The House of Representatives has condemned the spate of extrajudicial killings and human rights abuses especially by security operatives in the enforcement of the lockdown across the country, Igbere TV reports. This comes following a unanimous adoption of a motion moved by the deputy chief whip, Nkeiruka Onyejeocha (APC, Imo) who seeks investigation into the extrajudicial killings of Friday Arunsi of Ebem Ohafia, Abia state, and 17 others. Moving the motion, Onyejeocha recalled that on March 29, 2020, the federal and some state governments declared a 14-day lockdown in Abuja, Lagos, and Ogun States to stem the spread of the coronavirus pandemic. She further recalled that security agencies, including the Nigeria Police Force, the military, and para-military agencies were saddled with the responsibility of enforcing compliance with the lockdown within the limits of their rules of engagement. The lawmaker partly said, “The House regrets that within the initial period of the lockdown, security operatives had, according to the National Human Rights Commission, extrajudicially killed 18 innocent Nigerians in Abia, Delta, Ebonyi, Kaduna, Katsina, and Niger states. The lower chamber also requested Buhari to direct heads of security agencies implicated in the human rights abuses and extrajudicial killings to immediately fish out the perpetrators for prosecution and punishment according to the law. The House mandated committees with oversight over the security agencies implicated, including the House Committee on Human Rights, to investigate the abuses and killings. The House further regrets that as of April 13, 2020, when the lockdown was extended for another two weeks, that figure was more than the total number of Nigerians killed by the virus. “Out of the 18 deaths, the Nigeria Correctional Service was responsible for eight, Nigeria Police Force was responsible for seven, the Nigerian Army was responsible for two, while the Ebonyi State Task Force on COVID-19, Afikpo South LGA, was responsible for one. The House further notes that besides the killings, security operatives have also physically assaulted and brutalized innocent Nigerians in the name of enforcing COVID-19 lockdown directive, as evident in the case of one Ms. Tola Azeez who was physically assaulted and brutalized by Inspector Ikuesan Taiwo and Constable Abass Ibrahim in Iwo, Osun State, in early April. “Security operatives have also intimidated and extorted money from innocent Nigerians as in the case of Mrs. Nwabuabo Obiajulu and her son, Chukwuweiki, from whom officers of the Nigeria Police extorted the sum of N120,000 on Friday, April 17, 2020, for flouting the lockdown directive in Delta State.” According to Onyejeocha, Sections 34, 40, 41, and 42 of the Constitution guarantees the right to life, the dignity of humans, and freedom from abuse. At least two persons lost their lives on Monday following a fatal accident involving a trailer and a 18 seater bus in Abia State. COVID-19: FG to Release Kalu, Dariye, Nyame as UN Mounts Pressure to Decongest Prisons The Federal Government of Nigeria has reportedly made moves to grant presidential pardon to Senate Chief Whip, Orji Uzor Kalu, among others, Igbere TV has learned. This is coming barely 48 hours after President Muhammadu Buhari granted a presidential pardon to the late nationalist, Anthony Enahoro, and former governor of old Bendel State, late Prof Ambrose Alli. Recall that UN High Commissioner for Human Rights, Michelle Bachelet, recently called on governments to take urgent steps by reducing prison populations, protect people in places of detention, and prevent uncontrollable outbreaks in other to prevent the spread of the deadly virus. Rauf Aregbesola, Minister of Interior, on Thursday said the government was freeing 2,600 inmates in various prisons in a bid to curb the spread of coronavirus in the country. According to Aregbesola, inmates including those from 60 years and above, especially those suffering from ill-health likely to end in death, serving at least three years and have less than six months to serve, persons with mental issues, and with options of fine not exceeding N50,000, are among those to be considered for the state pardon. He went on to say that governors of the 36 states under whose jurisdiction most of the inmates were incarcerated will complete the exercise "in line with the federal principle." According to a report by SaharaReporters, three former governors; former governor of Abia State, Orji Uzor Kalu, who will be 60 by April 21, former governor of Taraba, Jolly Nyame, and Senator Joshua Dariye, former Plateau State governor — are among those who are expected benefit from the pardon. Recall that Orji Kalu's travails began before he ended his tenure as governor of Abia State. He was convicted of N7.1bn money laundering and jailed for 12 years in 2019. But many political observers and analysts have described his incarceration as unjust, and the handiwork of political enemies. In reaction to the development, the North American Intelligence Agency kicked against Kalu's incarceration, stating that his ordeal is "Politically motivated." The Intelligence Agency added that some political elites were trying to clip Kalu's wings as he is one of the most influential voices in the South East who has been campaigning against the continued marginalization of Nigeria's South East in the political equations of the country. Also, a European Union commissioner in March 2020 described Kalu's imprisonment as a plot by powerful political interests to frustrate him and Ndigbo ahead of the 2023 presidential race and also called for his immediate release. In the same vein, Shettima Yerima, the National President, Arewa Youth Consultative Forum (AYCF) recently cautioned the North over the danger of abandoning Kalu to his fate, which he also described as politically motivated. Nigeria is not the only country that is decongesting its prisons, as some states have already started to take action to decongest their prisons in a bid to curtail the spread of the coronavirus. While in Ethiopia, over 4,0000 prisoners whose release dates were soon or had been given sentences of less than three years for minor crimes were pardoned, Iran released over 85,000 prisoners for its prisons. Similarly, France's Ministry of Justice also asked for short-term prison sentences to be delayed, reducing the number of new prison admissions from 200 a day to 30. And Ghana recently granted amnesty to over 800 prisoners, most of whom are first offenders. Amidst the ongoing crisis within the All Progressive Congress in Enugu state, media personality and APC, Enugu Deputy Governorship Candidate, Amb. Ginika Tor Williams has expressed complete dissatisfaction in the continuous attack by the factional Chairman of APC in Enugu state Mr. Ben Nwoye against the honorable Minister of Foreign Affairs, Hon. Geoffrey Onyeama. She expressed displeasure via a press statement alleging the way and manner Ben Nwoye's actions in recent times may be geared at jeopardizing the unity and structure of the party in Enugu state. Amb. Tor Williams, noted that the sponsored attacks believed to have been okayed by Nwoye through one Nwajoku Okugo alleging that the Hon. Minister has tested positive to the Covid19 virus and visited Enugu state to spread the virus was defamatory, wicked and treacherous. She noted that Nwoye who was acting as the Chairman of the Party in the state is practically unfit to hold such office, because he lacks the temperament required to lead the party to a positive direction. She further stated that Nwoye has capitalized on the gentle nature of Hon. Onyeama by way of insults at every slight opportunity, undermining his efforts to build peace and unity in Enugu APC. She therefore called on the National Executive Council of the Party to caution Mr. Nwoye to desist from activities like sponsorship of propaganda news against Hon. Geoffrey, unguided verbal attacks and public alterations that ridicules his integrity and personality. Recall that a reaction on the social media credited to Ben Nwoye, accused the Minister of Foreign Affairs to be responsible for the detention of one Prince Nwanjoku James Okugo, at Police station over his false report that Mr. Onyeama tested positive to corona virus disease. Nwoye while briefing press on Saturday, April 4, in Enugu further accused the Foreign affairs minister of intimidating party members in the state using his position, instead of supporting to the building of the party in Enugu state. Amb. Tor Williams also highlighted some unpatriotic activitie of Nwoye, with regards to his alleged relationship with the Peoples Democratic Party in the state. She revealed that Nwoye has been a loyalist of PDP disguised as an APC member. She also stated that on the day of Presidential Inauguration, Nwoye avoided leading Enugu team to attend the President's inauguration but was rather spotted at the Governor's Inauguration in Enugu while the case between APC vs PDP was still in court. She expressed that it was the height of irresponsibility on the part of Ben Nwoye and his cohorts, stressing that it was time to put a stop to his act of insubordination. She also noted that the party cannot continue to look the other way when their leader's name and reputation are constantly being tarnished. "I am of the opinion that James Akugo should be made to face the music and answer for his crimes for tarnishing the reputation of a high ranking Federal Government Official because he must have weighed the consequences of his actions before doing that. This factional politics by Nwoye and his group has been taken too far and must be stopped," says Williams. She applauded Onyeama's efforts in promoting the next level agenda of President Buhari, as she commended his humble and focused pragmatism both at state and national level. Meanwhile, the personal assistant to the minister, Flavour Eze, has exonerated his principal from the travails of Mr Okugo. Mr Eze in a statement said he was the one who wrote to the police because Mr Okugo in the said social media post also allegedly defamed his person. He said he wrote in his personal capacity as a Nigerian who deserves justice. “My attention has been drawn to the attempt by Mr. Ben Nwoye, a supposed Chairman of the Enugu State Chapter of the All Progressives Congress (APC) to politicise a case that I reported to the police against one Nwanjoku James Okugo, who criminally defamed me through various publications in social and print media” “The said Nwanjoku, a close associate of Ben Nwoye, alleged that the Honourable Minister of Foreign Affairs, Mr. Geoffrey Onyeama and I; Chief Flavour Eze, his Personal Assistant, were the two persons who tested positive for the Covid-19 virus and had gone to Enugu with the deliberate intention of spreading the disease in the state. He further called on the Government of the State to arrest us”. Mr Eze said the sole intention of the allegations “was to cause widespread alarm and panic in the state and endanger the lives of the minister and myself by inciting hatred against us through demonization.” “I, in my personal capacity, reported the matter to the Nigerian Police after the period given to the author of the article to retract the malicious write-up had elapsed. The police have since swung into action; arrested the suspect and are currently making progress in their investigation. “My candid advice to them is to face the case with the police and stop looking for scapegoats. “Meanwhile, I am not unaware of the role of Mr. Ben Nwoye, the boss of Nwanjoku in the whole affair," Eze said. An APC chieftain in the State, Adaku Ogbu-Aguocha, also condemned the continuous attack on the minister. Ogbu-Aguocha, who was the Enugu East Senatorial candidate of APC in the 2019 general election, argued that the minister had no hand in the arrest. "The arrest of Mr Nwanjoku was as a result of a petition by a member of the party to the Inspector General of Police and it has nothing to do with the Minister of Foreign Affairs. Although the minister has come under attack from forces within the party in the state; and as a perfect gentleman, he has always remained unperturbed with grace,” she said She further stated that, “People cannot hide under the cover of social media, maliciously concoct and spread fictitious stories that has no bases and publish same to malign the image and integrity of our leaders, then turn around to cry 'intimidation.' Mr. Nwanjoku and his sponsors should face the consequences of their fake news peddling and leave Mr Onyeama out of it. Nigerians know that the Honorable Minister is a man of outstanding character and integrity and cannot be distracted from the excellent service he has been providing for the nation and Mr. President,” She said. Ejike Njeze in his reaction said ”In my candid opinion, It is actually overdue for the NWC to call Nwoye to order over his continued unwarranted attacks and unabated insults on the person of Hon Minister of Foreign Affairs who is the Leader of our great party (APC) in Enugu state. "Notwithstanding the Minister's calm and gentle nature, It is totally unacceptable and highly condemnable for a supposed State Party chairman to occupy himself seizing every single window of opportunity he gets to defame and malign the Leader of our great party in the person of the Honourable Minister of foreign affairs for no reason. “This unholy and treacherous behaviour has to stop. I must also commend the Honourable Minister of Foreign Affairs for his consistent demonstration of maturity and exemplary leadership by always keeping his cool even in the face of the most unwarranted provocation. The party hierarchy must wade in now and end this mess in the party," says Njeze. In his reaction, Comrade Udeh who was the pioneer deputy chairman of APC in Enugu state, stated that it was Chief Ben Nwoye who traded the fortunes of the party in Enugu State. CONNAK Foundation, a Non-profit organization with its headquarters in Abia State has contributed immensely to the fight against the deadly COVID-19 scourge in the State. They started off the campaign in Umuahia, the State capital and some villages within and around the capital, with the distribution of 2000 Hand sanitizers in Umuahia and Aba. The major focus for these donations were the indigent and low income people in the state who might not afford the cost of sanitizers especially this period. To assist the medical personnel working in the Federal Medical Center Umuahia with the fight to protect the citizens in the State, The Foundation also donated 10 Cartons of hand gloves, 10 boxes of N95 Ventilator face mask to the hospital, and these are to be used by the healthcare personnel. In addition, the Foundation is also carrying out major advocacy and enlightenment campaign through the distribution of 5000 handbills on the prevention of COVID 19 in Umuahia and Aba respectively and radio jingles geared towards enlightening the people on safety measures to prevent being infected. Speaking to journalists during the campaign, The Foundation’s medical adviser in the South East, Dr. Orji Nnorom pointed out that the Chairman of the Foundation Mr. Ken Ukeagu, (as a citizen of the State) was compelled by the strong passion he has always exhibited towards the wellbeing of the people in the State to help protect them as much as possible. Dr. Nnorom also recalled how the Foundation is involved in conducting medical outreaches yearly, besides other humanitarian ventures, which also includes the massive medical outreach in Abia State in August 2019 (this outreach was in collaboration with FaithCare U.S.A). He stressed that the foundation will always support any venture geared towards the health, safety and wellbeing of Abians. The Delta State chapter of the Peoples Democratic Party, PDP, has accused the opposition All Progressives Congress, APC in the State, of placing more value on capital projects instead of joining the collective effort to protect and secure the lives of Deltans, following the outbreak of the deadly Corona Virus which has ravaged the world and has been declared a global pandemic by the World Health Organization, (WHO). This accusation was contained in a terse press statement issued by Delta PDP Publicity Secretary, Dr. Ifeanyi Osuoza, who not only described the APC statement that Delta State government should reduce the size of government aides, instead of cutting down on capital projects in the wake of the Corona Virus scourge, as a thoughtless and heartless attempt to trivialize a very serious issue that involves human lives and indeed the lives of Deltans in particular, but also condemned the penchant of the APC to always see everything as political, even when it is a matter of life and death and the lives of Deltans are at stake. Dr. Osuoza said: “The Delta PDP is disturbed by the recent statement credited to the State APC and it’s publicity Secretary, Mr. Sylvester Imonena, which is sadly a thoughtless and heartless attempt to trivialize a very serious issue that involves human lives and indeed the lives of Deltans in particular, by calling on government to reduce the size of it’s aides, instead of cutting down on capital projects, as a way of saving funds to do more projects, following the drop in oil prices and dwindling revenues occasioned by the Corona Virus scourge. “Does the APC even understand the monumental magnitude of what this Corona Virus scourge is all about or that it is even bigger than the size of capital projects and the number of government aides? Do they even know that the deadly Corona Virus has so ravaged the world that it has been declared a global pandemic by the World Health Organization (WHO)? Do they realize that even as we speak, no certified and endorsed treatment or cure has been discovered for it and all human lives are at stake all over the world? Must the APC always trivialize and politicize every issue, including those that involve human lives, because it wants to talk? “Our Governor, Senator Dr. Ifeanyi Okowa had, as a responsible leader, rightly informed Deltans during his quarterly media chat with journalist, that the State government may be compelled to review the 2020 budget because the recent crash in global oil price has posed a major threat to the source of government revenue and this will no doubt affect the successful implementation of the 2020 budgets of States and the Nation at large. “Governor Okowa had also added that the State government will however be very cautious and not rush into decisions on this and while it will slow down on capital budget it would also encourage contractors to stay on sites. He had also noted too that the Corona Virus outbreak is currently affecting the national economy negatively, as many industries are not in full production at the moment and that if the threat is not checked, it is going to create more negative impact on the economy, especially, the internally generated revenue. This declaration and explanations by the Governor are very clear and unambiguous, so it beats the imagination on how the APC has now jumped into the murky waters of its own very illogical and totally diversionary ocean of comparing the Corona Virus issue with the number of government aides. Unfortunately, it appears that the APC and it’s publicists either do not read newspapers or listen to the news, otherwise they would have been properly informed that its own government at the centre, led by President Muhammadu Buhari had, in response to the very serious nature of the situation, recently met with some Ministers and set up a committee in his own words ‘to assess the impact of Corona Virus on 2020 budget and the economy in general’. The committee’s responsibility will be to check how the dwindling price of crude oil caused by the outbreak will affect the country’s economy. The Finance Minister, Mrs Zainab Ahmed, also confirmed that the committee would decide whether to reduce the budget benchmark of $57 per barrel and if that happens, recommend a reduction in the size of the N10.59 trillion budget. The question we want to ask the APC now is, why didn’t the committee even think of suggesting that President Buhari and his wife, Aisha and Vice President Osinbajo and the other members of the Aso Rock cabinet cut down on the humongous number of aides in the presidency in response to the Corona Virus? Only quite recently too, the Deputy Senate President, Senator Ovie Omo-Agege, who is also the APC leader in Delta State and South South, told Nigerians to brace up as Oil Price dropped as a result of the Corona Virus. Omo-Agege said that the recent global outbreak of the Corona Virus poses peculiar challenges, not only for personal health, but also for the economy and business, manifesting already in the global oil and foreign exchange markets, which have now become frightening challenges that we must solve. According to him Nigeria needs to deal with the sharp drop in global oil prices and its impact on the 2020 budget and the exchange rate, and by implication, on the short, medium and long-term health of the economy and while he is optimistic that we will get through this, he also adds that it is going to require, more than anything else, bold policy changes to restructure the economy because it is still too dependent on crude oil. Our advise to Delta APC now is to also urge the Deputy Senate President to reduce the number of his considerably over-bloated aides, especially those who are not even Deltans anyways, but were appointed largely on political patronage to his non-Deltan political godfathers and are not adding any single value to Delta State but instead occupying positions which are supposed to be rightfully meant for Deltans, as his own response to tackling the Corona Virus. We are very pleased to note that the APC has acknowledged the excellent economic strategies that have ensured the increase in our internally generated revenue, which is more than can be said of the clueless Federal government at the centre which is borrowing everyday and plunging Nigeria into a huge debt problem. We are equally impressed that the APC has also recognized that the capital projects we have completed and constructing have touched and will touch the lives of Deltans directly and indirectly. This is indeed a great admission by the opposition and we want to assure them that we take this praise very highly and that this recognition and endorsement will spur us to do even more to continue to touch the lives of our dear Deltans positively. We, however, do not wish to join issues with the APC’s spurious and unfortunate argument on the appointment of political aides, when the whole country is more concerned with finding responsible ways and practical solutions, instead of the useless suggestion of cutting down on aides, to address this life and death matter of Corona Virus outbreak in our land, but we must quickly condemn the statement of the APC that these Deltans, who are legitimately engaged by their State government, do not add value to the social and economic development of the State. This statement alone simply shows that the APC has placed more value on our projects, which touch the lives of Deltans directly and indirectly than on the very lives of those Deltans whom these projects are meant for, because, if the APC publicist had even taken a little time to consider what exactly the scope of social and economic contribution actually covers, especially for those who are gainfully employed and earning a living to cater for themselves and their families in Delta State, then he would not have made such an unfortunate and sadistic statement. We want to advise Delta APC that everything should not be about politics. There is a time for politics and there is a time to save human lives irrespective of political parties and affiliations. This case is not about PDP and APC anymore. The Corona Virus Scourge is about saving the lives of Deltans because as a responsible political party, every Delta life matters to us. President Muhammadu Buhari on Friday appealed to state governments to simplify the process of land ownership in their domains to enable more Nigerians access bank facilities for affordable homes. The president made the appeal when he received the Governing Council of the Chartered Institute of Bankers of Nigeria (CIBN) led by the chairman, Dr Uche Olowu, at the State House, Abuja. The president expressed concern over challenges such as land and other collateral related issues, hindering the banking industry’s ability to lend to the real sector. “As a government, we are also facing such challenges as part of our various affordable housing programmes,” he said. While commending the banking industry for increasing their lending in key job-creating areas such as agriculture in the last four years, the president welcomed the industry ‘a collaboration with the Central Bank of Nigeria in this regard. He noted that the partnership had been a “key anchor” to the food security programme of his administration. “We can only feed ourselves by deploying capital to the right areas. I implore the banking community to keep this trend up, ” he said. According to the president, the banking sector is critical to the economic development of any society. Buhari said that he was proud that Nigeria has the most vibrant, creative and innovative banking sector in Africa. “Nigerian bankers have not only proved themselves in Nigeria alone but across the entire continent and in other parts of the world. “I am proud when I visit African countries and see posters or branches of Nigerian banks. I will ask all your members to continue to be great ambassadors of Nigeria as you expand within Africa and beyond,” he added. In his remarks, Olowu expressed gratitude to the president for the plethora of interventions to drive inclusive growth through various initiatives in the country. He particularly cited such initiatives to include Anchor Borrowers Programme, the Presidential Fertilizer Initiative and diligent progress in the Economic Recovery and Growth Plan among others. Olowu declared the institute’s support for the current policy by the Federal Government to close Nigeria’s land borders. He said the policy would protect and promote Made-in-Nigeria products as well as prevent the country from being used as a dumpsite for substandard products and other illicit cross border activities. Nigerians on Twitter are reacting to the alleged re-arrest of publisher and convener of the #RevolutionNow protest, Omoyele Sowore, inside the Federal High Court Abuja today December 6th. The Department of State Services (DSS) has rearrested the convener of RevolutionNow protest, Omoyele Sowore. The secret police had faced resistance when it attempted to rearrest Mr Sowore on Friday at the Federal High Court in Abuja. Sowore was in court for his fundamental rights suit which he filed in November. It, however, did not take long before stern-looking officers wielding guns overpowered the people and took Sowore away. The security officials allowed Sowore to be driven to their office by his lawyer, Femi Falana, escorted by DSS vehicles. While some are in support of the treatment being meted on Sowore, others are of the opinion that Nigeria is currently sliding into a dictatorial government. The Carnival Calabar Commission on Wednesday said delegates from 35 countries and 20 Nigerian states would be participating in this year’s forthcoming Calabar Carnival. The commission’s Chairman, Mr Gabe Onah, told newsmen in Lagos that participants were expected from Vietnam, Bangladesh, Italy, Brazil, Malawi, Kenya and many others. Onah said that delegates from other countries would actively participate in the carnival scheduled to take place between Dec.1 and 30, through various performances and other activities. “We will have over 20 states within the country showcasing their culture in various ways in a street procession by Dec. 26. “More of Nigeria’s cultural and tourism content will be showcased to these International delegates at the carnival, because we want to encourage in-bound tourism. “In order to create more excitement during the carnival, the governor has established 10 performance centres to engage a good number of the audience, this has always been his wish,” he said. Onah assured local and International tourists of safety of lives and property during the carnival, adding that adequate security system was already on ground. He said that during the carnival in December every year, crime was usually low in the state as people were usually in celebration moods. “It is a platform for the youths to engage themselves. So, they are often too busy to engage in frivolous ventures. “In providing security, we work closely with the navy, army, police and other para-military bodies , even the state security services,” he said. The Commission Chairman said that it was Gov. Ben Ayade that personally gave the theme of this year’s carnival as; “Humanity”. Onah said that the theme was meant to reflect on, and address the problem of man’s inhumanity to his fellow men in their communities and societies. “Man has become so mean that the animals are doing better than us. There is the need for us be one another’s brothers’ keeper, and positively change our society for the benefit of all. “Man has become insecured; man has become unfair to fellow man that for a pot of porridge, we can sell our own brothers. This cruel behaviour must not be encouraged. “This is the most challenging theme we will experience since the inception of the carnival as it touches everyone,” he said. Onah said that during the carnival, a Christmas Village would be opened that Nigerians must take advantage of as part of their Christmas celebration. He said that the Christmas Village was set up to enable the youths set up stands stocked with Cross River products that would be of interest to tourists. “The carnival is actually drama on the move, all the elements of theatre are found in it. On Dec. 26th, we will hold the cultural carnival, while Dec. 27 is the bikers’ parade. Speaker of the House of Representatives, Femi Gbajabiamila, has commiserated with traders affected by a fire outbreak at the Super Plaza in Surulere, Lagos. The mall on Akerele Street was gutted by fire on Wednesday. In a message posted on social media, the politician who represents Surulere 1 Constituency in the National Assembly wrote: “My thoughts and prayers are with traders in Surulere Plaza, Akerele in my constituency over the fire outbreak that gutted the complex this evening.” The building formerly known as Super Cinema houses many shops and churches including Fountain Hall, Dominion City Worship and Omega Fire Ministries.
