Well, the Arab Spring happened in Countries that were not democratic. For instance in Libya the president was a military president who ruled for more than 40 years after getting power through a coup d'etat. The United Nations and NATO permits that since such a government came into power through force they can also be removed through force. Such revolution must be supported in good faith.
Even the American government would detain and summarily execute ,or if lenient, convict for life an individual or group that intend to remove an elected American government through a revolution.
