The Senate also approved a two-year jail term or N5million fine as punishment for any impersonator as Policeman or Police officer, the internal disciplinary mechanism is recommended for any Police officer who brutalises or killed an innocent citizen.

The Bill was read the third time and passed.

According to the Senate, the appointment of such an officer as Inspector General of Police would also be subjected to confirmation of the Upper Legislative Chamber as it is for all service chiefs, Chief Justice of Nigeria ( CJN),/Ministers, Ambassadors, Heads of Statutory Commissions and Agencies.

The passage of the Bill for an Act to repeal the Police Act CAP P19 laws of the Federation of Nigeria, 2004 and enact the Nigeria Police Act. 2019 to provide for the framework for the Police Service and ensure cooperation and partnership between the Police and Communities in maintaining peace and combating crime and for related matters was sequel to the consideration of the report of the Police Affairs Committee on Police Reform Bill, 2019(SB.683) as presented by the Chairman, Senator Tijjani Laura, Zamfara North.

Provisions for these and others are contained in the Police Reform Bill passed by the upper legislative chamber on Wednesday in plenary.

Under clause 7 of the bill which makes provisions and procedures for appointment and removal of Inspector General of Police ( IGP), the bill in Clause 7(4b) states that the Nigeria Police Council shall nominate three applicants from among the pool of applicants for the position of IGP to the President for appointment

Clause 7(4c) of the bill states that the President shall appoint the Inspector – General from recommended applicants subject to the confirmation of the Senate.

It said that for the removal of any IGP, clause 7(7c ) of the bill empowers the Nigerian Police Council to make a recommendation to that effect to the President of the country without Senate’s approval.

The Nigerian Police Council as stated in clause 6(2) of the bill as the highest policy-making body in matters relating to the Police Force shall consist of the President as the Chairman, the Governor of each state of the federation, the Chairman of the Police Service Commission and the Inspector – General of Police.

The Name Nigeria Police ( NPF), is also retained in the bill since according to the committee,’ Force’, is captured as part of the name of the crime-fighting agency in the 1999 constitution of the Federal Republic of Nigeria.

Addressing Journalists after the passage of the bill, the Chairman of the Committee, Tijjani Kaura said the passed bill containing 131 clauses, will change the face of the Police in the Country from what it is presented to People Friendly one if eventually signed into law by the President.

He said, “All the age-long draconian laws in the Police Act of 1943 have been removed to make the Police people friendly, efficient and more effective in crime detection and security service delivery.

” Required constant training and welfare packages for men and officers of the Nigerian Police, have been recommended for in the bill.:

According to him, the area of welfare packages for operatives of the Nigeria Police Force, provisions of the Police Trust Fund Bill passed last week by the Senate , will ensure their implementation, adding, “in the Police Trust Fund Bill, provisions like .05% from Nigeria’s gross income, .005% all profits made by companies in Nigeria etc , would go along way in helping government to fund the Police very adequately for improved security services to Nigerians.”

Meanwhile, the 2019 budget was laid yesterday, just as the Senate adjourned plenary till Wednesday, 24th.

Super Eagles Captain Mikel Inspires Middlesborough To Victory After Six Consecutive Runs of Defeat
Socceruncle | April 10, 2019
Super Eagles’ captain, Mikel John Obi was the spark Middlesbrough needed to arrest their poor run of form as he brought his strong leadership qualities to the front to help them to a morale-boosting 2-0 win away at Bolton Wanderers.

With regular skipper George Friend out injured, Mikel was given the skipper band to lead the team out by Manager Tony Pulis as the Middlesborough went in search of their first points since early March.

Ashley Fletcher did not waste time to score for Boro after 16 minutes and again complete it 2-0 just before the half-hour mark to send the fans into ecstasy.

The goals gave the visitors plenty of confidence in the second half but they failed to add to their tally however the win was sufficient to end their six consecutive runs of defeat as they move within two points of the playoffs zone.

Mikel played for 90 minutes and had an impressive game rating of 6.9, completing 90% of his passes, made one key pass, won 7 duels and also completed 100% of his tackles.

Politics › Why Buhari Has Not Signed The #30,000 Minimum Wage Bill Into Law... Presidency by eddie7(op): 8:46pm On Apr 04, 2019
Why Buhari hasn’t signed N30,000 minimum wage bill —Presidency
Published April 4, 2019

The Presidency said on Wednesday that President Muhammadu Buhari had yet to sign the National Minimum Wage Bill just passed by the National Assembly into law , contrary to reports last week that he had done so .
The Senate had on March 19 passed the bill , approving N30 ,000 as the new national minimum wage .
By its action , the Senate concurred the earlier decision of the House of Representatives , which passed the bill before the National Assembly shut down its operations to enable lawmakers to participate in the 2019 general elections , beginning from February 16 .
Last week , there were social media reports , claiming that Buhari had assented to the bill .
But speaking in an exclusive interview with The PUNCH in Abuja on Wednesday , the Senior Special Assistant to the President on National Assembly Matters ( Senate ) , Senator Ita Enang , dismissed the reports .
He said that signing of bills was not done in secrecy , as the President would normally communicate his decision to Nigerians publicly .
Enang clarified that Buhari had yet to sign the bill on the grounds that there were operational procedures to be followed .
However , he confirmed that the bill , which captured N30 ,000 as the new national minimum wage , had been transmitted to Buhari by the National Assembly.
Enang said , “The bill has been transmitted to Mr President ; that I can confirm.
“Right now, the bill is undergoing standard presidential, operational procedures in respect of bills .
“ We are within time . At the appropriate time , Mr President will take a decision and make it public.
“Therefore , the report that Mr President has already signed the bill is not correct .”
The passage of the bill by the Senate coincided with the submission of the report on the new national minimum wage by the Presidential Technical Advisory Committee Buhari set up to advise the Federal Government on how to pay a wage increase above the current N18 ,000 .
The panel, which was chaired by renowned economist and businessman , Mr Bismarck Rewane , submitted its report to Buhari on March 25 .
The committee had the primary task of advising the government “ on how best to fund , in a sustained manner , the additional costs of implementing the imminent increase ( N30 ,000 ) in the national minimum wage .”
The terms of reference also covered advising the government “on the consequential increases in salaries and allowances for other employees , without worsening our already difficult fiscal condition , and without adversely impacting the nation ’s development goals as set out in the Economic Recovery and Growth Plan .”
The President had assured the nation upon receiving the report , that he would “review” it expeditiously and take a final stance .
Recall that the Senate , while passing the bill , had asked that the current revenue sharing formula should be reviewed to make more funds available to the other tiers of government .
It said this was to enable the other tiers to cope with paying the N30 ,000 .
Many states are owing backlog of salaries at the present N 18 ,000 minimum wage .
Some of the states received bailouts from the Federal Government multiple times but still could not clear the salary arrears owed workers .
Most state governors had consistently opposed the N30 ,000 on the excuse that they could not afford it.
