HAH: Iam too old to stoop low to call you ignorant as you called me but I want to let you know that civil service career end at level 17 which is director, and appointment of perm sect is political and at the prerogative of the president The president may appoint the permanent secretary from the pool of directors of a ministry. But that doesn't mean that he can extend the PS career at whims or at the detriment of the Civil Service. If the permanent secretary is due for retirement he or she should retire according to the Public service rules ( that is 35 years of service or 60 years of age whichever comes first). If the president wanted to keep her in service, she should then be reappointed on Contract basis. And on contract basis she wont be holding the office of the permanent secretary. Please politicians should stay away from the civil service. |

Check very well every civil servants careers end at level 17 which is a director, it is the prerogative of the president to decide if they will be perm sect Abeg stop spreading ignorance. The permanent secretary of any ministry is a Career civil servant. Appointments on Contract basis is due when the person must have retired and left the service. And he or she is called back to serve in a ministry or government parastatal. And No, you cannot appoint someone already retired as the permanent secretary of a ministry. Other capacity yes. But no PS. |
