We don't have to be happy with this news, because one thing is so sure that once they stop the ATM charges the ATM machines will no longer be effective as it used to be. The ATM situation will be worst than what we are experiencing now. And the issue of Debiting will increase. if they the banks can make the ATM more effective and maybe charge let's say N50 Fifty Naira per transaction I think that is very reasonable too. There is nowhere ATM transaction is free even in the developed world. If we are happy that they stop the charges today we will still come back to this forum to cry for the ineffectiveness of the ATM machine in no time. I see this as a Greek gift. |
The commercial banks doing business in Nigeria may lose millions of naira to the new regime stopping them from charging customers N100 for using Automated Teller Machines (ATM) per transaction. Under the outgoing regime, a customer using the ATM of another bank is charged N100 per transaction. The banks, under the Bankers Committee, after a meeting in Abuja, recently opted to stop the fee, saying it was a sacrifice they have to make to ease the pains of their customers. The Group Managing Director, First Bank Plc, Mr. Bisi Onasanya, said the decision will help to increase the patronage of ATMs in the country. He said, “When you use the ATM of a bank other than your bank, there is a charge of N100, which is borne by the account holder. We have decided that we will work out the modality and ensure that with immediate effect we will pass on this cost to respective banks to bear the cost of providing services.” He added, “No matter where you are withdrawing your money from, you will not be subjected to any charge for using the ATM. The new policy does not cover withdrawals inside the banking hall when the ATMs are off. But for transaction on what we call ‘not on us,’ when you are a customer with First bank, you can use the ATM of a GTB bank, it is free and you will no longer bear any cost”. www.vanguardngr.com/2012/12/atm-banks-to-lose-millions/

Abuja – Miss Winfrey Okolo, a student of the University of Benin, has won the 2012 Miss University Nigeria (MUN) beauty pageant. Okolo emerged the winner by beating 48 other contestants in Abuja on Friday night. The beauty queen received a star prize of a Nissan Sony car and one million naira. In an interview after her installation, Okolo said that the event marked her first participation at a beauty contest, thanking God for enabling her to excel at the competition. She, however, pledged to make good use of her position to affect the lives of Nigerian youths. “I will try to stimulate a change in the Nigerian university system; I will endeavour to promote modesty, hard work and a lot of things that will bring out the students’ confidence,’’ Okolo said. NAN reports that the competition was a “no-bikini pageant’’ that was particularly aimed at promoting the African culture and discouraging indecent dressing among the youth. Mr Taylor Nazzal, the President of MUN Organisation, said that he was happy to touch the lives of many young Nigerians. “We can always inspire women out there to be better leaders of tomorrow. They are all potential wives and if you groom them well, you’ve succeeded in grooming the men and the whole world,’’ he said. Nazzal said that the new beauty queen would be Nigeria’s student ambassador to the United Nations (UN), adding that she would also be engaged to carry out charity assignments. He also noted that Okolo would represent Nigeria at the Miss University Africa pageant involving 53 countries in South Africa and the Miss United Nations pageant in New York next year. In her remark, the FCT Minister of State, Mrs Olajumoke Akinjide, said that the pageant was also promoting the government’s vision for the youth. The minister, who was represented by Dr Geoffrey Chukwuemeka, a Director in FCT Administration (FCTA), noted that the beauty contest also created an avenue for the contestants to exhibit their talents because it was not about beauty alone. Akinjide said that the pageant also reinforced the FCTA’s goal of promoting national unity and peace. “It also supports our plans aimed at discovering the potential of our female youth, protection of our female youth and discouragement of indecent dressing, prostitution and other social vices among young ladies,’’ she said. The `non-bikini’ beauty pageant began in 2007 and its 2011 edition was won by Miss Temitope Olowoniyan of Ahmadu Bello University (ABU), Zaria. Yahoo! after a court battle has been ordered by a Mexican court breach of contract involving a yellow pages listings service. Although, the US firm have decided to appeal as it claimed that the allegations were without merit and would vigorously pursue all appeals. The civil case was brought by Worldwide Directories and Ideas Interactivas against Yahoo! and Yahoo! De Mexico. The two firms claim to have suffered breach of contract, breach of promise and lost profits arising from contracts related to a listings service. Yahoo! said the ruling by the 49th Civil Court of the Federal District of Mexico City was only a preliminary judgement, and vowed to fight on. It was not immediately clear when the lawsuit had been filed against Yahoo! Worldwide Directories and Ideas Interactivas could not immediately be reached for comment. Documents from local courts in Mexico are not available for public consultation. Shares of Yahoo! were down 1.7% at $18.45 in after-hours trading in the wake of the news. In October, Yahoo! reported that its quarterly profit rocketed above $3bn (£1.9bn), fuelled by the sale of part of its stake in Chinese e-commerce giant Alibaba. The Californian Company’s revenue from display advertising was little changed from the same quarter last year. But Yahoo! said its income from adverts which appeared alongside online search results was up by 11%. It has been trying to reinvent itself after being overtaken by Google for internet searches. www.channelstv.com/home/2012/12/01/mexican-court-orders-yahoo-to-pay-2-7bn-for-breach-of-contract/ |

I think the man has a solid point. The country's style of democratic governance is obviously too expensive for us. You can imagine a situation where mr President appoints over 40 ministers and same number of people as ministers of state for such numbers of ministries, and each of them will in turn, be entitled to employ a large number of retiny of special assistants and advicers and they'll be on huge salaries and allowances and most of the time, these people have nothing tangible to show for all the monies paid to them. It is this class of people that should have their numbers reduced, not the ordinary civil servant, whose N18,000 minimum wage, can barely be enough for him. |
The governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi has lashed out on those calling for his sack over his purported statement that the federal government should reduce the work force in the country. Speaking to Channels Television’s correspondent, Chukwuma Onuekwusi, in London at the end of the 13th session of the Honorary International Investors council meeting, Mr Sanusi said that those calling for his sack “are shying away from the reality of the time”. He said he was not talking about the sack of civil servants but a reduction in the size of political appointees who take 70 percent of government revenue leaving a mere 30 percent for the 160 million Nigerians. According to him “what Nigeria is practising is an American system of government that is very expensive”. He said that he cannot join issues with anyone calling for his sack. https://www.youtube.com/watch?v=sUazPIQAJoE www.channelstv.com/home/2012/11/30/sanusi-lashes-back-at-those-calling-for-his-sack/ |
Less than a week after Forbes Magazine chronicled the list of 40 richest Africans in which 11 of them were Nigerians; another different list emerged that was unfavourable to Nigeria. The quantification and tabulation by Forbes, maintained that Aliko Dangote was still the richest person in Africa for two consecutive years, 2011 and 2012 respectively. Many Nigerians were probably proud to have one of their own at the top of the list. Of course, Dangote works for his money and has been providing jobs to Nigerians. He is part of the solution by heavily investing in Nigeria and Africa, unlike those that siphoned their wealth abroad. And here comes the bombshell, The Economist Intelligence Unit (EIU), a sister company of The Economist magazine, complied a list of its 2013 Where-to-be-born Index and of the 80 countries evaluated, quantified and covered, Nigeria comes last in the ranking at 80 out of 80: "it is the worst place for a baby to enter the world in 2013." This is beyond just a bad news, it is depressing, no matter how you look at it. Nigeria is among the worst and miserable places for wealth redistribution and income inequality in the world. An oil and mineral resources rich nation, where less than 1% of the population controls about 99.5% of the country's wealth. This implies that Nigeria wealth distribution is more like a pyramid with tiny wealthy class at the top and large base of poor and destitutes at the bottom. No country can progress without a thriving middle class. Nigeria does not have a middle class, but few very rich and the large very poor. This is a pathway to gloom and doom, not a recipe for winning a future. Nigeria a nation of private jet owners, tantalizing cars and expensive wine drinkers, is also a nation of massive homelessness, joblessness, disease infected water and starvation. Many women and children go to bed at nights on empty stomach with malaria infected bodies. Nigeria is the only oil exporting nation without reasonable electricity, drinking water and health care facilities. Wole Shadare and Faith Oparugo, writing in Guardian News on Nigeria's growing ownership of private jets wrote: "WITH Nigeria holding the record of a country with the highest private jet ownership in Africa, the aviation sector has brought into sharp relief the paradox of a nation that is endowed with huge oil resources but where only a few are wealthy. In a country where the average Nigerian lives on less than $1 a day, there is a super rich class of business moguls, bankers, preachers, politicians and oil magnates whose private ownership of jets is more than that of any other country. While the rich can afford such luxuries, the economic crisis in the nation is seen in a situation where the aviation sector needs financial succour from the Federal Government. According to an official of Bombardier, the Canadian aircraft manufacturer, Nigeria ranks behind the United States, United Kingdom, and China among countries that top their orders for the supply of the aircraft type; just as there are indications that N1.30 trillion may have been expended in the last seven years. Nigeria is said to top the market for private jet ownership." Well this time around, the country of jet owners has been classified as the worst place to be born in the world. What does this really mean? Well, it is loaded and this is not good for Nigeria and Nigerians. Without being defensive as usual, the world is actually losing the hope they bestowed on Nigeria. Nigeria is not a confidence nation and Nigeria without doubt, rely on how the rest of the world sees her. This is important because the world is telling Nigeria that her so-called image re-branding and public relation are not working. The most important image re-branding is doing the right thing, not tricking people to think otherwise. The Economist Intelligence Unit assessment actually means that among the poorest countries in Africa, Latin America and Asia, Nigeria is the worst place to be born in 2013. Cynics and realistic Nigeria may refute such an assumption and conclusion, but that may not be necessary because they do not have the bigger microphone to dispute EIU assertion and convince the rest of the world that Nigeria is the 'best' country to be born. Nigerians do not have access to media industry as big as CNN, BBC or EIU that can easily dispense and dissipate information to all the four corners of the world. Therefore Nigeria has to lick her wound and move on as usual. Nigeria is now becoming like a football to be kick around without any consequences because our leaders and policy makers are so inconsequential in global affairs and do not command any respect. Is Nigeria really the worst place to be born? The answer depends who is answering the question. Of course the fat cats and politicians will resoundingly say NO, but the average Nigerian without food, electricity and drinking water will say YES. But it is also easy to pick on Nigeria, because of its management failure. Nigeria's natural and human resources have not been properly managed, due to weaken internal mechanism of operandi . This is the principal factor that deterred her from greatness and parked her where she found herself today. Nigeria can be a miserable place for our youths whose unemployment rate is at a disastrous and alarming level. Our youths are poorly educated, and less than 5% of them are gainfully employed. This means that 95% of Nigerian youths are roaming the streets without purpose and employments. The implication of this scenario is crime, restlessness and vandalism that are running rampant among energetic youths and elusive minds. The rate of joblessness for the entire country is alarming, Nigerians without full employment should be approaching 75-80%. The operating world is 'full employment' and when an individual is fully employed, it means that he is not underemployed and he can survive comfortably from the gainful employment. Nigerian wealthy class are known for spending their fortunes in foreign lands. Big shops in places like Dubai, London and many others cannot be satiated until wealthy Nigerians step into their expensive stores and impressed them with hard currencies. At same time it must be clearly clarified that spending one's earned income is his right. But when the rich could not utilize their disposal income to help boast the well-being of their country, then there is a problem. Nigeria must be serious about improving the quality of life and well- being of her people. The brain drain occurring in Nigeria is not healthy for the most populous country in Africa. Nigeria needs all the brain power it can muster and as much as it can gather to improve her economy for her poor citizens. There are emerging leaders and active Nigerians that are rising to the challenge of making their nation better but the critical mass has not been approached. As The Economist Intelligence Unit (EIU) narrated: the "quality-of-life index links the results of subjective life-satisfaction surveys—how happy people say they are—to objective determinants of the quality of life across countries. Being rich helps more than anything else, but it is not all that counts; things like crime, trust in public institutions and the health of family life matter too. In all, the index takes 11 statistically significant indicators into account. They are a mixed bunch: some are fixed factors, such as geography; others change only very slowly over time (demography, many social and cultural characteristics); and some factors depend on policies and the state of the world economy." Corruption has arrested affirmative development in Nigeria. The country must slow down corruption to be able to win the future for posterity. Corruption has become so bad in Nigeria, that even sports, the only institution that Nigerians collectively adored has been touched by corruption. The Nigerian Green Eagles coach recently narrated how bribery and corruption played a role in selection of the players. Nigerians are becoming sick and tired of hearing Nigeria called, " the most corrupt, the worst country, the bad and the ugly". For once Nigerians desire to be proud to announce to all and sundry - We are Nigerians without anybody reminding them how backward, corrupt or bad Nigeria is. When is that going to happen? Or Nigerians asking too much? |

LAGOS—The Congress for Progressive Change (CPC) has dismissed the call for the sack of Mallam Sanusi Lamido Sanusi as governor of the Central Bank of Nigeria, CBN by the Nigeria Labour Congress as self-serving. The party said the labour leadership’s call was only aimed at winning back popular support after the same leadership betrayed the masses when it unceremoniously surrendered at the peak of the popular revolt against the hike in fuel prices at the beginning of the year. The NLC had on Wednesday called for Sanusi’s sack upon his submission that the civil service be trimmed for the purpose of fiscal discipline. In a statement issued by the party’s national publicity secretary, Engr. Rotimi Fashakin, the CPC, nevertheless, upbraided the ruling Peoples Democratic Party, PDP for mismanaging the economy. “Whilst we do not agree that the cause of the exorbitant recurrent expenditure is wholly due to the size of the public service work-force and that the sacking of half its size is the solution to the identified problem, we believe the call for the call for the sacking of the forthright Public officer for volunteering his personal opinion is equally preposterous. It is our belief that the fiscal indiscipline of this Jonathan-led administration has exacerbated the Nation’s malaise!” “We equally believe that rather vilifying the CBN governor for the commentary, this should throw up meaningful discourse on extricating the Nation from the financial recklessness of this PDP-led Federal Government.” “In the first place, the CBN governor is not in a position to implement policy for sacking the Nation’s public servants. At best, Mallam Sanusi Lamido Sanusi aired his personal opinion. We are at a loss at the nexus between his personal opinion and the strident call for his sack, except there are other sinister underpinnings in this call.” “As a Party, we have equally taken note of the ignominious manner this present crop of Labour leadership truncated, in January 2012, the people’s popular refusal to yield to the exploitative tendencies of the Nation’s rulers. In the course of scuttling the people’s revolt, some of these Labour leaders got appointed into some dodgy committees that were not primed to achieve result. This is why we view this call by the Labour leaders for Sanusi’s sack as a cheap, opportunistic (albeit languid) ploy to crawl back to the people’s reckoning.” “We believe that responsible leadership is about selflessness and consistency. We advise the Nation’s Labour leaders to critically examine the policies of governments (Federal and State) that impinge on the well-being of the people instead of looking for scape-goat for cheap populism.” www.vanguardngr.com/2012/11/sanusi-nlc-call-is-hypocritical-cpc/ |

Governor Babatunde Fashola of Lagos State, yesterday, arrested a police officer who rode his 100 CC commercial motorcycle on the Agege Motor Road, Ikeja in defiance of the traffic law. It would be recalled that the state governor, on August 2, signed into law the road traffic law which restricted the activities of Okada operators on 475 roads in the metropolis. The officer, Mr. Ebahan Johnson, a Police Sergeant, who was accosted on the ever busy expressroad by the governor at the Airport Bus-stop, Ikeja, during an inspection tour of on-going projects in the Lagos-West Senatorial District of the state, was riding a red Bajaj motorcycle. Johnson, who initially resisted arrest, succu- mbed when he realised that it was the governor that accosted him. Speaking on the arrest, Fashola said; “There is no one who would be above the law. If anyone cannot submit himself to the law of the state, then that person should please, leave the state.” The governor warned that the state government will not condone any violation of the road traffic law which was signed into law to bring sanity into road transportation. According to him: “There is no society where laws are not broken but the state government will increase its enforcement to ensure that residents of the state comply with the law. “And as we move on the road if we see anyone violating the law, we will stop and arrest him.” According to the governor, the officer in question will be handed to the Commissioner of Police, Umar Mankko for proper prosecution. “I am sure he would be prosecuted,” he said. www.vanguardngr.com/2012/11/fashola-arrests-policeman-riding-okada-on-restricted-road/ |

The Chairman, IndependentNational Electoral Commission (INEC) Prof. Attahiru Jega, said on Wednesday that the commission was ready to issue permanent electronic voters' card that would be valid for 10 years. ``With the design of the card and specification it will serve for an average of 10 years, as it could also be used for the 2019 elections.'' He said in Abuja that the electronic voters' card would eliminate electoral fraud and ensure credible and transparent polls. Speaking at an INEC/civil society dialogue on plans and progress towards the 2015 elections, Jega said that was as a result of the features on the electronic card, which, he added, included micro testing security, hologram, and finger prints. ``The cards will be an electronic card to be used for identification, authentication and for voting, also it will prevent multiple voting and frauds. The chairman said that card readers would take the finger print and determine the legitimacy of the owners of the card and that it would be used during the 2015 elections. He said with the introduction of card readers, matching the electoral manipulations and fraudulent activities of people buying voters card and multiple voting would be eliminated. ``There is a lot of work to be done, we have to procure card readers and we have started this, we have made budget for it and we are receiving support. ``This budget year we are buying 500 and under the 2013/14 budget we are buying the rest, so by 2015 there will be enough card readers to deploy to polling units to ensure 100 per cent authentication. Jega said INEC would commence the issuance of permanent voters' card early in 2013, as the contract for the production of 40 million voters registered card out of the 73.5 million registered had been awarded. He said INEC was doing the last stage of the processing of the second batch of the contract and by the middle of 2014 all the eligible voters that had registered would have been given their permanent voters' card. ``There are 73.5 million eligible voters but for the first phase we will print 40 million and another part of it for completion is in the budget for 2012," he said. He said the idea of doing voter registration once on the eve of election was now a thing of the past. ``There is a continuing process of registration in which any person who is eligible as required by the law can go to an established office and be registered. ``There are so many processes of this globally and INEC is embracing the best methodology, which will be launched nationwide next year. He said the beauty of the exercise was that most of the displaced people with adequate information and evidence would be re- registered. ``In Kogi, two of INEC offices were affected by the flood disaster, as we lost valuable items, but we must move ahead and will never allow the negative consequences of disaster to affect our job.'' He said INEC has enough Direct Data Capture Machines (DDC) bought for the 2011 general elections and the commission has identified the quantity required for the exercise. www.businessdayonline.com/NG/index.php/news/latest/48238-inec-to-issue-10-year-permanent-electronic-voters-card- |

Military authorities have confirmed that two suicide bombs hit a church inside a military barracks of the Armed Forces Command and Staff College, in Jaji, Kaduna state, killing 11 people and injuring 30 others. A military source confirmed that a bus entered the barracks and was driven into the wall of the Saint Andrews Protestant Church, where it exploded and ten minutes later another car blew up outside the church. Though the first blast caused no casualties, the second blast however did as curious worshippers gathered around the scene of the first blast looking at the debris of the initial explosion. The area has since been cordoned off. No one or group has claimed responsibility for the attack.Northern state Governors The Northern States Governors Forum (NSGF) has commiserated with the Nigerian military over Sunday’s bomb blast which killed some worshippers at the Saint Andrews Protestant Church, describing the attack as “cruel and wicked.” Chairman of the forum and Governor of Niger state, Alhaji Mu’azu Babangida Aliyu, in a statement made available to Channels TV stated that “the deceased were heroes who died in the course of service to our father land, and prayed that God will grant repose to their souls and give their families and friends the fortitude to bear the loss.” On behalf of other governors, the statement reiterated its commitment to “continue to work closely with the federal government in finding a lasting solution to the security challenges confronting some parts of the north.” This is the second bombing this year, targeted at military barracks of the Nigerian Army in Kaduna state with the explosions at the 1st Mechanised Division of the Nigerian Army, Kaduna in February, while in October about 100 people were injured as eight lives were lost after a suspected suicide bomber rammed his car into the St. Rita’s Catholic Church, Malali area of the state. I feel sorry for GEJ, who is trapped between the Western Oil companies and Nigerians. He is trying to free Nigerians from the bondage of economic ruin, yet all he gets is abuse from the Nigerians he is trying to help. When the revolution comes, one assured outcome will be the loss of the Niger Delta and with it the so called fuel subsidy. We will learn, over the bodies of our neighbors, brothers, pregnant wives and sisters how to think clearly and know our real interests. No group of intelligent honest people be they NNPC, FGN can go and forcefully steal oil from the oil producing communities with the help of the IOCs. Only looters can do it over the protests of MEND, the Ogoni, Ikwerre, and other oil producing communities. These looters FGN and the oil companies will never, never ever be honest with Nigerians. One would think after the Farouk Lawan saga that our people will learn the bitter truth about the so called fuel subsidy.

NIGERIA Labour Congress, NLC, yesterday advised President Goodluck Jonathan against further increases in the pump price of Premium Motor Spirit, PMS, warning that such increases would collapse the government. Reacting to President Jonathan’s claim that only the removal of fuel subsidy will allow for domestic refining of fuel, NLC in a statement by its President, Comrade Abdulwaheed Omar, noted that President Jonathan’s claim was not only highly disturbing, but dishonest to Nigerians. The statement contended that the January protests would seem a child’s play compared to what might follow any attempt to deregulate the downstream sector of the oil industry, which in government language meant increases in pump price of fuel. According to the statement, “With the wave of revelations regarding monumental corruption in the Petroleum industry it will be unimaginable to contemplate any other thing than focusing on ridding the industry of the endemic corruption that has become so pervasive in the industry. Nigerians would love to see President Goodluck Jonathan dissipate energy on fighting corruption in the industry as he promised Nigerians. All those so far indicted in corrupt practices in the Fuel Subsidy scam have not yet been prosecuted. More revelations on corruption keep coming out by the day. The argument proffered that domestic refining of Petroleum products is only possible under private operators cannot be defended. Our refineries were built and operated successfully as fully public owned enterprises in the past until the industry was massively inflicted with corruption and home for corrupt government officials and their cronies, the refineries functioned well.” “Today, the problem with the petroleum industry is largely lack of decency and political will on the part of the government to deal with those who have already been identified as having corruptly enriched themselves with funds meant for the industry. We believe Mr. President is not being honest with Nigerians about the real problems of the industry. The same President who set up several committees to identify the crisis in the industry and who have been given detailed reports by the committees cannot validly say he is still helpless. Some of the committees, including those set up by the National Assembly, particularly the House of Representatives Adhoc Committee led by Hon. Farouk Lawal identified not just the problems of the industry but specifically named individuals and companies who have diverted subsidies meant for the industry to private use. Majority of them are political associates of those in power. Indeed, the President has been seen severally hobnobbing in public with some of the key persons indicted by the reports.” Continuing NLC said “In a decent society, all those who have been indicted by all the reports would have been facing accelerated prosecution or serving severe jail terms for committing economic crimes injurious to public interest. As at this moment, N1.7 trillion meant to subsidize the industry has been diverted by identified private individuals and companies and the government is not in any hurry to prosecute the alleged thieves. We can’t therefore understand why the President is in so much haste to inflict deeper poverty on Nigerians.’’ When government kept silent over the prevailing scarcity of petroleum products in the country, we alerted Nigerians that it was clear the government was testing grounds for further increases in fuel prices and we wish to reiterate our resolute rejection of such attempts.” “No responsible government will allow private interests to hold her hostage against the collective interests of the people. It is becoming apparent that those in power seem more inclined serving individual interests than protecting our collective treasures. And we will massively mobilize Nigerians against his new anti people plans. While the Department of Petroleum Resources of the Federal Ministry of Petroleum has the responsibility to ensure consumers are not shortchanged by marketers, the DPR, security and other government agencies watch helplessly as marketers sell far above the official rates. They are even bold enough to display the unilaterally fixed new prices in their pump meters. These cannot be reigning under a serious government.” “The crisis that will welcome any announcement of further withdrawal of subsidy on petroleum products will be so monumental and so far reaching than envisaged by anyone. The January protests would seem a child’s play compared to what might follow any attempt to deregulate the downstream sector of the oil industry. This government has more than enough reports and details to commence a honest process of punishing those in illegal possession of our collective wealth rather than inflict more pains on Nigerians, while industries and virtually all public infrastructures have collapsed.” http://www.vanguardngr.com/2012/11/another-fuel-hike-ll-collapse-your-govt-nlc-warns-jonathan/

The Inspector General of Police, Mohammed Abubakar has constituted a set of new rules that is aimed at regulating police officers both while on or off duty. According to a press statement signed by the Deputy Force Public Relations Officer, Frank Mba “special ‘Code of Conduct and Professional Standards for officers of the Nigeria Police Force” will be launched on Monday 19 November at the International Conference Centre, Abuja. The new ‘Code of Conduct’, according to Mr Mba “is a set of rules collated and formulated under the leadership of the current Inspector-General of Police, IGP MD Abubakar, for guiding and regulating the behaviours of Police officers in Nigeria – both while on or off duty. The Code contains standard policing rules as well as contemporary international best practices in law enforcement as available in various United Nations Conventions, the Nigeria constitution, Police Act and Regulations and other domestic statutes. It is intended to be used by Police Officers in determining what is right and proper in all their actions. “The Code is designed to promote efficiency and effectiveness of Police services by promoting transparency, accountability and a deeper sense of civilian oversight on police activities. It is further intended to promote discipline, professionalism and strict adherence to due process in police activities and operations. Its institution within the Force is therefore part of measures by the IGP to promote the Federal Government transformational agenda, through deliberate and conscious efforts at encouraging positive attitudinal change amongst all cadres of officers within the Force.” The police spokesman said the launch of the new code of conduct is meant to “generate the needed awareness among Government Officials, members of the Force and the general public; and to formally announce the enforcement of the “Code” both as a guide for all personnel of the Force, as well as an instrument for monitoring the conduct of individual Police officers in the daily performance of their duties, by the Police High Command and the public. “It is the earnest belief of the IGP that the “Code” will improve the standards and outputs of the Force and make it an enviable Law Enforcement Organization that will best serve the interest of Nigerians. “The IGP once again solicits the cooperation and understanding of the public at ensuring the successful implementation of the “Code” as it marks another mile stone in current efforts at repositioning the Force. He believes that getting it right with the Code, will no doubt, amount to getting it right with the Force; and this will in turn translate to getting it right with the overall security of Nigeria and her teeming citizens.” The statement listed those expected to be at the launching to include President Goodluck Jonathan, the leadership of the National Assembly, Executive governors from the 36 States, Service Chiefs, senior government officials, members of the Diplomatic Corps, and senior police officers.. www.channelstv.com/home/2012/11/16/police-to-launch-new-code-of-conduct-for-officers-on-monday/
