I cannot recommend directadmin to anyone who's going into public hosting for the following reasons:

It doesnt have robust functionalities.
Clients won't like it as most of them are used to cPanel
For the sake of account transfers, it is best to stick with cPanel. Although I have migrated DirectAdmin account to Cpanel some time last year, I cant remember to well but I think I had to do it via command line scripting.

I don't have any problems with directadmin if it was just me using the server. What I wont go near for public or private use is Plesk.

cPanel may be expensive but its worth it somehow compared to the stress you get with DA.

If you need someone to work with, I could help crash a few of your servers in my free time
CentOS is my specialty, installing, hardening e.t.c.

Contact the makers of the software and hope they have some means of verifying your claims as to rightful ownership. I also hope the software license is genuine.

Windows password is a different thing. Its like a big gate with a one sided fence. The backyard dey face waterfront, so no fence. You can canoe urself through the backyard.
However if while creating the windows account the user chose to mark documents as "protected". Its a different story, you wont be able to access anything about the user via "documents and settings". You'll hit an "access denied" ish.
