Very simple. The question to ask the government now is, have they be paying him? If yes, they should provide evidence of payment and if no, what have they been doing with his own pension money

They should give names and picture so those that know them can identify them and confirm that the whole thing is true.
If the police can be doing this, then others will adjust cus they won't want to loose their job and things will change gradually
