There is a valid notice of appeal and order for a stay of the execution of judgment from the Court of Appeal which is of higher jurisdiction than the Federal High Court which gave d judgment.
There is also an injunction from the High Court barring the CJ from swearing in Uche Oga so she has rightly abstained from swearing him in until the final verdict of the court is received.

That's how she's law abiding.
