LONDON (AFP) – The BBC marked the 90th anniversary of its first ever transmission on Wednesday, beset by doubts about its future after a series of scandals surrounding the way it has reported child sex abuse allegations. A composition by Damon Albarn, frontman of the pop group Blur, will be played simultaneously on all the British Broadcasting Corporation’s domestic radio stations and parts of the World Service to celebrate the milestone. What was then known as the British Broadcasting Company crackled into life on November 14, 1922, with a radio news bulletin featuring stories about a train robbery, a “rowdy meeting” involving Winston Churchill, and billiards scores. But 90 years later the BBC, now the world’s largest broadcasting organisation, faces one of the most serious crises in its history as it seeks to defend its reputation and the public funding that sustains it. The BBC was first hit by scandal last month over a decision by its flagship current affairs programme, Newsnight, to shelve an investigation into claims of paedophilia surrounding its late television star Jimmy Savile. Savile died in 2011 and police now believe he abused hundreds of children. Weeks later Newsnight was forced to retract false allegations that a senior Conservative politician from the era of former prime minister Margaret Thatcher abused children at a care home in Wales in the 1970s. The BBC’s director-general George Entwistle resigned on Saturday after 54 days in the job and the corporation has launched a series of investigations into both of the scandals, while it searches for a new leader. The corporation faces further pressure over Entwistle’s £450,000 (565,000-euro, $715,000) payoff — the equivalent of a year’s salary. The magnitude of the scandal reflects the extent to which the BBC — nicknamed “the Beeb” or “Auntie” in Britain — has become part of the fabric of British national life over the past 90 years. The BBC is also part of British families’ budgets, with all households with a television obliged to pay an annual “licence fee” of £145.50, the equivalent of just under 40p per day. The first BBC broadcast, at 6:00 pm on November 14, 1922, was by its then director of programmes Arthur Burrows, who was one of only four staff of a company set up a few weeks earlier by early radio manufacturers. His groundbreaking news bulletin, which also covered one of the “peasouper” fogs that used to afflict London, was read out twice — once quickly and once slowly — and he asked listeners to say which they preferred. Albarn’s composition is named “2LO Calling”, after the original 2LO transmitter used for the 1922 broadcast, which was installed on the roof of London’s Selfridges department store. It will feature on a live broadcast from London’s Science Museum, according to the BBC, at 1733 GMT. The three-minute piece features commentary from an election in Cameroon, the chimes of parliament’s Big Ben clock, the famed BBC time signal known as the “pips” and birdsong. It will be broadcast on more than 55 radio stations. “I don’t know what the various audiences will make of it, but I tried to get at least a flavour of all the stuff I was trying to give them,” Albarn said. “You can’t make it too Radio 4 (domestic current affairs), but I can’t make it particularly Radio 1 (pop music), but in Nigeria neither of those apply, or in Afghanistan.” Publicly funded under a royal charter, the BBC has nearly 23,000 employees and a global audience of around 239 million people, according to the corporation’s own figures. Meanwhile a former BBC presenter was on Tuesday charged with sexually abusing children, although it was not related to the ongoing Savile investigations, police said. Michael Souter, a former presenter for BBC Radio Norfolk in eastern England, had been charged with 18 offences against boys, one offence against a man and one against a woman. The alleged offences date back to between 1979 and 1999. www.vanguardngr.com/2012/11/bbc-marks-unhappy-90th-birthday/

A bill for an Act to prohibit marriage or civil union entered into between persons of same sex and solemnisation of same on Tuesday passed through the second reading in the House of Representatives. The bill, which passed without a dissenting voice, had previously been passed by the senate. Speaking on the bill, lawmakers said the notion of same sex marriage is an alien culture that must be preventing from taking root in Nigeria. Leading the debate on the bill, Mulikat Akande-Adeola (PDP-Oyo), said the proposed legislation would ensure that the institution of marriage is respected. Ms Akande-Adeola, who is the Leader of the House, said that the bill would also protect and preserve the Nigerian culture. She said: “This same sex marriage is alien to our culture and not ordained by God; same sex or gender marriage is completely alien to our society and culture. “This practice has no place in our culture, religion, Nigeria or anywhere in Africa, it is immorality and debasement of our culture, we condemn it in totality.” Adams Jagaba (PDP-Kaduna) aligned himself with the submission of the Majority Leader and said no religion supports gay marriage. “We are a cultured people; we cannot carry everything from other culture,” he declared. Abike Dabiri-Erewa (ACN-Lagos), who also supported the bill, said the solemnisation of same sex marriage had no place in Nigerian culture. Nnenna Ukeje (PDP-Abia) condemned gay marriage. According to her, marriage is a union that should be blessed by God. She said that marriage between same sex “diminishes the symbol of what we are and procreation.” Minority Leader, Femi Gbajabiamila (ACN- Lagos), who also spoke against marriage between the same sex, described the act as immoral. “In this marriage, the third party is affected, these people go ahead and adopt children, thereby affecting the child, and in the process the child becomes dysfunctional. “We are not seeking to promote a dysfunctional society,” he said. Aminu Suleiman (PDP-Kano) praised the Senate for taking the initiative in rejecting gay marriage in Nigeria. There was no dissenting voice and the bill passed through second reading after being put to vote by the Speaker of the House, Aminu Tambuwal. Mr Tambuwal subsequently referred it to the Committee of the Whole House for consideration. The Senate had in November 2011 passed a bill banning same sex marriages in the country. www.channelstv.com/home/2012/11/13/prohibition-of-same-sex-bill-passes-second-reading-in-house-of-reps/ |

LAGOS – (AFP) – Flooding and large-scale theft of crude drove Nigerian oil output to the lowest level for more than two years in October, the IEA said on Tuesday, highlighting challenges facing Africa’s biggest producer. Oil production in Nigeria fell to 1.95 million barrels per day in October, the International Energy Agency said in its monthly report, with production in recent months having ranged between 2.0 and 2.5 mbd. The drop from September to October was around 110,000 barrels per day, it said, leaving Nigerian production at “the lowest level in around two and half years.” It said: “By early November, production levels were recovering, with export schedules showing increased volumes for December.” It was enough to keep Nigeria as Africa’s top producer ahead of Angola at 1.79 million barrels per day, but the drop comes amid growing warnings that the country must take action to avoid stagnant output in the future. The IEA report cited heavy flooding which hit Nigerian production this rainy season as well as the continuing problem of large-scale and organised oil theft in the continent’s most populous nation. It cited findings that “oil bunkering, or theft, costs the government an estimated $7 billion in lost revenue per year.” By comparison, Nigeria’s annual total budget is around $31 billion. Theft and sabotage often leads to pipeline damage, causing oil firms to cut output. Shell has been Nigeria’s biggest producer, with major firms such as Exxon, Chevron and Total also present. Nigerian oil production sharply rebounded after a 2009 amnesty deal for militants in the Niger Delta region following years of unrest which had cut output by around half for a period of time. However, future output is in question over a number of factors, including a long-stalled overhaul of Nigeria’s oil industry that has created uncertainty among energy firms, freezing investment, as well as theft. Beyond that, a boost in production in the United States — the IEA believes the US will become the world’s top oil producer by 2020 — is also expected to force Nigeria to hunt for new markets. The United States has been a major buyer of Nigerian oil exports. Nigeria’s government has been seeking for years to pass sweeping legislation to overhaul its oil industry, widely seen as riddled with corruption. President Goodluck Jonathan sent a fresh version of the bill to parliament in July, but lawmakers are yet to take action. Uncertainty over new fiscal terms in the industry has led to a slowdown in new investments, which could threaten future production growth if not resolved. www.vanguardngr.com/2012/11/nigeria-loses-7b-to-oil-bunkering-yearly-iea/ |

The coming of GSM in Nigeria has helped close the communication gap between the rich and the poor. However, Chris Alu reports that the same device has turned out to be exploitative as some operators use the medium to cheat and waste subscribers' monies through doubtful promo's prompting many to have a rethink. Promos are not new as telecom operators in Nigeria try to dangle one 'exciting' offer or the other before subscribers in their bid to lure more customers to their network. In the records of promo in the Nigerian telecoms industry, it is common to hear operators promising gifts of cars, billions of Naira among others. However, the latest promo and the biggest ever coming from the leading operator, MTN Nigeria, is what many could not just stop pondering over. It is the promo in which customers are expected to win weekly cash prizes while the ultimate winner would go home with a 'Cessna 182T' Aeroplane in a grand prize presentation next month. Not a few Nigerians are wondering if the operator could actually afford to give an airplane to an individual just in the name of promo, even when virtually all the telecom operators are complaining bitterly about several operating challenges biting hard on their profit in the country. One of MTN's staff in Abuja, Sailas Okeke, who spoke to Peoples Daily Weekend confirmed that it is true and that the Aeroplane cost N72 million. This according to him is not more than what the operator can give to a subscriber as reward for. However, while some subscribers are still in doubt over the promo, some are excited and anticipating winning, this has resulted in making MTN to make up to 1.3 billion naira since the promo started while quality of service continues to drop with unauthorized deductions, charges on undelivered messages, unsolicited SMS's and constant bombardment with deceptive promotional messages are some of the ways subscribers are being ripped off by the company. And the sector regulator, Nigerian Regulatory Commission (NRC) and NCC continued to issue warnings without taking any tough action even as customers get poor quality services. Besides MTN charges customers for calling its customer care lines; yet these are supposed to be toll free lines. MTN has also often been faulted for charging customers when SMS messages are not delivered. As the largest telecom company MTN also makes unsolicited calls using the number 33114 for customers to subscribe to voice chat and each attracts 100 naira deduction done immediately you load one unit of card. One of the subscribers, Tunde Adewale in Abuja, told Peoples Daily Weekendthat since the beginning of this year he has received more than 300 text massages from MTN enticing him to play one game or the other; He said one of such is download ring tones or quiz, telling you to send a text to a given number instantly and you will be qualified to win a prize. He said each time he received such text he deleted them immediately. James Akubo, also a subscriber, said that the 'Ultimate Wonder'promo is fake; He wondered what would be their gain, since they cannot even improve on their quality of service. Also, a recharge card vendor, Shehu Musa said they are not real because he has tried many times spent up to 20,000 naira without wining. Asked if he was aware of the latest MTN promo, he retorted: "Yes, I am aware; Is it not the one that said you could win an Aeroplane, N2million or whatever?" Narrating his experience, he said, "Well, I think the promo is for people that are not knowledgeable, because I have tried so many of them, and I have come to realize that they are just fake. "For instance, there was a time I bought a roll of MTN card of 1,500 denomination, I bought about three rolls costing almost 65,000 just because I wanted to be a millionaire. Then I had a problem and I thought it would help me solve it. "I kept receiving: 'keep trying', 'keep trying' and I kept trying until I came to my senses. So, for someone to say me am going to win an aeroplane? When am not able to win N1, 000 or a recharge card of N100? My dear it is just a figment of their imagination. It is not real; I have never seen anybody that has told me he won something from MTN", he lamented. The Chief Marketing and Strategy Officer MTN Nigeria, Mr. Larry Annetts, while speaking during the launch of the ultimate wonder promo, said that MTN, as a market leader, continually seek avenues not only to enrich its customers, but also to appreciate and reward loyal subscribers for keeping faith with the brand over a long period of time. Annetts said, "MTN is keen to transform the lives of many Nigerians; we recognise reward schemes as one of the best ways to touch and enrich the lives of our subscribers and so we are connecting Nigerians to life- changing initiatives that are not easily replicated by any brand in Africa. Giving a breakdown of the company's recent reward programmes, he said, "Last year, in commemoration of our 10th anniversary in Nigeria, we excited and enriched many Nigerians with the much talked about 1 billion Naira reward; where 90 lucky winners went home with cash prices of N10million each among other mouth watering prices. "This year again, through the MTN Automania game, a subscription- based initiative; the company is giving out 100 xi35 SUVs in a 100-day nationwide promo. But with the inauguration of the MTN Ultimate Wonder Promo, you will agree with me that MTN has taken the customer reward concept to an unprecedented level where no brand has attempted in Africa", he further stated. Meanwhile, amid subscribers concerns about the reality of the promo, the Consumer Protection Council (CPC), had said it would seek audience with MTN over the promo. The Deputy Director, Public Relations of the CPC, Mr. Abiodun Obimuyiwa, had disclosed that the Council had sent a letter summoning MTN officials for a meeting over the promo. MTN has over the years had a long battle with Consumer Protection Council (CPC) when they shut down the Abuja regional headquarters of MTN Nigeria, and threatened to press for the withdrawal of its operating licence if the company continued to flout the operational guidelines in its dealings with Nigerian subscribers to its network. The CPC had twice shut down the office, over MTN's Y'ello Times promotions which the agency said was unlawful and in contravention of rules and regulations, having not being duly registered and subjected to the scrutiny of the consumer rights agency. MTN's employees and customers were taken unawares as the regional Office, Abuja, was put under lock and key because of unnecessary promos. CPC Acting Director, Enforcement and Legal Matters, Mr Emmanuel Ataguba said the action had become necessary because all its entreaties to make MTN comply with the rules like other telecommunication companies in the country had failed, the matter ended up in court where the Federal High Court sitting in Abuja granted the prayers of the telecommunication company that the council vacate its sealed premises. Be that as it may, the National Lottery Regulatory Commission (NLRC), the body charged with granting lottery permission in the country has confirmed the approval of the promo, saying it is being regulated. An official of the Commission who gave this confirmation said the telecom operator had sought approval before commencement and had been granted, adding that the promo is being closely monitored by the regulatory body. |
The Edo State Governor, Comrade Adams Aliyu Oshiomole was on Monday sworn-in for a second term in office. The main bowl of the Samuel Ogbemudia Stadium Benin City was filled to capacity as the “Comrade Governor was sworn-in”. The Governor first had to inspect a guard mounted by men of the Nigerian Police Force after which the policemen proceeded to honour the Governor with a parade after which the Chief Judge of the state, Cromwell Idahosa administered the oath of allegiance and oath of office on the Deputy Governor, Honourable Pius Odubu as well as Governor Adams Oshiomole. In his speech, the Governor thanked the people of Edo State for standing by him. He also appreciated those who paid the ultimate price while in the service of the state, including his late aide, Comrade Oyerinde and the journalists who lost their lives in an accident when his campaign was flagged-off. Speaking further, the Governor said ”before 2008, our politics was being manipulated by a few godfathers, the economy of the state was in shambles, our children were in schools without books, they were studying in classrooms with potholes.. Even the poor had no choice but to send their children to ill- equipped private school.. nothing seemed to be working, people were sacked without benefits being paid. That was where we were coming from. Everything they have said was impossible, we have seen that it is possible. We have now seen that what was lacking was God-fearing leadership” Governor Oshiomole also disclosed that ”when we conduct the next local government election, we will make sure that one man one vote prevails. We will also put measures in place so that Chairmen will not be able to travel out without the permission of the Governor so that they will experience the life of the people in their localities.” The swearing-in ceremony was witnessed by Alhaji Aliko Dangote, Governors Chibuike Amaechi, Rochas Okorocha, Peter Obi, Kayode Fayemi, Rauf Aregbesola and Emmanuel Uduaghan. Fomer Governor Segun Osoba of Ogun State too was in attendance. The Niger State Governor was represented by the state’s Head of Service. www.thestreetjournal.org/2012/11/5390/

What you should say is if it is true that the Governor flogged somebody to a state of commer, then it is wrong and a redress is neccessary, if it is not true, then the Governor should speak and compel vanguard to retract the information. Should it be true, there is no reason the Governor should give that is acceptable enough for him to become a fighter on the street. However, a child of a snake can not be anything but long. A sokoto State Governor is an offshoot of Boko Haram and if he is not senseless and violent, then he is not fit to be a Governor of Boko Haram extraction. The NLC, is not being judiceous in their approach. How can you begin to punish every body for an alleged offence of irrational Governor? Going on strike on such issue is a judicial breach. The man, if what is reported is true has been assaulted and case of assault that resulted to near death should as other cases of assault be litigated. Nlc should know that by closing down operations in Sokoto is an infrigement on the rights of others in the State. You do not redress an out Lawed action by infracting on the law. The beating is a personal injury on the person so flogged and should not be taken to the point of disorderly revenge. What if the Governor flogs an applicant tomorrow, what should the NlC do? Let the man go to court and set a pace for others who may be assaulted by any Government Official. Thank you. |

The Southern Mandate, a coalition of socio-political groups from the three geo- political zones of Southern Nigeria, has warned against harming the Coordinating Minister for the Economy and Minister of Finance and her Petroleum Resources counterpart, Mrs. Diezani Allison- Madueke, following reported threats against them by owners of oil companies indicted in the subsidy scam. Okonjo-Iweala had cried out, last weekend, on threats by oil barons whom she alleged were harassing her and trying to intimidate her into abandoning the transparency she has brought to bear on the fuel subsidy system. The following day, the Petroleum Minister also alleged that some powerful forces were after her and wanted her out of government for her roles in the various probes into shady deals in the oil sector. Southern Mandate said in a statement in Abuja, yesterday, that it was compelled to take the decision against the backdrop of “the unrelenting attacks on the two top public officers which have taken a frightening and absurd dimension.” The statement was signed by six coordinators of the coalition, Messrs Tito Zuokumor, Victor Akpe, Obi Okoroma, Fadairo Bamidele, and Dr. Odafe Wilson Omene. www.vanguardngr.com/2012/11/subsidy-scam-oil-barons-warned-against-harming-okonjo-iweala-allison-madueke/ |

Aggrieved commercial motorcyclists popularly called Okada and some residents of Kuola community in Apata area of Ibadan Wednesday, set ablaze the police post in the area over the alleged killing of a commercial motorcyclist by some policemen on illegal check point duties. The deceased, who is popularly called Akebaje, eyewitness account disclosed, allegedly slumped when a Police Inspector hit him with a baton on the head for allegedly violating traffic law because of his refusal to part with N20. The source added that rather than take the injured commercial motorcyclist to the hospital for medical attention, the police sergeant assisted by his two policemen dragged him into a waiting police van in his pool of blood to Koola Police Station. He was said to have died eventually, thereby sparking off protest from his colleagues, who felt embittered by the police action. It was learnt that the commercial motorcyclist was found to have carried two passengers against the new traffic law in state and upon sighting the police, he was said to have tactfully asked one of the passengers to disembark. But unknown to him, the Police Inspector in a patrol van with other policemen had sighted him. According to an eyewitness account, Akebaje was hit with a baton on his head, when attempting to escape punishment. The protesters, who learnt of Akebaje’s death formed themselves into a mob and joined by other sympathisers among the residents attacked any regular policeman in uniform and traffic warders who fled on sight. The violence later spread to the police station, where scores of youths had stormed the station and set the police post ablaze, while policemen on duty ran for safety. One of the community leaders, Ayodele Olowoyile, confirmed that the community mandated the police not to allow commercial motorcyclist access into the community due to their reckless driving and because of the frequent robbery operations. Most parts of Apata area of Ibadan were deserted when about 20 police pick up vans started arriving the troubled spot to arrest people indiscriminate. The Acting Police Public Relations Officer (PPRO), Ayodele Lanade, who confirmed the incident explained that a commercial motorcyclist was stopped by a team of policemen on a stop-and-search duty but turned back ostensibly to avoid been searched. www.world.myjoyonline.com/pages/nigeria/201211/96891.php |

Kwara- Mr Babatunde Ige, the Kwara Coordinator, Federal Road Maintenance Agency, said on Wednesday that approval had been given for the rehabilitation of Ilorin-Omu-Aran-Egbe highway to ease traffic flow during the Christmas period. Ige told the journalists in Omu- Aran, Kwara, that the agency was aware of the deplorable state of the road but the rains had delayed its rehabilitation. He said since approval had been obtained, work would commence by next week. “The good news is that I have just arrived from a meeting in Abuja where proposal for the rehabilitation of Ilorin-Omu- Aran-Egbe road was approved. “The rehabilitation was a little bit delayed due to the downpour witnessed in the recent times. “As I am talking to you, efforts are already in top gear to mobilise and move workers to site probably next week,” he said. Ige also said the agency was now well positioned to effectively maintain all federal roads across the country. “With the acquisition of relevant machines tailor-made for round the clock maintenance, traffic gridlock and crashes on our major highways would be a thing of the past.” Road traversing towns such as Ajase-Ipo, Idofian, Oro, Oke- Onigbin,Omu-Aran and part of Egbe in Kogi, is currently in a deplorable condition.
