them before July 15.

I added this just to clear your doubts, and assure you that you're on track. If there was a problem with the online application, I'm sure you'd have been mailed to that effect. But since there's none, just hope and pray for the best.

I'm sorry about the rejections so far. I guess they are a part of the process too. I've received not less than 15 of them over here. But we won't allow it to dampen us. Good news await you very soon.

If you have a BSc with at least final grade of 2.2 you can book Category A even if you're going for a second Bachelors. The people who were turned back at the embassy had Hnd and were going for BSc. Category A dates come within 24 to 72 hrs of booking while Category B peeps have been waiting for 5 weeks now, no date

Someone with HND (Distinction) going for BSc was interviewed with category A.

Yeah. I believe their first batch of ALs were sent on that date.
More people have been admitted afterwards.

I don't have German language proficiency. I was referring to my English language Proficiency.
Ideally, it takes 3 months to achieve one level.
You should be able to meet A1 before you leave.

I already Applied and submitted my documents (WAEC CERTIFICATE, BSC TRANSCRIPTS, BSC CERTIFICATE, INTERNATIONAL PASSPORT, CV, but I didn't add EPL. I guess they might request for it or may not.

in the meantime, how about the column that says "Your transcript of records has to be officially notified by an official institution" (e.g. your university, a lawyer or by us) as i have a student copy of my transcript with me.

You have to certify your transcript. You can't send them ordinary photocopies. Certify your documents at recognised institutions: high court, public notaries, embassy or your university (you can certify your Certificate and transcripts at the registrar's office in your university)
Even if it's student copy you have, make photocopies and Certify them

I mailed them asking for what 'second round reviewal' means and they replied that the panel will like to discuss my application further and that I should expect a decision by mid July and I was also told in another mail to expect a decision by the third week of June which jst came to an end and in another mail from them on the same day, the said the decision should be expected in the end of June but the panel sat on 18th June. It's really confusing. I have mailed them twice to get a confirmation or at least know the status but no reply from them unlike before.

Someone on this thread who I had not seen at all prior to my visit accommodated me twice when I came to Lagos: for Certification at embassy and for an exam at Goethe institut. In fact when I was coming the second time and I was unable to reach him initially, another person on this forum told me to go to bayland hotel, he even sent me money to lodge in a room. This person, I'm still yet to see him eye to eye.

So i feel your statement is kinda fallacious.

If they are sending it directly to the school, then you're safe. No worries. but if you're waiting for the vpd before you can register on the school portal itself, that's where ghenghen fit dey.

Yes, they'll check your LOM to determine how good your English is.
I was also in that same situation when my documents got to them.
I only sent the offline documents; the application form filled on a PC, my certified docs and the electronic version of my project in a CD. When they received it, I was told to go online and fill the application on their portal, then print, sign and send the downloaded Application form to them.
I simply registered online, filled the required stuffs, submitted, downloaded the Application form, and I used Adobe Acrobat reader and Adobe Fill-in to append my signature and date to the form, and I sent it via email to them ASAP, which was confirmed.
This happened on May 2.
My admission notification was sent on may 28.
Generally the admission processing takes between 4-6 weeks after your documents are received. So you can start counting from when your docs got there.
