In a bizarre tale that illustrates how Nigeria is run, President Goodluck Jonathan arrived two weeks ago at a top secret meeting with the exiled Emir of Gwoza, the newly-named headquarters of Boko Haram’s so-called “Islamic Caliphate,” with no knowledge of the location of Gwoza, presidency sources at the meeting said.

The Emir, Muhammed Timta, escaped after the militants invaded Gwoza on August 16 and took over his palace.

He arrived in Abuja after first making his way to Maiduguri to escape further attempts on his life. His father, Idrissa Timta, had died in a Boko Haram ambush on May 30, 2014 as Boko Haram ambushed his convoy on his way to the burial of the Emir of Gombe.

Shortly after Timta’s arrival in Abuja, President Jonathan sent for the Emir, who was accompanied to the meeting by a Borno Senator, Ali Ndume. However, to the utter shock of the Emir, President Jonathan did not know where Gwoza was located: Adamawa or Borno State.

Presidency sources said silence enveloped the room after the President, apparently lacking basic research or a briefing by his numerous aides and security agencies, asked in condescending pidgin, “Where’s Gwoza sef?”

Mr. Jonathan then promised to ‘liberate’ Gwoza after Senator Ndume told him Gwoza was his home town and that it is located in Borno State.

Gwoza remains under the control of Boko Haram after the sect took over the township in a raid and declared the town the headquarters of the “Islamic Caliphate” in the Northeast of Nigeria.

At least three attempts by Nigerian troops have been repelled by the militants. Several soldiers and innocent civilians were killed.[color=#770077][/color]

Australian Negotiator Insists Modu Sherriff, Ihejirika Sponsor Boko Haram, Exonerates Buhari, El-Rufai.[color=#006600][/color]

Stephen Davis, an Australian hostage negotiator who spent some time in Nigeria trying to secure the release of more than 200 Nigerian schoolgirls abducted by Boko Haram militants in Chibok, Borno State, told SaharaReporters that he stands by his widely reported allegations that former Governor Modu Sherriff of Borno State and a former Chief of Army staff, General Azubuike Ihejirika (ret.), were among the top sponsors of the Islamist insurgents who have massacred thousands of Nigerians and foreigners and made the northeast part of Nigeria a highly militarized zone.

In an extensive telephone interview with SaharaReporters yesterday, Dr. Davis also accused an unnamed senior official of the Central Bank of Nigeria as well as a man based in Cairo, Egypt whom he claimed operates as Boko Haram’s bagman. He said both men, in addition to Mr. Sheriff and former General Ihejirika, were major players in the funding and continued existence of the deadly Islamist sect.

Dr. Davis told SaharaReporters that he did not want to name the CBN official as this may prejudice investigation by Nigeria’s security services. Both accused men have reacted furiously to Mr. Davis’ allegation, with the former Borno governor threatening to travel to Australia to sue his accuser while Mr. Ihejirika accused former Minister of the Federal Capital Territory, Nasir El Rufai, of being a “commander” of Boko Haram. Three days ago, Mr. El Rufai had posted transcripts and video of Mr. Davis’ accusations of the former governor and ex-Army chief on social media.

Asked whether Mr. El Rufai and former military ruler, Muhammadu Buhari, had a hand in funding or sponsoring Boko Haram, Dr. Davis said their names have not been mentioned to him by any Boko Haram connections.

Also, asked to explain why Mr. Ihejirika, a non-Muslim who hails from the predominantly Christian southeastern part of Nigeria, became a Boko Haram “sponsor,” Mr. Davis said, “Boko Haram commanders and some connected with them told me on several occasions Ihejirika was one of their sponsors.”

He also disclosed that Mr. Sheriff always had the best military protection in Nigeria’s violence-plagued northeast, a protection he claimed the ex-governor enjoyed after he left office.

Dr. Davis reiterated that his allegations were informed by discussions he had with several Boko Haram field commanders over a long period of time. Asked if President Goodluck Jonathan was aware of the insurgents’ sponsors and their specific roles, Dr. Davis said he was unsure of the extent of information currently before President Jonathan. He added that Mr. Jonathan had been weakened by lack of military loyalty and a history of security negligence. He gave the example of repeated attempts to bring the growth of Al Qa’eda associated cells to the attention of NSA’s since 2006 only to have them dismiss such reports as baseless. “By the time Goodluck Jonathan became president Boko Haram had become a potent weapon with a command structure embedded in 16 northern states fanned by support from corrupt politicians.”

He further gave the example of Nigeria’s Minister of Defense, Aliyu Gusau, whom he accused of basically leaving Mr. Jonathan to carry his can without taking any responsibility for his work.

The Australian negotiator also revealed that his years working with Nigerian presidents on matters of terrorism had shown that, even when some prominent individuals are known to be involved in criminality, the presidents are simply too afraid to take them on. He cited the example of the Niger Delta region. He told SaharaReporters that he and former President Olusegun Obasanjo found out that Abiye Sekibo, who was then Mr. Obasanjo’s Transport Minister, had contracted the assassins who killed a prominent politician, Harry Marshall. He said he tried to persuade Mr. Obasanjo to prosecute Mr. Sekibo, but the then president declined, stating that such a trial could bring down his government.

Dr. Davis touched on several aspects of Boko Haram activities, showing that he was quite knowledgeable about the sect’s actions. He told SaharaReporters that Boko Haram runs about six major camps in the northeast and neighboring countries, adding that 700 fighters inhabited each camp. In addition there are a range of smaller camps within Borno State, which are often temporary and to which kidnapped girls are taken to be used by the insurgents.

The Australian revealed that earlier this year Boko Haram was a loose coalition of three Islamist militant groups that worked with one another, claiming that, since four months ago, the sects had merged into one single entity, become more cohesive, strategically effective and powerful. “They are now linking with other terrorist group in the region and will soon be very difficult to dismantle. If these political sponsors think they can turn these groups off after the 2015 elections they are going to be surprised to find it is out of their control.”

On why he had chosen to speak out publicly at this time, Dr. Davis stated that, from experience, any terrorist group that has lasted more than eight years after its formation would likely exist for another 20 or more years before it can be dismantled. It thus becomes embedded for a generation and the likelihood of dismantling it was very low. “If we don’t do our utmost now to dismantle Boko Haram then we may not be able to do so for another generation. That is a very gloomy scenario for Nigeria.”

He touched on former National Security Adviser, Owoye Andrew Azazi, whom he described as utterly corrupt. He said Mr. Azazi, who was a retired Army general, was planning to buy into the Hilton hotel chain in London to the tune of $100 million before he died in a helicopter crash on December 15, 2012.

Dr. Davis painted a portrait of Nigeria’s various intelligence units as operating in silos that refuse to share information that could tame terrorist groups. To illustrate his point, the Australian cited the example of the State Security Services. According to him, months after the SSS won the extradition from the Sudan of Aminu Ogwuche, a suspected terror mastermind who reportedly planned the deadly bombing of an Abuja bus station, the intelligence agency had yet to interrogate Mr. Ogwuche about his links with the three young men he reportedly contracted to carry out the bombing.

Dr. Davis said the young men were three in number and that they lived in the home of a CBN official who also carried out banking transactions for Boko Haram through the CBN. He said two other young collaborators in the Nyanya Motor Park bombing remain on the run.

The Australian hostage negotiator vowed to make more revelations about Boko Haram’s sponsors, adding that he believed the sect could only be dismantled if their sponsors were exposed and prosecuted. In particular, he said he could not see why the Economic and Financial Crimes Commission (EFCC) had not already moved on Sheriff for his extensive looting of public funds when he was the Borno State governor, and for leaving the roads in Borno State in a terrible shape that has enabled Boko Haram to ambush Nigeria troops and massacre them mercilessly. He also added that the former governor should face the ultimate trial for financing the recruitment of young men to the Islamist sect.

Dr. Davis dismissed Mr. Sheriff’s threat to travel to Australia to sue him for his statements as grandstanding and seeking to divert attention from the real issue of Mr. Sheriff’s involvement with Boko Haram. He added that he would be pleased to meet the former governor at the airport whenever he developed the courage to come to Australia.

A large chunk of the finances of Boko Haram may be passing through the Central Bank of Nigeria (CBN), an Australian with close links to the militant group has told TheCable. Dr Stephen Davis, who was in Nigeria for four months trying to negotiate with Boko Haram to release the kidnapped Chibok schoolgirls, said Boko Haram commanders told him a senior CBN official, who cannot be named by TheCable for legal reasons, was fully involved in the funding of the insurgency. Davis, who spoke with TheCable on phone from Australia in his first interview with a Nigerian journalist, said Western countries could not trace the majority of the source of funding to Boko Haram because “it is done through a legal channel, through the gatekeeper, the CBN, and that makes it very easy to cover up”. He said Boko Haram commanders told him a senior CBN official, who currently works in the bank’s currency operations division, was the one handling the transactions. “One of the biggest of suppliers of arms and military uniforms to the JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad, better known as Boko Haram) currently lives in Cairo, Egypt. He is the recipient of money sent by political sponsors from Nigeria. The funds go through the CBN’s financial system and appear to be a legal transaction. “Meanwhile, the CBN official who handles the funding is an uncle to three of those arrested in connection with the Nyanya bombings. The three boys lived with him. They were arrested by the SSS (Department of State Security) after the bombings but they do not seem to have been interrogated about their uncle in CBN. Or if they have given up information about their uncle then the SSS has not moved against him.” “Also, a senior official of CBN, who recently left the bank, was very close to Sodiq Aminu Ogwuche, the mastermind of the Nyanya bombings who also schooled in Sudan. Boko haram commanders said Ogwuche’s wife used to visit this top official in his office at the headquarters of the bank in Abuja before the Nyanya bombings. They were very close,” Davis said. The former Canon Emeritus at Coventry Cathedral, UK, said he decided to come out to speak now because the Nigerian authorities were not acting fast and he was heart-broken by the evils being done to the kidnapped Chibok girls and the many other girls and boys being kidnapped. “I have three daughters. I just cannot stand the thought of what those girls are passing through. I have spoken to an escapee who described how she was being raped for 40 days by militants. I can’t stand it. It is heart-breaking. Nigerian authorities must act decisively now,” he said, revealing that he spent “days and weeks” with commanders of Boko Haram in the north-east during his time in Nigeria. The National Bureau of Statistics (NBS) has revised the size of Nigerian economy to about N81.009 trillion following it latest final rebasing of the country's Gross Domestic Product (GDP), using the Expenditure Approach between 2010-2013.

This represented a marginal increase from the projected N80 trillion in 2013 when the output method was used the compute the rebased GDP in May.

According to the GDP Report (Expenditure Approach) 2010-2013 released by the statistical agency, the final consumption of Household Items Expenditure accounted for the largest chunk of the rebased GDP figures at about N58.13 trillion in 2013, up from the N42.115 trillion of the preceding year.

The report also indicated that expenditure on export goods and Services accounted for about N14.61 trillion compared to about N22.82 trillion in 2012.

Also expenditure on Gross Fixed Capital Formation in 2013 stood at about N11.72 trillion, up from the about N10.61 trillion expended in 2012.

The NBS further stated that overall Gross Final Consumption Expenditure of General Government as increased to about N6.54 trillion, rising marginally from the N5.953 trillion expended in the preceding year, while final Consumption Expenditure of Non-Profit Institutions Serving Household amounted to about N302.24 billion in 2013 compared to about N248.57 billion recorded in 2012.

It also indicated a marginal drop in Changes in Inventories Expenditure from about N204.24 billion in 2012 to about N201.44 billion in 2013.

Although total GDP by Expenditure Size stood at about N91.23 trillion, expenditure on Imports of Goods and Services which amounted to about N10.51 trillion reduced the net figure to about N81.009 trillion.

Also, rebased GDP figures on the GDP and Expenditure at Current Purchasers’ Value basis showed that the size of the economy at Basic Prices stood at about N80.09 trillion including compensation of employees expenditure of about N22.33 trillion; Operating Surplus of about N53.51 trillion; Consumption of Fixed Capital N3.71 trillion; and Other Taxes on Production (Net) value of about N536.44 billion.

The reported noted that a total of about N917.40 billion accrued as Net Taxes on Products during the year under review, thereby pushing the overall GDP figures at Market Prices to about N81.009 trillion.

Among other things, expenditure based on National Disposable Income and its Appropriation Current Purchasers Value indicated that whereas Domestic Factor Income and National Income and Market Prices stood at about N75.84 trillion and N72.74 trillion respectively, the Appropriation of Domestic Income rose from about N68.32 trillion in 2012 to about N76.21 trillion in 2013.

Cameroon said its military has killed 27 suspected Boko Haram militants who attacked areas where 480 Nigerian troops had crossed over during a battle with the insurgents.
Nigeria said the troops crossed over while making a tactical maneuver.
Cameroon’s state radio reports government troops beat back two attempts by suspected Boko Haram militants to enter the country’s northern territory through a locality that shares a boundary with Nigeria’s Borno state, stronghold of the militant group.
During a confrontation Tuesday, the soldiers killed 11 insurgents while 16 more were killed in an earlier attack on Monday.
Cameroonian soldiers seized heavy weapons and destroyed one of the vehicles the militants were using.
After the attacks, Cameroon’s state radio announced that the country’s president, Paul Biya, ordered that the Nigerian soldiers be escorted back to their country.
“The head of state has instructed that the columns of Nigerian soldiers who entered Cameroonian territory should be camped in specific locations and supervised by the Cameroonian army. The Nigerian soldiers have been provided feeding, medical treatment and fuel on instructions of the head of state. At the same time the process of accompanying the Nigerian soldiers back to their country is under way under Cameroonian military escort,” the state radio quoted an unnamed source as saying on Wednesday.
Col. Didier Badjeck, a Cameroon military spokesman, told VOA that allegations made in Cameroonian media that the incidence was a defection were unfounded, but added that they were particularly careful over the presence of the Nigerian soldiers as Boko Haram militants could also disguise as a regular army and attack them.

President Goodluck Jonathan has reached out to former President Olusegun Obasanjo for ideas as the deadly Boko Haram insurgency ravaging the North-East region of the country spirals out of control, with the terrorists capturing Gwoza, a Nigerian territory, and declaring it an Islamic caliphate.
The development suggests a rethink by the Jonathan administration which had all along disregarded Mr. Obasanjo’s proposal to commence talks with the extremist Boko Haram sect through an informal channel.
Both leaders, PREMIUM TIMES learnt, met in Abuja Wednesday at the instance of President Jonathan and had extensive discussion on how to tackle the insurgency.
In fact, ostensibly desperate for solution to the problem, Mr. Jonathan offered to fly to Abeokuta to meet with Mr. Obasanjo.
The former President however offered to travel to Abuja to meet Mr. Jonathan out of respect for the office of the president.
Mr. Obasanjo confirmed the meeting on arrival back to his base in Abeokuta, the Ogun State capital.
“Yes, I can confirm that I met with Mr. President on his invitation,” he told journalists. “In fact, he had wanted to come down to Abeokuta, but as a sign of respect to the Office of the President, I had to go. We had discussion
on the country’s security issues and that is all.”
The former President appreciated the invitation of Mr. Jonathan and assured the administration that, in the interest of peace and progress of the country, he would continue to make himself available whenever solutions are being sought for knotty national issues.
Details of the discussions between the two leaders are unclear.
It is also not clear whether Mr. Jonathan has now given the former President the nod to explore talks with the Boko Haram contacts he has identified.
The Special Adviser to the President on Media and Publicity, Reuben Abati, as well as the Senior Special Adviser to the President on Public Affairs, did not answer or return calls.
Mr. Obasanjo has for years advocated the use of force alongside peaceful negotiation as a panacea for tackling the insurgency in the North.
In May, Mr. Obasanjo commenced efforts to reach out to the Boko Haram sect, in a series of attempts at negotiating with the sect to free the over 250 school girls it abducted in April from their dormitories in Chibok, Borno State.
At the time, the former leader contacted a go-between, who assisted him in his unsuccessful attempt at mediating with the Boko Haram group in 2011.
The go-between, a lawyer, was led by a prominent civil rights activist, Shehu Sani, to meet with Mr. Obasanjo in his Ota farm in an “exploratory” effort.
After meeting with the go-between, Mr. Obasanjo contacted President Jonathan for clearance to continue with the talks. He was ignored.
“Without a response from the authorities, no one can proceed,” Mr. Obasanjo told PREMIUM TIMES at the time. “If they agree to negotiate then we can begin to talk with them (Boko Haram). Nobody can do anything alone. You cannot do it alone, it is not a one man mission, it’s not even a two man mission. It’s a collective mission. It can even be an international mission.”
Mr. Obasanjo’s 2011 attempt at negotiations with the deadly sect ended on a bloody note with the murder of Babakura Fugu, the man who received him and made effort to establish a link between Boko Haram and the former president.
The effort was reportedly not at the instance of the federal government, officials said at the time.
Mr. Fugu, a brother-in-law of the slain leader of Boko Haram, Mohammed Yusuf, was shot to death shortly after Mr. Obasanjo’s departure from Maiduguri, Borno State, to seek peace talks with the group.
The attack ended one of the best known efforts at reaching out to the deadly sect, which is responsible for thousands of deaths.
Since 2011, the group has killed thousands more, and recently drew the outrage of the international community with the abduction of hundreds of girls from their dormitory in Chibok, Borno State.

The current minister of health Prof. Onyebuchi Chukwu was rewarded by President Goodluck Jonathan after being sacked by the Ebonyi State Government for embezzling the sum of N36M. This news was first reported in 2008 by the nation newspaper. It is consistent with Nigerian government with a habit of rewarding people with higher appointments after being disgraced out of one. It is therefore not strange that the current crisis in the health sector is happening mainly because of the lack of sincerity on the part of the government represented by the Minister. The Ebonyi State government has uncovered fraud to the tune of N36 million at the state University Teaching Hospital, causing the State Government to sack the Chief Medical Director of the hospital, Dr. Onyebuchi Chukwu.

The Nation gathered that the fraud was padded up in the allowances and arrears to be paid to resident doctors, when government demanded for vouchers to be prepared for the payment of resident doctors’ accumulated allowances and arrears.

Sources revealed that there was additional N36 million naira to the total sum of N200 million, which was the actual amount that was supposed to be the accumulated wage bill causing the state government to suspect that the hospital management did not provide the actual figure for the payment of the allowances and arrears.

In its efforts to carryout investigation into the matter, the State Government decided to relieve the Chief Medical Director, Dr. Onyebuchi Chukwu, of his position for what source described as “genuine investigation of the fraud.”

This development, a source said, led to the indefinite industrial action embarked upon by the resident doctors in the state teaching hospital.

A new Chief Medical Director has been appointed. He is Dr. Ekuma Aja, a renowned consultant surgeon and retired rear admiral of the Nigeria Navy.

Hospital sources noted that the new CMD faced a herculian task in his new duty as a lot of needless actions were taken by the CMD in terms of victimization of some medical personnel on tribal grounds.

Reacting to the matter, a public analyst in the state, Mr. George Nwankwo, called on the State Government to establish a general hospital in Abakaliki metropolis, stressing that the absence of a general hospital has made life difficult for the people.

I was shocked to hear this morning from one of the Radio stations in Lagos, more like Rhythm 93.7fm, that there are ONLY TWO World Health Organisation certified health facilities in Nigeria.
Mr Aboidun Ogunniyi, the resident Epidimiologist from Abuja, a guest speaker listed the two as:

LUTH- Lagos University Teaching Hospital, Idi Araba, Lagos and

Redeemer University, Redemption Camp, Mowe, Ogun state
as the only WHO recognisd test centers in Nigeria.

Mr Ogunniyi furteher stated that UCH Ibadan is also bieing put up as isolation center.

The Minister of State for Defense, Musiliu Obanikoro, has congratulated the winner of Saturday’s governorship election in Osun, Rauf Aregbesola.
Mr. Obanikoro, a leader of the Peoples Democratic Party, PDP, said Mr. Aregbesola of the All Progressives Congress, APC, deserved the victory.
“His re-election is a confirmation of the goodwill he enjoys among the people of Osun State,” he said.
The minister, who‎ was highly castigated by the APC for allegedly using the military as a tool of coercion in the build up to the election, commended the role of the military and other security agencies during the election.

I congratulate the good people of Osun State for once again re-affirming the will of democracy by their exceptional conduct during the just concluded gubernatorial elections.
The people of Osun State have consolidated our hope in a democracy where violence-free elections are allowed to thrive. I enjoin all other citizens of our great country to emulate them as we prepare for another round of general elections early next year.
