YAOUNDÉ, (AFP) – Cameroon’s football federation (FECAFOOT) on Friday criticised the sport’s world governing body FIFA, after it was provisionally suspended from all competitions over governance issues. FECAFOOT spokesman Junior Binyam told AFP the suspension was “deplorable” and would damage the prospects of young footballers, including the best who wanted to play abroad. “If a young Cameroon footballer is courted by a club such as Arsenal, he will not be able to go because the Cameroon federation will not be in a position to give him an international transfer certificate,” he added. Cameroon were due to play Gabon on Saturday in the qualifying round for the African Nations Championships (CHAN) but the match will not now go ahead because of the ban. “If this suspension is not lifted by September, Cameroon will not be able to play in the World Cup qualifiers,” added Binyam. “We can only hope that the normalisation committee will start work without hindrance so the suspension can be lifted.” FIFA on Thursday said it had provisionally suspended FECAFOOT from international competition because of “government interference” in its running. The decision came a week after the re-election of the outgoing president of the federation, Iya Mohammed, was declared void following his imprisonment for alleged misappropriation of funds. FIFA said Cameroon, who are competing for a place in the World Cup finals in 2014, will not be able to play in any competition for the duration of the suspension. The ban will be lifted only when the Cameroon authorities allow a special committee to run FECAFOOT and be able to run its affairs without hindrance. ABUJA—The Federal Government, yesterday, said it would construct dual carriage way to link the six geographical zones in the country to reduce travel times as well as ease the hardship being encountered by travellers. This was disclosed by the Minister of Works, Mike Onelememen when he received members of the Association of Luxury Bus Owners of Nigeria in his office. The luxury bus owners who were forced out of transport business in the past following deplorable condition of roads visited Onolememen to commend the Federal Government on the improvements made on federal highways. They also said their buses had started plying the roads again as a result of the new improved condition of Nigeria roads. However, the Minister promised that before the end of this administration, government will embark on the project of connecting the six geo-political zones of the country with dual carriageway. He stated that the illegal activities on the Right of Way, ROW, along federal highways would be addressed as such roads would be physically demarcated and secured. The luxury bus owners led by Chairman of ABC transport company, Mr. Frank Nneji, told the minister that they had travelled round the country, pointing out that, the good condition of roads nationwide showed the competence, professionalism and speed on the side of government. Onolememen, who was delighted to receive the bus owners, expressed appreciation that such words were great encouragement for government to improve further on the condition of roads. He noted that President Goodluck Jonathan had during inception of his government in 2011 made a commitment to make roads motorable in the country adding, ‘‘it is that article of faith that is driving us to deliver on his transformational promises.’’ The Minister further said that when he visited Onitsha, Anambra State, in 2011, he noticed the rate of dilapidation of the roads as well as gully erosion but said that the situation had since changed for the better in the commercial city which was the gateway to South East. According to him, Onitsha was now the ‘‘home of good roads.’’ Onolememen further said that he “travelled by road recently from Abuja to Benin, Shagamu and Lagos and was very much delighted to see the tremendous achievements of this administration on the provision of international standard road network.” On tolling, he stated that the Federal Government had not yet decided on the issue due to its determination to give Nigerians an international standard road network. Earlier, the Leader of the delegation and Chairman ABC Transport Mr. Frank Nneji, stated that they were in the ministry to congratulate the Minster and his team for fixing the Nigerian Highways and not to complain of anything. Nneji added that it was because of the fact that the roads were in good condition that made the ABC Transportation reduce its fares for Nigerians, pointing out that the association was delighted over the initiative to construct the Second Niger Bridge as well as re-construct and expand the Lagos-Ibadan Express way. |

By Emma Arubi WARRI — AT least three youths and an elderly man were, yesterday, shot dead at Ajamita community in Warri North council area of Delta State, while about 34 houses were burnt down at Gbokoda, Ajamita and Udo riverine communities off the Atlantic Ocean by armed Ijaw youths in an early morning attack. The armed youths were said to have invaded the three communities at 5.00a.m., shooting sporadically with indigenes running into nearby bush for safety. The corpses of the three dead youths are currently at a private morgue in Sapele, while the elderly man was said to have been buried at his community. President of Itsekiri Development Association, IDA, and member of Delta State Waterways Security Committee, Mr. Omolubi Newuwumi, told Vanguard on phone that the perpetrators were the same Ijaw youths from Egbema that recently sparked off crisis by hijacking and kidnapping some boats and persons travelling to various communities along the Benin River axis of Warri. He said their mission was to ignite another round of Itsekiri/Ijaw fratricidal war from which they intend to make enormous financial gains as in the recent past. He said they do not enjoy the support of well meaning Ijaw leaders and youths of Egbema kingdom, who cherish the peaceful co-existence now in place. Chairman, Warri Study Group, WSG, and Secretary to the Itsekiri Leaders of Thought, Mr. Edward Ekpoko has, however, called on the Federal and state governments, and all security agencies to investigate the killings and unwarranted burning of houses by the attackers with a view to bringing them to book to serve as deterrent to others with similar evil intentions. He maintained that the quick apprehension of the culprits would douse the tension and prevent any retaliatory measure, saying that any war at this time in the Itsekiri/Ijaw relations would not benefit both ethnic nationalities in anyway. Ijaw elder statesman and Egbema leader, Chief Emma Ebimami condemned the attacks and the killings, arguing that as a result of the leadership tussle in Itsekiri communities, some aggrieved Itsekiri youths could have invited the Ijaw youths to come to their assistance. He stressed the need to thoroughly investigate the matter and bring the perpetrators to book. Meanwhile, Mr. Omolubi said the Commanding Officer of the Joint Task Force, JTF, codenamed Operation Pulo Shield, has since relocated to the troubled areas to ascertain the level of carnage, saying that they are working round the clock to apprehend the assailants. AIDS scientists have expressed optimism over their search for a cure for the disease Saturday ahead of a major conference in Kuala Lumpur,Malaysia with more funding and research breakthroughs boosting their hopes. Thousands of delegates will attend the four-day International AIDS Society (IAS) Conference which starts on Sunday in the Malaysian capital, the first time the bi-annual meeting will be held in Asia. Sharon Lewin from Monash University in Melbourne, Australia, said funding for cure research had gone from millions to tens of millions of dollars per year. “I think we are a long way off, but what has changed in the last three years is a realisation, that there needs to be a commitment (to this),” she told AFP in a telephone interview. “In 2010, at that time, very few people really believed it was possible… Between that time and now, there has been a major shift. There’s evidence that things have really been moving.” Deborah Persaud of the US Johns Hopkins Children’s Center in Baltimore, Maryland, said the case of the “Mississippi baby” that her team worked on presented a “ray of hope”. The baby, born in the US state of Mississippi, was apparently cleared of the virus after being given aggressive anti-retroviral treatment within 30 hours of her birth. She is now almost three years old. “There needs to be a lot of work done… We have to replicate the case; we need to understand the case,” she told reporters ahead of the conference. “The key thing for us that we should focus on is to do what we know how to do — and that is identify kids who are infected and treat them early.” Children below the age of 15 make up 10 percent, or 3.3 million, of the estimated 34 million people infected with HIV worldwide. In total, the global pandemic has claimed 30 million lives. The World Health Organisation (WHO) is expected to release new medical guidelines at the conference Sunday, which could make more people infected with HIV eligible to receive drugs. Last month, scientists meeting in Paris to mark the 30th anniversary of the discovery of HIV, the virus that causes AIDS, said they have high hopes for a treatment that will be given at an early stage of infection. But they said people with a long-running, untreated infection and a compromised immune system may never benefit from an envisioned “functional cure” — through which a person would retain traces of the virus but no symptoms. About 1.8 million people die every year from AIDS, a disease in which the immune system is destroyed, with sufferers exposed to pneumonia, TB and other illnesses. With 60,000 Nigerian children infected with the Human Immunodeficiency Virus (HIV) last year, Nigeria has the highest number of children with the virus in the world, according to the latest report by the United Nations. ROME (AFP) – A priest has been arrested on suspicion of fraud and corruption in connection with the sweeping probe of the scandal-plagued Vatican bank, Italian media reported Friday. Nunzio Scarano, a priest from Salerno, was arrested after an investigation into the Institute for Works of Religion (IOR), as the bank is known, unearthed a suspected international fraud scheme, reports said. Initial reports that had suggested Scarano was a bishop were incorrect, Vatican senior media advisor Greg Burke said. The priest was suspended from his position as a member of the administration that manages the Vatican’s assets (the APSA) “about a month ago, after his superiors learnt about an investigation into his activities,” Vatican spokesman Federico Lombardi said. Scarano was arrested along with a former member of the Italian secret services and a financier for allegedly plotting to illegally move 20 million euros ($26 million) from Switzerland to Italy. The money allegedly belonged to friends of Scarano and was brought into Italy on board a private jet belonging to the former secret service agent, Giovanni Maria Zito, the reports said. Zito purportedly received 400,000 euros for the service. According to the daily La Repubblica, Scarano is also under investigation by the Salerno prosecutor on suspicion of money laundering. “They called him Monsignor 500… because of the great number of 500 euro notes he had at his disposition,” which he allegedly used to launder money for friends in southern Italy, the daily said. By Taye Obateru Jos—About 32 people have been killed in three villages in Langtang South Local Government Area of Plateau State in an attack allegedly coordinated by suspected Fulani herdsmen. The attackers allegedly invaded Bolgang, Karkashi and Magama villages on Wednesday morning, shooting indiscriminately. They were said to have gone with motorbikes after those that tried to escape. Some of those killed were said to be students writing their National Examinations Council, NECO, examinations, while several houses and vehicles were burnt. It was learnt that the attack was launched from nearby Shikal village, where they reportedly gathered days earlier. Majority of those killed at Magama were said to be the aged and children, while nine people were reported killed at Bolgang, which was completely razed. ‘I lost my mother, brother’ Chairman of the Provincial Church Council of COCIN, Rev. Nandip Miri, said he lost his aged father and brother in the attack, adding that the exact number of those killed was yet to be ascertained. He said: “We cannot know the actual number of people that lost their lives as we are still picking dead bodies from the bush. The attackers followed the victims on motorcycles, killing them mercilessly as they tried to escape. “So many dead bodies were found in the bush and more may still be discovered later.” Over 100 houses razed Chairman, Management Committee for Langtang South Local Government Area, Mr. Narman Darko, confirmed on phone, yesterday, that 32 people were killed and over a hundred houses razed in the three villages. He said 23 people were killed at Magama, seven at Bolgan, while two corpses were found between Karkashi and Magama. He said members of the Special Task Force have moved to the troubled area to forestall further attacks and urged the people to be security-conscious and to report suspicious movements to security men. Rep reacts Member representing Lantang South in the Plateau State House of Assembly, Mrs. Joyce Ramnap, who raised the issue at the house, yesterday, said no security assistance came the way of his constituents for hours, while the attackers operated. Armed robbers who wrote residents of New Oko Oba last Friday telling them to prepare for their visit carried out their threat five days later when they struck early on Wednesday morning 26 June, 2013, at Church Street, off Olaniyi Street, New Oko-Oba Lagos state, southwest Nigeria. In the said letter, the robbers allegedly told the residents to prepare for their visit as they were coming for money, gold or blood. After receiving the letter, the residents alerted the police and the Divisional Police Officer (DPO), Adeyemi Adebowale, summoned an emergency meeting with members of the Community Development Association (CDA) in his office to assure the residents of adequate security protection in the area. The robbers, P.M.NEWS gathered, made good their threat by storming the area early Wednesday, 26 June, 2013, to carry out the attack on the residents. According to one of the victims, Comrade Okikiola Junaid, the robbers broke into their apartment around 2 a.m. through the front door when they were asleep and held every one in the house hostage for close to one hour. “The robbers came around 2 a.m. when we were asleep and started to rob us. They collected all our phones, money and anything they could lay their hands on,’’ he said. Comrade Junaid said that after the robbers left for another residence, he ran to his friend, a Mobile Police officer who gave him his phone to call Supol Adeyemi Adebowale at Area ‘G’ Police Command, Ogba, who promised to call the police at New Oko Oba for assistance which was not forthcoming. Victims of the robbery attack have lodged complaint at Oko Oba Police Station, according to Comrade Junaid . “We have reported the matter to the police at New Oko Oba for investigation,” said Junaid . When P.M.NEWS contacted Supol Adebowale to get his reaction, he said a day after he held the meeting with the residents, Supol Akintade whom he relieved due to his ill health resumed duty and that he cannot speak on the attack. All attempts to reach Mr. Akintade proved abortive as he did not pick his calls. A resident who craved for anonymity said the only way the residents of New Oko Oba can witness peace is for them to have a Divisional Police Officer who will always listen to their complaints and act promptly. “We need a DPO that we can come to with our problems and he will listen to us. Not the one who will tell us to go and lodge our complaints at the counter,’’ said the source. Adibe Emenyonu and Adebiyi Adedapo Indications emerged last night that the Edo State Government is preparing to execute fifth convict who was ordered to be executed by firing squad. Thankgod Ebohs won a brief respite because his sentence by a military tribunal called for him to be shot by a firing squad. The state government had on Monday executed four prisoners, sparking local and international condemnations. The state Attorney General and Commissioner for Justice, Henry Idahagbon, had as soon as logistics were put in place, Ebohs would be executed too. Meanwhile, some civil society organisations yesterday urged Governor Adams Oshiomhole to halt further action in signing execution warrant on convicted prisoners and urged the state government to join the global call for the abolition of death penalty. The organisations which comprised of the African Network for Environment and Economic Justice (ANEEJ), Gani Fawehimi Movement for Good Governance (GFMFGG), Conference of Non- Governmental Organisations (CONGOs), Coalition of Edo Youth Organisation (CEYO), South-South Youth League, made the call when they met with the state Attorney General and Commissioner for Justice, Mr Henry Idahagbon, in Benin City, to kick against death penalty in the country laws. The Executive Director of the ANEEJ, Rev. David Ugolor, who spoke on behalf of others disclosed that the group decided to meet with the commissioner following the hanging of the four death row prisoners Monday, urged the state government to support the call for the abolition of death penalty and appealed to the governor to halt further action on convicted criminals for the sake of humanity. The group, however, commended the state government for improving on the state criminal justice process by ensuring that the legal opinion from the Department of Public Prosecution (DPP) will now be within 30 days, saying this would to a large extent help in the speedy administration of criminal justice in the state. In another development, Advocats Sans Frontières France (ASFF) has condemned the execution of the four inmates sentenced to death by hanging by the Edo state government. ASFF in statement signed by its Head of Office, Angela Uwandu, noted that the execution despite the appeal filed by an NGO Legal Defence and Assistance Project (LEDAP) was a dent on the country’s human rights record. “ASFF condemns in strong terms the execution by hanging of 4 inmates on death row on Monday June 24, 2013, in Edo State, Nigeria. Theseexecutions were carried out despite the application for stay of execution by a human rights organisation. BY OKONKWO EZE ONITSHA—The Chief of Army Staff, Lt.Gen. Azubuike Ihejirika, has commended Ndigbo for not making the mistake of embarking on a reprisal attacks against northerners resident in Igbo land during bomb attacks in Kano and other parts of the north. He said if Ndigbo had made such a mistake, the terrorists, would have satisfied their own aspirations in trying to create a state of anarchy in the country. Ihejirika, who spoke at the Army Officers’ Mess, Military Cantonment, Onitsha, Anambra State, during the commissioning of some refurbished military vehicles, including prime movers, ammunition carriers and command post vehicles. He said he was impressed that Ndigbo were sensible enough to have shunned reprisal attacks. He expressed optimism that with the support of President Goodluck Jonathan and the Onitsha business community, the terrorists would not only be surmounted and kicked out of the country, but also kicked out of neighboring countries. He also commended the Onitsha business community for the support and co-operation given to his officers and men in the commercial city and urged them not to relent in their efforts. Ihejirika said: “My officers and men are here to do a peculiar and selfless job for mankind”. He also warned the soldiers to be patient and avoid any act capable of tarnishing the image of Nigerian soldiers, particularly during this democratic dispensation. Earlier in his remarks, Commandant of Army Corp Artillery of the Nigerian Army, Maj-Gen A. K. Kwaskebe, had commended Ihejirika for approving the refurbishment of miliary vehicles and equipment which were abandoned in Calabar, Cross River State, after some foreign peace missions. Kwaskebe disclosed that some contractors had bidded for refurbishment at N300 million but added that the military applied direct labour which paid off as only N18 million was spent for the refurbishment. He said of the amount, N2 million was expended on the procurement of tyres, while N3 million was used for the evacuation of broken down vehicles from Calabar to Onitsha. Nigeria on Wednesday charged three Lebanese allegedly linked to the militant Shiite movement Hezbollah with terrorism related offences. Five Lebanese nationals were implicated last month after a huge cache of arms and ammunition was found in their premises in the northern city of Kano and the capital Abuja. Lebanese terror suspects: now charged with terrorism Three of them — Mustapha Fawaz, aged 49, Abdallah Thahini, 48 and Talal Ahmad Roda, 51 — were hit with a six-count charge of terrorism, while a fourth suspect was freed and the fifth was said to be on the run. The three were also said to hold Nigerian citizenship. Court papers said they “professed to belong to Hezbollah military wing, an international terrorist organisation, and you thereby committed an offence…” The trio were accused of conspiracy “to receive training in preparation to engage in the commission of a terrorist act.” The suspects were also alleged to have “directly rendered support to a terrorist group” by providing in their premises “weapons for terrorist activities.” They were accused of permitting “a meeting connected with act of terrorism to be held” at their premises, an upscale supermarket and amusement resort in Abuja. Thahini was said to be the coordinator of Hezbollah in Nigeria as well as a conduit to transfer funds for its operation. The suspects pleaded not guilty to the charges and the judge ordered that they be remanded in custody until the next hearing on July 8. Defence lawyer Ahmed Raji said Nigeria would not be able to sustain the charges of belonging to a terrorist group since there has not been a formal declaration of Hezbollah as a terrorist sect by the government. Last month, Nigeria’s security services discovered a home in Kano where weapons they claimed were intended to attack Israeli and Western targets in Nigeria were kept. Further searches also revealed more weapons in another property owned by the Lebanese in Abuja. Nigeria is confronting an insurgency waged by radical Islamist group Boko Haram that has left thousands dead since 2009. Observers see Boko Haram primarily as a domestic group that has possibly sought closer ties to Al-Qaeda’s west Africa franchise. SYDNEY (AFP) – Australia’s former leader Kevin Rudd ousted Prime Minister Julia Gillard as Labor chief in a dramatic internal ballot Wednesday, deposing the country’s first female premier as the party fights desperately to head off defeat in September elections. The embattled Gillard — who vowed to quit politics in September if she lost — called the vote after a day of internal party manoeuvring to dump her in favour of her arch-rival and predecessor, whom she had ruthlessly deposed in 2010. Rudd won the vote of Labor lawmakers 57 to 45, the official returning officer announced, amid mounting unease in the party over an expected rout by Tony Abbott’s conservative opposition at the national polls scheduled for September 14. Gillard must now advise Governor General Quentin Bryce that she is resigning as prime minister, which is expected to happen Thursday, before Rudd can be sworn into office and build on his previous vows to reorient Australia’s resources-fuelled economy towards the Asia-Pacific region. At a pre-ballot news conference, Rudd said he had decided to heed the demands of MPs and challenge Gillard “because of the parlous circumstances we now face”. “The truth, if we’re all being perfectly honest about it right now, is that we’re on course for a catastrophic defeat unless there is change,” said the Mandarin-speaking 55-year-old, who alienated some colleagues when in power with his volatile temper. “So today I’m saying to you, the people of Australia, I’m seeking to respond to your call that I’ve heard from so many of you to do what I can to prevent Abbott from becoming prime minister.” Gillard dispatched her rival in a 2010 party room coup but he remains popular with the public and is seen by many as Labor’s best hope of salvaging the elections, despite a series of policy mis-steps leading to his ousting three years ago. Reports said he could build on the initiative of his leadership win and move the election date forward to August. The reports said that Treasurer Wayne Swan, a key Gillard supporter and her deputy, had also resigned, along with a number of other frontbenchers including Trade Minister Craig Emerson. “The mood was quite sombre,” said returning officer Chris Hayes of the nearly one-hour meeting, adding that Gillard addressed the caucus on “the strength of her vision for the nation”. It was the third time since the 2010 election that Gillard’s hold on power was tested. The charismatic Rudd himself launched an unsuccessful challenge in early 2012 while foreign minister, but was routed 71 votes to 31 and was forced onto the backbenches. Then in March this year, Labor elder statesman Simon Crean made an abortive attempt to reinstall Rudd, who refused to stand and said at the time he would not challenge Gillard “under any circumstances”. In the aftermath, several ministers who backed Rudd resigned while Crean was sacked. In confirming he would challenge this time, Rudd vowed to rebuild the faction-riven Labor Party. “If I win this ballot, every effort I have in my being will be dedicated to uniting the Australian Labor Party,” he said. “No retributions, no paybacks, none of that stuff. It’s pointless, it’s old politics.” Gillard will not be around to hinder him, announcing before the vote that she would retire at the elections if she lost. Since assuming power, Australia’s first female prime minister endured near-constant speculation about her leadership. She won only the narrowest of victories in the 2010 election, resulting in a hung parliament which forced her to cobble together a minority government with the support of independents. Calling the ballot, Gillard said the damaging leadership talk had to be resolved once and for all. “I have been in a contest with the leader of the opposition, but I’ve also been in a political contest with people from my own political party,” she said. “No leader should be in that position, certainly no leader should be in that position in the run up to an election. And so tonight, this is it, finished.” Parliament is due to adjourn on Thursday night for the last time before the national polls, so any ballot had to be held before the legislative body disbanded.

JOHANNESBURG (AFP) – Nelson Mandela’s close family on Tuesday gathered to hear a sombre prayer wishing the anti-apartheid icon a “peaceful, perfect, end” as he lay in hospital in a critical condition with life seemingly slipping away. Cape Town Archbishop Thabo Makgoba visited Pretoria’s Mediclinic Heart Hospital to pray with wife Graca Machel “at this hard time of watching and waiting.” Mandela, a Nobel Peace Prize winner, who spent 27 years behind bars for his struggle under white minority rule and went on to become South Africa’s first black president, was admitted on June 8 with a recurrent lung infection. During a 19 day vigil his family, and the world, have watched on as the 94-year-old slipped from a stable to a critical condition. Many now fear for the man who, in defeating apartheid, bent the arc of history toward his will and lit a fire that shone for millions across the world. The archbishop’s prayer seemed to echo a growing feeling of inevitability about Mandela’s condition that is increasingly voiced by South Africans, to whom he remains a moral giant, even though he stepped back from public life a decade ago. “May (we) be filled with gratitude for all the good that he has done for us and for our nation, and may (we) honour his legacy through our lives,” the prayer read. “Grant Madiba eternal healing and relief from pain and suffering.” “Grant him, we pray, a quiet night and a peaceful, perfect, end.” Outside the hospital in Pretoria flowers and messages of support piled up as a growing crowd sang hymns. “I’m here because of Tata (father) Mandela,” said 38-year-old Tolly Mogane, one of generation who Mandela led from the darkness of racist rule to democracy. “Today I’m free, nobody is going to tell me to go home.” As South Africans have become resigned to Mandela’s mortality, his role in shaping their nation has come into sharper focus. “Mr. Mandela set the example,” said Rosemarie van Staden, who was handing out muffins to well wishers. “He wanted us to be a rainbow nation and we really must carry on.” Meanwhile members of Mandela’s extended family huddled at his rural homestead to discuss the days to come. Mandela — who is due to celebrate his 95th birthday on July 18 — has been hospitalised four times since December. Upon his release from jail in 1990 in one of the defining moments of the 20th century, Mandela negotiated an end to apartheid and won the country’s first fully democratic elections.
