There are indications that mega oppposition party, All Progressives Congress, is considering a name change should the African People's Congress beat it to the APC acronym. Both political associations are laying claim to the acronym in their bid to be recognised as political parties by the Independent National Electoral Commission. SUNDAY PUNCH gathered that APC may add the alphabet "N" (which will stand for Nigeria) to its version of APC, to distinguish it from any other. A prominent member of the association said adding 'N' to the acronym will solve the controversy. "We may just add 'N' to our acronym if this matter drags on for too long. We find it diversionary." However, National Publicity Secretary of the Congress for Progressive Change, Rotimi Fashakin, said the name change was speculative. He said, "Whatever anyone tells you about our merger now is speculative and untrue. We have said it over and again that the acronym APC is our intellectual property, whatever the PDP and its agents in the system are doing to frustrate our registration will not succeed." Also speaking on the issue, National Publicity Secretary of the Action Congress of Nigeria, Mr. Lai Mohammed, said the All Progressive Congress would not change its name. He said, "It is a big lie. We are not changing our name. We are sticking to our name." Calls made to the mobile telephone number of the National Publicity Secretary of the All Nigeria People's Party, Mr. Emma Enekwu, did not go through. He also did not respond to a text message sent to him. When one of our correspondents contacted the Chief Press Secretary to the National Chairman of INEC, Mr. Kayode Idowu, he said, "No comment." Meanwhile, the Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, said on Saturday that the commission was neither aware nor frustrating the registration of the All Progressives Congress. Jega who spoke on the Hausa programme, Hanu Dayawa, in Kaduna which was monitored by our correspondent on Saturday , noted that the APC officially notified the commission of their intention to merge into a political party about six days ago. The INEC boss also ruled out the possibility of adopting the electronic voting in the 2015 general elections, saying the constitution was against the use of the system. Insisting that no political party had notified the commission of any merger plan ahead of the 2015 general elections, Jega said, "The issue has generated controversy in the past few weeks. Firstly, the truth is that no political party wrote to notify us that it is planning to merge with some other political parties until the past five days or so. "It is not true that we were notified. The issue became serious when one group came out to seek for registration and I guess that was what made them to write and notify us. But that is not the issue. The main issue is that there are guidelines for registered political parties who want to merge to become a new party. There are also guidelines for individuals or groups who want to form a political party for registration. "The guidelines for registering new political pray are different from that of registered political parties who want to merge. For registered political parties who want to merge, they must have agreed to merge and each of the political party in the merger must hold a convention and agreed to withdraw their registration as a political party to become part of the new party to be form through the merger. "After their conventions, they are expected to write and request INEC to withdraw their former registration and say they want to join a new party. In spite of all the controversies, none of these political parties who want to merge has held their convention. "We only read in the newspapers that they have the intension of merging and nobody wrote us until about five or six days ago. If anybody wants to register a political party, you are expected to tell INEC of your intention by saying that you want to register a party with so and so name and you want to know the procedure for doing so." "People are just making noise over the name which is in the market while we have not even gotten to that stage. While all these noise were going on, another group came up seeking for registration with the same name." On the use of the electronic voting system in the 2015 general election, Prof. Jega noted that it was clear that the Nigerian constitution has prohibited the use of the system, adding that the commission would only use technology to improve on the registration of voters and improve on the electoral process. http://www.punchng.com/news/all-progressives-congress-may-change-name/ |

Sanctions are to help telecoms operators in becoming more productive, former NCC board chairman Mr Oluwale Ige has said. He said sanctions and fines in the industry will help telecoms operators to be more responsive and pro-active in providing service. Ige who is a former Chairman of the Nigerian Communications Commission (NCC) Board, said in Abuja that the essence of sanctions was to put operators on their toes in the area of quality service delivery and also to assure them that the commission was watching closely their activities. Ige said the sanctions should not be seen as punishment, but as a tool to tackle low level of productivity in the telecoms industry. ``It depends on your definition of sanctions. If you look at sanctions as punishment, you will sit up. Sanction is a stepping stone for telecoms operators to re-examine their operations. It is not punishment, but something to ginger them up to be pro-active and to be more positive beyond their environment,’’ he said. Ige also pointed out that telecoms operators do not operate in isolation, and there was the need for compliance adding that the reason for introducing Mobile Number Portability (MNP) was to enhance competition among telecoms operators so as improve on the quality of service. ``The MNP is a system which enables a subscriber to move from one network to another if not satisfied with the quality of service, without changing his or her SIM number,” he said. www.dailytimes.com.ng/article/“why-we-are-sanctioning-telecoms-operators”-ncc |
A NEW wave of impeachment saga now sweeps through Imo State, following a new demand on the lawmakers to impeach Governor Rochas Okorocha. Coordinator of Save Imo, Nze Ebubagu Ekenulo, Saturday submitted a letter to the House of Assembly asking the 27-member Assembly to commence impeachment process against the governor for gross abuse of office. This follows Saturday’s inauguration, in Owerri, of a seven-man panel, recently set up to investigate allegations of “gross misconduct and bribery scandal” against the Imo State Deputy Governor, Mr. Jude Agbaso. The inauguration, which was conducted by High Court Judge, Goddy Ahanihu, commenced at 10.30 am, and was concluded in about one hour. But Ekenulo, who addressed journalists, at the weekend, said the move to instigate impeachment process against Okorocha was to save the state from cataclysm. The letter titled, “Without Prejudice, Petition Against Governor Rochas Okorocha OON, A Call for His Immediate Impeachment for Abuse of Office, Diversion of Government Revenue and other offences”, and signed by Ekenulo, urged the House to commence the impeachment process without delay. The letter, which was addressed to the Speaker of the Assembly, alleges that the governor has plunged the state into financial recklessness more than any other official of government. The letter was supported by as sworn affidavit from the state High Court, dated March 20, 2013 to substantiate the allegations against the governor. Ekenulo threatened to sue the Assembly if it failed to carry out the process, just as they did in the case of the deputy governor, Agbaso. In the 13 –point allegations against the governor, the group accused Okorocha of “unlawful use and diversion of government revenue and funds to establish his private university at Ogboko, contrary to his oath of office; concealment of revenue from proceeds of the concession of Imo Concorde Hotel, Adapalm, Imo Transport Company, Imo General Hospitals and conversion of proceeds of same to personal use contrary to his oath of office as governor; and approval of 100 percent upfront payment for road contract to JPROS International Company, without proper evidence of work completion contrary to the public procurement laws.” Other allegations include: • “unlawful use of the proceeds of the Imo State bond by diversion to unapproved projects contrary to the Imo State bond law; • unlawful use of the proceeds of the bond to the tune of over N13.3 billion without appropriation; • approval of award of contract to JPROS International without advertisement and other contract processes contrary to the public procurement laws; • Unauthorized and unlawful use of local government allocation to the tune of N63 billion; • Unauthorized borrowing of N63 billion naira from a financial market, contrary to the Imo state appropriation law; • Approval for purchase of furniture to the tune of N4 billion for Government House without proper appropriation contrary to the Imo State appropriation law; • Approval and award of road contracts without design, advertisement and public bidding, without due process; • Concealment of government revenue and unlawful use of same without appropriation contrary to the constitution and his oath of office; • Conversion of government assets and properties — Imo deputy governor’s lodge and two-storey building at directors quarters, Orlu Road to Lamonde Hotel, a company in which he has interest — contrary to his oath of office. “The governor is not above the law, neither is he untouchable for breach of the law and the constitution,” according to the letter. Absence of the Chief Judge of the State, Benjamin Njemanze, for the inauguration of the panel to probe allegations against Deputy Governor Agbaso, however, raised concerns over the integrity of the event that took place at the main Conference Hall of the Secretariat of the Council of Traditional Rulers, Owerri. All members of the panel were present. The panel members include Justice Godwin Chukwuemeka Ihekire (rtd), as Chairman; James Gozie Nze, a lawyer, and Egeonu Chijioke Mere, another lawyer. Others members are Elder Humphrey Ajaelu, Vin Onyeka, Cecilia Chinyere Oladimeji, and Oparaku Nwarie. www.ngrguardiannews.com/index.php?option=com_content&view=article&id=117148:pressure-on-lawmakers-to-remove-gov-okorocha&catid=1:national&Itemid=559 |
Two suicide bombers were on Saturday blown up by their own explosives at the Eastern bye-pass in Hotoro quarters in the ancient city of Kano. The bombers, according to sources were pushing a truck loaded with primed explosives, disguising as water vendors. On arrival at a check point mounted by the Joint Task Force (JTF), one of the officers, promptly stopped them but the vendors pretended not to have heard the directive. It was gathered that their refusal allegedly prompted operatives of the JTF to open fire and in the process the explosives went off . However, four Niger nationals are now being detained by the Police in Kano for their alleged involvement in Saturday’s terrorist act in some parts of the state capital, which claimed two lives and left nine Mobile Police officers injured. . http://thenationonlineng.net/new/news-update/two-suicide-bombers-blown-up/ |

Peoples Democratic Party,PDP, yesterday, rebuffed insinuations of a fresh division in the ranks of its governors, describing as grossly untrue reports that two of its governors walked out on the national chairman during a stakeholders meeting in Port- Harcourt, weekend. The party’s claim came as the two governors, Emmanuel Uduaghan of Delta State and Rotimi Amaechi of Rivers State, besides denying the reports, pledged loyalty and commitment to the Bamanga Tukur-led national executive of the party. Amaechi specifically faulted mischief makers for initiating the reports. Ameachi, who refuted the allegation while fielding questions from newsmen at the end of the 2013 Founders’ Day Lecture at the Nigerian Institute of Advanced Legal Studies, NAILS, in Abuja yesterday, said there was no truth that he stormed out of the meeting alongside Governor Emmanuel Uduaghan. Visibly angered by the accusation, Ameachi said: “Didn’t you also read that I didn’t walk away? That story was pure mischief. “What really happened was that my colleague was leaving to travel back and I had not had lunch. So I had to follow him and somebody went and wrote that I walked away. I didn’t walk away.” Delta State Commissioner for Information, Mr. Chike Ogeah, in a statement denying the report of the alleged walk-out said: “Governor Uduaghan is a leader that has distinguished himself in the exercise of democratic principles and will never engage in acts that do not bind or unite.” PDP, in a statement by its National Publicity Secretary, Chief Olisa Metuh, said the party held a successful stakeholders meeting in Port-Harcourt for members from the South-South zone as it has held in three other zones. Asserting that the meeting in Port- Harcourt was devoid of rancour, he said: “No governor walked out of the meeting. Governor Uduaghan had an appointment to keep and duly informed the National Chairman who gave him permission to leave. “Governor Chibuike Amaechi just escorted him and he also took permission from the National Chairman. Nobody is above the party and it is totally untrue that they walked out. Our governors are cultured and decent and, therefore, cannot engage in unruly acts. “The issue of hunger and Mr. Biggs was actually a play of words by Governor Uduaghan and Governor Akpabio, who added humor to showcase the leadership appreciation of sacrifices of those who attended.” Defending the N1 million donation made by the Akwa Ibom governor to each state chapter of the party at the meeting, PDP said: “The cost of the venue and other logistics were handled by the host governor and Governor Akpabio showed his commitment to party faithful by assisting them with transport allowance as well as assisting them with some welfare. “Politics all over the world is expensive and any gesture towards accommodating the sacrifices of the ordinary PDP faithful is important.” Mr. Ogeah, in his own reb*ttal of the assertions of a walk-out by governors Uduaghan and Rotimi Amaechi, said: “On arrival in Port Harcourt, Dr. Uduaghan had informed Alhaji Tukur of his desire to return to Asaba same day. “Given that Asaba Airport closes to traffic by 5pm, the governor had sought the permission of Tukur to leave whenever it gets to the threshold of arriving at the Airport ahead of its closure. “Tukur had graciously agreed to let Governor Uduaghan leave to enable him return to Asaba on time. When eventually it was time to leave for the return flight to Asaba, Uduaghan again notified the chairman who wished him a safe flight. Governor Amaechi, as the host governor, had to see Uduaghan off.” Meanwhile, Tukur yesterday urged governors in the north-east zone to ensure that all broken relationships within the party are restored ahead of the 2015 general election. Speaking yesterday at the PDP North- East stakeholders meeting in Bauchi, Tukur said his decision to tour all the zones of the party within the country was to rebuild and address challenges against the background of the threats from opposition parties. He said: “Our great party has got what we call the triple “R” which means, reconciliation without confrontation, reformation without revenge and rebuilding the party based on equity and fairness and no imposition. “Our party is respected because our manifesto and constitution delivers the dividends of democracy to the people.” In separate remarks, governors Isa Yuguda of Bauchi State and Ibrahim Dankwambo of Gombe State urged PDP members to embrace one another irrespective of political differences, saying under Tukur, PDP had opened its door for members to express their differences. Others present at the meeting were the Deputy Governor of Taraba State, Alhaji Umaru Garba; Deputy Governor of Adamawa State, Mr. Bala Nginare; Senators Abdul Ningi, Babayo Gamawa, Adamu Gumba. LAGOS—Three pastors David Eshiet, Samson Ugbara and Adesanmi Aderoju, were yesterday arraigned by the Economic and Financial Crimes Commission, EFCC, over alleged N7.9 million fraud . The defendants who were arraigned before Justice Olabisi Akinlade of an Ikeja High Court, are facing a six- count charge bordering on conspiracy, obtaining money by false pretences, forgery and uttering. The defendants were charged by the anti-graft agency alongside their company, Prince and Zion International Service Ltd. The defendants pleaded not guilty to the charges proffered against them. The trio were accused of defrauding their victims of the sum under the pretense of helping them to secure large sum of money as loan. The EFCC counsel, Mr Ben Ubi alleged that the defendants had conspired among themselves to fraudulently obtain N4 million and 25,000 US dollars (N3.9 million) from one Angel Estate Residents Development Association in Amuwo-Odofin, Lagos. Ubi alleged that the money was obtained on October 27, 2011 under the pretext of helping the complainants source for a 100 million US dollars loan facility. He stated that the loan was being sourced by the association to finance some community projects, adding that the defendants had obtained the money as processing charges. Ubi, however accused the defendants of forging various documents which were used in facilitating the fraud. Adding that after collecting the money, they failed to secure the loan as promised which led the complainants to petition the EFCC. Ubi said their alleged offences contravened Sections 1, sub-sections 1,2,3 and 8 of the Advanced Fee Fraud and other Fraud Related Offences Act, Laws of the Federation of Nigeria. He said it also contravened Sections 363 and 364 of the Criminal Laws of Lagos State 2011. However the judge ordered the defendants be remanded in Kirikiri Maximum Security Prisons pending the hearing of their bail applications fixed for March 27. www.vanguardngr.com/2013/03/efcc-arraigns-3-pastors-over-n7-9m-fraud/ |
