THERE is no immediate end in sight to the protracted battle between Imo State Government and Pensioners in the state over unpaid benefits as Nigeria Labour Congress, NLC, and pensioners in the South East, have taken up arms against Governor Rochas Okorocha of Imo.


The government owed the pensioners 22 months arrears of pension and brought a plan to make the pensioners forfeit 10 months of the arrears, leaving the government with only 12 months to pay. The senior citizens accepted the plan as a sacrifice in the interest of other segments of the state. But while they were waiting for the payment of the reduced pensions arrears, to their surprise, the government allegedly came up with another plot to force them to accept 40 percent payment of the 12 months after a waiver of 10 months was accented into.

By November this year, when the pensioners were getting set to celebrate Pensioners day, unknown to them, the state government had printed forms to be signed by each pensioner to accept the 40 percent payment. Obnoxious proposal

In one of such forms sighted by Vanguard and titled ‘Letter to set off in respect of My outstanding Pension arrears,’ the content of the letter reads: “I,…. of…LGA, a pensioner, having retired from….on salary grade level…with a monthly pension of… “Being owed arrears of pension for 12 months which amounts to 562,449.60 (for instance) do hereby accept to collect 40% of the said arrears which amounts to 224,979.84 which represents the total accumulated arrears due to me up to December 2016, as full and final settlement of all other claims of which I am entitled to make against the state government in respect of the said accumulated pension arrears.”

Confounded by the proposal, the Nigeria Union of Pensioners, NUP, in the state wrote to the governor, rejecting the proposal and berated such obnoxious proposal. In the letter to Governor Okorocha and endorsed by the state NUP chairman and Principle Secretary, Gideon Ezeji and Livinus Ashiegbu, respectively, the NUP said “The pensioners of Imo state say capital No to any partial payment of our pensions and gratuities.

Your Excellency is hereby reminded that monthly pensions, gratuities and arrears of pensions are the only wealth that most pensioners have in the whole wide world. Writing off any percentage of their arrears of pension means writing off their entire life. We plead with you to continue to pay us 100 percent of our monthly pensions and gratuities in full and leave the rest to posterity if all the arrears cannot be paid.”

Similarly, national headquarters of NLC in its reaction, expressed disgust over the proposal. In its letter to the governor dated December 2 2016, the NLC threatened to embarrass the state government if went ahead to implement the proposal and suggested that the state government should rather seek dialogue with the NUP. In its circular of December 9 2016, the state NUP said “the labour’s of our heroes past shall never be in vain. In keeping with section 210(1) of the Nigeria constitution, our pension shall not be with-held or altered to the disadvantage of the pensioners, except to such an extent as is permissible under any law.

We demand that our pension be paid monthly and regularly before or alongside the payment of the salaries of workers. Since the constitution provides that pensions shall not be altered to the disadvantage of the pensioners, we demand 100 percent payment of monthly pensions, arrears and our gratuities.”

Piqued with the development, Pensioners in all the states of South East, in solidarity to their colleagues in Imo state, have taken up arms with Governor Okorocha’s over the matter. The pensioners described Okorocha’s planned to slash the entitlements as preposterous and smacks of mischief. At a briefing in Enugu, leaders of the NUP in the South East rejected the plan totally. Chairman of the Imo State NUP, Gideon Ezeji, said the action was the worst exploitation any administration could unleash on its subjects.

Ezeji said “We were owed 22 month arrears, he (Okorocha) said he will pay for only 12 months, yet he went ahead to say he will now pay only 40 percent of the 12 months and that we will forfeit 60 percent. We wrote to the Imo State government and said no, you don’t make illegal laws against the senior citizens of the state.

A lot of pensioners have died because there was no money for medication. In an instance both husband and wife died same day. If you go to Imo State, Okorocha has been making funfares to create an impression that Imo is well and people keep quite while we languish.” Corroborating, NUP National Trustee for South East, Anwuobi said the leadership of NUP in the zone was asking Governor Okorocha to respect the law and pay 100 percent of the pension, noting that contrary to labour laws, the pensioners had not received any increment in their pension since the year 2000. According to him:

“We have not been receiving our gratuities, yet Okorocha reduced 40 percent from the pension. The last time Imo State government paid pension was in August 2015. Since he came into administration, he has conducted verification five times and the Nigeria Labour Congress has written to the government to pay us yet he has been adamant.”

The Conference of Nigeria Political Parties (CNPP) has urged the leadership of the Senate of the Federal Republic of Nigeria not to bow to pressure or the antics of persons wishing to be immuned from corruption who are working to ensure that its effort to strengthen the war against corruption by the Muhammadu Buhari administration, which its rejection of Mr. Ibrahim Magu as Chairman of the Economic and Financial Crimes Commission (EFCC) represents.

The umbrella body of all registered political parties and political associations in a statement signed by its National Chairman, Alhaji Balarabe Musa and Secretary General, Chief Willy Ezugwu noted that Mr. Magu’s rejection is in order, and also called on the Senate to scrap the EFCC as the anti corruption agency has become den of corruption.

According to the CNPP, “recent developments have shown that the EFCC as an anti-corruption institution has been fingered in shoddy activities, which the commission is yet to provide satisfactory answers to.

“For us in the CNPP, the EFCC as presently established and constituted has outlived its usefulness. A situation where the EFCC is being accused of looting recovered looted funds is not only a dent on the anti-corruption agency but also a clog in wheels of the anti-graft efforts of President Buhari administration.

“No matter the sincerity of any President of Nigeria in the fight against corruption, if the head of the EFCC is rotten, there is nothing he or she can do to succeed.

The CNPP strogly urges the Senate to be mindful of the antics of persons wishing to be immuned from corruption, who are working to ensure that its effort to strengthen the war against corruption by the Muhammadu Buhari administration, which its rejection of Mr. Ibrahim Magu as Chairman of the Economic and Financial Crimes Commission (EFCC) represents.

“The CNPP has observed that these enemies of Nigeria will stop at nothing to have their way, to the extent that they are now trying to manipulate the Department of State Service (DSS) to rewrite its security report that indicted Mr. Ibrahim Magu. This must not be allowed by all well meaning Nigerians, who wish this country well as the Senate’s rejection of Mr. Magu is in order.

“We wonder why a security report on Mr. Magu should be disputed why security report that indicted Justices of the Supreme Court and some other Judges should be relied upon.

“Does it not speak of double standard? Or are there spanners within the anti-corruption system working to undermine the anti-graft war?

“We warn the DSS not to allow itself to be used by corrupt politicians and corrupt officials of the EFCC, who are putting pressure on the Service to change its security report on Mr. Magu.

“We therefore refer the Senate to an independent investigation by Dr. George Uboh, which detailed the rot in the EFCC since inception. The efforts by the young man to get the eyes of the Federal Government opened on the extent of looting of recovered loots by some EFCC leadership since inception is yet to yield result.

“The Dr. Uboh’s findings and documents in his possession, which the CNPP has seen, will help the Senate a lot in further legislative work on anti-corruption war in Nigeria.

“It is time for the Senate to scrap the EFCC by repealing its establishment Act as the agency has become a den of corruption. If need be, a new anti-graft agency should be established with its members appointed by stakeholders outside the Executive arm of government if we must win the war against corruption in Nigeria.

If the Senate is now the hope of rescuing the country from those who want to hijack the anti corruption war with the hope of continuing the looting of recovered loots by under-declaring how much they actually recovered from the looters. This has been going on for years and must be stopped”, the CNPP stated.

Nigerian soldiers starved for 3 days now after defeating Boko Haram insurgents in Alagarno, northeast of Nigeria are in desperate need for help as the soldiers have now fallen sick, with many highly dehydrated and starving due to negligence by the army officials.

A call for help was sent by the dying officers who recorded their colleagues in dire situation asking President Muhammadu Buhari to come to their aid.

Commenting on the tragedy and the failure of the Buhari-led government to accept responsibility over reports of negligence being suffered by the soldiers fighting Boko Haram, Associate Professor of Journalism and Emerging Media at Kennesaw State University, Farooq Kperogi said: "This is tragic. I shed tears watching this video. This government perpetually lies about ' technically defeating' or 'degrading' Boko Haram. Yet the people on the front lines in the battle against Boko Haram are starving and dying.

"I spoke with a soldier in Maiduguri weeks ago and learned that they hadn't been paid salaries for 4 months! A Borno State government official confirmed this to me. He said soldiers had been reduced to beggars and that he personally gave out money to starving soldiers. I am told the soldiers' salary arrears have now been settled, but they are without food or water now. What has changed? What's going on in Buhari's Nigeria? Please share this until everyone sees it."

A Federal High Court sitting in Abuja, yesterday, ordered the Economic and Financial Crimes Commission, EFCC, to release all property belonging to Governor Ayodele Fayose of Ekiti State that were attached based on the order of the court made on July 20 and August 2, 2016. Trial judge, Justice Nnamdi Dimgba gave the order while ruling on the application by Governor Fayose through his counsel Chief Mike Ozekheme, SAN.

He brought the application after the EFCC had seized his property.


Ruling on the application which was argued, yesterday, Justice Dimgba noted that the interim orders which were made on July 20, and reaffirmed on August 3, were made to last for 45 days to enable EFCC carry out its investigations. Justice Dimgba said the orders ought to elapse on September 3, but from the court record “no application was filed by the EFCC to extend the order.

“I hold that in the absence of an application to renew it, the interim attachment orders had elapsed on September 3.

“Consequently, all the attachments, seizure, forfeitures and occupation of the said property and accounts are nullity,” he ruled. However, he stated that it would be a different matter if the EFCC still occupy the property based on the order of court of other jurisdiction.

Justice Dimgba blamed EFCC which obtained a similar order from Justice Okon Abang court for not telling the judge they had obtained an order that elapsed on September 3, when they approached him on November 3. “I do not agree with EFCC that Fayose motion is an academic exercise,” he further said.

The Minister for Youths and Sports Development Solomon Dalung in his bid to justify how properly his ministry spent funds allocated to it says ‘funds spended are well spended’.

The House of Representatives committee on sports summoned Dalung and other officials to appear before it in a bid to tackle pending issues on disbursement of funds to the various federations.

In a video posted by Channels Television, the sports minister who has been at the centre of criticisms denied allegations that his ministry is corrupt.

“Before we left for Rio (Olympics), we wrote and requested for the release of monies appropriated for in the budget and it has not been released for the federations.

“450million (Naira) was appropriated for the Olympics and we spent far far far beyond that; so monies that were given to the federation could not have been monies meant for Olympics,” Dalung stated.

The statement did not go well with some members of the committee who believe the sports ministry should not have spent more than the provisions in the budget.


"It is a serious matter, because he is spending outside the confines of the approval given by the national assembly," says Danburam Nuhu a member of the Senate committee on sports.

Dalung replied: “The funds ‘spended were properly spended’ because we got them from intervention funds from Mr. President.”

Chairman of the committee Bukar Lawal however advised that the sports ministry must re-appear before the committee at a later date.

“You make sure that when next you are here, you give us documents that are properly guided because we will not consider the 2017 budget until we are through with the 2016 budget and that is the procedure,” he charged.

Recall that Dalung made an unbelievable blunder while addressing the press about the stranded U-23 team at an airport in Atlanta in August.

The minister who was trying to defend the fact coach Samson Siasia and the Dream Team VI's predicament was not the fault of the FG said: "Our U-23 team are suffering in the United States of Nigeria."
