You are right but you can only vote on the polls once while you can vote more than hundred times in actually voting. Let me simplify it for you, if 500 people indicated that they will vote A and they voted 10 times, that is 5000 actual vote but if 1000 people indicated that they will vote B and lets say they voted 2 times, that is 2000 actual vote.
