Contrary to the position of the Christians Association of Nigeria (CAN) on Boko Haram’s proposed dialogue with the Federal government in Saudi Arabia, the Federal government has accepted to dialogue with the group in Saudi Arabia as the group rightly proposed. It was gathered that after due consultations in the past 48 hours with different stakeholders in government, the Federal Government has accepted to go with the condition of the sect members to dialogue with the government in the Holy land. In a related development, sources have affirmed that the Federal government would be making new commitment regarding the proposed negotiation by the Boko Haram militants as soon as the leaders they have listed to negotiate on their behalf accept the mediating role. However, with the killing of Major General Muhammed Shuwa by suspected Boko Haram militants few days after they had proposed for a dialogue, it is not likely that the Federal Government’s Joint Task Force will be withdrawn from Maiduguri and other Boko Haram heated states . This is also part of the conditions given by the group for a peaceful talk to be possible. DailyPost had gathered that President Goodluck Jonathan and other government personalities have gone into serious consultations on the matter since the group made the announcement, putting all the conditions given by the sect members into serious assessment and examination. It was also gathered that the Government is now ready to dialogue with the group, but the only source of concern is those selected to mediate for the group. Government doubts if the selected mediators would be willing to stand in for the group. Government has equally said that the acceptance of the Boko Haram mediators would be a major breakthrough towards ending the Boko Haram menace. Aside this, the government will be giving the group the opportunity to constitute a more reliable committee that can stand for them ,since Nigerians have lost fate in some of the names selected to negotiate on behalf of them. A top government source said: “In principle, we agreed that there is nothing wrong with dialogue. After all, even in war you still find time to come back to the table to negotiate peace. “What has been a major challenge borders on the criticisms and protestations that greeted some of those nominated by the sect to lead the peace talks. Some people (mostly outside the government) are uncomfortable with Buhari because he had been threatening violence. “A few others faulted Bukar Abba Ibrahim for having not done much to address unemployment (as a three-term governor) which is one of the factors behind the violence in the North-East. “Although Amb. Galtimari once headed a panel on the crisis some stakeholders in the North-East still begrudge him in one way or the other. I think so far, no one has raised any eyebrow against Zanna Wakil who appears to be the most acceptable. His wife was once targeted by the sect. “The attitude of President Jonathan is that those selected are first and foremost Nigerians who should be supported to facilitate the proposed dialogue with Boko Haram. He has adopted a large heart attitude to this offer. During consultations, he believes members of the sect are Nigerians who should be encouraged to make the dialogue work. “So, the Federal Government is looking beyond sentiments or personal scores in holding talks with Boko Haram. “The government believes that Boko Haram has its reasons for choosing these eminent Nigerians.” On the possible approach towards a fruitful and impactful dialogue, the source affirmed: “We have accepted the choice of Saudi Arabia as convenient for the sect. In dialogue, you choose the most secured and safe place. We have good ties with Saudi Arabia too. “But the government is looking forward to Boko Haram to inaugurate its committee, led by ex-Head of State, Gen. Buhari, as a sign of its readiness for the dialogue. Once these eminent Nigerians accept this onerous role, the Federal Government will also define a course for the dialogue. “We are really watching whether these facilitators would be ready to serve or not. Their acceptance will be a major breakthrough and a defining moment. Source: http://dailypost.com.ng/2012/11/04/we-ready-dialogue-boko-haram-saudi-arabia-fg/ |
Boko Haram yesterday said it was not responsible for the killing of retired Gen Mamman Shuwa in Maiduguri last weekend. The group had insisted that it has no hand in the killing of the retired General. In a telephone conference conducted yesterday in Maiduguri by Mohammed Ibn Abdulaziz, one of the sect commanders who has been speaking on behalf of the sect, maintained it was not responsible for the killing even as he warned those putting the killing at the doorstep of the sect to desist from doing so. “We heard that people are saying that we had hand in the killing of Gen Shuwa. I want the people to know that we didn’t have any problem with the man. We don’t have anything against him. He is (was) a respected person and has not offended us in any way. We have no hand in his killing. We were even surprised when we heard about the incident. We want to warn those who are using our names to do this thing to stop and we also warn those who are also spreading the rumour that Jama’atu Ahlis Sunna Lidda’awati wal-Jihad killed Gen Shuwa to stop it because we are not the ones that did it,” Abdulaziz insisted. The Bureau of Public Enterprises (BPE) has corrected the payment mechanism by preferred bidders for the Power Holding Company of Nigeria (PHCN) successor generation and distribution companies. It said the preferred bidders would get back their bank guarantees on payment of 25 per cent of any generation or distribution company. This is against full payment it earlier directed. The Bureau on Monday had announced the approval of preferred bidders by the National Council on Privatisation (NCP). It said the preferred bidder’s bank guarantee submitted to the Bureau by preferred bidders will be returned only after full payment for the companies but noted that the Request for Proposals (RFP) issued to bidders stipulated that upon the payment of the 25 per cent of the purchase price, the preferred bidder’s bank guarantee would be returned to the bidder. But Head, Public Communications, BPE, Mr Chukwuma Nwokoh, said: “The BPE wishes to clarify the payment mechanism by preferred bidders for PHCN successor generation and distribution companies. Our earlier press statement on Monday, October 29, 2012 in the wake of the approval of the preferred bidders by the National Council on Privatisation (NCP) had informed that the preferred bidder’s bank guarantee submitted to the Bureau by preferred bidders will be returned only after full payment for the companies. “The correct position as reflected in “Commercial 6” of the Request for Proposals (RFP) issued to bidders is that upon the payment of the 25 per cent of the purchase price, the preferred bidder’s bank guarantee will be returned to the bidder.” The NCP had earlier approved the steps for the conclusion of the privatisation of the generation and distribution companies. It said: “After the approval of the results of the financial bids by Council, the highest ranked bidder for each Generation or Distribution Company will be required to post an additional bid security (‘Preferred Bidder’s Bank Guarantee”) in the form of a Letter of Credit or Bank Guarantee for fifteen per cent (15 per cent) of the transaction value within 15 business days of notification from the Bureau of Public Enterprises. The Preferred Bidder’s Bank Guarantee shall be from a Standard & Poor (S&P) or Moody & Fitch “A” rated foreign bank with a correspondent bank in Nigeria or a Nigerian bank rated “A” by a Rating Agency approved by SEC and be valid through 21 calendar days after the stipulated proposal validity period or any extended proposal validity period. “The designated Preferred Bidder will be invited for negotiations with BPE. Within 15 Business Days after signing of the Sale and Purchase Agreement, the Shareholders’ Agreement or the Performance Agreement ‘whichever is earlier, or at a mutually agreed earlier time, the Bidder shall make a down payment of 25 per cent of the share purchase price. “Within six months after signing of the Sale and Purchase Agreement or the Shareholders’ Agreement, whichever is earlier or mutually agreed upon time, the Bidder will be required to pay the outstanding 75 per cent of the share purchase price to complete the transaction. Upon receipt of payment, the Preferred Bidder’s Bank Guarantee will be returned to the bidder within a maximum of four weeks. “After the completion of payment, the handover of the successor company to the preferred bidder will conclude the transaction.” Source: thenationonlineng.net/new/business/bpe-clarifies-preferred-bidders-bank-guarantee/ |
Barely 24 hours after the offer of a ceasefire by Boko Haram, there were indications yesterday that the Presidency was weighing the conditions set for ceasefire by the sect. President Goodluck Jonathan may also consult widely if the sect is serious in holding dialogue with the Federal Government. But the Congress for Progressive Change queried the choice of Buhari as one of the leaders recommended for peace talks with Boko Haram and described it as a gambit. A highly-placed source, who spoke in confidence, said: “The Presidency is still studying the ceasefire conditions reeled out by Boko Haram. The government is weighing these terms on whether they are acceptable to it or not. “There is nothing wrong in having dialogue with the sect, but the conditions from Boko Haram deserve careful study. “The naming of a former Head of State, Gen. Muhammadu Buhari and others as negotiators is a key challenge to both parties if the dialogue is to hold at all. “No one knows the mindset of Buhari on this offer because he has not been attending the Council of State sessions. “Also, the disposition of Saudi Arabia to serve as a facilitator of the talks is another diplomatic issue. Being a moderate state, we are not sure if it will want to shoulder such a responsibility. “So, a lot of issues are woven around the peace conditions tabled by Boko Haram.” Responding to a question, the source added: “The President is going to consult widely before the government comes out with a position on these conditions. “You have to realise that it takes two to dialogue. Before we meet at peace table, the Federal Government may also make its views known on a few things in order to have smooth talks.” The source said the “Office of the National Security Adviser which had been in touch with the sect might still coordinate the peace talks after the Federal Government has come up with its own modalities or steps.” On its part, the Congress for Progressive Change (CPC) through its National Publicity Secretary, Engr. Rotimi Fashakin, said Gen. Muhammadu Buhari was never directly or indirectly involved with any insurrection or insurgency. It queried the choice of Buhari as one of the leaders recommended for peace talks with Boko Haram and described it as a gambit. In a statement in Abuja, the CPC said: “Our attention in the Congress for Progressive Change (CPC) has been drawn to widely publicised news that our National Leader, General Muhammadu Buhari (GMB) has been appointed to take part in a Boko Haram/ Federal Government parley. “As a party, we are convinced that this is the latest gambit in the desire of this organically corrupt PDP-led Federal Government in diverting the attention of the unsuspecting Nigerian public from the ongoing massive looting of their common patrimony. “Without any scintilla of equivocation, General Muhammadu Buhari has never been directly or remotely connected with any insurrection or insurgency against the Nigerian nation and her people. “He remains the quintessential patriot that continues to magnetise the very best across the ethno-religious boundaries within the Nigerian nation-space. “As we have stated in an earlier communication, the Peoples Democratic Party (PDP), as a corporate entity, is the harbinger of the insecurity travails of the Nigerian people for the sole reason of ensuring perpetuity in governance. “From recollection of events of the last two years, there are three variants of the Boko- Haram: the original Boko-Haram that is at daggers drawn with the Nigerian authority for the extra-judicial killing of their leader; the criminal Boko-Haram that is involved in all criminality for economic reasons and, of course, the most lethal of all, the political Boko-Haram-which the PDP-led Federal Government represents. “The President, Dr. Good-luck Jonathan, had once alerted the nation to the ubiquitous presence of Boko-Haram in his government- a fact aptly amplified by his erstwhile National Security Adviser, Gen. Andrew Azazi. “Undoubtedly, the latest revelations by the State Security Services (SSS) on the complicity of the top echelon of the PDP leadership in Boko Haram activities aptly bear testimony of the noxious subterfuge to extirpate the essence of our nationhood. “Finally, we call on all Nigerians to reject this latest deceptive ploy by this PDP-led government and demand for more transparency in the governance of the nation. As a party, we remain unfazed by the cheap propagandist endeavours of the PDP, knowing that Nigerians are the best judges of the under-performance of this regime. God bless Nigeria.” Source: thenationonlineng.net/new/news/govt-ponders-buharis-choice-as-mediator/ |

Tragedy struck yesterday in Otto-Awori Local Council Development Area, LCDA of Lagos State, Southwest Nigeria as 10 persons have drowned in a boat mishap in Otto-Awori Local Council Development Area, LCDA of Lagos State. The accident occurred at Imude area of the council when a passenger boat conveying passengers from Idoluwo-Ile Village to Ikotun, all riverine communities, overturned, drowning 10 people in the process. Reports say the wave from a Julius Berger Speed Boat taking staff of the company to Under Bridge in Otto-Agbara led to the capsizing of the boat which was about halfway to its destination. A Supervisory Councilor in Otto Awori LCDA Mr. Wasiu Rasak while confirming the incident said the passenger boat was conveying people who had gone for the Eid-el-Kabir celebration in Idoluwo-Ile Village to Ikotun when the tragedy occurred. Dr. Femi Oke-Osayintolu, General Manager, Lagos State Emergency Management Agency, LASEMA confirmed that 10 passengers were missing after the incident, saying that five of the dead bodies had been recovered in a rescue operation carried out by LASEMA and Merchant Navy. He said LASEMA had been warning people using such local boats to make use of live jackets for safety, while he lamented that the passengers were not putting on live jacket, which contributed to their death. Oke-Osayintolu, disheartened by the tragedy said most of the victims were teenagers. SOURCE: http://www.informationnigeria.org/2012/10/10-drown-as-boat-capsizes-in-lagos.html |
