A small-scale miner in Tanzania has become an overnight millionaire after selling two rough Tanzanite stones - the biggest ever find in the country.

Saniniu Laizer earned £2.4m ($3.4m) from the country's mining ministry for the gemstones, which had a combined weight of 15kg (33 lb).

"There will be a big party tomorrow," Mr Laizer, a father of more than 30 children, told the BBC.

Tanzanite is only found in northern Tanzania and is used to make ornaments.

It is one of the rarest gemstones on Earth, and one local geologist estimates its supply may be entirely depleted within the next 20 years.

The precious stone's appeal lies in its variety of hues, including green, red, purple and blue.

Its value is determined by rarity - the finer the colour or clarity, the higher the price.
Mr Laizer mined the stones, weighing 9.2kg and 5.8kg, last week, but he sold them on Wednesday during a trading event in the northern region of Manyara.

Until now the largest Tanzanite rock to be mined weighed 3.3kg.

President John Magufuli phoned in to congratulate Mr Laizer on the find.

"This is the benefit of small-scale miners and this proves that Tanzania is rich," the president said.

Mr Magufuli came to power in 2015 promising to safeguard the nation's interest in the mining sector and increase the government's revenue from it.

What did the new millionaire say?
Mr Laizer, 52, who has four wives, said he would slaughter one of his cows to celebrate.

He also plans to invest in his community in Simanjiro district in Manyara.

"I want to build a shopping mall and a school. I want to build this school near my home. There are many poor people around here who can't afford to take their children to school."

"I am not educated but I like things run in a professional way. So I would like my children to run the business professionally."

He said the windfall would not change his lifestyle, and that he planned to continue looking after his 2,000 cows. He said he did not need to take any extra precautions despite his new-found riches.

"There is enough security [here]. There won't be any problem. I can even walk around at night without any problem."

Some small-scale miners like Mr Laizer acquire government licences to prospect for Tanzanite, but illegal mining is prevalent especially near mines owned by big companies.

In 2017, President Magufuli ordered the military to build a 24km (14-mile) perimeter wall around the Merelani mining site in Manyara, believed to be the world's only source of Tanzanite.

A year later, the government reported an increase in revenue in the mining sector and attributed the rise to the construction of the wall, the BBC's Sammy Awami in Dar es Salaam reports.

The fund, coming as an International Development Association (IDA) credit for the nation’s Power Sector Recovery Operation (PSRO), is to boost financial sustainability and enhance accountability in the sector.

Decrying the nation’s epileptic electricity supply that had cost the economy some $28 billion and two per cent of its Gross Domestic Product (GDP), the World Bank Country Director for Nigeria, Shubham Chaudhuri, observed that the initiative would uplift the citizens.

He lamented that the lack of reliable power had stifled economic activities, investments and job creation.

The Anambra State government has announced that it has successfully treated and discharged the last COVID-19 patient from its isolation centres.

This followed the clean bill the state received in the last two weeks, as the figures showed that it recorded 66 cases of coronavirus, from which nine persons died.

Commissioner for Health, Dr. Vincent Okpala, who disclosed this in Awka, said, “We are pleased to announce that we have no COVID-19 patient in any of our protective care centres presently. The last case was treated and discharged two days ago.

“Of the 66 confirmed cases, we had about 40 active cases two weeks ago. Most of them were managed at our protective care centre. We no longer have an active case. They have all been discharged.

“We thank God for his mercies, but let us remember that COVID-19 is still very much around and so we must take responsibility for protecting ourselves and others.”

He restated the need for residents to wear face masks in public places, observe all established health protocols and sought prayers for Governor Willie Obiano and all frontline workers for God’s protection.

Okpala pointed out that the proactive measures put in place by the state government had yielded positive results.

Declaring the two-day training for laboratory technicians on COVID-19 cases in Awka, he noted that the training of sample collectors on cases of the pandemic would help to prompt identification of the disease.

He commended the World Health Organisation (WHO) and the Nigeria Centre for Disease Control (NCDC) facilitators for collaborating with the ministry in training the participants.

The commissioner added that the decentralised collection centres would be manned by at least two trained personnel, who, he said, would collaborate with the ward task force already in place to identify persons with symptoms of the virus to enable them to collect the samples.

On his part, WHO Coordinator in the state, Dr. Chukwumuanya Igboekwu, said the global health body was supporting the state to contain the coronavirus pandemic, saying it had built capacity of the state team, as well as provided technical and financial resources to respond to COVID-19 cases.

Facilitator of the programme, Omobude Osas, said the training was crucial in view of the scourge, pointing out that the outcomes entailed effective knowledge in samples collection and packaging.

Osas, an official of the National Reference Laboratory of NCDC, Abuja, explained that participants should be able to practice how to effectively use personal protective equipment (PPEs) in the council areas.

Meanwhile, the National Primary Healthcare Development Agency (NPHCDA) has concluded the training of health workers at primary healthcare facilities and community levels on preparedness and response to coronavirus.

Speaking while monitoring the Awka South Council Area training programme in Amawbia, Executive Secretary, Anambra State Primary Healthcare Development Agency (ASPHCDA), Dr. Chioma Ezenyimulu, said the essence of the training for health workers and community volunteers was to further strengthen government’s efforts in the fight against COVID-19.

ABUJA: The National Working Committee NWC of the ruling All Progressives Congress APC has named Sen. Abiola Ajimobi as its acting National Chairman.

The development followed Tuesday’s affirmation of the suspension of the National Chairman, Comrade Adams Oshiomhole by the Court of Appeal in Abuja.

The party in a late statement by its National Publicity Secretary, Mallam Lanre Issa-Onilu said it has received the news indicating the Appeal Court has upheld the suspension of the Party’s National Chairman, Comrade Adams Oshiomhole by an FCT High Court pending the determination of the substantive suit.

“Guided by advice from the Party’s legal department in line with the provisions of Section 14.2. (iii) of the Party’s constitution, the Deputy National Chairman (South), Sen. Abiola Ajimobi will serve as the Party’s Acting National Chairman.

“According to Section 14.2. (iii),of the APC constitution, the Deputy National Chairman, North/South “Shall act as the National Chairman in the absence of the National Chairman from his zone”, the NWC stated.

The Kogi state governorship election petition tribunal sitting in Abuja in a split decision of 2 to 1 affirmed the declaration and return of Yahaya Bello by the Independent National Electoral Commission (INEC) as the validly elected governor of Kogi State.

The majority judgment delivered by the Chairman of tribunal, Justice Kashim Kaigama dismissed the petition brought by the Peoples Democratic Party (PDP) and its candidate in the November 16 governorship election, Engineer Musa Wada against the outcome of the polls for lacking in merit.

He therefore awarded the cost of N500, 000 against the petitioners in favour of the respondents.

The Kogi State government, on Tuesday, disclosed that the 111 people who were tested for coronavirus ( COVID-19) in the State returned negative.

Mr. Kingsley Fanwo, the State Commissioner for Information and Communication Strategy, disclosed this in a statement on Tuesday in Lokoja, the State’s capital.

According to Fanwo, the tests were conducted on the persons without the supervision of officials from the Nigeria Centre for Disease Control (NCDC).

He noted that the testing kits procured by the State were used to conduct the tests and that those tested were picked randomly.

“Kogi State got testing kits independently and followed NCDC guidelines,” the Commissioner said.

“111 COVID-19 rapid tests were conducted in Kogi State yesterday (Monday), and all results came out negative,” he added.

Fanwo also said that the State remained COVID-19-free.

He added: “We shall not go to streets to pick people to be tested for COVID-19, but hospitals where people with similar symptoms are found and also based on any information of suspected cases.”

The federal government is to constitute a presidential committee to work out ways to implement the recommendations of the Steve Oronsaye Panel on rationalisation of ministries, agencies and parastatals.

However, Minister of Labour and Employment, Dr. Chris Ngige, has assured the public that the merger and scrapping of MDAs, will not lead to job losses.

President Muhammadu Buhari had ordered that the White Paper on the report, submitted in 2014, be dusted up and implemented as one of the steps to reduce governance cost in the face of plummeting revenue occasioned by the outbreak of COVID-19 and its attendant effect on global oil price volatility.

The committee, set up by the administration of former president, Dr. Goodluck Jonathan, recommended among other measures, the reduction of statutory agencies of government from 263 to 161.

The committee’s 800-page report had put the number of federal government parastatals, commissions, and agencies (statutory and non-statutory) in the country at 541.

From the committee’s recommendations, the number of statutory agencies should be reduced from the current 263 to 161.


However, the White Paper on the panel report, which the Buhari administration is set to implement, either rejected or merely “noted” for future consideration about 90 per cent of the recommendations.

THISDAY gathered at the weekend that the federal government was working on the next step to appoint an implementation committee to carry out the pruning.

How can NCDC workers go to someone's state and refused to be quarantined before starting their work. It sounds so unprofessional.
We all know the truth my brother. Except for intellectual exercise. You and I know that Yahaya Bello point of argument is born out of his preconceptions about the virus being political.

A woman who accuses Democratic White House candidate Joe Biden of sexually assaulting her 27 years ago has called on him to quit the presidential race.

In an interview, Tara Reade urged Mr Biden to "please step forward and be held accountable".

She added: "You should not be running on character for the president of the United States."

Mr Biden, who is set to challenge President Donald Trump in November, has denied Ms Reade's accusation.

What did Tara Reade say about the alleged assault?
Ms Reade, now 56, worked as a staff assistant to Mr Biden from 1992-93 when he was a senator for the US state of Delaware.

She has said that in 1993 he forced her against a wall and put his hands under her shirt and skirt, penetrating her with a finger, after she delivered him his gym bag.

In her most graphic, detailed account yet of the alleged assault, Ms Reade told US media personality Megyn Kelly that Mr Biden kissed her neck and told her he wanted to have sex with her, using an obscene term.

"So, he had one hand underneath my shirt, and the other had, I had a skirt on, and he went down my skirt and then went up and I remember I was up almost on my tippy toes," she said.

"When he went inside the skirt, he was talking to me at the same time, and he was leaning into me and I pulled this way away from his head."

When she refused his advances, she said: "He looked at me and said, 'What the hell, man, I heard you liked me'."

She added: "He pointed his finger at me and he said 'You're nothing to me. You're nothing'."What else did she say?
Ms Reade was asked by Kelly if she wanted Mr Biden to withdraw from the race.

"I wish he would, but he won't, but I wish he would," she said. "That's how I feel emotionally."

Ms Reade offered to take a lie detector test about her claim, on condition that Mr Biden do so also.

"I will take one if Joe Biden takes one," she said.

Ms Reade said she had received a death threat after Biden supporters accused her without evidence of being a Russian agent.

"His surrogates have been saying really horrible things about me and to me on social media," she continued.

"He hasn't himself, but there is a measure of hypocrisy with the campaign saying it's been safe - it's not been safe.

"All of my social media has been hacked, all of my personal information has been dragged through."

How did Biden's campaign respond?
Biden campaign communications director Kate Bedingfield said in a statement after the interview aired that Ms Reade's story contained "inconsistencies".

"Women must receive the benefit of the doubt," said the statement. "They must be able to come forward and share their stories without fear of retribution or harm - and we all have a responsibility to ensure that.

"At the same time, we can never sacrifice the truth. And the truth is that these allegations are false and that the material that has been presented to back them up, under scrutiny, keeps proving their falsity."

Mr Biden, who is the Democratic party's presumptive presidential nominee, broke his silence on the matter a week ago, appearing on a morning television show to brand the allegations "false".

What other latest developments are there?
A court document from 1996 shows Ms Reade's ex-husband describing "a problem she was having at work regarding sexual harassment, in US Senator Joe Biden's office", according to the San Luis Obispo Tribune.

"It was obvious that this event had a very traumatic effect on [Reade], and that she is still sensitive and effected [sic] by it today," wrote Theodore Dronen, her then-husband, in a legal memo during their divorce battle.

The file obtained by the California newspaper appears to be the only document from the time that might describe Ms Reade's allegation.

Ms Reade's brother, a former neighbour and a former colleague have all said they heard her describe the accusation against her boss after the alleged incident. And her mother appears to have called a CNN show about the claim back in 1993.

High-powered Manhattan lawyer Douglas Wigdor said in a statement that he is representing Ms Reade. He has represented alleged sexual assault victims of jailed Hollywood producer Harvey Weinstein.

Could the allegations hurt Biden?
Some Republicans are seizing on the Reade accusation to portray Democrats as hypocrites who only defend women when claims of wrongdoing are aimed at conservatives.

Mr Trump himself has faced a barrage of sexual misconduct allegations, which he also denies. He once boasted of grabbing women by the genitals.

However, the Democrats have much more strongly championed the #MeToo movement, which backs women who make accusations of sexual assault and calls for their stories to be heard.

Women are a core constituency for the party, traditionally giving more votes to Democratic candidates than Republicans.

Some liberal women have said they believe Tara Reade but will vote for Mr Biden anyway because they view Mr Trump as much worse.

November's presidential election will be the first of the #MeToo era, and Mr Biden has framed it as a "battle for the soul of America".

Nairalanders, Yahaya Bello is not worth arguing over. Even if there is no Corona in Kogi state, only test can confirm. And about the test kits being infected we know that it is not all the results that will come out positive.
Don't forget that he is not in good terms with majority of his people. He is clearly showing what he wishes them. After all he did not spend a dime to get NCDC over to the state.
Stop wasting your data arguing over a misguided and irresponsible governor who rigged his way into power.

1. Have you read the Premium Times report of happenings at FMC Lokoja and Kogi State relating to Covid-19? I have first hand information from medical personnel in Kogi State that verified the report. If you have not read the report, please do and see if it does not warrant urgent action.

2. Can you state any commendable steps taken by Bello to fight Covid-19 in the State? Each state is expected to send cases of respiratory infection or diseases to NCDC for testing to rule out Covid-19. For months now NCDC has not received a SINGLE sample from Kogi State. Are we saying there has not been any respiratory cases in all hospitals in Kogi State for so long? Medical personnel says it is not only unlikely but impossible. So the lack of sample being sent to NCDC is deliberate.

3. It is clear to any observer that the Governor's response to the NCDC team is confrontational. Is he smarter medically than the NCDC that gave the directive he is trying to quote? If he has cases can he treat them himself or is it not this same NCDC he will rely upon?

Let us all join to condemn bad actions and attitudes instead of making excuses for them.
