The biggest and best equipped hospital in Cross River State which is the Nigerian Navy Reference Hospital, Calabar was abandoned as block work for over 40years. It served as a hideout for criminals and reptiles.

Buhari completed the project and added a lot of big structures including staff quarters to the facility. It was equipped to modern standards and commissioned.

Most people in Cross River State and some from neighbouring states prefer that hospital to the University of Calabar Teaching Hospital.
