By Henry Umoru ABUJA- THE Leadership of the Peoples Democratic Party, PDP yesterday explained that when completed, the proposed N4 billion African First Ladies Peace Mission (AFLPM) will reduce the financial burden of rents for international bodies that were being hosted in Nigeria. The PDP also explained yesterday that the increase in the budget proposals for the renovation of Vice President’s guest house became imperative following emerging security challenges in the country as well as the need to change the earlier designs, just as the PDP noted that the guest house was not strictly for the present Vice President Namadi Sambo, said. In a statement by the PDP National Publicity Secretary, Chief Olisa Metuh, the party warned the Action Congress of Nigeria, ACN and Congress for Progressive Change, CPC against what it termed politics of deceit following the stiff opposition to the project by these parties. Metuh said, “Contrary to the odious and deliberate distortion of facts by the opposition, the building is not for the Nigerian First Lady. The complex on completion is to host the AFLPM which has the backing of the African Union as an instrument for championing women and youth development. The Peace Mission House is a public institution, a building in the likes of the Women Development Center, Nigerian Cultural Center among others which the law empowers the FCTA to build and operate in provision of facilities for the advancement of its development efforts. It will go a long way in reducing the financial burden in rents for international bodies being hosted by the country. ‘’Similarly, the increment in the budget of the official residence of the Vice President was occasioned by the changes in the redesigning, expertly advised to take care of emerging security challenges. The house is not for the exclusive benefit of the current Vice Present as the malicious propaganda of the opposition has been feeding the public with.” According to PDP, attack on Minister of the Federal Capital Territory Administration, FCTA, Senator Bala Mohammed were designed by CPC and ACN to discredit him and the the PDP-led government of FCTA, adding, ‘’The two political parties in their absurd releases accused the FCTA of budgeting the sum of N7billion for the construction of two Abuja City Gates; N5 billion for the rehabilitation of commercial sex workers and N4 billion for the construction of First Lady’s Office. They also claimed that the FCTA padded the budget for the construction of the Vice President’s official residence. ‘’It is however clear that this coalition of disparate forces are at their usual homage to deceit and bare-faced lies aimed first at misleading Nigerians and whipping up public anger against the PDP. It is unfortunate that the leadership of these political parties among whom are elders whose ‘silver hairs’ we thought, would avail the nation virtues to paraphrase Shakespeare in Julius Caesar, have turned to merchants of cheap lies in an attempt to slur the integrity of our leadership of the nation. “There is no provision for the construction of the Abuja City Gate in the FCT 2013 budget and there is nowhere the FCT earmarked N5 billion for the rehabilitation of commercial sex workers in the said budget. We challenge the parties to prove us wrong. “The truth is that the FCT administration has nothing to do with the proposed Abuja City Gates. The project is one of the items making up the Centenary City to be financed by the private sectors in earnest of corporate social responsibility towards the Centenary Celebrations. Neither is the FCTA connected to the Centenary City nor to the City Gate, as such does not exist in its budget. ”’The FCTA did not provide the sum of N5 billion for the rehabilitation of commercial sex workers in the 2013 budget. What is public knowledge however that is the overall budget of the Social Development Department of the FCTA is N4.7 billion out of which the FCTA slated only N150 million for routine enforcement and general management of the rehabilitation centers including training and empowerment of rehabilitated sex workers. In fact, the budget was reduced from N225 million budgeted last year. Therefore, to tell Nigerians that the FCTA budgeted N5 billion for the rehabilitation of prostitutes when it is clear that only N150 million was budgeted for the sub-head under which it falls is to say the least despicable. “What else but studied obscurantism will blind the opposition elements to the massive infrastructural development going on in the FCT under the current administration? ‘’The opposition is well aware of the Land Swap Initiative of the FCT administration which in partnership with the private sector has delivered a sizable part of a total of 500,000 houses in 10 new districts while providing jobs for half a million Nigerians. “Is the opposition blind to the on-going Social Housing Scheme set to deliver a total of 50,000 free houses for Nigerians? Does the opposition not feel the vibration of massive construction in all crannies of the city as in Abuja Light Rail Scheme; the new 10 lane Outer Circular Roads as well as the on-going resurfacing of the inner roads within the city? “The bottom-line is that both the ACN and the CPC are daily proving to Nigerians that their political parties thrive in lies and deceit; an opposition lacking in character and in attitude, a brood of self ambitious dictators united in a shameful agenda of lies to mislead the people.” “This is certainly not the type of leaders Nigerians will entrust their fate to.’’ www.vanguardngr.com/2013/02/why-there-is-need-for-first-ladies-mission-pdp/ |

MTN has announced that it has started installing Long Term Evolution (LTE) network, a ‘standard for wireless communication of high-speed data for mobile phones and data terminal’, known as 4G technology. The network infrastructure upgrade plan will provide its customers with faster data access and speed of up to 100Mbps such as faster access to the internet and superior quality live streaming and video chatting. Mr Rami Farah, the company’s chief technical officer, said the telecom’s continuous investment and introduction of supreme technologies seek to provide customers with the best user experience across the country. MTN Uganda launched the first mobile money service in Uganda, introduced 3G+, expanded its distribution foot print, and enhanced the core, radio capacity and infrastructure technology. Furthermore, it extended its fibre network by laying optical fibre and built regional switching centres in the North, East, West and Central regions. "MTN remains committed to the development of the ICT sector and the Ugandan economy. LTE becomes the new standard determining the level of technology development and offering substantially faster data speed than other technologies" says Mazen Mroué, MTN Uganda chief executive officer. The company plans to invest US$ 70 million this year added to another US$ 80 million spent in 2012. This launch will make MTN the first telecom to use such technology in East Africa. However, last year, Smiles Telecom tested 4G technology services in Kampala after acquiring a license from Uganda Communications Commission (UCC) allowing it to trade in this technology. ABUJA -President Goodluck Jonathan will tomorrow declare open a two- day national conference aimed at encouraging broad-based approach to tackle emerging contemporary security challenges in the country. This is contained in a statement issued by CSP Frank Mba, the Deputy Force Public Relations Officer, in Abuja yesterday. Mba said the conference will be attended by military and police chiefs, representatives of state governors, special advisers on security to governors and security experts/practitioners from within and outside the country. Also to attend are principal officers of national and state assemblies, chief executive officers of registered and active private security agencies and representatives of ethnic forums and nationalities. He said that the National Human Rights Commission, invited Non- governmental organisations and civil society groups were expected to attend. Others included Nigeria Labour Congress, PENGASSAN, Trade Union Congress The others are Nigeria Union of Journalist, representatives of Police Community Relations Committee at national and state levels among participants. It also said that other critical stakeholders in the Nigerian Project were also expected to make inputs. “The summit, which is a public private partnership initiative, is expected to provide an avenue for Nigerians from all walks of life to make informed inputs into concerted efforts by the police and other security agencies at providing lasting solution to Nigeria’s myriad Security Challenges,” it said. The statement said the two-day event was being organised by the Nigeria Police in conjunction with Vanguard Newspapers. The theme of the conference is: “Addressing Nigeria’s: Security Challenges for Sustainable Peace and Development”. It urged participants to use the opportunity to make sincere and informed inputs on matters bordering on the general security of the country and the people. According to the statement, the conference is predicated upon the belief of the force that the business of policing and securing Nigeria is the responsibility of all. Authorities of Nigeria’s University of Benin (UNIBEN) located in the capital of southern Edo State on Tuesday announced the discovery of a new herbal drug that can cure the dreaded Human Immunodeficiency Virus (HIV) and the Acquired Immune Deficiency Syndrome (AIDS), urging carriers of the disease to give it a try. Dean of the School of Basic Medical Sciences of UNIBEN Isaiah Ibeh unveiled the herbal drug to reporters, saying it had undergone series of successful tests at the laboratory and by medical experts both in Nigeria and the United States of America, where it passed through more critical tests. “We are at the threshold of making history, in the sense that we seem to have with us something that will permanently take care of what over time seems to have defied all solutions. We are talking about the latest discovery of an oral drug made from plants extraction in Nigeria for the possible cure of the pandemic, HIV and AIDS virus,” he said, adding that research on the project had commenced in 2010 and culminated in the development of the liquid drug known as Deconction X (DX) or Bioclean 11, for the cure of HIV/AIDS. “The existing retroviral drugs are intervention drugs for the management of AIDS, but our new discovery is a possible cure,” he said further. According to Ibeh, the university had tried to look at the herbal drug first, as well as its toxicological analysis and discovered that it has a large safety margin before unveiling it to the public. “This means that if animals or human beings are exposed to it, they will not suffer any serious harm at all from the exposure,” he said. The Nigerian university also claimed to have obtained a refreshing and revealing result, having done bacteriological analysis on the drug, after which it looked at its effect on the virus. “The drug had performed well on patients with the HIV virus and had shown evidence of total restoration of damaged tissues. The result showed an increase in the body weight of the individuals administered with DX,” Ibeh said. He said further tests were being conducted to determine the point at which a patient will prove negative after being administered the drug, explaining that this verification became necessary because it is what is used to measure whether an infection was still there or not. “Preliminary results showed that of the five latest patients orally administered with the drugs within seven months, three of them were siro negative while two were still faintly positive,” he explained, while appealing to government and other relevant bodies to assist the university with relevant equipment to sustain the research. www.nzweek.com/world/nigerian-university-says-discovered-new-cure-for-hivaids-41557/

One person was also injured in the attack. Gunmen thought to belong to Islamist extremist group Boko Haram have done scores of such shootings in Nigeria’s north, though criminal gangs also carry out violence under the guise of the group. Former Governor of Lagos state and National Leader of the Action Congress of Nigeria (ACN), Asiwaju Bola Ahmed Tinubu is to serve as the chairman of the centre’s Board of Trustees while Nobel Laureate, Professor Wole Soyinka will represent Ogun state and the founder, Aregbesola will represent Osun state on the board. Other members of the board are former Vice Chancellor, Obafemi Awolowo University (OAU), Ile-Ife, Professor, Wale Omole and former Vice Chancellor of University of Ado-Ekiti, Prof. Akin Oyebode (Ekiti). In a statement issued by the Director, Bureau of Communications and Strategy in the office of the Governor, Mr Semiu Okanlawon names other members of the board to include Chief John Odigie-Oyegun; Dr. Usman Bugaje (North); Prof. (Mrs) Bolanle Awe (Osun) and Professor. A group in the South-South geo-political zone of the country, Justice and Equity Coalition, has kick-started what looks like an informal campaign in support of the presidential ambition of former Vice President, Atiku Abubakar. According to a press statement made available in Calabar on Friday and signed by the coordinator of the group, Prince Victor Okon, they observed that the country had missed “the political ingenuity and authority which Alhaji Atiku would have brought into national leadership at a crucial period like this.” The statement pointed out that Atiku had, a few years ago, raised the alarm on the economic policy of the Federal Government, which was denied by some presidential aides, but later turned out to be true. According to Prince Okon, Atiku having served for eight years as the vice president and criss-crossed the nooks and crannies of the country, he was better prepared and preferred as a personality from the northern part of the country whose quality could keep the country as one. Despite the constant denials and dodgy response of the presidency to talks on whether President Goodluck Jonathan will run for a second term, the body language of the president, his aides and even close confidants, suggest he will run. Whats more? The Presidency is very optimistic that should President Goodluck Jonathan decide to run for a second term in 2015, no individual or group can stop him from exercising that right; including former President Olusegun Obasanjo who they say, has no choice than to support Jonathan for a second term in office. This view and others was given on Saturday in Abuja, when Special Adviser to the President on Political Matters, Barrister Ahmed Ali Gulak, said the constitutional right of President Jonathan to contest the 2015 presidential election is non-negotiable, even as he expressed confidence that in the event the president decides to run, he would perform better in the North than recorded in 2011. Gulak, while speaking on the Obasanjo factor said, “Nobody is God, nobody should play God, no one is indispensable. Chief Olusegun Obasanjo, no doubt, is a well-respected leader who has played his part in developing the nation; he is a well-respected man who is like a father. But the truth is that just as people say he is a benefactor of the president, others have been his benefactors, too. “You know you come you go. When your time comes and goes, so be it; only he cannot pick a leader for this nation because Nigerians have not conferred on him the right to pick their leaders for them. This is more so when Nigerians are right-thinking people whose brains work. So, when people continue to express certain views as if the president and the former leader are at war to the extent that such can affect his chances of returning for a second term should he decide, it baffles me. “There is no war at all, and in fact, there are many individuals who can play roles, not a single person making it work. There is no doubt the former president has influence, but it is limited to a certain level. The truth is that as a member of the PDP, as a former president under the party, as a former chairman of the party’s BoT, and as a member of the same body, former President Olusegun Obasanjo will eventually have no choice than to support a second term should Mr. President decide to run both before the primary and after the primary.” In what might come as a rude shock to some governors of northern extraction who are rumored to be eyeing the Aso Villa – the seat of power, Gulak says: “Northern governors can’t stop Jonathan. Most of the governors making statements are serving out their second terms, and what do you expect? “Most of them are aspiring to be president and they cannot stop Jonathan if he decides to contest. How many governors stood for election and failed? They can challenge, yes, but cannot defeat him. Everybody has the right to contest. They can challenge President Goodluck Jonathan, but defeating him? I would say no. Trouble is looming in the Peoples Democratic Party, PDP, as governors on the party’s ticket are rallying for a showdown with the National Chairman of the party, Alhaji Bamanga Tukur over his alleged unsavoury attitude towards them. The hard stance of the governors, it was learnt, had last night sent some members of the National Working Committee, NWC, of the party into a panic mode, following agitation by the governors for the dissolution of the body. “There is trouble,” one senior party official said yesterday evening in between trouble- shooting meetings, one of several held in the federal capital yesterday. The governors, Vanguard learnt, yesterday were mobilizing to convene a meeting of the National Executive Committee, NEC of the party which is expected to reverse some of the actions of the NWC, particularly as it affects Adamawa State. Yesterday, Governor Sule Lamido who heads the committee instituted by President Goodluck Jonathan to resolve the Adamawa crisis, met with some members of the committee including Governor Theodore Orji during where issues affecting Adamawa were reviewed.Govs to use NEC against NWC The governors who nominated most of the members of the NEC are now poised to use the body to reverse the actions of the NWC concerning Adamawa. Besides, the governors are also threatening to mobilize the NEC to convene a special convention of the party for the singular purpose of dissolving the NWC. It was as such not surprising that the hitherto unanimous support Tukur was getting from NWC in his battle with Governor Murtala Nyako has dwindled as the NWC members moved to save their necks. A number of the NWC members, yesterday, had sent emissaries to the seething governors on their readiness to soft pedal. The grouse of the governors flowed from the dissolution of the Adamawa State executive of the party on the instruction of the NWC led by the national chairman, Tukur. Tukur is from Adamawa State and until his election, he did not have much say in the affairs of the party in his state as the whole party structure was controlled by Governor Nyako. However, following his election last March, Tukur moved to strengthen his hands in the state with the dissolution of the state executive of the party. The NWC said the reason for the move was that the state chairman, Alhaji Umaru Mijinyawa Kugama had overstayed his tenure and was from the same senatorial district as Governor Nyako. The dissolution of the state executive was, however, opposed by the governors who alleged, among others, that it would inspire anarchy and lead to a situation where NWC members at the least provocation would dissolve state executives of the party. The state executives of the party are in almost all cases loyal to the governors and the decision against the Adamawa State chapter was seen as something that, if not checked, could in future affect all of them. Yesterday, the same fear was expressed at the meeting of the governors in Abuja. The governors at the instance of President Goodluck Jonathan, had agreed to the establishment of the Lamido committee as a soft landing for Tukur. The expectation, it was learnt, was that Tukur would use the report of the Lamido committee as the basis for reversing the dissolution of the Adamawa executive. However, to the chagrin of the governors, Tukur using the NWC forged ahead with the fresh congresses in Adamawa State last month with the aim of putting the state executive out of the control of Governor Murtala Nyako. Besides sacking the Adamawa executive, Tukur is being accused of dictatorship following the suspension from office of the National Vice- Chairman, North-East, Alhaji Girigiri Lawal by the NWC on the allegation of not collaborating with the National Chairman’s agenda to weaken Nyako in Adamawa. Tukur is also being accused of hobnobbing with the party’s local enemies in Adamawa State for the purpose of humbling Governor Nyako. It is claimed that supporters of the Congress for Progressive Change, CPC candidate in the last Adamawa State gubernatorial election, Gen. The rate of kidnapping has become terribly alarming, and after one case is over it seem a new one always pops up. Last year the height of it was when Okonjo Iweala’s mother was kidnapped, followed by the kidnapping of Nkiru Sylvanus. Now its a case of the PPMC deputy manager. It was reported that the senior staff of the Pipelines Products Marketing Company, PPMC, Okrika Area Office, an affiliate of the Port Harcourt Refining Company has been kidnapped, the Police Command in Rivers has said. The spokesman of the command, Ben Ugwuegbulam, said this in an interview in Port Harcourt on Friday. The PPMC is a subsidiary of the Nigerian National Petroleum Commission, NNPC. Mr. Ugwuegbulam said that the victim is a Deputy Manager at the PPMC, adding that the manager was abducted at Ozuoba in the outskirts of Port Harcourt on January 3. “The details of the incident are still sketchy. Our anti-kidnap unit has commenced investigation into the incident. We will give you more details as soon as we get them,” he said. Mr. Ugwuegbulam said no group has claimed responsibility for the abduction and no ransom has been demanded. A group which purports to be the Youth wing of the ruling Peoples Democratic Party, PDP, has asked President Goodluck Jonathan to resign if he has run out of ideas instead of denying sponsorship of posters for his second term, which surfaced in major parts of Abuja on New Year’s day. The group lamented that since the President assumed office, he had not shown any competence in solving the myriad of problems bedevilling the nation. The statement was signed by its Publicity Director, Comrade Bala Usman, and its National Director, Mr. Fidelis Uzoka. The statement was entitled, ‘What will Jonathan gain by digging the grave of our great party, the PDP?’ and ‘Resign if you have run out of luck and ideas’. The group said it was high time to save the PDP from the President. "Now, we are generating more than 5,000MW," another false statement by President Jonathan? The Transmission Company of Nigeria, TCN, has said that at no time had the country's electricity generation capacity reached a peak of 5,000 megawatts, MW. This contradicts President Goodluck Jonathan's claim during his third Presidential media chat last November that the combined average power generation capacity from all the power plants in the country moved from less than 3,000 MW in 2007 to a new peak capacity above 5,000 MW. The President had listed the 5,000MW power generation capacity as one of his administration's major achievements under the Power Sector Reform agenda. "Power is one area Nigerians appreciate we are moving. We are yet to get 24 hours of light in our cities, but you would agree with me the difference is clear. We moved, in 2007, from about a little below 3,000 MW production average. Now, we are generating more than 5,000MW," the president told the panel of interviewers. As at the time President made the claim, TCN, the Power Holding Company of Nigeria, PHCN, successor company in charge of monitoring electricity transmission data in the country, had given 4,321.3MW as the country's power generation capacity as at August, 31, 2012. President's Spokesman, Reuben Abati, and the Special Adviser to the Minister of Power, Garubadeen Mohammed, did not respond to calls and mails sent to them seeking clarification on the source of the President's controversial figure. But, the Assistant General Manager, Public Affairs of TCN, Dave Ifabiyi, said on Wednesday during a telephone chat from Abuja that at no time had the country's power generation capacity neared 5,000 MW. "There was never a time like that (5,000MW generation capacity), never. The highest peak generation of 4,517.6 MW was achieved on December 23, 2012," Mr. Ifabiyi said. The TCN spokesman, said in a previous statement, that a new peak power generation capacity of 4,502.2 MW was achieved on December 21, 2012, an improvement on the 4,454.1 MW achieved on December 19. He attributed the achievement to the commitment of the President to fulfill his promise to Nigerians on improved electricity supply. Mr. Ifabiyi dispelled any insinuation that the TCN was probably not evacuating all the generated electricity when he said that transmission and distribution companies would continue to harness "every available generation to ensure delivery of stable electricity supply" even as more National Integrated Power Projects, NIPPs became functional. This is not the first time President Jonathan would be making a public statement that turned out to be false. In his Independence Day broadcast to Nigerians on October 1, the president had claimed that "In its latest report, Transparency International (TI) noted that Nigeria is the second most improved country in the effort to curb corruption." The claim turned out to be false. Transparency International stated that it "does not have a recent rating or report that places Nigeria as the second most improved country in the fight against corruption." The latest Transparency International Corruption Index report later released placed Nigeria as the 35th most corrupt country in the world. The president is yet to apologise to Nigerians for that goof, just as he may not apologise for this. TCN to improve operations The TCN Chief Executive Officer, Olusola Akinniranye, said the company would not relent in its efforts to ensure that the transmission grid functions effectively for greater efficiency. Mr. Akinniranye said part of that effort is to restore the Benin-Egbin 330kV line as well as complete the new transmission/distribution interface projects to further enhance the company's power evacuation capacity. He appealed to electricity consumers to continue to partner with TCN in protecting electricity installations and forestall vandalism, which he said was constituting a major setback to efforts to improve electricity supplies. www.m.naij.com/news/18823.html |
