When one applies for a prepaid meter, PHCN will start charging you estimated billing every month until the meter comes. It is not the fault of your landlord that the meter came with unpaid bills.
Your landlord ought to have informed you that he's getting you a new meter and have you disconnected from the general meter so that you won't be paying bills to him again since you are already on the estimated billing in the incoming meter. It may not be his fault because he may not know how PHCN operate.
You are right and your landlord is also right based on his ignorance of how PHCN operates.
Taking up the matter legally, if you win, you will park out and if you lose, you will still park out. You can't take your landlord to court and still remain in his house.
I advise you clear the bill that came with the prepaid meter.

It's your choice to us the Prepaid meter or not. Since you were paying the bills he was requesting from you, you have the right to tell him you don't need light from the new shared prepaid meter. You can't be taking money from me for the past 2 years and still impose another bill that I clearly did not owe.

A similar incident happened here that I'm living presently. The landlord was owing N800,000 and went to apply for prepaid meter. That was before I moved in. He told me there was a standard electricity bill of N2,500 that I will be paying but he did not tell me that 9 flats will end up using one prepaid meter.

One afternoon I came home and realized there was no light in the house while the rest buildings have electricity. I went and inquired and was told that PHCN installed prepaid meter the previous day and the unit is exhausted.

I called my landlord on phone and asked him about what I heard and he confirmed it, I told him outrightly that I can't share prepaid meter with the 8 other tenants. That's how I diconnected my wire from the main source and got power somewhere else.

The bottom line is, he gave me house not elctricity.

I think most freelancers would prefer to receive USD and change by themselves because you get the best conversion that way.
