PoliticsWhy I Haven’t Fired Service Chiefs, Acted On IG – Buhari by dont8(op): 4:41am On Jan 09, 2019

President Muhammadu Buhari.

Eniola Akinkuotu, Samson Folarin and Jesusegun Alagbe

President Muhammadu Buhari says the performances of the service chiefs may be disappointing but he will continue to take responsibility for their actions.

This is as the President stated that he would soon decide whether to extend or terminate the tenure of the Inspector-General of Police, Ibrahim Idris, who is due for retirement.

Buhari said this during an interview with Arise TV.

The President said having been a military administrator, minister and head of state, he would not make any hasty decisions.

He said removing the service chiefs in the middle of the fight against insurgency might not be the right decision.

Buhari said, “While fighting insecurity, if you remove the service chiefs and the Inspector-General of Police, if you don’t wait for an appropriate time to do it, then you create competition within the service.

“There are many ambitious people waiting within the service but only one man can be the Chief of Army Staff, only one man can be Chief of Air Staff, only one man can be the IG. Don’t forget that it was this administration that appointed them.

“I didn’t know them personally. I followed records and I think I picked the best. Of course, their performances may be disappointing but I accept responsibility for not changing them.”

Asked whether he was considering extending the IG’s tenure, the President burst into laughter, mocking those who had threatened to take action against him if he refused to let Idris retire.

Buhari said, “I don’t think I am afraid of him. And I don’t think I have asked him to mount roadblocks in a place such that I’ll lose revenue (if he goes). But I’ll take action.”

On why those running the nation’s security architecture are mainly from the North, Buhari said loyalty counts in the appointment of service chiefs in the country.

About 14 out of the nation’s 17 security agencies are being headed by northerners, with the majority of them appointed by Buhari.

While addressing the issue on Monday night, Buhari said factors like state of origin were not important when appointing service chiefs.

He said, “I know there is a quota system, but then, if you’re a field op (operative), you have to be very careful, especially in the military where I served for about 20 years.

“You don’t promote people by their state of origin. If you do it, you’re going to get the shock of your life in the sense that the morale will go down so much that the military will become so inefficient.”

The President added, “If you are in charge, you have to be careful of who you put in charge.

“You have to be sure of his loyalty, you have to be sure of his or her commitment to the administration and their acceptability by the commands, and that will be based on the person’s training and experience. It’s a very sensitive issue.”

Buhari also hinted that the Peoples Democratic Party might have a hand in the rising insecurity as the opposition party had looted the nation’s resources and had the means to do anything to discredit his government.

He said, “I am not defending our lack of security but you know after 16 years of the PDP, with the resources I have just mentioned to you, they had enormous resources at their disposal and they will do anything to use the resources at their disposal to discredit this administration.”

He dismissed the suggestions that his government marginalised Igbo people.

Buhari said, “Somebody made an observation that I was not patronising the Igbo from the South-East. I told him that when I won the election, I studied the amount of votes I got from all the geopolitical zones.

“I said I got 198,000 from the whole of the South-East, which virtually any local government can give me. But I appointed ministers of foreign affairs, labour, industries and investment, mines and technology; these four, I never knew them from Adam. Ministers of state from seven states of the North are under these ministers. How fair do you want me to be?”

He challenged the media to expose his wife, Aisha, or his son, Yusuf, if they were found to have benefitted from government deals.

The President said, “It is a very unfair allegation against my integrity. I don’t think… anyway you are in a position to find out and if you do so, I don’t care. Publish it even if my son or my wife has a company or they are involved in deals with customs and excise and so on, bringing in illegal goods or whatever; I challenge you to do that.”

On the former Governor of Akwa Ibom, Godswill Akpabio, whose N100bn probe went silent after he joined the All Progressives Congress last year, Buhari said he wasn’t aware of the development.

He said, “I don’t think Akpabio, when he moved to the APC, that I said he should be left alone. I cannot remember asking the EFCC, the ICPC, the police or anybody to spare any corrupt person or incompetent person.

“I haven’t done it and I challenge you to expose any such thing.”

Buhari disagreed with the unemployment statistics which state that over 20 million youths of employable age are idle.

PoliticsICPC Arraigns Kebbi NSCDC Official For Certificate Forgery by dont8(op): 3:15am On Nov 16, 2018
Olufemi Atoyebi, Abuja

the Independent Corrupt Practices and Other Related Offences Commission has said a principal inspector with the Nigeria Security and Civil Defence Corps, Hassa Manga, has been brought before Justice Abbas Ahman of the Kebbi State High Court 3, sitting in Birnin Kebbi, on two counts of certificate forgery.

https://cdn.punchng.com/wp-content/uploads/2018/11/15230107/Manga-30x32.jpg

The ICPC said in a statement signed by its spokesperson, Mrs Rasheedat Okoduwa, that Manga, who is serving in the Niger State Command of the NSCDC, was accused of procuring and presenting a forged Nigeria Certificate in Education with lower credit from the Adamu Augie College of Education, Kebbi State, using the document to secure employment with the NSCDC in 2004.

The commission stated that Manga’s luck ran out in 2016 when the Minister of Interior, Abdulrahman Dambazau, upon suspicion that forged certificates were presented by many officers of parastatals under the ministry, wrote to the ICPC to scrutinise the credentials of the personnel presented either at the entry point or during the period of their service.

“The commission immediately swung into action and its investigation revealed that the NCE presented by Manga before he was employed by the NSCDC, which he purportedly obtained in 2001 was forged, as his name was not on the convocation list of that year,” the ICPC stated.

Counsel for the ICPC, Maskur Salisu, averred that the defendant’s action was contrary to sections 363 and 366 and punishable under Section 364 of the Penal Code Law, adding that if found guilty, Manga was liable to 14 years’ imprisonment.

“The accused person entered a not guilty plea when the two charges preferred against him were read to him. His counsel, Hussaini Zakariya, prayed the court to grant his client bail, which was not opposed by the prosecution counsel. He was granted bail in the sum of N2m and a surety in like sum, who must possess a landed property within the jurisdiction of the court. The case has been adjourned till December 11 and 12, 2018 for hearing,” the statement added.

HealthFamily Accuses Lagos Hospital Of Causing Asthmatic Patient’s Death by dont8(op): 7:12am On Nov 15, 2018
By : Oluwatobi Akindele

https://cdn.punchng.com/wp-content/uploads/2018/11/15012147/Ifeyinwa.jpg

The family of 31-year-old Ifeyinwa Chikezie has been thrown into mourning after she died at the Elem Hospital, Festac Town, Lagos, due to alleged wrong administration of injection.

PUNCH Metro gathered that Ifeyinwa was an asthmatic patient, whose medical record was with the hospital.

It was learnt that on November 10, 2018, the mother of two had gone to the hospital in company with her husband, Emeka Chikezie, because she was not responding well to the use of her inhaler.

The doctor, who attended to her, allegedly administered the injection in a wrong way despite a plea by her husband for another doctor, who knew her medical history.

Ifeyinwa was said to have collapsed and died within 15 minutes of being injected.

Emeka said the death of his wife was as a result of the wrong administration of an injection by the doctor, who was not familiar with her medical history.

He stated, “My wife worked with the National Oil Spill Detection and Response Agency in Surulere and Emel Hospital is her primary hospital. Her Health Maintenance Organisation covers everything. She was asthmatic and she often visited the hospital for treatment. We have been using this hospital for about five years now.

“On Saturday, she called me around 4.30pm that she wasn’t feeling well and she was having an asthmatic attack. I rushed back home, she used her inhaler and she was okay. After a while she started sweating and I suggested that we go to the hospital.

“We got to the hospital by 5.30pm. The receptionist told the doctor that there was an emergency. One guy came in and claimed to be the doctor alongside a nurse. I was trying to explain to the doctor that my wife’s case was a peculiar one, because I was not familiar with him. I had not seen him before then. I wanted to give him more information about my wife’s medical history and how her treatment could be handled, but he wouldn’t listen.

“I requested a doctor who was familiar with my wife’s medical history to attend to her, but this particular doctor challenged me asking if I am a doctor. I told him it was not about if I am a doctor or not; this had to do with my wife of seven years and how we had been managing her situation.”

Emeka said despite the fact that he explained to the doctor that there was an intravenous injection that was supposed to be gradually administered over a period of about 15 minutes, with the wife taking a deep breath at intervals, the doctor did not listen.

The Imo State indigene added, “My wife was given the injection around 6pm and it was administered wrongly because the doctor injected her all at once. Immediately it was administered, my wife slumped and I had to call out for help. They tried to resuscitate her and after some time, they left me and said they were sorry and couldn’t do anything.

“After a while, I went to meet them demanding a reference letter to another hospital, but they declined, claiming that they didn’t have a letterhead paper. At about 11pm, they gave me a letter to deposit her corpse at the Navy Town Hospital. When I requested for her death certificate, they said they couldn’t issue it during the weekend and I was told to come back on Monday.”

The elder brother to the deceased, Blaise Udunze, said the hospital was trying to cover up its mistake, adding that the family would hold it accountable.

He stated, “I was in Port Harcourt for an official assignment when I was called that my younger sister had died. I took the next flight back to Lagos on Sunday morning. In a hospital that has about five doctors, how would they let someone that did not know her history attend to her?

“We demand to either see the doctor or they should replay the CCTV footage of what happened. If they are not trying to hide anything; why is it taking so long for them to release the death certificate?”

The medical report seen by our correspondent read in part, “She was immediately attended to by the medical officer on duty.

“On examination, she was in severe respiratory distress with significant reduced air entry and sparse rhonchi bilaterally. An assessment of severe asthma with imminent respiratory failure was made.

“She was immediately commenced on nebulised salbutamol with intranasal oxygen, while she was struggling. Intramuscular hydrocortisone was given, because patient was too restless to be administered with intravenous hydrocortisone.

“However, she was noticed to suddenly collapse and stop breathing within 15 minutes of presentation. Immediately, resuscitative measures were commenced, cardiopulmonary resuscitation, intramuscular adrenaline was also given to no avail.”

When our correspondent visited the hospital, the Clinical Director, Dr Leo Odudo, said Ifeyinwa was brought in a critical condition, adding that it was never a case of wrong administration of injection.

Odudo explained, “We first sympathise with the family for the unfortunate incident and we understand the fact that they are grieving now; this was a woman we had been caring for over the years. Asthma is a very manageable condition but unfortunately, people still die from it based on the circumstances of presentation.

“If an asthmatic patient delays in going to a health care facility, anything can happen. This is a facility where everyone is trained to provide standard health care to our patients and there is a standard procedure for attending to patients; at no point was a wrong medication administered that made her die.

“The way she was brought in on Saturday indicated that she already had the symptom well before she came to the hospital. She had several attacks in the past and we were able to manage them; but in the critical condition like she was brought in, it can tilt either way.

“From our own point of view, she delayed coming to the hospital for reasons best known to the family. And by the time she arrived at the hospital, she was already experiencing respiratory failure. We did all that we needed to do on our part.”

Odudo stated that the hospital had not issued a death certificate because that there was a standard procedure stipulated by the Lagos State Government that autopsy must be conducted for patients who die less than 24 hours after being brought to the hosptial.

PoliticsRestructuring: Buhari, Osinbajo Deceitful, Say Afenifere, Ohanaeze by dont8(op): 5:27am On Nov 14, 2018
By: Olusola Fabiyi, Olalekan Adetayo, Olufemi Atoyebi and Olaleye Aluko, Abuja

President Muhammadu Buhari and Vice-President Yemi Osinbajo on Tuesday came under attack over their separate remarks on the growing calls for the restructuring of the country.

Groups that faulted latest comments credited to Buhari and Osinbajo on the calls include the opposition Peoples Democratic Party; a Yoruba organisation, Afenifere; the Ohanaeze Ndigbo; the Yoruba Council of Elders; and the Transparency International.

Buhari had during an interactive session with Nigerians living in France on Monday taken a swipe at advocates of restructuring, saying they were lazy and let loose.

The President had claimed that those calling for restructuring had been doing so without defining what the restructuring should be.

Osinbajo had also while delivering a lecture to mark the 40th anniversary of a Lagos social club, Association of Friends, in Lagos claimed that the idea of geographical restructuring which is the common notion about restructuring “is not achievable.”

Buhari had said, “There are too many people talking lazily about restructuring in Nigeria. Unfortunately, people are not asking them individually what do they mean by restructuring? What form do they want restructuring to take?

“Do they want us to have something like the three regions we used to have? And now we have 36 states and the FCT. What form do they want? They are just talking loosely about restructuring.

“Let them define it and then we see how we can peacefully do it in the interest of Nigerians.

“They are just saying they want Nigeria restructured and they don’t have the clue of what the form the restructuring should be.

“So, anybody who talks to you about restructuring in Nigeria, ask him what he means and the form he wants it to take.”

But the National Chairman of the PDP, Prince Uche Secondus, told one of our correspondents that the latest statements credited to Buhari and Osinbajo further confirmed the present administration as a government of deceit and disagreement.

The party chairman said, “Recall that the ruling party itself set up a committee on restructuring. What came out of the committee after the governors and other members of the committee went round the country, collating views of innocent Nigerians who never knew they were being deceived by this deceitful government? Nothing!

“Now, the Vice-President is saying he is in support of state police which his boss has rejected. You can see that the Vice-President is on his own. The disunity in this government reminds us the seed of discord the government has planted in Nigerians.

“But in the real sense of it, does he (Vice-President) support state police? Can he be taken seriously? Let Nigerians decide.”

Also, the Afenifere’s spokesman, Mr. Yinka Odumakin, in an interview with one of our correspondents also said the statements credited to Buhari and Osinbajo meant they were either slow at learning or they were being mischievous.

He said advocates of restructuring had over the years made the issues very clear on what the call was all about.

He added that the development had made it important that future Nigeria’s Presidents and Vice-Presidents should study hard so that they could understand issues around them.

Odumakin said, “…It is strange that these people have been here all these years and they are saying those who are talking about restructuring did not define it or that they are talking loosely.

“It is either these people are slow at learning or they cannot understand issues around them. We have made the issues very clear on what the call for restructuring is about.

“We have said Nigeria was a federal state at independence but the military came and distorted it and that we should go back to federalism; that we cannot have a country like Nigeria and maintain one single police and we will say we have security; that there should be state police.

“We have spelt out all we meant by restructuring over the years. So for the President and Vice-President to say they do not understand what we are talking about is either they are slow at learning or they are being mischievous.”

In the same vein, the spokesman for the Ohanaeze Ndigbo, Uche Achi-Okpaga, in an interview said Buhari’s statement was meant to divert attention.

Achi-Okpaga expressed surprise that while Buhari and other APC stalwarts were talking about restructuring ahead of the 2015 presidential election, the President became “completely ignorant and bereft of the tenets of restructuring” shortly after he was inaugurated as President.

He said, “During the electoral campaigns of 2015, restructuring was glued to the lips of the President and other APC stalwarts and foot soldiers. However, no sooner was he sworn in than he became completely ignorant and bereft of the tenets of restructuring.

“In the heat of the impasse, the APC, as a party, set up a committee on restructuring headed by Governor el-Rufai of Kaduna State. The committee ticked good on restructuring and sent her report to the presidency.

“Instead of dealing with the document the President sent the report to the dustbin as it never saw the light of the day and turned around to state that those clamouring for restructuring, including his party that so recommended, are parochial.”

Also, the Secretary-General of the Yoruba Council of Elders, Dr Kunle Olajide, in an interview with one of our correspondents said it was worrisome that the two key leaders of the ruling APC could claim ignorance of what restructuring was about after their party had earlier set up a committee on the matter.

He wondered if the country was dealing with a case of memory loss.

Olajide insisted that the positions of advocates of restructuring were clear and unambiguous.

He said, “I was surprised after reading the responses of the two leading figures in the APC and present administration on restructuring agitators. It is worrisome that an APC figure could come out to claim ignorance of what restructuring is all about. Are we dealing with a case of amnesia here?

He said, “I appeal to them to take a second look at the el-Rufai committee report on restructuring. It is their party that set it up and they should come up with how it will be implemented instead of talking about what restructuring means. Our position is clear and unambiguous on it.”

Nigeria not ripe for state police –TI

Meanwhile, the Transparency International on Tuesday said Nigeria was not ripe for state police.

The TI Head in Nigeria, Mr. Musa Rafsanjani, said this in an interview with one of our correspondents.

He said, “Even if Nigeria will have a state police, it is not yet time to hand over the entire security of states to the hands of these governors, some of whom cannot even pay workers’ salaries.

“The implication of having state police is that the entire security now rests on the states. We think that issue of security is so serious that we cannot give it to states which do not have infrastructure yet even in the areas of health and education.

“At the federal level, you still find overzealous policemen and police officers acting on the instructions of certain political office holders. When this impunity now flows down, what are we going to have? Most of the state Houses of Assembly have been undermined by the governors and the houses are not able to perform their constitutional responsibilities.

“We think that as good as the proposal of state police is, we cannot at this time hand over the security of the country to governors who have proved to be incompetent and nonchalant about the wellbeing of people and workers in their states.”

EducationUI International School Shut Over Hijab Controversy by dont8(op): 6:21am On Nov 13, 2018
By: Ademola Babalola, Ibadan

The 55-year old International School Ibadan, owned by the University of Ibadan, was on Monday shut.

The closure of the secondary school, followed the appearance of some students, dressed in hijab against what the management prescribed as the dress code.

Some parents, under the aegis of the International School Muslim Parents’ Forum, in a letter dated November 9, 2018, and signed by Abdurrhaman Balogun (chairman) and Bilikis Badiru (secretary), and sent to the Principal of the school, Mrs Phebean Olowe, and the Deputy Vice-Chancellor, Academics, UI, Prof. Abideen Aderinto, stated that they were “putting the schools’ management on notice of this resolution on the rights of our female children to commence the use of hijab from this academic session of 2018/2019.”

The forum argued, “Hijab-wearing for young Muslim girls, apart from the fact that it is part of their religious belief, is part of their God-given fundamental human right as well as in line with the constitution of the Federal Republic of Nigeria.”

As a result, the classes were shut when some hijab-wearing students were sighted in the school premises as early as 7am.

Speaking on the development, Aderinto, who doubles as the Chairman, Court of Governors of the school, stated that the jungle approach being used by the parents would not be tolerated.

Aderinto, who said the school was a private institution and not being run from any subvention from the government, stated that it had rules governing dress codes, which all parents agreed to.

The deputy vice-chancellor explained that while he received a letter from the group on November 9, he held a meeting with members of the forum on Saturday for over two hours, adding that he was shocked and disappointed that the parents could be frustrating the efforts of the management to restore the glory of the school.

He stated, “I am the Chairman of the Court of Governors and I am a proud Muslim. The ISI is a private school. The UI does not fund it. It is funded by the fees collected. It is unfortunate that this is coming up now. Even the Parent Teachers’ Association is not aware of the idea of this group.

“Indeed, some other Muslim parents expressed shock when they heard about this forum. Since its establishment in 1963, the school has not experienced any religious crisis and we will want to guard against it. The Muslim and Christian students have places of worship in the school. Whoever desires to change the rules should go through the due process. The teachers do not feel safe and so could not have taught anybody, because it was a strange development.

“I appeal to these people to stop their action and allow peace to reign in the school. It is even strange that this matter was not discussed at the meeting of the Parent Teachers’ Association headed by another Muslim and lawyer, Mr Kazeem Olaniyan.”

Balogun, who spoke for the group, however, expressed surprise that the school was shut down because of the female students adorned in hijab.

He maintained that the forum would continue to forge ahead with its agitation until “our daughters are allowed to wear hijab.”

You lost a cousin a year ago and you have not gotten over it. So you don't go to work anymore or school anymore because you lost a cousin.

Your rotten brain doesn't tell you Music is the job of D'Banj and that he should go back to work after mourning the lost of the child. Or don't you work anymore after your loss.

I'm suspecting you are the one that killed your cousin for ritual, when the ritual was not successful and you are back to square one, you began to lose your reasoning faculty. grin
