I spoke to a web designer about 2weeks ago, and he said he charges 7k to design web 4 people in ABUJA for that matter. Too many roadside designers everywhere spoiling the web development profession. The pardon was granted him by the Bishop of Ughelli Diocese, (Anglican Communion), the Rt. Revd. Cyril Odiboroghene Odutemu during a sermon he delivered at a thanksgiving service held at the St. Paul’s Anglican Church, Otu-Jeremi; Sunday, Oct 16 by Hon Engr Eme-Umukoro, member representing Ughelli South in the DTHA The Ecclesiastical verdict was given based on the comparative performance of Governor Uduaghan’s administration and that of lbori in terms of infrastructure development that could boost employment opportunities in the State. The bishop said he has been badly criticized by the government of Delta State under Dr Emmanuel Uduaghan because he has, and continues to play a critical role in the analysis of the performance of the State government. But according to him, the church will not condone any evil, “we will continue to say the truth and for that reason they have for four times denied me opportunity to travel to the Holy land for pilgrimage”. He maintained that corruption is the problem of Nigeria and made bold to say that Delta State is too rich to borrow. Rt. Rev. Odutemu charged Hon. Eme Umukoro to represent the totality of Deltans and not only his constituents. “If you misbehave in the House the blame will come to us because you are our parishioner”. He however commended the Delta State government for handing over some public schools to the missionaries, a development which according to him, the Nigeria Union of Teachers (NUT) in Delta State is resisting. “Any member of the NUT who is resisting the hand over of schools to the missionaries needs deliverance because they know that they can no longer come to school at 9am and sign 730 am”. He said the union should not attempt to proceed on industrial action in respect of the government decision to hand over schools to missionaries since they (teachers) have not been committed to the development of education in the state, a situation that produced the mass failure in NECO and WAEC examinations as recently recorded. He lamented the falling standard of education especially in the public schools and traced the cause to failure on the part of implementers of education policies and hence he said it is expedite that the missionaries come to the rescue. Speaking on leadership, the bishop said no one comes to power except God allows him and stressed that even those who rig election succeed because God allows them and they do so because Christians fail to do what they ought to do. He assured that even as some members of the clergy gallivant along with politicians who stole mandate by rigging and telling the politicians that all is well, the judgment of God is coming. For him, God allowed the enemies of Christians to reign because perhaps, the Christians have sinned and hence God allowed their enemies to reign in order to discipline them. “Can you explain to me why I should drive my car from Otor-Udu junction to Otu-Jeremi and there after go to the mechanic to fix it? And this is local government with over 40 oil wells. “This is where the deputy governor comes from, this is where he lives. Tell him we have not seen what he has done. “I can’t blame Ibori for what he stole. When I get to Oghara and see what Ibori did with our money - the teaching hospital, the polytechnic, the Electoral College and others, I do not blame him that he stole. “If we had 20 Ibori who stole and developed Delta State, unemployment will be a thing of the past in Delta state.” Emphasizing that leadership attracts friends and enemies he disagreed with President Goodluck Jonathan who said he doesn’t need to be a goliath to lead Nigeria saying that as the bishop of the Ughelli Diocese, he is the head of the good and the bad and hence prayed that the enemies of Hon. Eme Umukoro would not harm him. He advised Hon. Eme Umukoro to realize that in his tenure as member representing Ughelli South in the DTHA, he is writing his history and to also realize that the DTHA contains saints and sinners and therefore, he needs to be careful especially in the face of social ills confronting the country. Pointing out that social stratification has badly affected the church; he lamented how most politicians and Christians relate with their fellow Christians. The bishop asked Hon. Eme Umukoro to where necessary, take a lone stand against any bill that in the eyes of God is not favourable to the people. “Thou shall not follow the multitude to do evil. “When they bring any bill to share the money tell them that you are contented with your salary. “Bring Ibori to my court; I will discharge him to go. I am not saying he is a saint but from what I saw in Oghara, I will discharge him. Some of the pastors and bishops gather at the Unity Hall, Asaba and deceive the politicians that all is well. See how people are suffering in Delta State. No job. Hunger everywhere, Delta State is too rich for the people to be suffering. Even if you people share the resources 50:50, the share of the people will be enough for us; the children will go to school and we will be comfortable.” Lampooning the federal government on the issue of removal of fuel subsidy he pointed out that even in countries where such economic policies are implemented the governments of such countries provide social securities for the citizens. The bishop regretted that the deputy governor Prof. Amos Agbe Utuama was absent from the thanksgiving service otherwise he would have told him,” mene mene tekel urphasin.” He explained that by the present status of Prof. Amos Utuama he does not need to do things that would incur the wrath of the people to blaming him when he leaves office. He prayed that God gives Utuama opportunity to serve again so that he would make significant input to the development of his immediate community. “Contribute to the well being of at least one person in your constituency so that people will appreciate your performance while you were in office. If you fail those who hailed you will hoot you” he told Hon. Eme Umukoro. For constituents of Ughelli South constituency, he counseled them not to mount unnecessary pressure and demands on their representative to the extent of forcing him to be corrupt. “We know they are putting much pressure on you but try to do something “he told Hon. Eme Umukoro again. “We criticize the government, members of the House, what of you? Are you faithful? Are you not defrauding the government?” He queried Deltans. “I wish the government well. I will continue to pray for them. I want them to succeed but their success must not be selfish. “For those whose mandates are stolen, do not do anything contrary. Pray and follow the right process. One day it will be well because our God is a God of Justice”. The bishop reassured. Highlight of the service was the presentation of offerings by the celebrant who was accompanied by his wife. Later at a reception party held at the Otu-Jeremi primary school play ground, Hon. Eme Umukoro in a speech said he has been experiencing some challenges since he had been sworn in as member of the House. He assured his constituents that as soon as he settled down; he would make efforts to resolve some of the complaints of his constituents. The Speaker of the DTHA, Rt. Hon. Engr. Victor Ochei who also graced the reception party used the opportunity to admonish Hon. Eme Umukoro to realize that there are different political party members in his constituency but that he owes them all equal chance of service. “Make sure that before the end of your tenure you unite every body in the constituency and do that which is necessary to all.” He noted that all those who came to honour him were also looking forward to getting some assistance from him, “otherwise…God forbid” As Speaker of the House, he reassured Hon Eme Umukoro that he will not discriminate any member in providing opportunity to serve their constituents. Year after year, from the mid November the frenzy hits the nerves. Both young and old are vulnerable. Financial institutions pool their resources. Debtors worry to pay up. Gainers count their profits. The inert smile and the children are anxious of the Day-speculative of the fashion in vogue, the meal (Xmas rice) hoping that their parents will provide for them to measure up with their peers in the flamboyant display of Xmas clothing. The new shoes, cone caps, beautiful garlands, Xmas parties, visitation to friends and relations; the door to door collection of cash from hosts and the rotund stomach at the end of the day’s house to house calls. The fire works on the Eve of Xmas day is the thrill. The rich and the poor, young and old, pagans and believers enjoy the fun. The atmosphere is charged with the spirit of yuletide. December 25, is the un-adjourn able day. It comes and is celebrated. But one man misses it. James Onanefe Ibori, the fugitive ex-governor of Delta State misses the fun in the free world. By fate he is to spend this year’s Xmas in a UK prison. The joy of the Xmas day spills on to the New Year day. So, for a week, the celebration rolls and through the week the ex-governor will remain in prison where he will spend the Xmas and New Year. Never mind, Xmas day in prison is not as horrible as imagined. Indeed, this is not the first time the Odidigborigbo of Africa will spend Xmas and the New Year days in prison, and may not be the last. In 2007 he spent the Xmas and New Year Days in prison courtesy of a Kaduna High Court order. In prison, Xmas day is the second happiest day of the year. New Year day is the happiest because New Year signals another one year gone and one nearer release to the outside world. It doesn’t really matter which month you were ‘sent up’, another calendar year has passed. It is gone forever. One pain that Ibori has is, he is yet to be convicted. Only remanded in the UK prison till February 2012 when his case will be heard. Had he been convicted and sentenced, he would have been happy that he spends the Xmas and New Year days in prison. In prison, there is an air of expectancy throughout as the prisoners anticipate a Christmas visit from their families. Some lay silent on their bunk-beds, trying to recall memories of childhood Xmases. Past and distant images are awakened of family and friends gathered around the table laughing and eating, then later relaxing and exchanging gifts. Images of PDP Chieftains, stalwarts and foot soldiers hovering around and sharing loots will be fresh to Ibori. The prisoner tries hard to keep his mind off the length of his sentence and the crime he committed. This is a time to receive word from home-though some messages like the continued legal tackle of Uduaghan by Ogboru will prove painful to Ibori. The prisoner tries as he may to keep away from clouds of failures, mistakes, regret and remorse over crimes committed that have separated him from freedom; bring salty raindrops in the form of tears. Wil Ibori weep? Will he be remorse? Shall he regret his mistakes of imposing his cousin as his successor? Actually, the Xmas season begins with Angel Tree program. Prisoners are asked to submit names and addresses of their children and what they would like to give their children for Xmas. In the United States, the Angel Trees are set up in shopping mall. On the branches hang the little angels with the name, age and clothing size of the prisoner’s children. Shoppers chose an angel, purchase the requested gifts or an alternative gift and present it to a volunteer sitting beside the tree. A few days before Xmas, the gift is delivered to the prisoner’s child in the name of the parent. Who shall be the volunteer for Ibori’s children? Could the governor of Delta State and any of the beneficiaries of Ibori’s magnanimity please stand up? Excitement abounds in prison as the prisoners ask each other what they are requesting for their children. Beautiful Xmas card in multi-coloured envelopes begin arriving resulting in an atmosphere not felt during any other season of the year. Prisoners tape their Xmas cards on the walls of their cells for others to see, and each day re-read the hand written messages inside. A few days earlier, the Chaplain goes through the prison making sure that every one who wants a card to send home is given one. What Xmas message has Ibori for Deltans? On Xmas day, the prison guards will turn their heads on some rules and regulations normally enforced such as dress codes, shakedowns and group gatherings. Prisoners try, with some difficulty, to be nice to the guards, and guards with some difficulty, try to be nice to prisoners. Both prisoners and guards will breath a sigh of relief when Xmas is over knowing both sides have come through without any trouble or injuries. Prison buzzer will be delayed so the prisoners can sleep late, then all will gather in the mess hall for the highlight of the day-Xmas dinner. The kitchen crew goes all out to prepare what the prisoners have requested including a mouth watering dessert. This is the one day of the year when family members (not friends) are allowed to enter the cafeteria to eat with the loved ones. It is a time of introducing their families to their friends. Those who do not have family visitors, regrettably, like Ibori whose wife and girlfriend are also jail birds, are usually invited to sit with thosewho do. But don’t worry, Governor Uduaghan is a family member so Ibori’s Xmas dinner will warm. This is a great time of healing and bonding between prisoners. Recreational priviledges will be extended. Prisoners who smoke exchange cigarettes for gifts. Those who do not smoke exchange candy bars, stamps or toiletries. These items are normally used for bartering and illegal gambling inside prison. Prisoners are more spiritually sensitive during Xmas than any other time of the year. Some ‘make deals’ with God hoping to manipulate a miraculous pardon on Xmas day or an early release the next year. May be Pastor Ayo and Archbishop Avwomakpa and their hosts are already fasting to effect this miracle for Ibori. This is a day when the prisoner can feel contact with the outside world. Families around the world are celebrating…Ibori too will celebrate. Even in his confined and confused setting, he will feel at one with society—he will not feel like an outcast after all, the PDP family is a large one and the umbrella, if not perfectly perforated, will accommodate them all in prison. |
http://spynewsng.com/?p=581 The legal battle between Chief Great Ovedje Ogboru and Dr Emmanuel Uduaghan is not over as the leadership of the Democratic People’s Party (DPP) in Delta State has opposed to the verdict of the Court of Appeal sitting in Benin that gave judgment in favour of the PDP in the January 6, rerun election. The Court of Appeal last Thursday, Sept 22, ruled that Ogboru’s appeal was merely academic as the tenure of Governor Uduaghan under contention had expired and hence dismissed the appeal. The Delta State chairman of the DPP, Chief Tony Ezeagwu while reacting to the judgment told Urhobo Voice by phone that it was quite unfortunate that the judiciary ruled against itself. He expressed dissatisfaction at the verdict saying that the judgment was not against the Democratic People’s Party but against the judiciary and hence declared that the DPP is heading for the Supreme Court to contest the decision of the Court of Appeal. “After the election in January, the Court of Appeal did not set up the panel until 28 days before the expiration of the litigation period. “As for our concern, it is a judgment against the judiciary itself and not against thee DPP. “We are going for appeal. We want the Supreme Court to hear this and give their verdict. “We know that Uduaghan cannot have a right and Ogboru should not have equal right. For God’s sake, Ogboru is citizen of this State. But the PDP whose favour the Appeal Court judgment was given has advised the leadership of the DPP to sheath their swords. In a passionate appeal, Barr Chief Fred Majemite, the Political Adviser (Delta Central) to Governor Uduaghan said although it is the right of the leadership of the DPP to appeal the judgment, “it is high time for them to sheath their swords”. “It is unnecessary distractions. The government of Delta State is extending the olive branch to them. I appeal to Ogboru and his followers to join hands with Uduaghan to move the State forward so that Delta State can move to the next level” For him, the victory of the PDP at the Appeal Court “is a good thing for us as it will enable the Governor to continue with his good works. But if they insist in going ahead to the Supreme Court, we will meet them there”. |
Barring any judicial summersault that could regurgitate Dr. Emmanuel Uduaghan from Government House, Asaba the progression map of the political dynamics as plotted by ex-governor James Ibori remains on course and by the handy differentials, it projects power to go to the Isoko ethnic group in 2015. Evidence of this calculus is shown in the recent appointment of Comrade Ovuzorie Macaulay as the Secretary to the Delta State Government. It would be recalled that foreseeing the end of his second term in power, ex-governor James Ibori in his transition plan appointed Governor Emmanuel Uduaghan who was then a commissioner of Health in his first tenure as the SSG in his second tenure in preparation for the transition of power. It was during this period that Dr. Emmanuel Uduaghan learnt all the nitty- gritty of power usage, manipulation and administrative maradona that have marked him out as one of the most powerful political gladiator in Delta State – standing taller by the day in the face of mass opposition. The power game is being replayed, this time the beneficiary being Comrade Ovuzorie Macaulay who has hitherto occupied commissionership seat in various ministries right from the days of Chief James Ibori through the Uduaghan first tenure and is now being prepared to succeed Uduaghan at the end of his second tenure in office by his recent appointment as SSG. The philosophy behind this game bears on the axiom of the survival of the fittest as enunciated in Karl Marx’s conflict theory. The major actors in this setting are the products of the decimation of Delta State polity into three political blocs in the twi-light of Ibori second term in office. This exercise initiated the birth of the Urhobo Political Forum (UPF) for the Urhobo people, G-3 or 3is for the Ijaw, Isoko, Itsekiri ethnic groups and the Delta North Political Forum. At that time Chief Ighoyota Amori, Dr. Emmanuel Uduaghan and Prof. B.I.C Ijoemah were arrow heads of the three groups respectively. They had the charge and mandate of their followers to protect the political interests of each political bloc and that was apparently making sure the superior group produced the successor to Ibori. As it played out, forgetting whatever criticism trailed the Ogwashi-Uku primary of the PDP, Dr. Emmanuel Uduaghan emerged victor and consequently won the general election to become the successor to Chief James Ibori and unless the courts do the unpalatable, will by Caculus, handover the baton to Comrade Ovuzorie Macaulay. The oddity of the calculus negates the power shift arrangement of the PDP which of course, has been rubbished at the national level by the emergence of President Goodluck Jonathan in the April 16, 2011 presidential election and would provoke political characters of Delta North to protest obviously to no avail. The grouse would be that having had its fair share of two terms, power ought to shift from Delta South to Delta North in accordance with the Ibori – Uduaghan transition trend but again, the conflict theory of Karl Marx will prevail as the ultimate interest of the day would be the protection of the interest of the political family, with James Ibori as the ancestor. Just as there was mass opposition to the emergence of Governor Uduaghan in 2007 up to 2011, so there would be pockets of opposition against the candidacy of Comrade Ovuzorie Macaulay in 2015 but in the face of all this, there will be compromise as the immediate and personal political interest of its opposition arrow heads would be settled especially by the grandeur cushioning of the incumbent and then, Macaulay would set sail. The accolade and expression of public gratitude to the governor by the Isoko people irrespective of political affiliation over the appointment of Comrade Ovuzorie Macaulay as the SSG is a testimony of the thirst of the Isoko people for power and their readiness to reciprocate this gesture by giving all the needed support to Governor Uduaghan’s second term administration. In the calculus, the shift of power to the Urhobo would almost be forlorn as the 3is will hold on to the power rein choosing to shift it to the next of the group to taste power, Ijaw, after the Isoko has had its full share of eight years. In order to fulfill the amoebaeic assurance Dr. Emmanuel Uduaghan gave to the people of Delta North that he would ensure a candidate from that axis succeeded him, the power may actually shift to Delta North after the Ijaw has had its full taste of it about 2027 before the Urhobo might dream of it around 2031. The exit of President Goodluck Jonathan from power in 2015 and 2019, inclusively by popular demand, reminiscent of the chairman Mao’s mass call to power, will supplant the Ijaw to take off as the complex multicultural state of Delta will permit. By the calculus, all things being equal, Rt. Hon. Engr. Victor Ochei who has just been elected as speaker of the Delta State House of Assembly and an offspring of the Ibori political family may bear the torch when the Ijaws have done their full eight years. Other visible torch bearers from that axis are Senator Ifeanyi Okowa and Hon Tony Nwaka who lately has become a beacon of that axis. Another clear indication to the perfection of the calculus is the recent appointment of Chief Ighoyota Amori as the Senior Political Adviser to Governor Emmanuel Uduaghan. Known for his political wizardry, Amori, a protector of the Ibori political family will catalyze and facilitate the plot to function and when the time comes for the Urhobo to breathe the political air of freedom, would also determine who from the Urhobo axis would emerge. Convinced of this fact, the scattered sheep of the Amori political fold are already retracing their steps to the stable. Although the demographic strength of the Urhobo ethnic nation positions them to be determinant of who occupies the governorship seat of Delta yet what analysts refer to as unpatriotic and selfish ambitions of the major key players among Urhobo politicians actually has kept the Urhobo in political wilderness. According to a chieftain of the PDP and an Urhobo son, Urhobo like the biblical Israel is in political slavery and is yet to wander in political wilderness before it will get to the Promised Land. The chieftain informed that the Ibori political dynasty intends to rule Delta for 32 years from 1999 and no matter what goes, an Ibori political offspring would remain as governor of the state irrespective of which ethnic group he comes from. By the plot room is not provided for popular candidates like Chief Great Ogboru from the Urhobo ethnic group as he bears no familial relation with the Ibori political dynasty. It is based on this political framework that the Urhobo which occupies Delta Central Senatorial District that parades 966,000 registered voters against Delta North and South put together with a record of 1,200,000 registered voters representing 45 percent of total registered voters in the state cannot decide and in fact enable their candidate in the person of Chief Great Ogboru out rightly win election and emerge as the governor of Delta State after repeated bouts because of the spoiler role that the Urhobo political actors play as political jobbers and making the Urhobo nation bereft of political leadership. This political challenge thrown before the Urhobo people and indeed Deltans at large galvanized the citizenry to political alertness and this became evident in the political uprising that took place on January 6, 2011 when the governorship rerun election was conducted and the obvious outcome has become a matter for the election petition tribunal. But a favourable judgment of the tribunal to Ogboru, if given, will not automatically throw out Governor Uduaghan from office because, expectedly, he will take appeal and by the provision of the Electoral Act as amended in 2010, may proceed to the Supreme Court for a final say on the matter. In the meantime, a time bomb programmed to distort the model of the Ibori political dynasty has been set and is ticking fast. It would be recalled that in the eve of the governorship election, Prof. Saliba Mukoro emerged as the PDP governorship candidate for Delta from the Chief E.K Clark led faction of the PDP while Dr. Emmanuel Uduaghan emerged from the Barr. Peter Nwaoboshi led faction of the party. Since the conclusion of the PDP governorship primary election Prof. Saliba Mukoro has contested the legitimacy of Dr. Emmanuel Uduaghan as the rightful candidate of the party and if the PDP won the April 26, governorship election as declared by INEC, another matter for the election petition tribunal to decide, then Prof. Saliba is saying that as the valid PDP candidate he ought to become the governor of the state and in fact, he has proceeded to the High Court on the issue. Many political pundits have cared less to glance at this silent ticking time bomb but its danger signals begin to indicate with recent political development in Delta State. It was reported that the political marital knot that tied Uduaghan and Nwaoboshi together had been loosened allowing for third party infiltration and compromise of fundamental interest. The schism it was learnt, originated from the choice of ministerial nominees to Mr. President, an exercise which Governor Uduaghan wa alleged to have unilaterally carried out without consulting the party leadership in the State. This led to the first bubble burst as Barr. Peter Nwaoboshi came all out to the public to condemn the governor’s action and washed his hands clean from the ministerial nominee list. Since this public outcry, it was learnt that the relationship between the governor and the party chairman, Barr. Nwaoboshi, has been frosty and to seal a permanent severance of the relationship. Barr. Peter Nwaoboshi lately visited and pledged his loyalty to Chief E. K. Clark, pleading for pardon for the mistakes he made while he traversed the dark path of Governor Uduaghan. The implication! Chief E. K. Clark sponsored Prof. Saliba Mukoro governorship candidacy of the PDP in clear antagonism to Dr. Emmanuel Uduaghan. Prof. Saliba and his sponsor has proceeded to the High Court for a adjudication on the matter, Dr. Emmanuel Uduaghan is facing a difficult January 6, governorship rerun case that may spell doom, Barr. Peter Nwaoboshi seeing the handwriting very clear defects from the Uduaghan camp and joins up with Chief E. K. Clark. The accolade and expression of public gratitude to the governor by the Isoko people irrespective of political affiliation over the appointment of Comrade Ovuzorie Macaulay as the SSG is a testimony of the thirst of the Isoko people for power and their readiness to reciprocate this gesture by giving all the needed support to Governor Uduaghan’s second term administration. Other visible torch bearers from that axis are Senator Ifeanyi Okowa and Hon Tony Nwaka who lately has become a beacon of that axis. Another clear indication to the perfection of the calculus is the recent appointment of Chief Ighoyota Amori as the Senior Political Adviser to Governor Emmanuel Uduaghan. Known for his political wizardry, Amori, a protector of the Ibori political family will catalyze and facilitate the plot to function and when the time comes for the Urhobo to breathe the political air of freedom, would also determine who from the Urhobo axis would emerge. Convinced of this fact, the scattered sheep of the Amori political fold are already retracing their steps to the stable. Although the demographic strength of the Urhobo ethnic nation positions them to be determinant of who occupies the governorship seat of Delta yet what analysts refer to as unpatriotic and selfish ambitions of the major key players among Urhobo politicians actually has kept the Urhobo in political wilderness. According to a chieftain of the PDP and an Urhobo son, Urhobo like the biblical Israel is in political slavery and is yet to wander in political wilderness before it will get to the Promised Land. The chieftain informed that the Ibori political dynasty intends to rule Delta for 32 years from 1999 and no matter what goes, an Ibori political offspring would remain as governor of the state irrespective of which ethnic group he comes from. The Committee which was on a fact finding mission to Ughelli to unravel the remote and immediate cause of the disturbance occasioned from the violent protest of Okada riders in the town, met at the Ughelli North LG Secretariat where a public hearing on the issue was held, Friday, July 1st. Led by its Chairman, Hon.Chief Benjamin Essien Okiemute, the DTHA member representing Isoko South Constituency II, the Committee received presentations from stakeholders on the issue. In an opening address, the chairman of the Committee said its mission resulted from the DTHA plenary session during which Hon Barr Edoja Rufus Akpodiete, member representing Ughelli North Constituency II, moved a motion calling on the State governor, Dr Emmanuel Uduaghan to direct the Commissioner of Police to arrest those responsible for the chaos that threatened the peace of the community and brought business activities to a halt while the violent protest against illegal collection of levy from Okada riders lasted. The motion was seconded by Hon Barr Mariere Samuel Oghenevwogaga, member representing Ughelii Constituency 1. Consequently, the Speaker of the House, the Rt. Hon Victor Ochei directed the Committee to immediately proceed to Ughelli to find out the remote cause of the civil disturbance and make recommendations to the House on how to avoid future occurrence. “We are on a fact finding mission” he said and urged participants to be sincere in their presentations so that the import of the discussion could help the DTHA to identify the possible cause of the crisis, proffer solutions and avert future occurrence. Taking the first turn to speak, the Ovie of Ughelli, HRM Oharisi III, confirmed the practice of illegal collection of levy from Okada riders in the town and the reaction which almost led to crisis but for the timely intervention of the DPO of ‘A’ division of the Nigeria Police in Ughelli, Mr. Chris Sorgbara. He expressed surprise at the development doubting if the action (collection of levy from Okada riders) got the blessing of government and begged the Committee to find out the fact especially as the action is alleged to be illegal. Sir Barr Emmanuel Erhisere (JP), the DPM of Ughelli North LG council who hosted the meeting appreciated the timely intervention of the Committee on the matter, an action which according to him, goes to show the kind of House that the 5th State Assembly will be. He said following the unrest that greeted the collection of levy from Okada riders, he made inquiry and his predecessor (Hon Kenneth Ibru), the immediate past chairman of the LG council informed that the collection was illegal and banned adding that since he assumed office as the DPM of the council, the council authority has not given approval for such collection. According to him, his investigation revealed that the collectors of the illegal levy claimed that proceeds of the collection was meant for the welfare of the Okada riders but faulted the claim to the extent that the consent of the Okada riders was not obtained before the action was carried out. He paid kudos to the DPO of ‘A’ division who nipped the crisis in the bud. Lamenting that Okada riders have no visible leadership to represent them, he prayed the Committee to ensure that the problem is given adequate attention to arrest the ugly situation especially as Okada riding is a major source of livelihood for the teeming population of unemployed youths in the community and hence, opposed to the idea of frustrating those involved in the business. Representative of the Board of Internal Revenue, Mr. Vincent Omodemeta in his presentation said the authority had at one time introduced the levy collection with the aim of producing vests for the Okada riders and as a source of revenue to the State government; but the scheme ran into a hitch when it was resisted with a violent protest and has since been abandoned. “Therefore, the Board of Internal Revenue is not involved in this mater” he declared. Comrade Oteme Bateren, vice chairman, Nigeria Union of Road Transport Workers (NURTW) Branch ‘A’, Ughelli informed the Committee that all workers involved in road transportation are members of the union. He said the union has not gotten any directive from its leadership in the State to the effect of daily collection of levy from Okada riders. According to him, the crisis that trailed the levy collection would have been disastrous were it not for the prompt intervention of the Police. He vehemently denied knowledge of any authorization for the collection and opined that should any organized group emerge among the Okada riders, such must be midwife and supervised by the NURTW. Comrade Solomon Eshare who represented the chairman of NURTW Branch B, in Ughelli, Comrade Eric Oharisi also declared that the union has nothing to do with the collection of levy from Okada riders as such directive has not been given by the leadership of the union at the State level. Storming into the Committee hearing room, Mr. Monday Patani who claimed to be the spokesman for the Okada riders unveiled the nitty-gritty behind the levy collection and after he had been cross examined by the Chairman of the Committee, he disclosed the identity of those who were behind the illegal collection. On a point by point account, he gave the full names of all those in government and leadership of trade unions who connived with others to give credence to the illegal collection. Asked for his opinion on the matter, he opposed to the sale of tickets on a daily basis to Okada riders since the State governor, Dr Emmanuel Uduaghan has earlier scrapped the collection. Comrade Godspower Oharisi of NURTW Branch C, in Ughelli also expressed shock at the development saying that at no time has the union been informed of levy collection from Okada riders. He said the past administration of the council had banned levy collection from Okada riders and urged the Committee to fish out those responsible for the illegal collection and bring them to book. He expressed gratitude to God for protection as the protesting Okada riders would have unleashed terror on them innocently believing that they (NURTW OFFICIALS) were party to the illegal collection. Mr. Sunday Emareyo aka Golor, who spoke on behalf of the public paid kudos to the DPO of `A’ Division and his men for their experience and professional touch in containing the riot. He said if the workforce of Okada riders is frustrated and made to quit the business the peace of the community would be endangered and therefore appealed to the committee to kill the idea of levy collections form Okada riders. From the point of view of the security agencies, Mr. Afokwalam Gabriel, Superintendent of Police, and the DPO of Agbarho Division who represented the Police said “anything that is illegal is illegal” and that since the State government has not given authorization to the collection of levy from Okada riders, the action remains illegal. He appreciated the commendation given to the Police in containing the riotous situation and sustaining the peace of the community pointing out that had the reverse been the case, the Police would have been held responsible for the breach of peace. “The people were armed which means they took laws into their hands, the levy collection was illegal which means they (Collectors) took laws into their hands”. At the end of the presentations, the chairman of the Committee, Hon Essien, noted that the Committee would make its recommendation to the DTHA. He observed that the huge number of Okada riders in Ughelli is a major contribution to the economy of the town if properly harnessed. The participants agreed at the end of deliberations that the sales of motorcycle tickets in Ughelli should be stopped “for now” and that if there is any need for such in future, government and all stakeholders would decide on it through appropriate channel. The Committee also resolved that any body found selling ticket to Okada riders will be arrested and prosecuted. It directed the Police to invite all those accused of sponsoring the illegal collection for interrogation. |

The group also warned those that had waged war against her coming back to the Petroleum Ministry to put an immediate end to such things or risk the wrath of the people of the Niger Delta region. “We are glad that our daughter, Mrs. Diezani Alison-Madueke is back as Nigeria’s Petroleum Minister; this has been our prayer. We are solidly behind you, go ahead and give full implementation to the Local Content Policy and look at ways that you can also encourage your own people from the Niger Delta region that have invested heavily to build up capacity for the oil industry; let their issue be your first priority,” the group said in a statement. In the statement issued few hours after her being sworn in as Petroleum Minister again the group in a statement signed by its President, Nelly Emma (Cross Rivers), John Sailor, Secretary (Bayelsa) and Mukoro Stanley, Public Relations Officer (Delta), advised the new Petroleum Minister to fire the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Engr. Austen Oniwon if she must succeed in office. They wrote; “Honourable Petroleum Ministry, before you can succeed, the GMD of the NNPC must be fired; the Managing Directors of Shell and Chevron Nigeria Limited should be removed.” Their agenda for the newly sworn-in Nigeria’s Petroleum Minister also include the revocation of all contracts already awarded to Saipem, Daewoo, Acergy and OPI, claiming that “they are the people manipulating things with those in NNPC in order to milk the nation dry and prevent our people from picking jobs in the oil and gas industry.” According to the group; “As part of their strategy to frustrate our people, SPDC, Chevron Nigeria Limited, Total E&P, Agip and ExxonMobil have packaged oil major projects in onshore and offshore , including pipelines, installation of jackets, fabrication of jackets and oil well heads from 2011 to 2016 to Saipem, Daewoo, Acergy and OPI. These major contracts have been packaged for these companies and this is where they are really ripping off our economy. Even the GMD of the NNPC, Engr. Austen Oniwon is aware of this game plan. We want the Petroleum Minister to act fast now by ensuring that these jobs that have been programmed for these companies from 2011 to 2016 are revoked.” The Niger Delta Indigenous Movement for Radical Change made it clear that; “Let it be known today that we are not going to take it easy with anybody again standing on the way of our hard working daughter, Mrs. Diezani Alison-Madueke; they should stop threatening her.
