They did not even debate it before throwing it out. Not a good development. Throwing the entire proposal away is not the best. We need some of the projects that were proposed in the loan proposal. They should have debated the proposal and approve some even if they won't approve all.

The hope of President Muhammadu Buhari for external borrowing was on Tuesday dashed as the Senate overwhelmingly voted against his request to do.

President Buhari had last week written to the Senate, requesting for the approval to borrow about $30bn as 2016 – 2018 External Borrowing Rolling Plan.

However, when the matter came up for deliberation and was moved by the Senate Leader, Ali Ndume, the senator representing Kogi West, Senator Dino Melaye indicated to lead a debate on the matter, but was turned down by the Senate President, Bukola Saraki.

It was later subjected to a voice vote, at the end of which the ‘Nays’ turned out the loudest vote.

The Economic Community of West African States (ECOWAS) has warned the Federal Government to take seriously threats by Boko Haram insurgents and Niger-Delta militants to use biological and chemical weapons.

ECOWAS Commissioner for Political Affairs, Peace and Security Mrs. Halima Ahmed said this yesterday at the ECOWAS Secretariat in Abuja at the opening of a week-long “International workshop on Assistance and Protection Against Chemical Weapons”.

The event was organised by the National Authority on Chemical and Biological Weapons Conventions (NAC/BWC) Office of the Secretary to the Government of the Federation (OSGF) under the auspices of the Organization for the Prohibition of Chemical Weapons (OPCW), Hague, Netherlands, the African Union (AU) and ECOWAS.

She said: “ECOWAS is committed to ensuring that chemical and biological weapons threats are not allowed with the consequences of their usage in Syria and other parts of Middle East.

“On no account should Boko Haram insurgents and Niger Delta militants be allowed to have access to chemical and biological weapons in Nigeria or other terror groups in Africa.”‎

The Permanent Secretary Political and Economic Affairs and Chairman of the NAC/BWC Office, Ambassador Olukunle Bamgbose said the event seeks to identify and bridge the gaps in the implementation of the CWC and proffer improvement and to also evolve a National Action Plan to guide and regulate the use and threat to the use of chemical weapons in Nigeria among others.

Meanwhile, Troops of Operation DELTA SAFE, in the Niger Delta region, have arrested the chief priest of Bayelsa Strike Force, a militant group in Cross River State.

The Economic and Financial Crimes Commission, EFCC, has begun moves to seize properties belonging to former First Lady, Patience Jonathan.

The commission started the probe in a bid to gather evidence against her, following the freezing of $20m traced to her.

EFCC has also set up a team of detectives saddled with the responsibility of identifying houses and property owned by Patience.

The operatives had been instructed from the office of the commission’s chairman to mark such houses.

The operatives are focusing attention on properties in Lagos, Abuja, Yenagoa and Port Harcourt.

“It would not be correct to conclude that the commission has halted the investigation into the activities of the former First Lady,” a source told Punch.

“The investigation is progressing and it is being handled by the office of the chairman of the commission.

“A team of operatives has been assembled to identify all her properties in the country with a focus on Abuja, Port Harcourt and Yenagoa.

“The responsibility of the team is to mark all such properties in preparation for a possible court action.”

Meanwhile Justice Babs Kuewumi of a National Federal High Court in Lagos has fixed December 7 to hear a suit filed by Mrs. Jonathan seeking to un-freeze her account.

EFCC had traced $5m to the personal account of the former First Lady. It froze the account domiciled in Skye Bank Plc last month.

Mrs. Jonathan’s troubles started when the commission froze the accounts of four companies traced to the Special Adviser to ex-President Jonathan on Domestic Affairs, Waripamowei Dudafa.

The four firms identified as Pluto Property and Investment Company Limited; Seagate Property Development and Investment Company Limited; Trans Ocean Property and Investment Company had a total of $15,591,700 in their accounts.

The Governor of Ekiti State, Ayodele Fayose, says the decision of the Independent National Electoral Commission to accept Mr. Jimoh Ibrahim as the candidate of the Peoples Democratic Party was evidence that the commission is aiding the All Progressives Congress to influence the poll.

Ibrahim, who was chosen by the Senator Modu Sheriff faction of the PDP, was picked by INEC over Mr. Eyitayo Jegede (SAN), who was presented by the Senator Ahmed Makarfi faction of the PDP.

Fayose, however, insisted the development showed that the commission had double standards and was aiding the APC.

“With the development in Ondo Guber election and the decision of the Independent National Electoral Commission (INEC), it is clear that INEC is a department in APC led federal government,” he said.

He argued that Ibrahim did not emerge through any known electoral process as the candidate of the PDP, adding that his acceptance was another plot by the APC to seize control of the state.

He said, “The APC has decided to rig the Ondo State election even before it is conducted and this is sad commentary for our democratic process that was near perfection before the advent of this APC government.

“The question to ask INEC is having accepted the candidate presented by the Malkarfi-led PDP National Caretaker Committee for the Edo State election, relying on the judgment of the Federal High Court, Port-Harcourt, despite the Abuja Federal High Court order at that time, what has changed? Obviously, it is either INEC is playing double-standard or has descended into the arena.”

The commission’s decision led to protests in the state on Friday.

The senate appears to have taken a bold step on Thursday by finally passing the code of conduct amendment bill, 2016.

The exercise follows months of discussions on the senate regarding the need to amend the bill.

Although, the actual amendments to the act were done by the House Of Representatives and passed on May 31, the senate concurred with the house and passed the bill on October 27.

Early in the year, the upper legislative chamber had sought to amend the act, but a public outcry forced it to shelve it; although a similar bill has been reintroduced.

This passage is coming months after the trial of Senate President Bukola for false asset declaration, commenced at the Code Of Conduct Tribunal (CCT).

The senate passed 14 amendments to the Act.

It amended section 3 of the Act thus: “Upon complaint(s) of any breach or where it appears to the bureau that there is a breach of the provision or this Act, the person concerned shall be given particulars of such non compliance or breaches to explain before any reference to the tribunal.”

This implies that the CCB cannot immediately refer a matter to the CCT without giving a public officer a notice; one of the contentions of Saraki.

Section 1 (4) which was expunged, and replaced with “the chairman and members shall serve for a term of five years subject to renewal for one further term only”.

Section 4 (2) was amended to substitute the word “president” with “the national assembly” as the one to confer powers on the bureau and the tribunal.

The senate fixed the age of entry to the bureau at 50, and the number of members of the tribunal to sit in judgment on a case at three.
